Un cadre du parti AKP a declare que ses pourparlers aux Etats-Unis
ont ete positifs.

Omer Celik, le vice-president du parti AKP pour les affaires
etrangères, a dit les pourparlers de la delegation de son parti a
Washington visaient a faire connaître les positions de chacun.

” Nos reunions avec quelques experts definis comme etant meme contre
la Turquie ont ete positives” a dit Celik lors d’une conference de
presse a Washington.

Celik a dit que la position legitime de la Turquie quant a l’Israël
doit etre soutenue. Si la Turquie a ete critiquee pour sa position
envers Israël et si les questions Kurdes ou Armeniennes ont ete mis
devant la Turquie, cela n’aurait aucun rapport avec l’amitie mais ce
serait un chantage a-t-il dit aussi.

Le Japon va offrir 28 vehicules de pompiers a l’Armenie. Mercredi
11 août sur la Place de la Republique a Erevan se deroulera
officiellement cette remise des camions au ministère armenien des
Situations d’urgence. Des specialistes Japonais seront egalement
en Armenie pour preparer les pompiers Armeniens au fonctionnement
de ces appareils. Manabou Myakava, un diplomate japonais procèdera
a la remise officielle des appareils au ministère armenien des
Situations d’urgence. A noter que pour cette ceremonie, l’ensemble
des voies debouchant sur la Place de la Republique seront fermees a
la circulation des vehicules toute la matinee.

La cour d’appel d’Armenie a soutenu le rejet d’un procès contre la
police classe plus tôt cette annee par les parents des personnes qui
ont ete tuees en mars 2008 lors des violences post-election a Erevan.

Dans quatre procès separes, les familles des huit civils et de l’un
des deux militaires de la police tues avaient adresse une petition
a une cour general d’Erevan affirmant que les procureurs et le
Service Special d’Investigation (SIS) n’ont pas fait leur travail
pour identifier et punir directement les responsables des decès. Les
plaignants avaient aussi exige des compensations financières pour ce
qu’ils voient comme “l’inactivite” du SIS.

Une cour general a rejete ces demandes dans une serie de decisions en
mai et juin. Les plaignants ont decide de faire appel de ces decisions.

La cour d’appel a rejete le premier de ces appels lance par les
familles de trois victimes des troubles : Tigran Khachatrian, Armen
Farmanian et Gor Kloyan. Selon le SIS, ils ont ete directement frappes
et tues par des capsules de gaz lacrymogène tirees par la police
anti-emeutes pendant les batailles rangees avec des manifestants de
l’opposition les 1 et 2 mars 2008.

Les enqueteurs du SIS disent qu’ils ont ete incapables d’identifier ces
policiers qui se sont mal pris avec le gaz lacrymogène, une affirmation
fortement discutee par les parents des tues. Ces derniers ont boycotte
l’annonce de la decision largement prevue par la cour d’appel.

” C’est une forme de protestation ” a declare la mère de Khachatrian,
Alla Hovannisian. ” Nous n’avons pas attendu la decision pour nous
assurer que le juge sait que nous prevoyons encore une autre decision
injuste. ”

Hovannisian et d’autres plaignants ont dit qu’ils feront maintenant
appel a la Cour de Cassation pour epuiser toutes les possibilites
de procès en Armenie et depose plainte auprès de la Cour Europeenne
des Droits de l’Homme. La cour de Strasbourg a deja recu environ 50
requetes liees aux heurts de 2008.

Vahagn Harutiunian, un enqueteur du SIS menant l’enquete sur les
troubles, a pointe que les policiers essayent toujours d’identifier
et punir les responsables des accidents. S’exprimant a RFE/RL,
Harutiunian a dit que leur tâche est serieusement compliquee par un
manque de temoins desirant se presenter.

YEREVAN, AUGUST 9, ARMENPRESS: Five thousand 461 tones of coffee has
been imported to Armenia in the first half of 2010. An official from
the National Statistical Service of Armenia told Armenpress that last
year in the same period 4 thousand 861 tones of coffee was imported
to Armenia.

The main part of the coffee (4 thousand 144 tones) has been imported
to Armenia mainly fromIndonesia, and 1052 tons from Vietnam. This
January-June coffee has been imported from Cameroon, Columbia,
Salvador, Utopia, Guatemala, Honduras, India and Russia as well.

JAPANESE GOVERNMENT TO GRANT 28 FIRE ENGINES TO ARMENIAN RESCUERS

YEREVAN, AUGUST 9, ARMENPRESS: The ceremonial event, during which
the Japanese Agency of International Cooperation will grant 28 fire
engines to the Rescue Service of RA Emergency Situations Ministry,
will take place August 11 at the Republican Square, Yerevan.

A number of high officials, RA-accredited diplomats, representatives
of international organizations and guests will be present at the event.

An official from the press and PR office of RA Emergency Situations
Ministry told Armenpress that several specialists, arrived from Japan,
will present the technical specifications of fire engines. Afterwards
Armenian rescuer-firemen will show a demonstrative training.

After his speech Deputy Ambassador of Japan Manabu Miyagava will
hand over the symbolic package of the fire engines to RA Emergency
Situations Minister Armen Yeritsyan. The ceremony will proceed with the
accompaniment of the brass band of RA Emergency Situations Ministry.

The traffic in the streets, leading to the Republican Square, will
be canceled August 11 at 6-12 a.m.

YEREVAN, AUGUST 9, ARMENPRESS: The construction works of the dwelling
complex for young families of the city of Kapan will kick off early
September. RA Ministry of Sports and Youth Affairs is implementing
the project of construction of the dwelling complex.

Deputy Minister of Sports and Youth Affairs Arsen Karamyan said in
an interview with Armenpress that they are currently undertaking
the preparation works and making clear several issues. According
to the Deputy Minister, the construction works will start with a
ceremonial event.

Arsen Karamyan noted that they intend to build a
400-apartment-complex. The apartments will be delivered to stakeholder
young families with a price, lower than in the market. Loans with
good conditions will be secured for acquiring the apartments.

‘We are collaborating with the Municipality of Kapan quite strongly.

In the result of the joint works we have already designed the possible
target groups. The implementation of the project has roused liveliness
in the city,’ Arsen Karamyan said.

Administration Minister Armen Gevorgyan, accompanied with Vladimir
Movsisyan, chairman of the RA President-affiliated committee on issues
of Lake Sevan, RA deputy Minister of Energy and Natural Resources
Levon Shahverdyan, Mels Hakobyan, chief executive of the International
Energy Corporation CJSC, visited today the piscatorial station of the
water-receiving point of Sevan hydro power station of Sevan-Hrazdan
Cascade. The visit was aimed at getting acquainted with the works,
undertaken in the piscatorial station.

As the level of Lake Sevan has been raised, construction works are
currently being implemented in the piscatorial station for raising the
level of water barriers. For this purpose the International Energy
Corporation CJSC attracted several loans. An official from the PR
office of RA Territorial Administration Ministry told Armenpress that
the vice Prime Minister was informed that the works are proceeding
without shortcomings and are expected to finish in the near future.

The news on selling C300 type anti-air defense system to Azerbaijan
by Russia is surely not trustworthy, head of “Mitq” analytical center
Hrant Melik-Shahnazaryan said today at a meeting with journalists,
referring to the information, according to which the Russian party
is going to sell to Azerbaijan such a system.

That information was published in Russian newspaper of “Vedomosti”
two weeks ago, the source of which wanted to be kept secret.

“One cannot trust that newspaper. It can be an information trick,
which in this case is not directed toward Armenia, but toward the race
of obtaining suchlike weapons in the region, toward strengthening
positions in the region, as well as can be of investigative
significance to observe the reaction of the potential rivals,” H.

Melik-Shahnazaryan said. According to him, the comments of political
analysts have found place in the information on sale of anti-air
defense system as well. According to them, that information can raise
noise, taking into consideration that Armenia and Russia are strategic
partners, and Azerbaijan is a rival state for Armenia, which constantly
stresses the intentions on restarting military activities.

“Some of the political analysts note that in the military field
Azerbaijan cooperates with Ukraine and with the South African Republic,
and if it does not obtain that type of weapon from Russia, it will
apply to other states. That is, if it is inevitable to obtain that
weapon, then why the Russian party must not make money, especially
that the latter is the producing country,” H. Melik-Shahnazaryan
said. The political analyst reminded that in that regard there has
not been an official statement by Russia yet.

The Caucasus region has not yet recovered itself from the consequences
of the Russian-Georgian war in August 2008, and another breeding
ground of an armed confrontation over Nagorno-Karabakh is arising
there. Today, the over 16 years’ protracted conflict of Karabakh is
the most significant obstacle to security in Caucasus.

The Obama administration saw the normalization of Turkish-Armenian
relations, and the opening of their border, as a critical step in
establishing trust in the region, which would much affect to the
Armenian-Azeri relationships. However, as National Intelligence
Director Dennis Blair stated, “Turkey-Armenia rapprochement has
affected the delicate relationship between Armenia and Azerbaijan,
and increases the risk of a renewed conflict over Nagorno-Karabakh”.

The Ceasefire signed by Armenia, Azerbaijan and Armenia backed
Nagorno-Karabakh in 1994, has been frequently breaking in recent.

The reconnaissance group from Azerbaijan trespassed the territory of
Nagorno Karabagh during the night of June 18-19, 2010 in the northern
part of the Line of Contact between Nagorno Karabakh and Azerbaijan.

In the result of the fighting Azerbaijan left a casualty and
ammunition, and the Armenian side suffered four casualties and four
wounded.

This was the fourth serious incident in the contact line between
Azerbaijan and Nagorno-Karabakh taking the 2008 March and November,
and 2010 March similar serious confrontations.

With the oil-money Azerbaijan has upgraded its armed forces and
increased the military expenditures from $ 300 million in 2005 to
about $ 2 billion in 2009. The nowadays military budget of Azerbaijan
is more comparing with the Armenia’s state overall budget. If the
military balance is broken between conflicting sides, a “beneficial”
environment of a possible war naturally forms.

The western nations, the pipelines passing through Caucasus critical
for them, have never condemned the Azerbaijani military policy. It
should be noted the Martakert region of Nagorno-Karabakh is over a
50 km far from the Baku-Tbilisi-Ceyhan pipeline, and in the case of
a possible confrontation, this line could become vulnerable.

To exclude the military initiative in the case of the existing
realities, such as oil and gas security vital for the Azerbaijan,
Turkey and EU, as well as the fact that the aforementioned raise
of military expenses is a “necessary, but not sufficient” factor
to the renewal of hostilities, could be questioned, if taking into
consideration the coefficient of unpredictability of the Azerbaijan.

After agreeing over the principle of renunciation of use of force
(Meindorf declaration in November, 2008 and the Helsinki agreement
in December, 2008), Azerbaijan continued the breaking the frontier
line with Karabakh, one of which during the OSCE mission monitoring
in the conflict zone in February, 2009.

The Azerbaijan’s attack against Karabakh in June 18 was just some
hours after the meeting on Karabakh peace talks between Russian,
Armenian and Azerbaijani leaders in Sankt Petersburg.

Azeri bellicose statements against Karabakh have been activated in
recent, thus ruling out the appropriate response of Azeri people to
conflict solution.

In June 25, 2010 Defense Minister Safar Abiyev announced “the military
option has never been ruled out” in the Karabakhi case. In one of
his recent statements, Abiyev said, Azerbaijani “armed forces are
capable of terminate targets throughout Armenia in the result of
purchase and installation of new armament systems”.

The war experience has showed that the war rhetoric could become out
of hand if precautionary measures are not taken.

The Armenia is considered as the main threat facing the National
Security of Azerbaijan in the approved of June 8, 2010 Military
doctrine of Azerbaijan. The Milli Mejlis MP Zahid Oruj described the
doctrine as “liberating the occupied Azerbaijani territories”.

The situation is becoming more tensioned because of absence of a
peace agreement.

Early in March of this year Armenian President “appealed to Azerbaijan
to sign an agreement not to use force”, which could “instill trust in
the Armenian people of Karabakh and Armenia”. Baku welcomed this call,
but with a reservation, “the withdrawal of Armenian troops from the
Azerbaijani occupied territories”.

The mood of “not giving a door” for the conflict resolution is apt
to the settlement process. Though the parties publicly agreed the
peaceful solution of the conflict under the OSCE Minsk Group Co-Chairs
mediation, but none of them displayed the needed political will to
settle the conflict.

The “Madrid principles” offered to the conflict sides by
mediator-states (US, France, Russia) in November, 2007 as basic
principles for the negotiations are not of the sides’ interests;
therefore they strain the relative instability between them. The
document seems to be a “model of inconsistency” as it repeats the
principal of Nations self-determination on one hand, while giving a
nod to the Azerbaijani proposal for autonomy on the other.

The updated of last year “Madrid principles” do not affect the public
opinion in Azerbaijan and in Armenia and Karabakh.

The joint statement issued by the Presidents of United States, France
and Russia on the Nagorno-Karabakh conflict in June 26 during the
G8 summit in Canada underlined the urgency on completing the work on
the offered Basic Principles.

However, with the absence of Public will to concessions, even the
compromise via the political will would increase the possibility of
an armed confrontation.
