Javakhk Diaspora of Russia urges Georgia to form Ministry of
Nationality Affairs.

“Despite numerous requests of the Armenian community, the urgent
problems still remain unresolved. Neglecting articles and publications,
recommendations issued by NGOs and democratic institutions, the
Georgian authorities continue their policy of assimilation and
discrimination,” the statement reads.

“Since Georgian President’s advisor dealing with the problems
of national minorities is incapable to resolve them, we call for
formation of Ministry of Nationality Affairs.”

Yerevan, Baku and Tbilisi once again faced the “bitter” reality –
Russia remains the sole force exercising domination in the region.

Consequences of the five-day war that was launched in Georgia at
the night of 8 August 2008, affected every South Caucasus country
in its own way. Georgia, long enough playing American democracy,
finally lost Abkhazia and South Ossetia, and the Georgian leader,
unable to justify the hopes of Western protege, acquired the image
of an “unpredictable teenager”. The unsuccessful Georgian experience
of a military solution to the self-proclaimed Abkhazia and South
Ossetia can be picturesquely described as a “cold shower” for the
Azerbaijani leadership, reducing the probability of launching a new
military action in Karabakh for a certain period of time.

August 13, 2010PanARMENIAN.Net – Armenia found herself in a no less
difficult situation because of the August blitzkrieg. Trapped for
some time in a full blockade and isolation, Armenian leadership
tried to take a balanced position and not to offend either the
“brotherly neighbor” or the “strategic ally”. This policy of Yerevan
worked and even strengthened Armenia’s image as a constructive and
reliable partner.

Despite the difference in the tasks that the August war individually
set before each South Caucasus country, Yerevan, Baku and Tbilisi
once again faced the “bitter” reality – Russia remains the sole
force exercising domination in the region, and no democracy games,
“football diplomacy” and other projects initiated by the United States
can change the reality. It comes out that today the South Caucasus
countries, among other things, face a common challenge – Moscow’s
increasing influence and military presence in the region. Based on
these realities, Azerbaijan, talking on and on about her endless
energy resources, is trying to become more attractive for the West,
but at the same time not to offend her northern neighbor. Georgia is
bending over backwards to regain her credibility of a “small but too
democratic country” and somehow break in the NATO club. As for Armenia,
she smoothly pursues the Russian course, allowing the strategic ally
to extend her military bases’ presence on her territory for another
49 years.

Unfortunately, no country in the region learnt the necessary lesson
from the five-day war in Georgia. Azerbaijan has not ceased to arm and
the risk of unleashing another armed conflict still exists. Tbilisi
continues seeking Georgia’s future everywhere but in the South
Caucasus, and Armenia can become a hostage in Russia’s ambitions to
rebuild the Soviet Union. Regional leaders have not yet realized that
prosperity and stability in the region can be achieved only if the
regional projects initiated by the South Caucasus countries are not
mutually exclusive, but complementary. No outside force can ever help
these countries to finally overcome their problems and controversies,
as they do not view the region as an independent entity. The South
Caucasus remains the epicenter of the clash of the superpowers’
geopolitical interests, and Yerevan, Tbilisi and Baku are only
instruments serving these interests.

the 41st with 4.5 points.

Robert Hovhannisyan was defeated by Sweden’s Erik Blomqvist and is
the 29th with 5.5 points. Hrair Simonyan lost a game to Kirill Stupak
(Belarus) while Samvel Ter-Sahakyan tied his match vs. Arnold, Marc
Tyler (U.S.).

Ameriabank CJSC ensured 187% growth of its leasing services during
the first half of 2010.

Fixed at AMD 383mln at the beginning of the year, the figure grew
by 44% (AMD 553mln) in the first quarter and by 99% (AMD 1099mln)
in the second.

As of August 12, the bank’s leasing portfolio reached AMD 1861mln
($5mln), making the quarter of Armenian commercial banks’ leasing
portfolio.

On 13 August President of the Artsakh Republic Bako Sahakyan received
minister of economy of the Republic of Armenia Nerses Eritsyan and
deputy minister Vahe Danielyan.

Issues related to economic cooperation of the two Armenian states
were discussed during the meeting. Special attention was paid to the
issues of cadre preparation and training, introduction of contemporary
technologies and exchange of experience.

Vice- premier, finance minister of the Artsakh Republic Spartak
Tevosyan, minister of economic development Karen Yesayan partook at
the meeting.

On August 20 two days long non official summit of the heads of the
Collective Security Treaty Organization (CSTO) member countries will
start in Yerevan, Press Service of the President informed.

During the summit, non official meetings of the heads, working
discussions and a number of mutual meetings will take place in Yerevan
and Sevan.

In the frame of the agenda of the summit, regional security issues
will be discussed, including CSTO member countries’ cooperation in
reaction to the modern challenges and threats.

Le gouvernement armenien vient de decider le 12 août de consacrer a
Erevan un espace a ciel ouvert dedie aux bienfaiteurs de l’Armenie.

Les genereux Armeniens de la diaspora disposeront chacun d’une colonne
portant leur nom ou une statue. Le ministère de la Diaspora qui devra
concretiser ce projet disposera en 2010 d’un budget de 21 millions
de drams alloue par le gouvernement armenien.

FONDS ARMENIEN

Mardi 9 octobre le Fonds Armenien a inaugure la salle des sports
de l’ecole Daniel Sahakian de Spitak. Le complexe sportif de 288
m² dispose de deux vestiaires et salle de repos. D’un coût de
100 millions de drams, 80% des investissements furent realises
par l’association armenienne de France ” Espoir pour l’Armenie ”
et 20% par la ville de Spitak. Etaient presents a l’inauguration,
Rene Leonian le representant en Armenie d'” Espoir pour l’Armenie “,
Aram Kotcharian le gouverneur de la region de Lori, Gaguik Sahakian
le maire de Spitak, le directeur du Fonds Armenien Ara Vartanian. ”

CHAMPIONNAT D’EUROPE CADET DE LUTTE

Les championnats d’Europe cadet de lutte greco-romaine se sont
deroules a Sarajevo (Bosnie Herzegovine). L’Armenie s’est emparee de
trois medailles d’argent et trois de bronze. Dès la première journee,
Roudik Mkrdtchian (50 kg) offrait une medaille d’argent a l’Armenie.

Dans la categorie des 54 kg, Dikran Abrahamian le representant de
l’Armenie etait malheureusement sevèrement battu en finale (11-0) par
l’Azeri Rachad Choukyourov et s’est contente de la medaille d’argent.

Garabed Tchalian (63 kg) perdait egalement en finale (0-2) face au
Georgien Firouz Tsouloukidze. Avec six medailles, l’Armenie a pris
la 4e place dans la classement par equipes, derrière la Russie,
le Georgie et l’Azerbaïdjan.

Tandis que les accrochages se multiplient aux frontières du Karabagh
où les forces azeries n’hesitent plus a violer le cessez-le-feu de
mai 1994, le president de l ‘Azerbaïdjan Ilham Aliev a prononce un
discours muscle visant a intimider l’Armenie, qu’il a de nouveau rendu
responsable de l’impasse dans laquelle se trouve le processus de paix
au Haut- Karabagh et a menace de mettre fin au conflit par la force ”
a tout moment “. ” La guerre se poursuit “, a declare M.Aliev lors de
son discours prononce a Bakou et rapporte par les medias azerbaïdjanais
mercredi 11 août. ” Nous devons etre prets et nous sommes prets
a liberer nos terres des occupants, a tout moment “, a martele le
president azeri, qui a ajoute : ” Je tiens a preciser une fois de plus
que cela necessite avant tout une force militaire. Nous la detenons
pour l’essentiel et sommes en mesure de poursuivre ce processus avec
succès. ” ” Aujourd’hui, l’ armee azerbaïdjanaise dispose du potentiel
militaire nous permettant de le faire “, a poursuivi le president Aliev
en faisant allusion a la reconquete des territoires sous contrôle
armenien, tout en laissant entrouverte la porte a la negociation,
puisqu’il a rappele que ” nous voulons simplement que cette question
soit resolue par des moyens pacifiques, par voie de negociations. ”
Aliev a poursuivi en accusant l’Armenie de ” gagner du temps “dans
les pourparlers de paix de longue duree sous l’egide des Etats-Unis,
de la Russie et de la France . ” Si les negociations sont sabordees,
cela creera une situation nouvelle et la question se posera de resoudre
le problème par des moyens militaires”, a menace M. Aliev.

Les dirigeants armeniens pour leur part reprochent a Bakou d’avoir
fourvoye le processus de paix dans l’impasse en rejetant les
propositions de paix faites par le president russe Dmitri Medvedev
en juin, lors d’un sommet a Saint Petersbourg. Ils ont designe ces
propositions comme une ” nouvelle version ” des principes de Madrid
en vue du règlement du conflit Karabakh.

Le ministère azerbaïdjanais des affaires etrangères a insiste quant
a lui sur le fait que la Russie ayant elabore seule ces propositions,
sans le concours des copresidents americain et francais du Groupe de
Minsk de l’OSCE, celles-ci etaient jugees inacceptables a Bakou. Les
responsables azeris estiment que le dernier plan de paix du Groupe
de Minsk est celui qui a ete presente aux parties en conflit l’an
dernier et qui aurait ete dans son ensemble accepte par la partie
azerbaïdjanaise .
