YEREVAN, SEPTEMBER 30, ARMENPRESS: On September 29, a press conference
on the report on the June 2010 visit of French parliamentarians to
the Nagorno Karabakh Republic took place at the National Assembly
of France.

NKR MFA Press Service told Armenpress that according to the NKR
Permanent Representative to France, the report’s author is Francois
Roshbluan – Deputy from the Loire Department and Chairman of the
France-Armenia Friendship Parliamentary Group. Pascal Crozon and Rene
Ruke, who had visited Artsakh, also attended the press conference.

Francois Roshbluan introduced the goals of the French Deputies’ visit,
expressing his gratitude to the NKR authorities for the organization
of the visit and for their cordial reception. The Deputy noted the
visit’s usefulness.

“The delegation saw in place how the Karabakh people built their
democratic institutes and civil society”, said Mr. Roshbluan, noting
that the French parliamentarians had attended the first session of
the NKR newly elected National Assembly.

According to the Deputy, the basic issue of Nagorno Karabakh’s
concern today is the international recognition of Karabakh people’s
independence.

The role of France and its Parliament in the Karabakh conflict
settlement was also discussed at the press conference.

YEREVAN, SEPTEMBER 30, ARMENPRESS: The security issues of the people
of the Armenian province of Tavush are under the limelight of the
Armenian government, Defense Minister of Armenia Seyran Ohanyan
said at the outgoing session of the Armenian government. He said
that concrete steps are being carried out for ensuring the security
of the population. Speaking about the work carried out during the
recent two years Seyran Ohanyan said noted that on the first place
is the issue of ensuring the security of the settlements which are
under the target of weapons. He said there are 20 such settlements,
five of them are in most dangerous conditions. Serious works have
been undertaken for fostering positions.

Seyran Ohanyan noted that special attention has been paid to
the settlements which are under permanent fire. “We have ensured
such conditions so that in case of necessity be able to implement
corresponding activity. Cooperating with the law enforcers during the
recent period we have prevented the possible intrusions of subversive
intelligence groups,” Ohanyan said.

The minister noted that the issues of military-patriotic upbringing
are on a high level in the province of Tavush.

Prime Minister Tigran Sargsyan noted that all the issues raised by
the minister are under the limelight of the government.

Karabakh Republic Ara Harutyunyan met September 29 with the students
of the economics faculty of the Artsakh State University, for who he
delivered a lecture on the theme of “The Global Financial and Economic
Crisis and the Nagorno Karabakh Republic”. NKR press service told
Armenpress during the meeting the Prime Minister noted that last year,
in a difficult period for the world, small Artsakh managed to register
13 % economic growth. The head of the government presented to students
the indexes registered according to spheres and the productivity of
state programs.

“If in 2002 GDP of 24-25 billon AMD was registered, in 2009 it was
more than 100 billon AMD and in 2010 it is intended to reach 115
billion. Every effort is exerted to increase the volume of the GDP
year by year, for the degree of our welfare depends on that,” Mr.
Harutyunyan said.

After the lecture, which lasted over 2 hours, the students had the
opportunity to address to the prime minister the questions that
excited them and to get answers.

At the end Mr. Harutyunyan announced a contest between the students
on the theme of “The Future of Artsakh Economy”, promising that the
best works will be awarded by the NKR prime misniter.

YEREVAN, SEPTEMBER 30, ARMENPRESS: A big Armenian-Belarusian wholesale
trade center opened today in Yerevan. Head of the Armenian “Prosperous
Armenia” party Gagik Tsarukyan said that the opening of this center
is a great event for the two countries and an impetus to increase
Armenian-Belarusian trade turnover, consolidate friendly relations
between the two countries. The trade center presents 3 000 Belarusian
products – food, technology, furniture, etc.

“There is a great demand of Belarusian products in our country the
prices of which are quite available,” Tsarukyan assured. He thanked
president of Belarus Lukashenko for assisting the project.

Gagik Tsarukyan said that the representatives of small and medium-sized
business will have an opportunity to purchase goods from there and
pay the money a month after, besides 10% discount will function.

Manager of Alexander Lukashenko affairs Nikolai Korpot said the
opening of the center will promote the development of trade-economic
ties between the two countries. “During the recent years the Armenian
market has been filled with various Belarusian products – agricultural
engineering, food. There is also demand of Armenian products in
Belarusian market – brandy and wine, medicine. It is not the complete
level of cooperation. I am sure the opening of such trade center will
be of great significance for consolidation of ties,” Korpot said.

The center is located on Shirak 1 Street.

YEREVAN, SEPTEMBER 30, ARMENPRESS: The practice of the outgoing
sessions of the Armenian government greatly contributes to
productivity of the activity of the latter and to ensuring of
publicity, Governor Armen Ghularyan said today in the outgoing session
of the Armenian government held today in Tavush province. According to
him, outgoing sessions afford an opportunity to get closely acquainted
with issues of provinces and to undertake timely measures for their
solution.

“Such a working style is a necessity for balanced development of a
cross-border province,” Mr. Ghularyan said. According to him, the
province has agricultural inclination, among the most important and
prospective branches of which are cattle breeding, fruit-growing,
tobacco production. Mining industry, procession and tourism are among
the better developed spheres.

Three thousand 823 plants of fruitful trees have been provided in
spring by “Hayastan” all-Armenian fund. Garden of 4.5 hectares has
been laid out with the support of the Armenian government within a
program on creation of organic yards by “Tamara Fruit”.

Mr. Ghularyan said that numerous programs are being implemented to
develop tourism. Hagartsin monastic complex is being repaired for that
very purpose. There are 4 medical centers in the province, one urban
primary healthcare center, 7 new rural healthcare centers. Ijevan
medical center, ensured with up-to-date medical equipments, was handed
to exploitation in April 2010.

The capital repair of the building of Noyemberyan medical center will
soon be brought to an end through the funding of Hayastan All-Armenian
Foundation. The personnel of the primary healthcare sphere of the
province have passed trainings. Seventy-one family doctors work in
Tavush. In 2010 the updating of the cadre potential of the healthcare
sphere of the province is still going on. Considerable works have been
carried out in the direction of road construction as well.

Mr. Ghularyan expressed hope that uniting all the efforts, Tavush
governor office will manage to provide even better achievements.

YEREVAN, SEPTEMBER 30, ARMENPRESS: As part of the visit to the Armenian
province of Aragatsotn Armenian President Serzh Sargsyan visited the
grape gardens of the Kosh village belonging to “Golden Grape Armas”
company where he participated in the foundation laying ceremony the
works of which are expected to be wrapped up by 2012. The factory
is also going to produce wine and brandy. Serzh Sargsyan toured in
the grape gardens, spoke with the employees, got acquainted with
working conditions.

Speaking to reporters the employees of the company said they are
pleased with the created working conditions, and the average monthly
salary reaches 130 000 -150 000 AMD.

The owner of the company Armen Aslanyan said that the grape gardens
have been founded in 2007 and in the same year about 400 thousand
grape and 10 thousand other three plants have been planted. According
to the company’s development program, the 80% of the grape gardens
must make the sorts of grapes intended for the Armenian brandy and
the 20% of the grape gardens intended for table wines. In the coming
years the company is planning to annually get 4000 tons of technical
and 2000 tons of table grape as well as 5000 tons of different fruits.

Armen Aslanyan noted that all the devices for the factory are being
imported from Italy. After its operation the factory plans to have
300 employees.

YEREVAN, SEPTEMBER 30, ARMENPRESS: The armed forces of Armenia and
Nagorno Karabakh are ready to give proper response to any aggression
by Azerbaijan, according to Gagik Melikyan, deputy of RA NA Armenian
Republican Party faction. He said at a press conference today that
the Russian military base, located in Armenia, is another restraint
for the Azerbaijani warlike statements and diversions.

Though the Nagorno Karabakh is not involved in the prolonged agreement
on presence of military bases, this does not mean the security of NK
will not be ensured, the deputy said. He says by signing the agreement
Armenia got a warrant for its security, and Russia strengthened its
presence in the South Caucasus.

As to the 2012 parliamentary elections of Armenia, Gagik Melikyan said
after each election ARP gets ready for the next one. ‘We get ready for
elections by our everyday activities. We think that we will register
successful results in the next election, too,’ the deputy said.

YEREVAN, SEPTEMBER 30, ARMENPRESS: Ambassador of Armenia to Ukraine
Andranik Manukyan visited September 27 Ukraine’s Kharkiv province to
meet with the authorities of the province and partake in the events,
dedicated to the Independence Day of Armenia.

An official from the press, information and PR department of RA
Foreign Affairs Ministry told Armenpress that a number of issues
on development and deepening of the cooperation between Kharkiv and
Armenia were discussed at the meetings with Governor Mikhail Dobkin
and Mayor Genadi Kernes.

The sides mentioned that the visit, the delegation of provincial
authorities paid to Armenia 2009, was an important step for the
cooperation. During the visit a plenty of arrangements were reached
for the extension of cooperation and strengthening of bilateral
trade-economic relations. The Ambassador invited the Governor and
Mayor to Armenia to raise the mutual cooperation in a new level.

On the same day the Ambassador partook in an event, dedicated to the
Independence Day of Armenia. The provincial authorities, as well
as representatives of the Armenian community, cultural and public
figures partook in the event.

Ambassador Andranik Manukyan greeted the participants of the event and
said that independence was the age-long dream of the Armenian nation.

Independence gives an opportunity to act freely and independently for
the benefit of the state and solve the issues of the Armenian nation.

A concert with participation of cultural groups and singers from
Armenia and Kharkiv was held at the end of the event.

RA PRIME MINISTER PARTAKES IN OPENING OF CULTURAL CENTERS IN TAVUSH PROVINCE

After today’s outgoing session of RA Government, Prime Minister Tigran
Sargsyan partook in the opening ceremony of the reconstructed music
school of the city of Ijevan. The music school was built 1978 and was
never reconstructed. An official from the information and PR office
of RA Government told Armenpress that the reconstruction works started
November, 2009.

The school was reconstructed thoroughly and the building’s third
floor was constructed. The works were financed by World Bank through
the Armenian Social Investment Foundation. Ijevan’s music school is
intended for 320 children; however the number of children, currently
studying at the school, is 325. 25 of the pupils are from children’s
house. The Prime Minister donated to the school a German grand piano.

Prime Minister Tigran Sargsyan also visited Ijevan Tourism Center,
toured in the building and got acquainted with the works, presented
at the expo-fair of books, published recently. Before the departure
the Prime Minister partook in the opening of Geological Museum-Gallery.

The reconstruction works of the building started 2008. Over 208
million AMD was provided for the works from the community budget. The
newly-built museum-gallery is open to the art lovers. Prime Minister
Tigran Sargsyan toured in the building and got acquainted with the
collections, presented at the museum-gallery.
