Apricot Farmers Struggling in Armenia amid Crop Failure

Apricots may have served as Armenia’s calling card at this year’s
Eurovision pop music contest, but, back home, severe crop damage has
transformed these `kisses of the earth, fruits of the sun’ into a
source of economic hardship.

`We have no idea what to do. I want to cry bitterly looking at my
orchard trees,’ said Margo Vardanian, the owner of an apricot orchard
in Jrashen, a village in central Armenia’s Ararat Valley. `Hail and
rain have spoilt the crop. The apricots that survived ¦ are not fit
for export.’

Freezing temperatures in late March, along with protracted rain,
severely damaged apricot orchards in the Ararat Valley, the
3,071-hectare-large epicenter of Armenia’s apricot industry. Nearly
three months after the procession of storms, orchard owners are still
cursing the bad weather.

Agriculture Minister Gerasim Alaverdian has predicted a 30-40 percent
slump in the 2010 apricot harvest, compared with last year’s yield of
85,000 tons. That slump is reflected in prices at Yerevan’s central
market, where imported bananas now sell for far less than local
apricots — about 600 to 800 drams (about $1.60 – $2.00) per kilo of
bananas compared to 1,000 to 2,500 drams (about $3.00 – $6.50) for a
kilo of apricots. Those prices, roughly three to eight times the level
of last year’s prices, have made apricots a delicacy for many
Armenians.

At a June 2 press conference, Alaverdian pledged that `[t]here will be
no problems with apricot export and storage,’ but high prices and
short supplies make some experts skeptical about how well Armenia’s
apricots will be able to compete this year in Russian and European
markets. Last year, Armenia exported 13,500 tons of apricots to Russia
and the European Union. Data on the revenue value of those exports was
not immediately available.

The country’s largest apricot export company, Spayka, is expecting to
slash its exports by 30 percent this year, according to Spayka
Development Manager Karen Baghdasarian.

Apricot farmer Vardanian shares the skepticism about the market
outlook for apricots. She expects less than a ton of apricots from her
one-hectare orchard this year. In 2009, the orchard produced about 22
tons. To keep the orchard going, her family took out a bank loan of
more than a million drams, or about $2,670, she said. `Huge loans and
debts — this is all we have now, we don’t know what to live on,’
Vardanian recounted. `I wish the government helped us by freezing
[interest payments on] our loans until next year’s harvest.’

An apricot orchard owner from Etchmiadzin, a town about a half-hour’s
drive from Yerevan, expressed similar frustrations. `The trade in our
orchards was in full swing at this time in the past, while now we have
neither work to do nor any expectations [of work],’ complained the
orchard owner.

But, for now, whether or not the government plans to intervene remains unknown.

Deputy Agriculture Minister Samvel Galstian said the ministry is still
evaluating the damage to Armenia’s apricot crop and will submit a
report for cabinet consideration in July. `We don’t know yet whether
the government will be able to help the farmers or not; we have to
wait now,’ Galstian said.

Meanwhile, apricot farmers are settling down to wait, too. `We must
survive until next year, then we’ll see what we can do,’ said one
Etchmiadzin orchard owner, pointing out the poor quality of his
orchard’s speckled apricots. `Still, a question remains whether we’ll
manage or not.’

`They never change their handwriting killing a sleeping man under
cover of night,’ said Armenia’s deputy, head of the Artsakh Union
Hamlet Haroutyunian commenting the recent armed attack by Azerbaijani
diversionary group on Nagorno Karabakh during night of June 18-19.

Referring to remarks by Armenia’s President Serzh Sargsyan during his
speech at the Konrad Adenauer Foundation in Germany, Hamlet
Haroutyunian said that country’s leader had quite strongly responded
to the incident.

`All invasions by Azerbaijan must be strongly responded by tough
measures; there is no need to perform as a `dove of peace’,’ stressed
politician.

He pointed that he considers `the tough measures’ to work out in `more
farseeing diplomatic response,’ not in attack on sleeping Azerbaijani
soldiers.

Armenia shouldn’t feel scared of Azerbaijan as `world knows Armenia is
committed to the peaceful settlement to the Karabakh conflict,’ in
contrary to Azerbaijan, said Hamlet Haroutyunian.

World powers reach no consensus on Karabakh, Russian expert says

Information on certain `Saint Petersburg Principles’ allegedly
proposed by RF President Dmitry Medvedev during the trilateral meeting
is interesting. The following events ` an unexpected departure of
Azerbaijani President, incident in Karabakh – can be connected with
certain proposals by Russia, Andrey Areshev, the Deputy Director
General, Russian Strategic Culture Foundation, told NEWS.am.

He notes that, according to news headlines, it is obvious the world
powers do not reach consensus on the resolution of Karabakh conflict.
Unplanned activity of one side might be a consequence of others’
actions.

The expert pointed out the much-talked-of prediction of the head of
U.S. intelligence service Dennis Blair about possible new war the
terms of which concurred with Russia’s mediation mission that one
again confirms that resolution of Karabakh conflict is far from its
end.

Areshev does not rule out the deployment of peacekeepers in Karabakh
under certain conditions. The peacekeepers cannot be deployed on a
`powder keg’. The sides should agree on basic principles, namely,
non-use of force, demilitarization of the conflict zone before the
peacekeepers are deployed, he noted.

According to him, this issue should be agreed with all the conflicting
parties and neighboring states.

Turkey won’t deploy its peacekeepers in Nakhichevan, says expert

Director of the Department of the Orient Studies of the National
Academy of Sciences, Rouben Safrastian said he rules out the
possibility of deployment of the Turkish peacekeepers in Nakhichevan.

`I believe that there will not be Turkish peacekeepers in Nakhichevan;
there is no legal basis for such a deployment,’ said analyst.

`If Turkey tries to do so basing on the Kars Treaty then note that
there is no single word about it in the document. In case of
deployment of Turkish peacekeepers in Nakhichevan, Turkey will enter
into the open conflict against Russia,’ he said.

`I also believe that the existing in the South Caucasus status-quo
works in favor of Russia,’ pointed Rouben Safrastian. He added that he
also considers that there are no any preconditions for concerns over
the deployment of peacekeepers in zone of the Karabakh conflict.

June 25, RA Parliament Speaker Hovik Abrahamyan received Argentinean
Ambassador to Armenia Miguel Angel Cuneo.

Hovik Abrahamyan expressed confidence that the Ambassador’s experience
will contribute to the development of Armenian-Argentinean relations,
RA Parliamentary press service informed NEWS.am. He also noted that
long distance between two states will not prevent from the
intensification of bilateral political and economic relations.
Abrahamyan also pointed out establishment of inter-parliamentary
relations, noting that Armenian-Argentinean parliamentary group is
functioning in the RA National Assembly.

The sides emphasized that the opening of Argentinean Embassy in
Armenia will provide for intensification in bilateral relations. They
also stressed the importance of organizing business forums to expand
economic ties.

CE gives new document on Armenia’s non-fulfillment of int’l obligations

Today, a written declaration “Armenia’s continued non-fulfillment of
international obligations” was given during the last working day of
the Parliamentary Assembly of the Council of Europe (PACE).

Besides member of the Azerbaijani delegation to PACE Rafael Huseynov,
the document was signed by 20 other MPs.

“In 2008, the PACE adopted Resolution 1609, which reflected the bloody
events, crimes, various pressures on human rights which took place
after elections in Armenia. It was required for the Armenian state to
investigate the issues and take appropriate actions soon.
Unfortunately despite a long period of time passed, no requirement is
fulfilled.

Armenia still has no developments in the investigation of the events
occurred March 1, 2008, when 10 people died, many freethinking people
were imprisoned, masses and free press were pressured. In this regard,
Armenia should comply with international obligations, including
obligations to the CE. It must release detained political prisoners,
investigate all the moments contrary to human rights that arose after
the elections, and quickly take all necessary measures,” the document
said.

This written declaration was announced during the last working day of
the session at the PACE meeting. Other deputies continue to put their
signatures under the document.

Armenia: International community is on our side, in secret

Is the “international community” blaming Azerbaijan for the recent
violence in Karabakh that killed several soldiers on each side? So
claims Armenian Foreign Minister Edward Nalbandian.

Really? Well, not publicly, of course; the official statements are
impartial. But Nalbandian says that that’s what they are saying to the
Armenians, according to RFE/RL:

`In contacts with us, those making such statements, especially after
the latest incident, are telling us, `You can clearly see to whom our
statements are addressed,” he told a joint news conference with
Austria’s visiting Foreign Minister Michael Spindeleger.

`Because clearly it’s not Armenia that makes bellicose statements,
calls for war,’ said Nalbandian. `It’s not Armenia that organized that
provocation on the border and inside the Nagorno-Karabakh Republic’s
territory. It’s not Armenia that rejected a proposal to reinforce the
ceasefire regime which was made by the OSCE Minsk Group.’

Unfortunately I don’t see any transcript of the press conference, and
none of the press accounts report on whether Spindelegger commented on
this assertion. But it would seem that either Nalbandian is lying, or
talking about off-the-record conversations in public. Either one is
surely annoying the international community which Nalbandian claims is
on his side.

The Justice and Development Party, or AKP, government of Turkey will
perhaps be remembered as the worst and most opportunist government
this country has ever had in its republican history.

This is not necessarily because of bad policies or approaches the AKP
government has developed over the past eight years or because of its a
resolutions in various problem areas. It is instead because of the
cheeky attitude of the AKP, its monkey business tactics `a result
perhaps of its overwhelming parliamentary strength that has buried it
deep in a majoritarian obsession ` and the AKP’s tendancy to give
prominence to Islamist solidarity, allied solidarity and respect to
obligations or, as is said in diplomacy, to pacta sunt servanda. These
leanings should be blamed for the current fiasco that is Turkish
policy from relations with Europe to ties with the United States, our
Middle East policies, the struggle against separatist terrorism or
domestic issues such as rampant unemployment, poverty, nepotism,
narcissism and corruption of all kinds.

If a government pledges to the European Union to open up ports and
airports to the Greek Cypriot government in exchange for a date for
starting accession talks while being aware it cannot deliver such a
promise ` at least until after Greek Cypriots agree to lift the
isolation measures they have been inposing on Turkish Cypriots ` can
that government be considered an `honest player?’

If a government is warned many times by Israel that it cannot allow a
rupture of its blockade of Gaza and that, if needed, it would use
force to maintain the blockade it considered vital for its national
security, and if that government not only fails to adequately warn its
citizens participating in a Turkish-led international humanitarian aid
flotilla that making such a trip would place their security under
serious risk, can it wash off its responsibility for the brutal murder
of nine Turkish citizens onboard a Turkish humanitarian flotilla and
place the entire responsibility on the Israeli state?

In the Cyprus example, the AKP was just trying to save the day in an
opportunist manner, assuming they would `think of the need to comply
with our pledge when the day comes¦’ Regarding the Armenian protocols,
obviously the AKP government was banking on the idea that Yerevan
would not be able to get the protocols endorsed by its parliament and
thus would find itself in a difficult position in the eyes of the
international community. In the Gaza sham, partly because of domestic
political reasons ` the Turkish foundation leading the international
humanitarian aid flotilla was supportive of the Felicity or Saadet
Party, the chief Islamist-conservative contender of the AKP ` but
mostly because of Islamist solidarity feelings and the neo-Ottomanist
regional hegemony aspirations, the AKP turned a blind eye to the
imminent threat and thus to the murder of nine Turkish nationals, one
of them a Turkish-American.

The `opening’ the AKP government started two years ago as a `Kurdish
opening,’ which gradually evolved into a shy `democratic opening’ and
then into a `Peace and Brotherhood Project,’ was perhaps the wisest
move ever taken by a Turkish government to bring an end to the
25-year-old separatist violence in this country. The project was
launched as an ambiguous but indeed empty one, and it was said at the
time that it would be filled through contributions from all segments
of Turkish politics as well as NGOs and civil society establishments.
But the government did not even engage in discussions with the main
opposition party over what it aims to achieve with the opening.

The project, which was launched ambiguously, remained ambiguous
throughout the past two years, and even the government and the
die-hard supporters of the project could not come up with an
explanation as to what it included. With the tent-court created at the
Habur border gate area and a heroic welcome ceremony extended to the
returning `not so criminal’ members of the separatist gang, the
`opening’ became a real `closure.’ Yet even today, after the surge of
separatist terrorism, the prime minister continues its lofty rhetoric
saying the government is determined to continue the opening, which
unfortunately has served no other purpose but further widening
polarization of the Turkish society.

Remember what Abraham Lincoln said, `You can fool all the people some
of the time, and some of the people all the time, but you cannot fool
all the people all the time.’ Perhaps someone should remind the AKP of
this famous Lincoln quotation.

Baku-APA. “The Azerbaijani army intensifies day by day. The army
building process is going on very successful in Azerbaijan and this
allows us to increase our military strength”, Azerbaijani President
Ilham Aliyev told in his speech at the large-scale exercises on the
92nd anniversary of Azerbaijani Armed Forces.

According to APA, President stressed the importance of army building
issue and said that it is priority task for a country living under war
condition. `This is so, and the army building in Azerbaijan is the
priority issue. For many years we have suffered from aggression, our
lands are under occupation. At any time we have to be able to liberate
our homeland from invaders. Along with political and diplomatic
efforts, we must have a strong army, and this process is going well.
Today the level of the Azerbaijani army is very high’, he said.

The President stressed that the growing professionalism and fighting
capacity of the army is exhilarated. Also, strengthening the
material-technical base of Azerbaijani army and in recent years in
that direction have been taken very big steps. The State allocates
sufficient funds to meet all the needs of the national army. The
President said that during the seven years of military expenditure in
Azerbaijan increased by more than 13 times. Today in Azerbaijan
military expenditures for 2010 amount to 2 billion 150 million
dollars, which exceeds the entire state budget of Armenia. `Several
years ago the goal was set that the military expenditures of
Azerbaijan have to outrun the expenditures of Armenia. This goal has
already been implemented. We will continue to increase our military
power, to procure all necessary for our army weapons, ammunition and
equipment’, said Ilham Aliyev. The President announced that Azerbaijan
will also take further steps for the production of military products.
In recent years, was given great attention to this area. At present,
Azerbaijan has 21 military enterprise, military factory, established
30 manufacturing sites.

Supreme Commander noted that all have to be done for the Azerbaijani
army, the Armed Forces of equipment, weapons and ammunition produced
in Azerbaijan. “We will further strengthen our work in this direction.
For this country, of course, must be financial resources, economic
strength, and we create that power”, he said.

President added that economic policy that leading in Azerbaijan in
recent years gives its effect. Azerbaijan is becoming an economically
strong state. Economic development in Azerbaijan during the past few
years is the highest in the global rate, and this allows us to take
the necessary measures in all areas of our lives.

Additional funding is not only for the military budget, but also to
address all other issues in Azerbaijan. As more of our budget solved
all socio-economic issues. But we should pay more attention, first of
all, military spending. With the increase of our economic power, of
course, strengthened the country’s position in the region and the
world. Today, Azerbaijan enjoys a very high esteem, and our position
in the region is strong. The ongoing work in the region satisfies us.
Work carried out on our initiatives, fully meets the interests of
Azerbaijan. We will take the necessary steps for the future
development of the region. As the economic power of Azerbaijan all
problems facing the country, of course, be carried out more
successfully.

The President said that prevailing in the world in the past and this
year the financial crisis, we can say, went round the side of
Azerbaijan. Azerbaijan is optimistic about the future, increasing
their economic power. I have no doubt that we will achieve our goals
in economic and social, and in all political matters. Our goal is to
further strengthen the independence of the country, to guarantee the
independent policy of Azerbaijan, to resolve all problems facing the
country. The most important and foremost among these problems – it is
liberation of our lands from the invaders. As you know, for many years
between Armenia and Azerbaijan is going on negotiation in this
direction. His role in the negotiations are mediators. However,
despite this, the question is still unresolved. Although there are
decisions and resolutions of international organizations, reinforcing
our position – the position of truth and justice. We can say that all
organizations, leading organizations in the world made a decision on
this matter. However, the State invader ignores these decisions and
resolutions. In this case before Azerbaijan faces new challenges:
either to continue negotiations – we ready for this, but only on
condition that these negotiations will be the result, or else choose
another path. We have to be ready for any variant, and this again
shows the statements I have made repeatedly over the past few years,
he said.

Ilham Aliyev especially stressed that Azerbaijan has never denied the
possibility of military solutions to the issue. Despite the fact that
we stand for peace talks.

Peace talks are going on about 20 years, and Azerbaijan shows them
very constructive attitude. But there is no result. How long the
people of Azerbaijan have to wait? How long should we wait for
justice? In that case the Armenian side ignores norms of international
law, does not comply with decisions of international organizations.
The patience of the Azerbaijani people not unlimited. In recent years
we have given very much attention to the army, and I have cited here
are some figures are only a minuscule part of our work. Our main goal
`is to recover territorial integrity of Azerbaijan by any way, he
said.

The President reiterated that Azerbaijan wants to resolve the issue
through negotiations. But if it is not possible, the Azerbaijani army,
all armed forces must be ready to liberate native lands by order of
the Supreme Commander. We do not want land of other countries. Despite
the fact that the present Armenian Republic was created on the
historical Azerbaijani lands. But we have to restore the territorial
integrity of our country. This is our natural right. Violated basic
human rights of one million citizens of Azerbaijan. The Azerbaijanis
have been ethnically cleansed. Out of Nagorno-Karabakh and surrounding
regions were expelled hundreds of thousands of citizens of Azerbaijan.
How long should we tolerate this?, President told.

We have to mobilize and mobilize all our capabilities, strengthen and
intensify both the political and diplomatic efforts and we are
mobilizing. Should greatly increase its economic potential. From the
perspective of the economic potential of today between Armenia and
Azerbaijan, there is a big gap. And that gap will deepen over time as
we have great opportunities. Armenia is simply lives by helping
foreign interests, it is not able to live at his own expense, and
gradually the gap will increase, said Aliyev.

President said: `We have to increase our military strength. Today, the
Azerbaijani army is ready to honorably fulfill all tasks assigned to
it. Combat capability, professionalism, patriotism, strengthen
material-technical base, demonstrated by the State of attention and
respect for the army – all these factors will enable us to liberate
their homeland from invaders’.

Nagorno-Karabakh – a native Azerbaijani land. Azerbaijanis lived in
this region for centuries, the Armenians also came there as guests.
Just look at the past, there are real names of places of
Nagorno-Karabakh. City Khankendi over centuries existed under that
name. Looking at old maps, one can see: Khankendi. There is no city
called Stepanakert. Name of Stepanakert was taken on behalf of the
Bolsheviks, robber Stepan Shaumian. This name was given during the
Soviet Union. Nagorno-Karabakh, Karabakh ` it is an Azerbaijani word.
It has no any meaning in the Armenian language. The names of all other
geographic items associated with the Azerbaijani people, the history
of Azerbaijan. Just what happened in the XIX century the resettlement
of Armenians from other regions in Nagorno-Karabakh led to a change in
the demographic situation, and at the time of collapse of the Soviet
Union, Armenians constituted a majority in there. However, it does not
give anyone reason to violate the rights of Azerbaijanis who formed a
minority. The Azerbaijanis have the right to return to the land, and
we will return there. We want to do it peacefully. But we must be
ready and willing to all the other options.

The president said that today’s trainings once again demonstrated the
power of the Azerbaijani army, all armed forces. The exercise was
conducted jointly by the Ministry of Defence, Interior Troops and
Border Troops, and together we will rise to fight for their country,
for our land. It will mobilize the entire people of Azerbaijan. W will
mobilize all the armed groups. With this aim all the Armed Forces
should work jointly. The main purpose of these exercises is to work
together to liberate our homeland from invaders. The exercises were
very successful. Of course, would be given serious analysis of the
exercise. It takes some time. But the first impression is very
positive. I also saw that all assignments are completed, our armed
forces have demonstrated professionalism.

The President again congratulated the soldiers, ensigns, officers and
generals with the upcoming Great holiday – the Day of the Armed Forces
and wished them new success in the service of motherland. Thank you.

In conclusion, the Supreme Commander presented the group of military
gifts for the difference in the military service and in connection
with 92nd anniversary of Azerbaijani Armed Forces.

African plague cases recorded in Yerevan

Cases of African plague have been recorded in Armenia, Grisha Bagalyan
of the Ministry of Agriculture told Panorama.am. According to the
official the plague entered a passive phase due to hot summer climate.
`The situation is under control and due to hot weather the plague
development became more passive’.
He said the plague is still developing Tavush and Lori regions.
Alexander Alexanyan the head of checking point department of
Agriculture Ministry told Panorama.am that swine isn’t exported from
Armenia, only sausage is exported to Georgia.
