“The Declaration of Independence of Armenia has establishes a basis for
our future legislation,” said Armenia’s Prime Minister Tigran Sarkisian
in his interview with Haylur aired by the Public Armenian Television.

“The Declaration played a significant role in solving the directions
of development and strategy of the country. It’s clear, that 20
years ago a foundation of the independent statehood was laid,” said
Prime Minister.

He also added that certain time is necessary to do justice to
historical significance of both the Declaration and numerous political
decisions by the Supreme Council of Armenia.

The Declaration of Independence of Armenia came in force on August
23 1990 and declared an Independent Armenia.

Ex-President of the Central Bank of Armenia (CBA) Bagrat Asatryan
spoke about the situation in the grain market at a press conference
mentioning that the grain prices were affected by the situation
in South and North America, yet Russia played a decisive role in
the market.

According to the speaker, Russia’s ban on grain exports “was a
diversion against the very Russian grain producers.”

“The prices in the international grain market went up after suspension
of grain exports from Russia but the situation stabilized later
due to redistribution in the market and good news from Canada and
Argentina which proved to be reaping a rich harvest,” Asatryan said
in his remarks.

“Flour price went up 20-25 percent in Armenia, while Armenia has
not yet imported grain at increased price. Prices in Armenia go up
irrespective of the situation in the international market,” speaker
stressed.

“Abkhazia will have to live in accordance with international law”,
– said head of Abkhazian puppet regime Sergei Bagapsh in one of
his speeches. He said this… and formed, together with Moscow, a
joint Russian-Abkhazian commission. Apparently, they really are very
concerned about complaints of Russians who lived in Abkhazia before
the conflict and who rightly demand return of property appropriated
by Abkhazian armed formations. To permanently resolve this rather
controversial and contentious issue, the commission did not take long
and has developed the so-called “concept”. But it was not such a simple
matter, as it seems at first glance. It turns out that after seeing
final version of the draft of the concept envoys of Bagapsh had to
make efforts in the Ministry of Foreign Affairs for the document to be
signed. Abkhazians did not agree with the basic formula: “protection
of property rights of Russian citizens”. They demanded it to be
changed it as follows: “protection of property rights of citizens of
Russian nationality” (or something similar) to avoid possible claims
to property by citizens of Russia of Georgian nationality.

In fairness it should be noted that Moscow did not go as far as formal
recognition of obvious manifestations of Nazism which is the foundation
for the entire pseudo-Abkhazian “statehood”. Sukhumi can do anything
– Russia nurtured the Abkhazian ethnocracy in order to use them to
carry out the ethnic cleansing of Georgian population and to maintain
the status quo while itself to remain aside as if it had nothing to
do with it. But the signature of Russia under the flagrant violation
of fundamental human rights is quite another matter. And at that the
Hague Court starts to consider a lawsuit by Georgia against Russia
for violations of the Convention on the Elimination of All Forms of
Racial Discrimination …

Therefore, the first version of the wording was left in the concept.

But under the condition that the wording of the concept will not be
decisive, and the main and decisive factor will be that was long ago
decided by the separatists regarding Georgians – to prevent their
return to Abkhazia. Naturally, the adoption of the concept in this
not very encouraging form and, especially, its public discussion is
not good for the regime of Bagapsh. But despite this, the separatist
leader did not prevent “leakage” of information. First he ordered
to publish in the Nuzhnaya newspaper published in Abkhazia ” first
letter of a certain Nesterenko who expresses her fear of a possible
return of Georgians on the basis of this concept (perhaps she had taken
possession of property of a Georgian) and then supposedly oppositional,
but in fact anti-Georgian, article written by a man with uncertain
origin under the pseudonym of Jij Sayer Gech was also published.

The author calls this draft concept developed by a joint Abkhaz-Russian
commission as anti-Abkhazian. Besides, he does not rule out that
representatives of the Georgian side took part in drafting of this
document. In his opinion, it should appeal to Georgia in signing a
document on the non-use of force under Russian occupation discussed
within the Geneva process and which did not produce results desired
by Moscow.

Mr Gech! You seem very naive if you really believe that the document
on non-use of force signed between the Georgian and Abkhaz sides can
be a guarantee that Russia will not repeat the aggression against
Georgia like the one that happened in August 2008. We never thought
to resolve the conflict by force and are not going to do it now. So
do not put yourself in a stupid position and do not blindly follow
instructions of your masters. Creating the image of the enemy out
of Georgians is the main component of the ideology, inspiration and
driving force of which is the Russian government and the puppet regime
in Sukhumi. And you with his rhetoric are not any different from them.

So your efforts to convince us that you’re fighting zealously for
salvation of the Abkhazian ethnos are vain. If this were so, then
in the first place you would call for restoration of relations with
Georgians and for their dignified return and not for deepening of
the confrontation. Neither should you try to convince us in your
being a radical opposition. You and people like you are in the same
boat with your puppet regime and are being carried away into the
abyss. It serves you right. And we would not care, if not for the
fate of Abkhazian ethnic group future of which you so purposefully
are endangering. No sensible and knowledgeable people would believe
this absurd of which you speak …

Georgia is ready to sign a document on the non-use of force only
with Russia, and it has nothing to do with the so-called “concept”
that the Georgian side does not need. We do not need it because
we have a more substantial document on the unconditional return of
refugees. The document, backed by UN resolutions and, incidentally,
signed by authorized representatives of Russia and Sukhumi regime. In
addition, there are a number of international conventions on private
law and humanitarian law (i.e. Convention on the Status of Refugees of
1951, the European Convention on Human Rights and Fundamental Freedoms
of 1950, the UN Convention of 1974, etc.). Therefore, your assertion
that “there is a feverish search for legal grounds for the return
of Georgian refugees” is absolutely groundless. And you link this
issue to a noise that was raised in your “parliament” with regards to
issuance of Abkhazian “passports” to the Georgian population of the
Gali district. You are so poisoned by separatist ideology that you
deny a third of the population of Abkhazia even such elementary human
right as an adoption of identity document. You cannot even allow an
idea that indigenous inhabitants of this land may be entitled to vote
even in your pseudo-elections and all just because they are Georgians.

It’s so natural for you that you cannot even forgive your leadership
for its attempts to put all this in the framework of international
norms – the leadership that had time to wise up a little over 17 years
and tried to avoid expressing such thoughts in public in order not
to appear fascist savages before the international community. You
are more stupid than them and thus openly state the true cause of
your animal fear: “hamper the process of destruction of our state
and Abkhazian people … do not let us turn into the minority again “.

But we can understand you. It was people like you by hands of which
ethnic cleansing of Georgian population of Abkhazia has been carried
out. For the sake of building a puppet ethnocracy you get your hands
dirty with the blood of your relatives and neighbours, violated all
human and divine laws. And you know perfectly well that you will be
able to justify the depth of your fall, at least in your own eyes,
as long as the current situation persists. By acknowledging that a
Georgian is also a human being and has the same rights, you have to
recognize all arising from this truth – the truth, putting an end to
your “case”.

But let’s return to the Russian-Abkhazian commission and the project
that, in your words, were “thrown in” by the Foreign Ministry of
Russia. Moscow was indeed faced with the need to create this concept as
the process of illegal deprivation of property in respect of Russians
and their expulsion from their homes became irreversible.

Verbal instructions to remedy the situation do not bring the desired
results. Not only the Club of Experts, but the Abkhazian and Russian
media as well wrote about this many times. While you, Mr. Gech, have
never said even a word about it. We are confident that this “concept”
that is so unacceptable for you (and which, in our opinion, is an
empty piece of paper, concocted to mislead people) will not improve the
situation, will not satisfy appetites of the “prodigal sons”. You and
your puppet government is well aware that if the said document works,
the mentioned “Russian citizens” will refer only to people of Russian
nationality and will not apply to people of other nationalities,
especially to Georgians. Armenians also should not entertain much
hope as their property rights have also long been violated and whose
number has already exceeded the number of Abkhazians…

It seems, Mr. Gech, that could not grasp the real objectives of the
said “concept”, and you do not understand that this document. If it
was really prepared in such an important body as Foreign Ministry,
it was impossible to enter restriction on just Russian citizens of
Georgian nationality. Otherwise, this would be a gross violation
of fundamental human rights. All this should be clear to you and
you should not be raising much noise. But illusory, “irreconcilable
opposition” is a mandatory attribute for Bagapsh government on their
road to building of “a democratic state” . And from time to time it
is necessary to remind the remaining population of Abkhazia about ”
image of the enemy” in the face of Georgians …

I would like to add that we think that shameless interference of some
people of unknown origin who have recently settled in Abkhazia in the
issue of return of indigenous Georgian population on their native land,
is unacceptable for us and it is a great shame for the Abkhazian
people . Moreover, they allow themselves to urge the government
of Russia and the de facto authorities of Abkhazia to announce the
Georgians as practically a criminal nation. We consider this fact
a great disgrace for the Abkhaz people who himself was declared a
criminal people by the Russian tsarist authorities and who today
are preaching the same through some Sayer Gechs and it all is done
through such authoritative newspaper as Nuzhnaya.

The Club of Experts is very interested to see what reaction will
follow this appeal, signed by the pseudonym Gech on the part of the
Abkhazian opposition leaders and generally what will happen to the
mentioned project. Then we will decide whether to publish the opinion
of Georgian refugees and their descendants, and their plans regarding
property claims that they mention in their letters. Maybe then Sukhumi
will stop publishing such articles, so annoying to Georgians.

Najarian Heads To Korean Sister City

Mayor Ara Najarian left Sunday for a weeklong trip to Korea to enhance
relations with one of Glendale’s six sister cities.

“We represent a large Korean population,” said Zizette Mullins,
community relations coordinator who oversees the Glendale sister
cities program. “So it helps to get a better understanding for what
is needed here in Glendale and also what their needs are there.”

During his visit to Goseong, Najarian will meet with a variety of
government officials and visit several other cities in the region.

The official trip is being paid for by the Goseong government, which
extended an invitation for Najarian’s visit.

“They always want to be in contact with the new mayor,” Mullins said.

City Councilman Frank Quintero made a similar trip as mayor last year,
she added.

Goseong is the newest city in the Glendale Sister Cities Program,
after the City Council approved the addition last year. Other sister
cities are in Mexico, Japan and Armenia.

Question: What is the history of Hanoian’s Market and the founder?

Answer: Hanoian’s Market was opened in 1912 at 2454 Railroad Ave. by
Peter Hanoian Sr., an Armenian immigrant who came to Fresno from
Boston for his health.

When the store opened, Railroad Avenue south of Church Avenue was a
dirt road.

Hanoian didn’t make enough from the grocery store to support his
family, so he added a public weigh station, sold gas and sporting
goods and even supplied paper trays to raisin growers.

When business dwindled on Railroad Avenue, Hanoian’s children — Peter
Jr., George, Mary Mathews and Myrtle Asadoorian — opened Hanoian’s
Shopping Center at 1439 S. Cedar Ave. at Butler Avenue in 1956.

One of southeast Fresno’s first major shopping centers, Hanoian’s
had a pharmacy, laundromat, sporting goods store, barber shop, beauty
salon and health food store.

The siblings each had an area of expertise in the family market:
Peter Jr., general manager and butcher; George, sporting goods
and vegetables; Mary, grocery; and Myrtle, liquor and cosmetics
departments.

Bob Hanoian, grandson of Peter Sr., was the store’s president when
Hanoian’s closed in 2001. After 89 years in business, it was the
oldest family-operated market in Fresno.

Q: What happened to the CAFY ethnic dinner series? I found a
25-year-old program to one of these wonderful events.

A: The ethnic dinners were one of the programs presented by CAFY —
originally called Cultural Arts for You — which began in 1976 as a
series of classes in the arts and culture.

The fee-based program was part of the city of Fresno’s Parks,
Recreation and Community Services Department.

By 1980 as the types of classes offered widened to include karate,
home repair and even “Understanding Wall Street,” the program’s name
was changed to Creative Arts For You.

About 300 eight-week classes for children and adults were held during
the day and evening at schools, parks and dance studios in Fresno,
according to Mabelle Selland, former cultural arts supervisor for CAFY.

Two of CAFY’s more popular programs were the ethnic dinner series and
the bus tours to destinations that included San Francisco, the Gene
Autry Museum of Western Heritage in Los Angeles and the Huntington
galleries and gardens in San Marino, near Pasadena.

The ethnic dinners were held four times a year at local restaurants
or churches. Members of local ethnic groups prepared food and also
shared their history, dance and art with diners. The dinner fees
went to the group that prepared the meal. CAFY also sponsored ethnic
festivals on the Fulton Mall that drew up to 45 different groups.

The craze for gymnastics and after-school soccer made the children’s
classes hard to fill, Selland said. The CAFY program ended in 1993.

Washington. Isabel Levine – APA. Resolution on Nagorno-Karabakh
conflict in the UN which is called “The situation in the occupied
territories of Azerbaijan” will possible be discussed at the General
Assembly meeting on September 9th, a UN source told APA’s Washington
DC correspondent.

“Libya as a representative country which is chairing UN GA 64th
Assembly, has proposed to schedule a debate on Azerbaijan’s resolution
as well as Kosovo and other issues on the same day. Last decision
will be made soon” – the source said.

Azerbaijan’s resolution was on UN GA agenda for a number of years. It
was as well scheduled for the next UN GA session’s agenda under
number 39.

The September 9th debate will clarify the opinions of UN member
countries on the conflict.

For the first time an EU ambassador will attend the session as an
observer.

journalist Hrant Dink, in Istanbul on Friday (20 August). Related
to the state’s recent defence to the ECHR, judge Turmen called the
state to apologize and admit a mistake.

Responsibility for Dink Murder President Abdullha Gul met with Hosrof
Dink, the brother of assassinated Turkish-Armenian journalist Hrant
Dink, in Istanbul on Friday (20 August).

Gul had invited Dink to a mansion in the Tarabya district. The meeting
lasted for one hour. Dink said afterwards, “I thank the president for
his invitation. We talked about very sensitive topics such as sharing
sorrow and pouring out our grievances. The meeting was all about this.

Thank you”.

Dink did not take any questions from the journalists. Gul did not
comment on the meeting at all.

Hrant Dink, then editor-in-chief of the Armenian Agos newspaper,
was killed on 19 January 2007. Prior to his assassination he had been
convicted under article 301 of the Turkish Criminal Code (TCY), which
bans “insults” to the Turkish state. The Dink family brought the case
to the European Court of Human Rights (ECHR). In the defence of the
Turkish state recently submitted to the international court, Dink
was compared to a Nazi leader and accused of spreading “hate speeches”.

After the news about the defence had made the headlines, president
Gul admitted that the “necessary precautions” had not been taken to
prevent the murder of the journalist. Foreign Minister Ahmet Davutoglu
and Justice Minister Sadullah Ergin both distanced themselves from
the defence.

Turmen: government should apologize Rıza Turmen, former judge at
the ECHR, criticized the defence of the Turkish state. He advised
the state to admit a mistake instead of defending it.

In an article published in the nation-wide Milliyet newspaper on
Friday (20 August), Turmen took pen to paper on the defence: “It
is not necessary to defend every case. Sometimes it might be better
for the state in moral and legal terms to admit a mistake instead of
clinging to a defence. If this case is bothering the government that
much, they could conclude the case before it is decided”.

According to Turmen, this could be done in two ways. That could either
be an amicable agreement between the government and the complainants.

This is related to the state’s prosecuting the public officials accused
of negeligence and thus paving the way to the murder of Dink and to
correcting the sentence handed down to Dink under Article 301.

The government could apologize, Turmen suggested.

Or, in case an amicable agreement would not work out, the government
could unilaterally announce to accept a violation of the European
Convention on Human Rights and agree on compensation. If the ECHR
would recognize such a declaration, the “victim” status of the
complainants could be lifted and the case could be concluded, the

violated the cease-fire agreement 90 times within a single week.

Azerbaijani armed forces fired at least 9,000 patrons at the
Armenian side along the line of contact between Azerbaijan and Nagorno
Karabakh. Armenian forces defeated positions; this made the Azerbaijani
side stop the attacks.

Political Analyst – Armenia Must Rely On Its Own Capabilities

Aleksandr Manasyan, who heads the Political Reserach Academy NGO
in Yerevan, said that the country should not place all its hope on
agreements signed over the weekend with Russia in terms of Armenia’s
future security.

“I also support the maintenance of ties to NATO, for instance,” he
said, adding that will it was good that Russia has promised to update
and refurnish Armenia’s military production facilities, he doesn’t
want to see Armenia turned into a mere source of materials for Russia.

Mr. Manasyan said that the United States approaches the ties between
Yerevan and Moscow with the understanding that Armenia must ensure
its security when it has Turkey, a state that committed the Genocide,
as its neighbour.

“In my opinion, Russia wants to operate freely here and that’s why
the contract is for so many years,” the analyst told Hetq, adding
that any nation must, in the final analysis, place its destiny and
hope in its own hands.
