Edward Nalbandyan meets with his Fin Counterpart

YEREVAN, MAY 11, ARMENPRESS: Armenian Foreign Minister Edward
Nalbandyan met today with the foreign minister of Finland Alexander
Stub who is in Armenia on a working visit. Foreign ministry press
service told Armenpress that the minister welcomed the visit of the
delegation of Alexander Stub to Armenia, noting that it gives good
opportunity for discussion of the agenda issues and prospects for
cooperation. Edward Nalbandyan pointed out that Armenia highlights the
development of mutually beneficial partnership with Finland and
Scandinavian region and with that purpose the establishment of
Armenian embassy in the mentioned region is intended.

`We see Finland as a reliable partner and wish to boost our political
dialogue by regular consultations and active cooperation in the
international organizations,’ the Armenian minister said.

Alexander Stub noted that he is happy to visit Armenia and continue
the dialogue launched two years ago over development of partnership in
different spheres.

Minister Nalbandyan and Stub registered the mutual interest to develop
comprehensive cooperation, pointing out that necessary political will
and good prerequisites are necessary.

The ministers exchanged thoughts over the further boosting of the
Armenian-Fin friendly relations.

The foreign ministers of the two countries referred also to the
cooperation between Armenia and the EU.

During the conversation the interlocutors discussed in details issues
on Armenian-Turkish relations, exchanged thoughts over a number of
international and regional issues, including the recent developments
over the Karabakh conflict.

RA Foreign Minister Receives the Delegation of French National Assembly

YEREVAN, JUNE 11, ARMENPRESS: RA Foreign Minister Edward Nalbandyan
received today the French National Assembly’s delegation, which was
headed by the President of the Armenian-French Parliamentary
Friendship Group Francois Roshbluan.

An official from the press and information department of RA Foreign
Affairs Ministry told Armenpress that Mr. Edward Nalbandyan welcomed
the guests and said he appreciates the personal investment of the
French deputies in the development of the Armenian-French friendly
relations and in the extension of the cooperation between the Armenian
and French Parliaments.

The two sides discussed the latest developments of the process of
peaceful regulation of Artsakh conflict in detail. RA Foreign Minister
greeted the visit of the French deputies to the Nagorno Karabakh
Republic and mentioned that such visits will give an opportunity to
get acquainted with `the springs’ of the conflict and the position of
Artsakh’s authorities and nation.

The speakers exchanged thoughts on Armenia- Euro Union cooperation and
the process of normalization of the Armenian-Turkish relations.

YEREVAN, JUNE 11, ARMENPRESS: `I wish the parliamentarian elections of
Azerbaijan, intended to be held November, were organized in the same
positive level as in Nagorno Karabakh,’ Francois Roshbluan, French
deputy, member of the French delegation to Council of Europe
Parliamentary Assembly, said at today’s press conference. He mentioned
that he has visited Artsakh with his five counterparts recently. `It
was gratifying to see that the state institutes of Artsakh are
operating in the best way.

We were informed that the recent parliamentarian elections were held
in a high level; the results are not arguable. I wish the
neighbor-states of Artsakh organized their not transparent elections
the way Artsakh did,’ Mr. Francois Roshbluan said. The French
delegation attended the first session of Artsakh’s Parliament. `I last
felt the same emotion and happiness, when I was participating in the

YEREVAN, JUNE 11, ARMENPRESS: ‘Azerbaijan should put efforts in the
direction of regulating the Nagorno Karabakh issue the way Armenia
does,’ Francois Roshbluan, French deputy, member of the French
delegation to Council of Europe Parliamentary Assembly, said at
today’s press conference in Yerevan. ‘In this context, the efforts and
works of Azerbaijan can be assessed at zero. Such position by
Azerbaijan is firstly directed against the Azerbaijani nation,’
Francois Roshbluan said.

In answer to the question about his attitude toward the fact
Azerbaijan declared him ‘persona non grata’, Mr. Roshbluan said such
position by Azerbaijan is a common phenomenon for him. `I consider it
an honor,’ the Parliamentarian stressed. He said he is against the
establishment of PACE subcommittee on the NK conflict, as the
negotiations are carried within the framework of the OSCE Minsk Group.
`It is quite clear that under the pressure of Azerbaijan the Turkish
President of PACE tries to undertake measures for dragging out the

YEREVAN, MAY 11, ARMENPRESS: Newly appointed Ambassador of Qatar to
Armenia Ibrahim Abd al Rahman al Mughaysib handed over his credentials
to the President of Armenia Serzh Sargsyan (residence in Tehran).

Presidential press service told Armenpress that Serzh Sargsyan
congratulated the ambassador on assuming the mission, saying that
Armenia highlights development of cooperation with Qatar. The
president expressed hope that soon in the Qatar state with the
appointment of Armenian ambassador and activation of the work of the
inter-governmental commission a basis will be put for effective
partnership.

Ambassador al Mughaisib said that Qatar is interested in opportunities
of making investments in Armenia and is aimed at acquiring concrete
arrangements through mutual visits over the cooperation in different
spheres.

The parties exchanged thoughts over the Nagorno Karabakh conflict.
Armenian president considered the efforts of Azerbaijan to give
religious nature to the conflict inadmissible, expressing regret that
some Islamic countries often assist these attempts.

The ambassador said that Qatar supports the peaceful solution of the
Nagorno Karabakh issue and does not think that this conflict is of
religious nature.

YEREVAN, MAY 11, ARMENPRESS: Armenian President Serzh Sargsyan
received today Foreign Minister of Finland Alexander Stub.
Presidential press office told Armenpress that Serzh Sargsyan said
that Armenia highlights cooperation with Finland in bilateral and
multilateral formats and highly praises its active involvement in the
processes of solution of issues of the South Caucasian region since
the collapse of the USSR. The president noted that thanks to the
unbiased and constructive stance Finland acquired a great store of
trust and is a desirable partner for Armenia.

Foreign minister Stub said that Finland is ready to extend the new
opportunities of cooperation with Armenia. He noted that his country
is attentively following the recent developments in our region and
asked President Serzh Sargsyan present position of Armenia over the
issues.

The parties agreed that the best guarantee of ensuring peace and
development in the South Caucasus is the dialogue between the

relations.

The guests told about their impressions and asked a plenty of
questions to the President mainly about the prospects of development
of Armenia and Nagorno Karabakh, as well as about the position of the
Armenian side on the settlement of issues with Azerbaijan and Turkey.
The French Parliamentarians said their ideas about Artsakh have
changed a lot since their visit. They said it is quite clear that
people in Nagorno Karabakh try to organize their social life in
accordance with the democratic rules.

They added that the next Parliamentarian elections of Artsakh are the
proofs of the statement. The French deputies also said they are
impressed with the fact Stepanakert is quite clear, safe and
well-preserved; this is not characteristic to cities, they said, which
live under the threat of war. President Serzh Sargsyan expressed his
gratitude to the French deputies for their consistent interest in

His Eminence Archbishop Oshagan Choloyan, Prelate, and the Religious
and Executive Councils of the Armenian Apostolic Church of America
announce with immense sorrow the passing of Archpriest Father Arshag
Daghlian, a faithful and devoted servant of the Armenian
Church.
The Divine Liturgy and Extreme Unction will be officiated by His
Eminence Archbishop Oshagan with the participation of the clergy
serving the Eastern Prelacy, at 10 a.m. on Monday, June 14, at
St. Stephens Armenian Apostolic Church, 38 Elton Avenue, Watertown,
Massachusetts. Interment will follow at West Parish Garden Cemetery,
Andover, Massachusetts.
Visiting hours will be held in St. Stephens Church sanctuary
on Sunday, June 13, from 4 to 8 p.m., with the homecoming (Dan Gark)
services at 7 p.m.
Survivors include his loving wife, Yeretzgin Lucy, daughters
Sonia and Houri, Nora and her husband Richard Sarajian, and son John,
and seven grandchildren. His daughter Aida Chareth predeceased him.

Istanbul, will be named after Agos Armenian-Turkish newspaper editor
Hrant Dink killed in January 2007.

The decision was made unanimously by Kinali Island administration,

BAKU (Combined Sources)-Azerbaijan’s parliament on June 8 approved by
a vote of 110 in favor, with two against and one abstention, a draft
military doctrine that is intended to complement the National Security
Doctrine ratified by Azerbaijani President Ilham Aliyev in May 2007.

The draft doctrine was first submitted to parliament three years ago,
but ratification was repeatedly delayed, and it was apparently amended
in the wake of the Russian-Georgian war of August 2008.

The doctrine lists the perceived main threats facing the Azerbaijan
Republic; the military and strategic basis of national security; the
main objectives of the armed forces both in war and in peacetime; and
the prospects for further strengthening the country’s military
potential, presidential administration official Fuad Alesqerov told
news.az on June 4.

The first of those threats, according to Alesqerov, is the
independence of the Nagorno-Karabakh Republic. In that context, the
doctrine affirms that `any political, military, economic, or other
support provided to the Republic of Armenia and to the separatist
regime created with Armenia’s support on Azerbaijani territory with
the aim of [securing] official recognition of the results of
occupation will be interpreted as an act directed against the
Azerbaijan Republic.’

Other threats enumerated by Alesqerov include possible foreign
military interference in Azerbaijan’s internal affairs; claims by
neighboring states on Azerbaijani territory; actions aimed at
destabilizing the domestic political and economic situation, including
support for separatist and extremist religious movements; and the
infiltration of illegal armed groups and terrorists into Azerbaijan.
`Azerbaijan jamaat’ was among the militant groups listed as having
sent a representative to a meeting on May 30 of subdivisions in
Azerbaijan of the North Caucasus insurgency.

Alesqerov also mentions `violation of the regional military balance,’
or the deployment of troops close to Azerbaijan’s state borders or
territorial waters; participation of neighboring states in interstate
conflicts (i.e. a replay of the August 2008 Russian-Georgian war); and
`the existence of domestic conflicts or armed riots,’ implying that
the state reserves the right to use military force against its own
citizens. Azerbaijani officials never miss an opportunity to condemn
Armenia for having done precisely that in the wake of the disputed
February 2008 presidential election.

An article published in the September 26-October 2, 2007, edition of
`Voyenno-Promyshlenny Kurer’ enumerates further threats that figured
in the initial draft doctrine, including attacks on sites of military
or economic importance (presumably meaning in the first instance oil
and gas export pipelines and pumping stations); organized crime,
terrorism, and smuggling; and information warfare.

The doctrine affirms that Azerbaijan has no intention of beginning
military operations against any other state unless it becomes `the
victim of aggression.’ It also rules out war as a means of pressure on
the independence of other states, or as a means to resolve
international conflicts.

The doctrine does not provide for the deployment on Azerbaijani soil
of foreign military bases, except in circumstances envisaged by
international treaties that Azerbaijan has ratified. Nor does it list
as a strategic goal integration with Euro-Atlantic structures. That
omission is hardly surprising in light of Azerbaijan’s clear lack of
interest, despite statements to the contrary, in joining NATO.

By contrast, the initial draft doctrine summarized by
`Voyenno-Promyshlenny kurer’ singled out as of specific significance
military cooperation with Turkey, with NATO, and with fellow GUAM
member states (Georgia, Ukraine, and Moldova).

Zahid Orudj, who is a parliament deputy and deputy chairman of the
pro-regime Ana Veten party, pointed out to Caucasus Knot that the
final version of the doctrine does not name Turkey (or any other
state) as an ally. That failure can possibly be attributed to Baku’s
profound anger at Turkey’s initial moves last year towards
rapprochement with Armenia.

As for GUAM, Georgia is presumably no longer considered a reliable
strategic partner in the wake of the miscalculation that precipitated
the August 2008 war. Since Viktor Yanukovych’s election in January as
president of Ukraine, Kyiv has abandoned its pro-Western foreign
policy, and Moldova has opted for neutrality.

The final doctrine does, however, still affirm Azerbaijan’s continued
willingness to cooperate with NATO.

A working group was tasked with drafting the military doctrine in
2004, shortly after Ilham Aliyev’s election as president. Why it has
taken so long for the parliament, in which the ruling Yeni Azerbaycan
Party holds the overwhelming majority of the 120 mandates, to vote on
it is not clear. Parliament First Deputy Speaker Ziyafet Askerov was
quoted by day.az on December 23, 2006, as saying the doctrine would be
approved during the spring 2007 parliament session. It was not.

When he signed the National Security Concept in May 2007, President
Aliyev gave the government three months in which to complete the
Military Doctrine and present it to parliament, according to
echo-az.com on February 15, 2008.

The draft doctrine was submitted to NATO for feedback, and on October
17, 2007, Askerov told the same news agency it `is already ready’ and
would be voted on during the fall parliament session. But the vote did
not take place.

On February 5, 2008, Askerov told day.az that the parliament had
received the draft doctrine and would vote on it during the spring
session. But in early July, he told fellow parliamentarians that it
had not been endorsed due to the changing geo-political situation,
according to echo-az.com on July 15, 2008. He added that the doctrine
would, nonetheless, be adopted during the fall parliament session.

In February 2009, Lieutenant-General Vahid Aliyev, who is Aliyev’s
military advisor, told Azerbaijan Press Agency that the doctrine
`might’ be submitted to parliament for debate during the spring
session. That statement suggests that the initial draft may have been
withdrawn and revised following the August 2008 Russian-Georgian war.
Four months later, on June 18, 2009, the online daily zerkalo.az
quoted a NATO liaison officer as saying that the military doctrine `is
almost ready’ and could be submitted to parliament for discussion
during the fall session.
