YEREVAN, JULY 23, ARMENPRESS: A session of the civic council of the
Armenian National Congress (ANC) will be held July 28, chaired by
Levon Ter-Petrosyan, coordinator of the ANC Levon Zurabyan said.

Referring to the criticism related to the latest convention of the
Armenian National Movement voiced by Karapet Rubinyan, the coordinator
considered it a result of inter-party discontent `And we do not
comment on the inner processes of the ANC member-parties,’ he said.

In regard to the Nagorno Karabakh issue the speaker said that it is of
primary importance to return Nagorno Karabakh to the negotiation
process as a negotiating party.

He noted that he has not yet read the decision of the Hague
International Court connected with Kosovo, but has always considered
that in the context of the negotiation process of the Nagorno Karabakh
issue the Kosovo process of gaining independence needs serous
examination.

YEREVAN, JULY 23, ARMENPRESS: On July 22, the International Court of
Justice has adopted a ruling, by which the independence of Kosovo has
been recognized legitimate. `This is an unprecedented decision. For
the first time the United Nations international court has given
priority to the self determination right of nations and not to the
right of territorial integrity,’ spokesman of the Armenian Republican
Party, NA member Eduard Sharmazanov told Armenpress. He also noted
that the court has adopted a decision on the basis of the norms of the
international law.

Commenting on how the mentioned decision may reflect on the Nagorno
Karabakh issue, E. Sharmazanov noted that it is true, they are
separate processes, but it can notably influence on Nagorno Karabakh
more than, for example, on Quebec or Basque country, as Artsakh has
more legal groundings to confirm its independence. `So, Aliyev’s
claims, according to which if there is an independent Armenia, then
why there must be independent Nagorno Karabakh with Armenian
population, blow up, as we see that there is an independent Albania in
Europe, and there is an independent Kosovo inhabited with Albanians,’
spokesman of the Republican Party added.

E. Sharmazanov noted that the ruling of the ICJ spreads green light on
the international recognition process of Nagorno Karabakh. `One cannot
swim against the flow of the river, and that flow today is in the
direction of the self-determination right of nations. The
international recognition of Nagorno Karabakh is not far away,’ the NA
member said.

signed an order on giving a posthumous title of hero to Mubariz
Ibrahimov who was killed as a result of the provocation organized
against the Karabakhi posts. Five Armenians have been killed and 3
Armenians – injured as a result of the subversive act. On the decision
of the Azerbaijani President, a secondary school and a street will be
named after Ibrahimov.

Commenting on this behavior of Baku, Armenian Deputy Foreign Minister
Shavarsh Kocharyan noted that first it must be registered that the
person who has organized the provocation has been awarded, and has
been awarded for fulfilling his task. `Second, it is pitiful that our
neighbor people gain such an image, that is, to glorify the authors of
the Sumgayit massacres, who committed horrible violence against the
peaceful population, to make Ramil Safarov a hero, who treacherously
killed an Armenian officer at night and to glorify this – to intrude
at night and try to kill as much people as possible.

In the end, an image of a murderer with bloody axe in his hand is
developing. Is his what the Azerbaijani leadership wants? Murderers
and not fighters are brought up with this style.

Their every-day war rhetoric only proves about their weakness, the
attacker will attack and will not undertake furtive actions. I think
it is already obvious for everybody that either the Baku leadership
must eventually become watchful and sit at the negotiations table, or
its way of activity will only create new and new problems for very
Azerbaijan,’ the Deputy Foreign Minister of Armenia said.

Turkologist Ruben Melkonyan said that the Armenian community of
Istanbul has launched a signature collection to hold new elections
of Constantinople Co-Patriarch of the Armenian Apostolic Church.

The community has already collected 2,500 signatures, Melkonyan told
a press conference in Yerevan.

ôhe spiritual council of Constantinople Patriarchate of the
Armenian Apostolic Church elected Patriarchal Locum Tenens, and not
Co-Patriarch, as it was expected. The spiritual council consisting
of 26 members has approved the candidacy of His Eminence Archbishop
Aram Ateshyan by the majority of votes.

Turkologist Ruben Melkonyan said that Surb Khach Armenian church of
Akhtamar island has become Ankara’s basic propagandistic weapon.

Surb Khach church is registered in Turkey as a museum-monument, what
excludes the possibility of setting a cross on it, Melkonyan told a
press conference in Yerevan.

“Turkey displays its peacefulness to the world, through destroying
thousands of Armenian churches, temples and cultural monuments and
restoring only one church. This policy fits in the propagandistic
arsenal of the Turkish diplomacy. They want to gain certain concessions
from Armenia through it,” concluded the expert.

When it comes to the Armenia-Turkey normalization, it is now Turkey’s
turn to take a step as the ball is in its court, Armenian Foreign
Minister Edward Nalbandyan said at a meeting with the representatives
of the local Armenian NGO Together in Lake Sevan on Thursday.

“The ball is in Turkey’s court, and we are not the only one to say
that, the international community says too,” said Nalbandyan, asked
to comment on the situation in Armenia-Turkey rapprochement.

Further Armenia’s FM said that one may not play football well, but
“if you do not see that the ball is in your court, when is being
voiced by all circles, than that is something else.”

The main issue the Armenian National Congress (HAK) discussed during
the recent session of its political council was to restart the
campaign accompanied by rallies, HAK coordinator Levon Zurabyan said
at a press conference today.

Zurabyan also said that the decision over the issue will be reached
during the July 28 political council’s session to be presided by
former Armenian President Levon Ter-Petrosyan.

According to Zurabyan the campaign-led fight is very much needed
today. The society too demands it.

Asked what had been changed that HAK has started to attach importance
to the restart of rallies, Zurabyan said: “Nothing has changed.”

Further he explained that such rallies are an effective mechanism to
conduct their fight, and that have come to a conclusion that it is
high time to restart the rallies.

Levon Zurabyan also said that on August 1 HAK is organizing a rally
near the statue of famous Armenian artist Martiros Saryan, near the
Opera House, to celebrate the second anniversary of its establishement.

But before restarting the rallies HAK will continue working with
regional structures.

WASHINGTON-A standing room only crowd of legislators, staff and
community activists applauded the Capitol Hill screening of “AGHET:
A GENOCIDE,” a powerful documentary by German filmmaker Eric Friedler
depicting Ottoman Turkey’s annihilation of 1.5 million Armenians
from 1915 to 1923 and calling attention to the costs of the current
Turkish government’s ongoing international campaign of genocide denial,
reported the Armenian National Committee of America.

Congressional Armenian Genocide Resolution author Adam Schiff (D-CA),
who hosted the screening, offered poignant opening remarks thanking
film producer Katharina Trebitsch and Friedler for his “tenacity
and his wonderful work.” He went on to note that the Turkish Embassy
had, in the days leading up to the documentary’s first-time showing
on Capitol Hill, sent him a letter objecting to the screening. The
California legislator was forceful in his rebuke of foreign pressure
to block Congressional discussion of the Armenian Genocide.

“Unfortunately for the Turkish Ambassador and his government, the
infamous Section 301 of the Turkish penal code, which makes it a
crime to insult Turkishness, does not apply here, and we are free
to speak the truth and admire the work of others like Mr. Friedler,
who have stood up to the threats, the bullying, and the intimidation,”
explained Rep. Schiff.

Characterizing “Aghet” as an “important movie,” Rep. Brad Sherman
(D-CA) called special attention to its focus on the dispatches of
the German government during the Genocide, highlighting the vastly
different ways the German government and the Turkish government have
dealt with their respective legacies of genocide. “One is the approach
taken by the German government, acknowledging the Holocaust and then
trying to build on that and trying to make sure that you do not see
genocides in the future,” explained Rep. Sherman. “The other extreme
we see is the actions of the Turkish government, illustrating that
genocide denial is the last step of the genocide, when after trying to
extinguish a people you try to extinguish the memory of that terrible
act. And it is also the first step in the next genocide, the one thing
that links the Armenian Genocide and Turkey on the one hand and the
Germany on the other is the fact that Adolf Hitler was famously able to
convince his cohorts that they could get away with genocide, for after
all the Ottoman Empire, the Ottoman Turks, have been able to do so.”

Congressional Armenian Caucus Co-Chairman Frank Pallone (D-NJ), in
his remarks, noted the critical role of documentaries like “Aghet”
in educating Congress about the Armenian Genocide. “I think this is
really important because obviously we will continue to fight to get
the [Armenian] Genocide resolution passed and this is an important
part of that effort,” explained Pallone. He went on to urge continued
grassroots efforts to end U.S. complicity in Turkey’s genocide denial.

“You are out there endorsing candidates-for President, for Congress,
for Senate, whatever it is. That is what is going to make the
difference,” concluded Pallone.

The filmmaker, Eric Friedler, with modesty, noted: “I do not know if
my film ‘Aghet’ will have any impact on the way the American Congress
will deal with the issue of Armenian Genocide in future. It is more
than amazing and absolutely unusual that a German documentary might be
considered to have any meaning to a political decision-making process.

I feel very honored to be invited to Washington and that ‘Aghet’
is seen by members of the Congress.”

The screening was followed by a robust 90-minute panel discussion,
sponsored by the Armenian National Committee of America, featuring
the director, Eric Friedler, former U.S. Ambassador to Armenia, John
Evans, SCREAMERS Director Carla Garapedian, and Vartkes Yeghiayan,
Director of the Center for Armenian Remembrance. The discussion was
moderated by ANCA Executive Director Aram Hamparian.

“Tonight’s Capitol Hill premiere of Aghet offered Members of Congress
and their staffs an excellent opportunity to explore the costs and
consequences of Turkey’s ongoing denial of the Armenian Genocide,”
said Hamparian. “We want to say a special thank you to Congressman
Schiff for hosting this historic screening and are, of course, deeply
appreciative of Eric Friedler’s compelling contribution to America’s
civic discourse on this vital subject. We are greatly pleased that
Ambassador John Evans, Carla Garapedian, and Vartkes Yeghiayan were
able to join in making the panel discussion such a success. We look
forward, in the days and weeks ahead, to this powerful film’s ongoing
impact on our nation’s progress toward full and formal condemnation
of this crime against all humanity.”

Among those attending the screening were the Deputy Chief of Mission
of the Embassy of Armenia, Varuzhan Nersessian, who was joined by
a large contingent of Armenian Embassy officials; Robert Avetisyan,
the Representative of the Nagorno Karabagh Republic in Washington,
DC; Appo Jabarian, Executive Publisher and Managing Editor of USA
Armenian Life Magazine, and; Donald Wilson Bush, an eighth generation
Woodrow Wilson family descendant. The event may have also served as
an educational experience for a group of Turkish Americans serving
as interns on Capitol Hill. One of these interns asked a question of
the panel, and several others remained at the event, speaking to the
panelists and audience members, long after the program had ended.

AGHET: A GENOCIDE is a powerful documentary which debuted on German
public television (NDR) in April, 2010, depicting the annihilation
of 1.5 million Armenians from 1915-1923 and the effects of the
Turkish Government’s international campaign of genocide denial on
international policy. Award-winning director Eric Friedler assembles
an impeccable cast, who bring to life the original texts of German and
U.S. diplomatic dispatches and eyewitness accounts, interspersed with
never-before-seen footage of the Genocide and its political aftermath.

The film, applauded by Nobel Prize laureate Gunter Grass, has sparked

Spokesman of the Azerbaijani Foreign Ministry Elkhan Polukhov
commented on the statement of Armenian President Serzh Sargsyan
that new suggestions have been submitted in Saint Petersburg for the
Karabakh conflict resolution and it is high time that Azerbaijan says
whether it accepts the suggestions or not.

Specifically, Polukhov said that currently Azerbaijan is working
with the document, which has been submitted by the OSCE Minsk Group
Co-Chairmen in Athens, with participation of two foreign ministers
of the OSCE Minsk Group Co-Chair countries and U.S. Deputy Secretary
of State.

According to Polukhov, the document submitted in Athens is a result
of efforts by the OSCE Minsk Group Co-Chairmen, as well as meetings
held between the two countries presidents.

He added that working suggestions, which are made very often, have
been submitted to the sides in Saint Petersburg. “However, they
were drafted only by one side, thus, the OSCE Minsk Group format
was not preserved. The Saint Petersburg suggestions change the
entire philosophy of the negotiation process at the core. In other
words, they affect the work that was carried out for six years and
the fragile construction that was built during this period,” said
Polukhov, Day.az reported.

Chairman of the Public Council on Foreign Policy and Security,
former deputy foreign minister of NKR Masis Mailyan said that prior to
declaration of independence by Kosovo, experts dealing with conflicts
in the Balkans used to say that NKR has more legal and institutional
grounds for achieving independence than Kosovo.

>From this point of view, the ruling of the International Court
of Justice will play an important precedent-related role for the
international recognition of Nagorno Karabakh, Mailyan told a
PanARMENIAN.Net reporter.

According to Mailyan, after the ruling of the International Court of
Justice, there are sound grounds for Armenia to launch negotiations
with Pristina with respect to recognition of Kosovo~Rs independence
by Armenia and recognition of Karabakh~Rs independence by Pristina.

The restraint displayed by Armenia towards recognition of Kosovo for
the past two years has not yielded significant results, while Serbia
was successfully developing its relations with the EU, U.S., Turkey,
which were among the firsts to recognize Kosovo’s independence.

The OSCE Minsk Group Co-Chairmen should reject the outdated
methodology, which they apply for the Karabakh conflict resolution,
and should start developing new suggestions, taking into consideration
the current international and legal reality, as well as modern
international practice for conflict resolution,~T concluded Mailyan.

On July 22, the International Court of Justice said that Kosovo’s
unilateral secession from Serbia in 2008 did not violate international
law.
