Baghdad ,February 17 (QNA) – Iraqi Vice President Khider Al-Khozai
met here on Monday with the visiting Armenian Foreign Minister Edward
Nalbandian .

Discussions during the meeting dealt with bilateral relations and ways
of developing them to serve the common interests of the two countries ,
according to a presidential statement.

Both sides discussed the importance of strengthening the tourism
sector and the opening of an air route between Iraq and Armenia.

The foreign Minister began Sunday a several-day official visit to

Hubble Looks Into Terzan 7

has issued the following news release:

Named after its discoverer, the French-Armenian astronomer Agop
Terzan, this is the globular cluster Terzan 7 — a densely packed
ball of stars bound together by gravity. It lies just over 75,000
light-years away from us on the other side of our galaxy, the Milky
Way. It is a peculiar cluster, quite unlike others we observe, making
it an intriguing object of study for astronomers.

Evidence shows that Terzan 7 used to belong to a small galaxy called
the Sagittarius Dwarf Galaxy, a mini-galaxy discovered in 1994. This
galaxy is currently colliding with, and being absorbed by, the Milky
Way, which is a monster in size when compared to this tiny one. It
seems that this cluster has already been kidnapped from its former
home and now is part of our own galaxy.

Astronomers recently discovered that all the stars in Terzan 7 were
born at around the same time, and are about eight billion years old.

This is unusually young for such a cluster. The shared birthday is
another uncommon property; a large number of globular clusters, both in
the Milky Way and in other galaxies, seem to have at least two clearly
differentiated generations of stars that were born at different times.

Some explanations suggest that there is something different about
clusters that form within dwarf galaxies, giving them a different
composition. Others suggest that clusters like Terzan 7 only have
enough material to form one batch of stars, or that perhaps its
youthfulness has prevented it from yet forming another generation.

The economic siege on Armenia laid by Azerbaijan will not be lifted
until Armenia gives back the occupied Azeri lands, Azeri presidential
administration member Elnur Aslanov said.

“Baku will continue the economic blockade of Yerevan until Armenia,
which currently makes territorial claims on Azerbaijan, Georgia and
Turkey and has occupied Azeri lands, abandons its aggressive plans
and launches a constructive policy towards its neighbors,” the head
of the Azeri presidential administration’s political analysis and
information support department said.

“Armenia, which has occupied 20% of the Azeri territory, is now making
territorial claims on Turkey’s Anatolia and Georgia’s Javakheti,” he
said on Monday at a conference entitled “Azerbaijan-Georgia-Turkey:
the Trilateral Union and the Future of Regional Politics”, organized
by the Azeri president’s Center for Strategic Studies.

“We have never concealed that the severe politico-economic situation
in Armenia is a result of the non-constructive policy of the
administration of that country,” Aslanov said.

He noted that Azerbaijan, Georgia and Turkey supported each other’s
territorial integrity and sovereignty.

“We would very much like the Armenian administration to join our
regional and global projects. The time will come and we will hold
similar events, conferences, with the participation of Armenian leaders
in the presently occupied Khojaly, Shusha and Hankendi. This day will
come. We are working on it,” Aslanov stressed.

“It is a pity that a number of western international organizations are
seeking to open the Armenian-Turkish border. We once again express
our gratitude to the Turkish side, the official representatives of
which have said many times that Ankara will not open the border with
Armenia until the Karabakh conflict is resolved consistent with Azeri
territorial integrity principles and the occupied Azeri lands are
free,” Aslanov concluded.

Forty Percent Of Pension Payments Will Go Out Of Country – Video

About 60 percent of the money collected after the introduction of
the new pension law will remain in Armenia while 40 percent will flow
overseas, Vahram Baghdasaryan, a lawmaker of the Prosperous Armenia
Party (BHK), told reporters on Monday.

He says people are protesting against the mandatory pension component
as they have no confidence in the system. “However, if the government
is confident of its programs, I think that this program can be quite
promising.”

Speaking about the socio-economic situation of Armenia, the BHK MP said
he did not want ‘to speak words of praise,’ as the country is facing
numerous problems: “There are serious problems in the legislative
arena, market relations, economy, etc.”

Mr. Baghdasaryan says after Serzh Sargsyan’s decision to join the
Customs Union a number of serious measures are being taken to inform
people about the benefits of the Union.

“The package is under consideration, with serious specialists engaged
in the process. And when the package enters parliament, we should
hold serious debates and changes and present it to public in its
final form,” he concluded.

Russia Does Not Allow Lifting Armenia’s Blockade

RUSSIA DOES NOT ALLOW LIFTING ARMENIA’S BLOCKADE

Armweeklynews.am reported, referring to the Iranian press that Russia
and Iran have agreed that Russia build Astara (Azerbaijani) – Astara
(Iran) – Resht railway for which Iran will pay with oil.

The Kremlin is trying to buy Iranian oil to make sure it does not
flow towards Europe through a pipe that is not controlled by Moscow.

However, the West is against. Yesterday, the presidents of the United
States and France actually warned not to lift sanctions on Iran if
others use the opportunity to start buying Iranian oil.

Moscow cannot sit down and twirl its thumbs so now methods of buying
oil bypassing sanctions are being sought for. In addition, it is again
done in prejudice of Armenia, across Azerbaijan, to make sure that
Armenia does not happen to break through the blockade and appear in
a geopolitical project.

The president of Iran is going to visit Armenia soon. Yesterday the
ambassador of Iran met with the prime minister of Armenia and invited
him to Iran to attend the meeting of the intergovernmental commission.

Armenia is receiving important proposals but Yerevan does not even
make them publicly known not to have to understand why it refuses
those proposals.

Interestingly, despite the fact of political occupation of Armenia,
Russia is not going to give any chance to its partner or rather
satellite. Moscow understands that even a slight fresh breath amid
the blockade will eventually rip Armenia off the Russian space. Russia
needs Armenia cornered and deprived of a chance to maneuver.

The Armenian political society prefers pretending that the biggest
problem of Armenia is the domestic situation, and if the government
is changed, all the problems will be resolved. In additional, the
political circles avoid geopolitical assessments and do not offer
foreign policy alternatives. Unlike the social networks where everyone
says that the Armenian government is the distributor of Russian
interests, no such assessments are heard from the political rostrum.

In this case, the Armenian government is not motivated to review its
policy or rather the lack of policy.

All the Armenian government is doing now is rejecting all the
profitable geopolitical projects. The so-called opposition has nothing
against it. Moreover, the ideologists of the opposition periodically
call not to replace the demand for removal of the government with
geopolitical tasks. As a result, even Russia thinks it is necessary
to include Armenia in its projects, preferring to build a railway
between Iran and Azerbaijan, not Iran and Armenia.

On February 17, Artsakh Republic President Bako Sahakyan visited
a number of military units located in the north-eastern part of the
republic and got acquainted with the life and service of the soldiers,
the security system and the activities aimed at strengthening the
frontline.

According to Bako Sahakyan, army building has been and will remain
among the key priorities of state building process. He highlighted
in this context the protection of borders, considering it one of the
most important components of maintaining stability and peace in the
whole region.

Thereafter the President visited Madaghis-1 hydropower station and
inspected its activities.

The President stressed the importance of that power facility in
ensuring energy security and sustainable economic growth, giving
concrete instructions for the proper implementation of the activities.

Deputy Prime Minister Arthur Aghabekyan, Defense Minister Movses
Hakobyan and other officials accompanied the President.

Exclusive interview of Contour Global’s Executive Vice President for
Europe Garry Levesley to Mediamax

– The agreement on buying Vorotan Hydroelectric Power Plant Complex by
“Contour Global Hydro Cascade” is the largest investment that U.S. has
ever made in the Armenia and the first one in energy field. Your
company has power stations in 17 countries. What exactly attracted
the company to make such a large-scale investment in Armenia?

– ContourGlobal is a New York based international power-generation
company with approximately 3500 MW in operations or under construction
in 17 countries and on four continents. Out total assets worldwide
are worth more than US$ 3.5bln at present.

This acquisition will add to ContourGlobal’s growing presence in
Eastern Europe, where it owns power generation facilities in Bulgaria,
Ukraine, Romania, and Poland, and will contribute to ContourGlobal’s
renewable energy portfolio, which currently comprises approximately
1000 MW of hydro, wind, solar and biogas production in Latin America,
Europe and Africa.

We base our portfolio investments on what makes sense for the client
and location. Armenia has a well functioning and reliable electricity
generation and distribution system that has been re-organized by the
Government of Armenia under the guidance of the World Bank. The Vorotan
HPP is one of the major hydro power plants in Armenia contributing
with 15% to the total electricity production in country.

Its production will always be in demand since the hydro energy is
among the lower-cost energy types and, by Armenian law, will be
consumed solely in the internal market.

– It was reported earlier that besides your company, 4 more companies
including a Russian one were interested in the Vorotan Hydroelectric
Complex. The Complex is the first company producing energy in Armenia
which was sold not to a Russian but an American company. How did
you manage in some sense to “break through the Russian monopoly”
in Armenian energy field?

– We were approached by the Armenian Government to consider the
purchase and then investing into the modernization of the Vorotan
hydro power plant, they may also have approached other interested
companies however we are not aware if they did, and if they did who
they approached.

For over a year, we have done an extensive research of the Vorotan
facilities, in particular, through technical, financial and legal due
diligence performed by some of the leading international companies
for us. We have based our decision to acquire the Vorotan on business
development, economic benefit and country investment climate factors,
including political stability – all of which we assessed as quite
positive and encouraging for a private company like ours to engage in
the business. We hope our investment will prove to be successful in
the years to come and, as I mentioned during the brief meeting with
the Prime Minister Tigran Sargsyan, will also encourage more western
companies to consider doing business and investing in Armenia.

– Your company obliged to invest around USD70mln in modernization of
the Hydroelectric Complex within coming 6 years. Would you speak in
more detail exactly what modernization programs will be implemented
and in what areas?

– Under the terms of the agreement, the ContourGlobal Hydro Cascade
closed joint stock company (CJSC), a direct and wholly owned local
subsidiary of the ContourGlobal, will own and operate the three
hydroelectric facilities located on the Vorotan river and will supply
power to the Armenian grid under a long-term (25 years) power purchase
agreement.

ContourGlobal will also invest $70 million over the next six years
in a refurbishment program to modernize the plants and improve their
operational performance, safety, reliability, and efficiency. We
expect the modernization to create 150 near-term jobs in addition to
more than 150 long-term technicians employed at the plants.

Before we embark on any investment though, in accordance with the
signed Assets Purchase Agreement (APA), we have to prepare, present
and get the approval of the Public Services Regulatory Commission for
the Vorotan refurbishment and modernization program. At present, we
think the rehabilitation programme will be primarily focused on the
upgrading and replacement of the main Electro-Mechanical equipment,
including turbines, generators, electrical switch gear and control
systems. The goal is to improve the reliability, efficiency and
longevity of the plants, of course each plant has its own specific
needs which we are assessing in detail but this is the general scope.

For example, the work in Spandaryan station is likely to be primarily
focused on improving the control, monitoring and communications from
the plant. Our initial technical assessment in Shamb revealed that
there was a vibration problem with one of the units that would be
investigated further prior to the replacement of the main turbine
equipment. In Tatev station, we presume the work will be focused on
refurbishment or replacement of the main generation equipment.

This does not mean, however, that the $70mln program will be the only
investment the company does within the time-span of its operation
of Vorotan. We are contractually committed to keeping the plant
functioning uninterruptedly, in accordance with high international
norms and practice, inlcuding from the point of view of health and
safety and environmental standards.

– Vorotan Complex provides 15% of the energy produced in Armenia and
that’s why it’s an object of strategic significance for Armenia.

Taking into account Armenia’s being blockaded and Russia’s dominant
position in the country’s energy sector, how are you going to support
the country’s energy security?

– This acquisition represents the largest single U.S. private
investment in Armenia’s history and the first U.S. investment
in Armenia’s energy sector. The Vorotan Hydro Cascade accounts for
roughly 15 percent of the installed capacity of Armenia’s electricity
system and provides sufficient energy to power 250,000 homes. We
are committed to keeping the plant functioning uninterruptedly,
in accordance with high international norms and practice.

The company is not just encouraged by the business opportunities
but also understands the responsibility that we have taken on our
shoulders, and we would do everything to further support the energy
security of Armenia. We also understand that there are expansion
opportunities on the cascade that the Government has asked us to
looking to the economic feasibility of, we will do this in due course
and if they prove feasible this could lead to an expansion of the
complex in future years.

– Armenia sells energy to neighboring countries including Iran. In
this regard, can purchasing Vorotan Complex become some kind of a
bridge between U.S.-Iran relations? Do you plan to sell energy to Iran?

– ContourGlobal Hydro Cascade (CJSC) will not be involved in any energy
sale or swaps with the Islamic Republic of Iran. In this regard, I
should mention that we, as an American based company investing outside
of the US, are bound by the laws and regulations of the US Government.

– Do you see any possibilities for cooperation with Turkey?

– As a multinational company that has grown rapidly in the past 8
years to own and operate 33 different energy-type plants worldwide,
including Eastern Europe, we are, of course, interested in further
promoting our business in the region, not just Turkey. At present,
though, we are focused on finalizing the Vorotan deal and establishing
a well-functioning and high standard operation in Armenia. In future,
we do not exclude considering attractive investment opportunities in
the region, including doing more investments in Armenia and, in fact,
further towards the East, too.
