K. MANOYAN: “KOSOVO IS A PRECEDENT FOR KARABAKH”

“The ruling of the International Court of Justice on Kosovo
independence is important to NKR and can serve as a precedent for
Nagorno-Karabakh,” head of ARF-Dashnaktsutyun Bureau’s Hay Dat and
Political Affairs Office Kiro Manoyan said today.

It is important for Armenia to do its best to confirm that the
recognition of Nagorno-Karabakh does not run counter to international
law. Artsakh declared independence in accordance with international
law and USSR legislation.

Kiro Manoyan does not share the opinion of the U.S. Deputy Secretary
of State that The Hague Court ruling only refers to Kosovo and cannot
be applied to other countries.

“I am convinced that the ruling will serve as a precedent for other
similar cases,” Manoyan emphasized.

Kiro Manoyan is surprised at the indifference of NKR after the ICJ
ruling on Karabakh.

“Artsakh was to hold a meeting. This is the case when
Nagorno-Karabakh’s voice was to be made audible not only in Yerevan,
but also outside the city. NKR authorities should not have sufficed
by statements at a presidential level. They should call the attention
of international community to Karabakh. ”

Referring to recognition of NKR independence by Armenia Mr. Manoyan
said the time has not matured yet.

“Armenia has de jure recognized NKR independence. Surely, recognition
of Karabakh independence by Armenia will alleviate the process of
recognition worldwide. Yet, it does not mean we must do it today as
it will be viewed as a hindrance on the way to the Karabakh conflict
settlement. But if the negotiations enter a deadlock, Armenia must
recognize NKR independence.”

Kiro Manoyan urged relevant bodies to undertake drastic measures
towards international recognition of NKR independence.

Poultry Factories Fined For Beating Down Egg Price

POULTRY FACTORIES FINED FOR BEATING DOWN EGG PRICE

The State Commission for the Protection of Economic Competition of
the Republic of Armenia (the Commission) has imposed a fine of five
poultry factories in the amount of AMD 500,000 each for not fixing
the keeping time on eggs.

The Commission ruled that it may be considered as an expression of
unconscious competition and an act to mislead consumers. Zangap,
Yerevan Poultry Factory, Lusakert Poultry Factory, Arzni Poultry Farm
and Araks are among the fined companies.

The Commission conducted a study to reveal the reasons for the decrease
in egg price.

HAK: Authorities Continue Instigating Provocation

HAK: AUTHORITIES CONTINUE INSTIGATING PROVOCATION

The Armenian National Congress (HAK) thinks that the authorities
continue instigating provocation. Similarly, the opposition views
the criminal case opened in the the Kentron Police division on July
21 as another manifestation of provocation. The case involves former
political prisoner Christopher Elazyan as a sufferer, and HAK members,
Karabakh war veteran Hovhannes Harutyunyan and Arakel Semirjyan
as defendants.

Elazyan announced that Harutyunyan and Semirjyan had beaten him up in
the HAK central office on July 19. According to press reports, Elazyan
regularly demanded money from the HAK to settle his financial problems.

“Since we work in an atmosphere of constant provocations, the Congress
has elaborated its own tactics: under the given circumstances we
shall give answers to all questions in open court hearings,” Armen
Khachatryan, member of the Center for Legal Assistance to Political
Prisoners, told A1+.

Mr. Khachatryan says Arakel Semirjyan went to Kentron Police division
without summons in order to assist in the preliminary investigation.

RPA Leader Rules Out Ter-Petrosyan-Sargsyan Reconciliation

RPA LEADER RULES OUT TER-PETROSYAN-SARGSYAN RECONCILIATION

“Levon Ter-Petrosyan retired long time ago but he has a right to
express his opinion as a RA citizen,” Leader of the RPA parliamentary
faction Galust Sahakyan said on July 28.

Mr. Sahakyan holds a different opinion about retired president Robert
Kocharyan.

“Kocharyan was a creative man. He did not emit to the last moment
and successfully performed all his duties,” Sahakyan told a news
conference today.

The RPA Leader refutes the rumours on the possible reconciliation of
Ter-Petrosyan and Serzh Sargsyan, especially after the recent congress
of the Armenian National Congress (HAK).

“We continually say that Karabakh will never appear in the territory
of Azerbaijan while HAK says it is necessary for Armenia’s future
development. In other words, our ideologies contradict each other,”
Sahakyan said.

The leader of the parliamentary majority says there is no opposition
in Armenia in the broadest sense of the word.

“The Pan-Armenian National Movement no longer exists or is undergoing
some changes. Today, neither the Movement nor the Congress will win
the elections,” said Mr. Sahakyan who earlier thought that Pan-Armenian
National Movement would win the elections if it ran separately.

Galust Sahakyan is content with the government since it was able to
surmount the global economic crisis. On the other hand, he says that
the government was unmatched when headed by Andranik Margaryan and
Serzh Sargsyan.

“They were able to create the image of ideal state figures,”
Mr. Sahakyan noted.

OSCE To Monitor Contact Line On August 3

OSCE TO MONITOR CONTACT LINE ON AUGUST 3

On August 3, in accordance with the earlier achieved agreement, OSCE
mission will conduct Á regular monitoring of the line of contact of
Nagorno Karabakh and Azerbaijani Armed Forces in the eastern direction
of Talish settlement of Martakert region, NKR.

>From the NKR Defense Army positions, the monitoring will be held by
Coordinator of the OSCE Office, Lieutenant-Colonel Imre Palatinus
(Hungary) and Field Assistant of the Personal Representative of the
OSCE Chairman-in-Office Hristo Hristov (Bulgaria).

>From the opposite side, the monitoring will be realized by Field
Assistants of Personal Representative of the OSCE Chairman-in-Office
Lieutenant-Colonel Antal Herdich (Hungary) and William Pryor (Great
Britain).

On the Karabakh side, the monitoring mission will be accompanied by
representatives of the NKR Ministry of Foreign Affairs and Ministry
of Defense, NKR MFA press service reported.

Attempted Murder On Deno Gold Mining Financial Director

ATTEMPTED MURDER ON DENO GOLD MINING FINANCIAL DIRECTOR

On 26 July, an explosive was revealed in the car of Ara Markosyan,
Financial Director of Deno Gold Mining CJSC. According to our
information, someone called the director and said this was only a
warning. Police and National Security arrived on the spot to find
out details.

Upon their arrival, the task force found an F1 grenade under the rear
wheel of Markosyan’s Toyota, parked in the territory of the company.

Field engineers of the Armenian Defense Ministry were called to defuse
the bomb.

Preliminary investigation is in progress.

Car Accident On Yerevan-Aparan Highway: 12 Injured

CAR ACCIDENT ON YEREVAN-APARAN HIGHWAY: 12 INJURED

About twelve people were injured after a Ford Transit ran into a
VAZ21063 on the 13th km of Yerevan-Aparan highway on July 28.

After the collision the cars ran off the way and fell into a gorge.

According to our sources, the Ford Transit minibus was returning from
Vanadzor with a group of dancers.

Aragatsotn police officers and a rescue squad were working on the
scene. No fatalities are reported.

Preliminary investigation is in process.

Her Virgin Mary statuette has allegedly moved its fingers and cried,
drawing thousands of visitors.

The miracle stands atop the fireplace, flanked by artisan crucifixes
and flower bouquets left by worshipers from across the U.S.

For the past two weeks, Glendale residents and visitors from Boston,
New Jersey and elsewhere have come to Anahid Sallakian’s single-family
home to pray to a Virgin Mary statuette that’s elicited tears and
prayers. It’s been covered in oil.

Representatives from the Los Angeles Archdiocese did not respond to
requests for comment, and leaders from neighboring St Mary’s Armenian
Apostolic Church were unavailable for comment. But those who’ve
observed the Mary statue “weeping,” or have seen its fingers move,
say it is a sign from God.

“I don’t know why God chose me; only he knows,” Sallakian said. “This
is a sign for people to love each other and pray. There are people
who don’t believe, but maybe this is the sign. I don’t know.”

It began at 10:30 p.m. July 19 when Sallakian was praying in her
living room. She said she saw a star on the Mary statue, and when
she touched it, her hand was covered in oil.

“She gave us the oil for nine days,” Sallakian said. “I don’t know
if it’s finished.”

One woman came to pray before a cancer surgery the following day,
Sallakian said.

“She came back the next day and said nothing was wrong,” she said.

“This is a miracle. This happened.”

Word of the alleged apparition spread through neighborhood church
groups and reached a national audience through American and Armenian
media reports, Sallakian said.

The house was flooded with thousands of worshipers and well-wishers,
she said.

“For 15 days, I couldn’t do anything in my house,” Sallakian said. “I
couldn’t cook or anything. I cannot explain what happened.”

Cyma Babahekian, a Glendale resident, touched Mary’s palms before
she prayed Saturday. Her daughter, Rita Mikailian, said they wanted
an opportunity to see the miracle and reflect on their relationship
with God.

“I can tell it’s a miracle,” Mikailian said. “God is saying through
Mary that ‘I’m here. I’m coming soon.'”

The message, Sallakian said, has been heard near and far.

“They come to try and be close to God,” she said. “I’m saying, this
is a sign to believe in God.”
