Environ 700 000 tonnes de déchets par an en Arménie

L’Arménie est confrontée à près de 700000 tonnes de déchets ménagers
et industriels chaque année, a déclaré Yeghishe Terteryan qui dirige
l’agence des déchets et des émissions au Ministère de l’Écologie.

Lors d’une conférence de presse, il n’a pas précisé le montant exact
des déchets traités.

« Il est difficile de dire quelle partie des déchets est traitée. Bien
sûr, les déchets sont en cours de traitement et une utilisation
ultérieure, mais je ne peux pas dire quelle est la partie du
traitement » a-t-il dit.

MOLDOVAN PARLIAMENTARIAN CLAIMS THAT THE REGIME DECEIVED THE UN AND
SOLD WEAPONS TO TERRORISTS; Official Kishinev is accused of the sale
of military hardware to terrorists.

Grigori Petrenko, deputy of the parliament of Moldova and member of
the Moldovan delegation to the Parliamentary Assembly, said that some
weapons from army depots had been sold to Libya in 2011 and that these
weapons had ended up in terrorists’ hands. Petrenko said that this fact
was mentioned in the EU report… and that the faction of the Moldovan
Communist Party was going to demand prime minister’s resignation.

Petrenko said that UN experts examined the situation in Libya when
a civil war had been raging there and when some countries had been
sending weapons to this country despite the UN. Moldova had been one
of these countries, he said.

The lawmaker was talking about the scandal with the IL-76 plane
from Bengasi that landed in Kishinev on September 12, 2011, moved to
Markulesty and eventually took off bound for Yerevan, Armenia. It was
loaded with ordnance and rockets (Fagot, Konkurs, Shturm-S, Metis). In
fact, the contract even included expensive antitank missile launchers.

Moldovan Defense Ministry Press Secretary Alexander Josan later said
that the matter only concerned artillery pieces worth over $5 million.

According to what information was available to the parliament, the
cargo was meant for Armenia, a country with a latent conflict with
Azerbaijan over Nagorno-Karabakh. The parliament set up a special
commission to investigate the matter. The government (it was headed by
Vlad Filat then) disassociated itself from the arms deal and pinned
all the blame for it on the Defense Ministry. The military, however,
announced that the initiative had been its political masters’.

Brigadier General Yuri Dominik, the man who said it, resigned shortly
afterwards. The matter was gradually forgotten… but not everywhere.

Enraged that the Moldovans had been arming Armenia, Azerbaijani
President Ilham Aliyev turned down Kishinev’s suggestions to start
up joint energy projects.

Some Latvian intermediary was involved in the controversial deal. The
Latvian Foreign Ministry said that there had never been a company
under such a name but the Moldovan Defense Ministry chose to stick
to its guns. Its spokesman said, “The contract was signed with
Latspeceksports, a company from Latvia. It was this company that
found the customer.”

… Petrenko said, “We never managed to discover the customer’s
identity then but we do know it now. There is the UN report with
evidence… that these weapons were shipped to Libya.”

According to UN experts, before landing in Moldova, the IL-76 brought
ordnance to Libya. Later on, the same plane made three runs from
Tirana to Bengasi which was not on its flight plans. To quote Petrenko,
“There are no reasons to believe that the weapons from Moldovan army
depots stayed in Armenia. On the contrary, there are indications
that they ended up in Libya… specifically in the areas that were
controlled by Al-Qaeda then.” The lawmaker added that the UN had
accused the Moldovan authorities of being thoroughly uncooperative.

“Once the parliament meets, we will suggest reestablishment of the
investigation commission. And we will demand immediate resignation
of Prosecutor General Yuri Lyanke as a person involved in this crime,
as someone who broke international laws while being a foreign minister
of a sovereign country,” said Petrenko.

About 200 people protesting the introduction of mandatory cumulative
pension contributions today gathered outside the National Assembly
to demand the annulment of the bill.

Demonstrators were holding signs that read “No to the compulsory”,
“Withdraw the compulsory from the law”, “Salaries shouldn’t be
reduced”, and “Don’t encourage taxpayers to emigrate”. Note, among
the demonstrators were a large number of people working in IT.

Later, upon learning that the ruling coalition – the Republican Party
of Armenia (HHK) and Rule of Law (OEK) – prevented quorum and thus
the meeting did not take place, demonstrators decided to march to
the Armenian government building then to the HHK office.

Head of the Armenian National Congress (HAK) parliamentary faction
Levon Zurabyan said that, by law, quorum can still be met by 3 pm,
though he believes it’s highly unlikely.

Zubaryan said that, according to Armenia’s Constitution, if the
signatures of 44 Members of Parliament are received, a special meeting
must be called, but the HHK shows for the second time that “it spits
on the Constitution”.

The opposition MP thanked those gathered, emphasizing that due to
their actions they forced four parliamentary factions to unite around
the issue.

As of this writing, demonstrators were outside the HHK office. They
submitted a letter to the ruling party, demanding they appear in
parliament by 3 pm and attend the special meeting. The ruling party,
however, did not heed the call.

Secretary of Armenia’s National Security Council Artur Baghdasaryan,
who is on a working visit to Switzerland, held a meeting with President
of Switzerland Ueli Maurer.

The sides discussed Armenian-Swiss relations, Armenia-EU cooperation,
issues of regional stability, Armenian-Turkish relations,
Nagorno-Karabakh peace process.

Mr Baghdasaryan and Mr Ueli Maurer also discussed the priorities of
Switzerland’s OSCE chairmanship scheduled for next year, need for
further development of bilateral relations as well as other issues
of mutual interest.

Mr Baghdasaryan also held meetings with Christian Catrina, Head of
Security Policy, General Secretariat, Federal Department of Defense,
Civil Protection and Sport (DDPS), and Yves Rossier, State Secretary,
Federal Department of Foreign Affairs. The sides discussed the policy
of maintaining regional security and peace, application of relevant
mechanisms.

Azerbaijan is not Serbia and the South Caucasus is not Southern
Europe. Subsequently, one should not expect Baku to be as reasonable
in the Karabakh peace process as Belgrade is in the Kosovo issue,
political expert Yervand Bozoyan said during the Nov 15 public debates
“Karabakh Conflict: Dynamics and Perspectives” held at the Caucasus
Institute in Yerevan.

“Today there are two paths to be chosen by the conflicting parties.

The first path is to continue the negotiations in the current format
and the second one is to give them up and start a new war. Given that
nobody needs war now, the only path is to continue the talks. However,
it is rather hard and even impossible to succeed in the talks in the
current format and balance of forces”, said Bozoyan.

Bozoyan thinks that the Azeri public is not ready for a compromising
option, needless to say about the Azeri authorities. Subsequently,
the conflict has much deeper roots that it seems to have. The expert
recalled that the problems in the relations between Armenians and
Azeris were removed by the Russian Empire and later by the USSR,
which created the Transcaucasus Federation and forced the displeased
keep silence. However, after the collapse of the USSR the old problem
came to the fore at once. “And today the threat of a new war will have
a multiplier effect and cover the other countries around the South
Caucasus as well. This is the main threat of a new Karabakh war”,
he said.

quality of education by closing down small higher education centers
that lack the necessary resources to meet education standards, News

About 40 people who purchased apartments in newly built buildings in
the Yerevan district of Davtashen at around 12 pm today went to the
Artsakhbank on Sayat Nova Ave., asking that the money collected from
them be the amount noted in their contracts and not the amount added
by the bank.

Bank employees attempted to ask the homeowners to step outside,
but they insisted they won’t leave until their concerns are addressed.

A few of the homeowners spoke with the branch manager, but they claim
the conversation didn’t produce any results and they will continue
to complain. “He put a soft pillow beneath our heads. In a very calm
tone he said there’s nothing they can do. But we will come every day,
disrupt the work of the bank, until our issue is resolved,” one of
the homeowners, Mrs. Emma, told Epress.am.

In total, 155 homeowners have signed contracts with the developer,
Tonus LLC, in October 2006. According to the contracts, Tonus was
to have completed construction of the buildings at 118/1 Papazyan
Street and those built in the 2nd quarter of the Davtashen district by
2008 and hand over the apartments, but the company has not fulfilled
its obligations.

Earlier, Epress.am spoke with Artsakhbank’s lawyer, Gevorg Chakmishyan,
who had said that those having preliminary contracts are not, in fact,
homeowners, as they have only a preliminary sale and purchase agreement
– some don’t even have documents that are notarized.

At the same time, the attorney noted that Artsakhbank doesn’t deny
that people paid Tonus LLC, but that doesn’t concern the bank.

“Tonus placed the buildings as collateral and took out a loan with us.

The company’s bankruptcy cannot be considered artificial, since they
[company owners] themselves filed for bankruptcy, which was recognized,
since their commitments exceeded their available assets,” said the
attorney.

Bako Sahakyan and the President of the Republic of Armenia Serzh
Sargsyan on November 14 were present at military maneuvers of the
Defense Army’s units in the central and southern parts of the republic.

Armenpress was informed from the General Department for Mass Media
of the President’s office of Artsakh Republic that the Presidents
also partook in a solemn ceremony of putting into operation a number
of new military and communal objects in one of the military units,
as well as watched trainings of the servicemen.

The President of the Republic of Armenia Serzh Sargsyan stressed the
importance of having infrastructures corresponding to modern standards
in our army, regarding it as one of the necessary conditions for
efficient organization of the service.

problem is for the Azerbaijanis. I know that almost 99 percent of
the Azerbaijanis share common position on Nagorno Karabakh problem. I
understand how disappointed the Azerbaijani people are as the problem
remains unsolved for more than 20 years,” US Ambassador to Azerbaijan
Richard Morningstar said at the meeting with the students of Azerbaijan
State Economic University, APA reports.

Ambassador said the US, as a Minsk Group co-chair, has been working
on this issue for 20 years.

“We will work jointly with the Minsk Group and do our best to achieve
the solution of the problem. I believe one of the major problems is
that both Azerbaijan and Armenia expect super powers, big states,
especially US to make more efforts. When I visit the regions people
ask me why the problem is not solved. If the solution of Nagorno
Karabakh had been easy, we would have done it. I believe that it can
be solved only when the conflicting parties make firm decision to
solve the problem once and for all,” he said.

Ambassador hopes that at the upcoming meeting the presidents will
make a decision to solve the problem and come to an agreement on
certain issues.

Asked about the US financial aid to Nagorno Karabakh, Richard
Morningstar said it is done in line with the mandate of the Congress
and it is humanitarian aid.

“Moreover, the amount is not so big,” he said.

Armenian Nuclear Power Station Continues Working

After the planned renovation, the Armenian nuclear power station
restarted functioning and producing electricity on November 10, 2013.

The nuclear power station in Metsamor, Armenia was halted on September
22 for a regular planned inspection, renovation and the increase in
security measures.

54 days have been allotted for these tasks. However, the designed
procedures were completed several days earlier and the nuclear power
station started functioning on November 10.

During the days when the nuclear power station was closed Armenia
