EUROPEAN INVESTMENT BANK ALLOTS 5 MILLION EURO TO YEREVAN METRO

European Investment Bank and the Republic of Armenia signed a credit
agreement on Tuesday that will provide Yerevan Metro with a credit
worth 5 million euro, according to a release issued by the information
department of Armenia’s Ministry of Finance.

The agreement is only part of the first stage of the whole credit
project worth a total of 15 million euro.

Another 5 million euro will be given by the European Bank for
Reconstruction and Development based on an agreement signed on March
10, 2010.

Yerevan Metro will receive the remaining 5 million euro as a grant
from EU’s Neighborhood Investment Program.

The credit is given with a 15-year pay-off period. For 4 years the
interest rates will be privileged with a 6-month EURIBOR +0.75.

The first stage of the program is planned to be over at the close
of 2012.

Iran has activated equipment to enrich uranium more efficiently in
a move that defies the UN Security Council, the International Atomic
Energy Agency said.

The Vienna-based nuclear watchdog said Iran has started using a second
set of 164 centrifuges linked in a cascade, or string of machines, to
enrich uranium to up to 20 percent at its Natanz pilot fuel enrichment
plant. Another cascade there has been producing uranium enriched to
near 20 percent since February.

If enriched to around 95 percent, uranium can be used in building
a nuclear bomb. At 20 percent, it can be turned into weapons-grade
material much more quickly than less-enriched uranium.

Tehran denies it has such aims and says its nuclear activities are
for peaceful purposes only. But some in the international community –
the United States and its allies – aren’t convinced.

IAEA spokeswoman Gill Tudor said that when agency inspectors visited
the facility on July 17, “Iran was feeding nuclear material to the
two interconnected 164-machine centrifuge cascades.”

This, she added, was “contrary to UN Security Council resolutions
affirming that Iran should suspend all enrichment related activities.”

The UN Security Council imposed a fourth round of sanctions on Iran
in June because of its refusal to halt uranium enrichment. Tougher
unilateral U.S. and European Union sanctions followed in July.

Iran had informed the IAEA in March of its intentions to link the
two cascades, Tudor said.

The move upgrades the efficiency of production by recycling the waste
now being left by the first cascade to squeeze out more enriched
uranium at near 20-percent levels.

One of the diplomats familiar with Iran’s enrichment programs
emphasized at the time that the idea appeared not to produce greater
amounts than the first operating cascade was turning out, but to
improve productivity.

The IAEA’s comments Monday came as Iran announced plans to get rid of
its dollar and euro reserves in response to the latest U.N. sanctions
over its contested nuclear program.

“To fight sanctions, we will remove the dollar and euro from our
foreign exchange basket and will replace them with (the Iranian) rial
and the currency of any country cooperating with us,” Vice President
Mohammad Reza Rahimi told Iran’s semiofficial Fars news agency. “We
consider these currencies (dollar and euro) dirty and won’t sell oil
in dollar and euro,” he added.

Earlier, a German lawmaker who recently visited Tehran said Iranian
officials fear the country’s international trade will suffer from
the latest round of sanctions.

A top Iranian adviser, meanwhile, said the Americans “must be dreaming”
if they think they can intimidate Tehran into giving that program up,
AP reported.

favor patriotic upbringing of younger generation, further strengthening

Armenian Church in North America to discuss matters related to the
Armenian-American community in the 43rd Assembly District.

The Assembly member stressed his commitment to support legislation
advancing the core issues that are important to Armenian-Americans in
the Diaspora. He shared with the Archbishop his longstanding record of
advocating legislation in favor of the Armenian Cause, and legislation
providing support to Nagorno Karabakh and the Republic of Armenia
while working as a congressional aid for Congressman Brad Sherman
(D-Sherman Oaks), Christine Aghakhanian, Field Representative of

The Archbishop discussed in further detail the Pontifical visit
of His Holiness Karekin II from Armenia for the consecration of
the Cathedral adjoining the Diocese headquarters, taking place on
September 11. The Assembly member will partake in the consecration
ceremony, joining other key officials and leaders, in bearing the
stone cross or khachkar that will be erected outside the Cathedral
honoring victims of the 9/11 attacks.

“As a person who studied history and who has been so active in the
Christian faith, I am deeply honored to participate in a ceremony
with the leadership of the very first and oldest Christian church,”
said Assembly member Gatto. A meeting with the Western Prelacy of
the Armenian Church is slated to take place in the upcoming weeks.

EIB To Assign $5mln For Yerevan Metro Rehabilitation Project

The European Investment Bank signed a $5mln loan agreement with
Armenia for implementation of Yerevan Metro Rehabilitation project.

As reported by the press office of the RA Ministry of Finance, the
sum is a part of a $15mln project envisaged for implementation of the
first stage of the project. The loan will be provided for 15 years
with 4 year grace period.

According to an agreement concluded on March 10, 2010, the European
Bank for Reconstruction and Development will allocate another $5mln
in the framework of Neighborhood Investment Program.

The project consists of the addressing the problem of the water
ingress into the metro tunnels, modernization of the infrastructure
and refurbishment of the rolling stock.

FAIRFIELD, Australia-A monument commemorating the genocide of 750,000
Assyrians in World War I was unveiled on Saturday, August 7, reported
the Assyrian International News Agency. Ankara reacted immediately,
accusing Australia of distorting history.

Turkish Foreign Ministry Spokesman Selcuk Unal said on Aug. 9 that
Turkey condemned opening of the Assyrian Genocide Monument.

“We express regret over participation of federal executives to this
intentional activity which will not have any contribution to relations
of the two countries,” Unal told a written statement.

The spokesman said the monument showed unethical searches of circles,
which appeal to poisoning of excellent relations between Australia
and Turkey, for rewriting of history for political goals.

Unal said support in federal level to the efforts in question was a
“grave and unacceptable development,” indicating that opening of this
monument caused indignation and disappointment in Turkish citizens
living in Australia.

The monument, designed by Assyrian artist Lewis Batros, was strongly
opposed by the Turkish community in Australia, that claimed the
monument would “sew division” between the Assyrian and Turkish
communities.

“Turkey hopes that federal and local politicians, who allowed
construction of the monument despite all the against initiatives,
are aware of the dangers caused by such kind of steps which aim at
sowing seeds of hatred and enmity and which contradict historical
facts,” Unal said.

“Turkey calls on all the related parties to assume a stance appropriate
to friendship of peoples of Turkey and Australia to prevent such kind
of steps which unilaterally target to distort history for political
aims,” Unal said.

More than 2,000 Assyrians and Australians attended the dedication at
Bonnyrigg Park. The monument was sponsored by the Assyrian Universal
Alliance and officially approved by the Fairfield city council on
December 15, 2009.

The monument is dedicated to the Turkish genocide of Assyrians as
well as the 1933 massacre of Assyrians at Simmele by Iraqi government
forces, in which 3,000 Assyrians were killed.

The Assyrian genocide monument in Australia is not the first of its
kind. Genocide monuments have been erected in Los Angeles, Chicago,
Paris, and Russia, but it is the most controversial one to-date. On
Feb. 5, the mayor of Yerevan signed an order approving the construction
of an Assyrian Genocide monument in Armenia and allocating 16 square
meters for the site. The monument is currently in the planning stage.

The other day on Armenian TV, there was a program dealing with the two
visits of Yasser Arafat to Armenia back in the 70′ and 80’s. Arafat
would spend several hours in Yerevan on his way from Beirut to Moscow
for consultations with the leaders of the Communist Party.

Before parting he laid a bombshell at the feet of his Armenian hosts
on his second such visit.

According to the program, the Armenian elite at the time hosted their
famous guest with all the trappings of Armenian hospitality. The
two sides were quick to make parallels between the two peoples,
Armenians and Palestinians. Arafat even went so far to confess that
he even exhorted his people to be more like Armenians – in terms of
their industriousness and love of country.

Arafat is alleged to have told the Armenians that there was one thing
he would never tell his people to copy from the Armenian experience.

The Armenian delegation at the VIP transit lounge became anxious and
more than a bit concerned. What did the leader of the Palestinian
national movement have in mind?

Arafat got up and said that Armenians, after being evicted and
exiled from western Armenia, took foreign citizenship and started to
accumulate wealth and property in their newly adopted countries. This,
he pointed out, lead Armenians to forget about the country they had
lost, western Armenia. Palestinians, he stressed, would never become
citizens of any Arab nation they were living in for this very reason.

Is there any truth in what Arafat said? Have Armenians given up
on the dream of returning to their occupied homeland for the very
reasons cited by Abu Ammar? Has the accumulation of material wealth
and property in foreign lands served as a substitute for the lands
that 95 years ago constituted the bulk of the Armenian homeland?

A number of interesting recent incidents lend informal support to
this thesis.

We have the results of a 2009 Gallup Poll in Armenian suggesting that
Armenians yearn to leave Armenia, many for good. It would appear that
Armenians would prefer to migrate than to stay and build a new nation.

Any notion of re-establishing an Armenian presence to the west of
the Araks River, given this reality, remains the purview of fanciful
imagination.

I constantly read many Armenians, supposed political experts,
talk about the need to support Armenian claims to the ‘lost lands”
in various international tribunals based on the Treaty of Sevres –
a dead diplomatic document to be sure. There have been many in the
diaspora, over the years, clinging to such ridiculous hopes. They
have inculcated the youth under their sway to do the same.

Now I read that young people in Armenia are being similarly brainwashed
as well. In Yerevan, they will be marching on the 90th anniversay of
the Treaty of Sevres calling on the embassies of the United States,
France and italy to “remember” their promises made to the Armenian
people in 1920. These are the same Great Powers that conveniently
sold Armenia down the drain in the face of a resurgent nationalist
Turkey. It seems we haven’t learnt any lessons from the past.

The organizers of such events would do better to tell the youth to
march on the Presidential Palace and have Sargsyan declare Armenia’s
recognition of the NKR.

Why some still cling to such myths is baffling. To urge young people
to take part in such foolish folly is even worse. It displays just how
lacking Armenians are when it comes to drafting a political program
based on the realities of the day.

When it comes to drafting a comprehensive national political platform,
we Armenians, either in the diaspora and the RoA, have not yet been
able to agree on what it is we want and are willing to struggle for.

We have no set of defined national goals and thus seemingly flip-flop
on a host of issues due to the political exigencies of the day.

Then too, we lack any national leaders, with the vision and drive to
rally the people. Do we need an Armenian Arafat? Sure, Arafat was
a petty despot in his own right and his Fatah movement bilked the
Palestinian people out of millions, but what if we could conjure up
someone like him, stripped of the negative tendencies.

Levon Ter-Petrosyan wouldn’t do. He puts people to sleep with his
analyses that stretch for hours at a time. He also doesn’t believe
that democratic change should come from below, from the people in the
street. “Go home and do not worry. We will take care of everything”.

This was LTP’s advice to the people at every post 2008 rally. The
people have no part to play in the movement; it’s those at the top
who know best. This ain’t democracy.

Serzh Sargsyan? The current president and drafting a national strategic
plan of action seem mutually exclusive. The man just lacks the vision
and personal drive.

When was the last time any Armenian public leader actually addressed
the people, setting out their vision of where they wanted to take the
nation in the next ten years? The only time you’ll see our “leaders”
make such a half-hearted attempt is after winning the next in a series
of fraudulent elections. No wonder the people are apt to disbelieve
what their leaders say and no wonder such officials lack the legitimacy
to steer Armenia into the brave new world of the 21st century.

We need someone, or a group of ‘someones’, who will speak out on the
pan-Armenian issues of the exodus from the RoA, diaspora repatriation,
the rebuilding of the national economy, participatory democracy and the
rule of law, halting the environmental pillage of Armenia, a foreign
policy based on justice and national interests, the reunification of
Artsakh with Armenia, and pooling the resources of Armenians worldwide
in the cause of nation-building.

Who then? The nation awaits your list of potential candidates.

Court Process Will Be Stopped If Turkey Agrees To Pay

The recent lawsuit filed by American-Armenians against the Turkish
Government and two banks does not require returning the real and
movable estate confiscated from their predecessors in the Ottoman
Empire but rather the incomes gained from the property and the money
kept in bank accounts, American-Armenian lawyer Perch Boyajyan said
in an interview with Turkish Haberturk.

On July 29 four Armenian-American lawyers filed a federal lawsuit
against the Turkish government and Central Bank of Turkey and
Agriculture Bank seeking compensation for the heirs of Armenians
whose property was seized during the Armenian Genocide in 1915.

Mr Boyajyan further said the lawsuit has nothing to do with the
recognition of the Armenian Genocide.

“That lawsuit doesn’t aim to prove the Genocide perpetrated by the
Turks,” Boyajyan was reported as saying.

“In 1915 the Ottoman Empire made a decision to remove Armenians. In
the meantime another decision was made which according to which the
bank accounts, lands, factories of those who left [Turkey] would be
kept under the state’s control. They have used all that during 95
years and have gained incomes. We do not want property. What we say
is that they return the income gained from that property. This is a
very simple lawsuit.”

Further Mr Boyajyan mentioned that they are ready to sit and talk
with Turkish authorities.

“First we will wait for the Turkish Government’s response. Then we
will examine the property certificates and will afterwards calculate
the income gained from that property. And if agreement is reached
over the sum, there will be no need to continue the court procedure.

Otherwise it will continue, and the court will reach its ruling.”

recognition of the country’s borders, said Ashot Melkonyan, director
of the Institute of History at the RA National Academy of Sciences.

“The territorial integrity of Azerbaijan can be recognized without
Nagorno Karabakh as a part of it,” the historian said. “So, NKR can

Implementation of the Treaty of Sevres would secure restoration of
historical justice, according to Ashot Melkonyan, director of the
Institute of History at the RA National Academy of Sciences.

“Implementation of the Treaty could become a kind of Nuremberg process
for the Armenian people,” he told a press conference in Yerevan.

“The Treaty has legal force up till now and the West can use it
against Turkey any moment,” Melkonyan said.
