Armenian Deputy Foreign Minister Shavarsh Kocharyan said that none
of international organizations has recognized Azerbaijan within the
boundaries that include Nagorno Karabakh.

“Nagorno Karabakh is not anyhow related to Azerbaijan’s territorial
integrity. I would like to note that two independent republics formed
in this area after the USSR collapse, one of them is recognized,
while the other one is not,” Kocharyan said in the National Assembly
during a discussion of Heritage party’s bill on recognition of NKR’s
independence by Armenia.

Armenian Deputy Foreign Minister Shavarsh Kocharyan said that NKR~Rs
problem has always been in the focus of Armenia. Yerevan is guided
only by the will of the people of NKR with respect to recognition of
NKR~Rs independence by the international community, Kocharyan said
in the National Assembly during a discussion of Heritage party~Rs
bill on recognition of NKR~Rs independence by Armenia.

According to him, Armenia represents Nagorno Karabakh, as it has not
become a full party to the negotiations on the conflict settlement
yet. ~SHowever, it does not mean that Armenia completely substitutes
Nagorno Karabakh in the negotiations. NKR will become a full party
to the negotiations at some stage,~T concluded Kocharyan.

Heritage-submitted draft law on recognition of Karabakh independence
was discussed in Armenian parliament.

As Deputy Foreign Minister of Armenia Shavarsh Kocharyan noted during
the discussion, Armenia accepted Madrid principles and St. Petersburg
suggestions on Karabakh conflict settlement as a basis for further
negotiations.

~SMadrid document includes 3 principles of international law: non-use
of force, nations~R right for self-determination and territorial
integrity. Azeri side denies two of them (non-use of force, nations~R
right for self-determination), misrepresenting the third one, which
runs counter to UN regulations,~T the Deputy Foreign Minister stated.

~SAzerbaijan strives to preserve the status quo in the region,
which means Armenia has to work towards provision of its security,~T
Kocharyan pointed out.

ArmInfo. ReAnimania ~V 2011 animation film festival will mark the
70th anniversary of the famous cartoonist Harry Bardin.

Director of ReAnimania Vrezh Kasouni said at today’s press conference
that the premiere of Harry Bardin’s new cartoon will take place within
the frames of ReAnimania 2011. Kasuni said that one of the innovations
in the festival will be invitation of ReAnimania winners to the jury.

“We have already by 70% drawn up the list of our guests for 2011,
and we can say that the spectators will have many pleasant meetings
with well-known cartoonists”,- he said.

The festival program will include master classes. Kasuni pointed out
that the Hunting for Talents program announced in 2010 has already
given its first results: three young filmmakers have received an
opportunity to attend 9-month free training courses at the Kassart
animation studio. In addition, in 2010 an agreement has been reached
with the well-known Aardman studio to hold master classes online.

“In 2010 we received a lot of good responses about ReAnimania. We
hope that the year 2011 will also be successful for us”,- said Kasuni.

To note, starting 2011 the festival will be included in the budget
of the Armenian Culture Ministry.

Half Of Monthly Norm Of Rainfall Over A Day In Yerevan

ArmInfo. Half of the monthly norm of rainfall fell in Yerevan on 4
October, representative of Armhydrometeorology Centre Zarui Petrosyan
said at today’s press-conference.

But Yerevan residents may calm down as rainfall will continue today and
tomorrow and a cloudy weather without rainfall will be established in
Yerevan and the regions after 8 October. Rainfall will still continue
only in Tavush and Lori regions for several days.

‘Today and tomorrow in Yerevan and the valley regions of Armenia the
air temperature will be +19-+21 degrees, and +23-+24 on 8-10 October.

Thus, the temperature will be within the average monthly norm +21
degree’, – Petrosyan said and added that this tendency will be
preserved over the whole October.

ArmInfo. On October 5, Armenian Parliament passed the second reading
of a bill on introduction of alterations and amendments to the Law
‘On Allowances’. Moreover, Armenian parliamentarians made alterations
and amendments in the Law ‘On Tax on Income’ and the Law ‘On Compulsory
Social Insurance’.

As deputy Minister on Labour and Social Issues of Armenia Artyom
Asatryan said, thus the government intends to intensify the fight
against false disability certificates. In particular, it is supposed
that not the state but the employer will pay for the first three days
of temporary disability.

The bill provisions do not cover servicemen and the people equated with
them, since they do not receive salary but a military compensation,
that is, they do not pay social fees from these funds.

The package of the state’s legislative initiative aims at exclusion of
cases of unfair use of leaves because of temporary disability, that
is, execution of false disability certificates. It is supposed that
thus an employer may prevent abuse of this kind of absence from a job.

However, it does not mean that the state refuses to pay. The point
is that an employer will pay for the first three days. Moreover,
a provision is introduced according to which citizens of foreign
states will have to pay compulsory social fees. Currently, they are
relieved of this kind of payments.

Share Of Renewable Energy In Power Consumption To Be Increased Three

ArmInfo. The share of renewable energy in total power consumption is
expected to be increased from the present 3% to maximum possible 10%
within 15 years, Minister of Energy and Natural Resources of Armenia
Armen Movsisyan said at the opening of The Renewable Energy Week on
Tuesday. The minister said renewable energy is an important component
of energy development in the country for it enhances energy security
of Armenia.

“We must use all our possibilities, which are strictly limited,
unfortunately,” he said. Hydropower energy is a very important
alternative source of energy. At present there are 94 small HPPs
with total capacity of 124 MW that will generate 385 million kWh of
electricity in 2010. Another 65 small HPPs are under construction and
after they are put into exploitation the total capacity will grow to
262 MW within 10-15 years and generation will grow to 900 million kWh.

In fact, the share of HPP in total power generation will grow from 3%
to 6%-7%, the minister said.

A. Movsisyan added that to generate “green energy” Armenia trying
to use also wind and solar energy. Construction of wind power plant
with 20MW capacity has already been licensed. As for solar energy,
it is used in the world to settle local problems and is not suitable
for industrial production, the minister explained.

In 2009 electric power generation in Armenia fell 7.2% versus 2008
to 5.671.2 billion kWh.

In an interview with “Irates de facto”, political analyst Igor
Muradyan said he does not think the 1994 victory in the Karabakh
war is brilliant, because the Armenian troops, stopping attempts by
Azerbaijan to make a change in the course of hostilities, did not
establish control over the greater part of Karabakh. NKR army failed
to return Shahumyan and the lowland Karabakh territory, lost control
of the major Horadiz node. In these circumstances, we cannot say that
the assertions about the need to complete the work, are unacceptable,
said Igor Muradyan. (In his recent articles he sounded the forecast
that the only way out for Armenia may become a new war). The Armenian
armed forces did not aim to reach the Kura, but it could enable to
be successful in politics, the analyst believes. He believes that
then unskillful figures were engaged in Armenia’s diplomacy, and the
army was commanded by non-professionals, and for the past 15 years,
Armenia has pursued ineffective foreign policy.

“The problem of foreign policy consists in the fact that it has always
been directed to the satisfaction of interests and security of the
political leadership and their environment”, says Igor Muradyan. In
the Karabakh settlement, Armenia adopted a waiting position, and
does not promote any tasks in the international arena. All actions
of Armenia are determined by some challenges and threats. Armenia
rejected NKR international recognition: the political leadership
has never had such a desire. Issues connected with Karabakhi lost
territories, Armenian refugees and Azerbaijan’s aggressive behavior
were removed from the agenda. Armenia undertook its relationship
with Turkey, not realizing until the end the true purposes of their
authors, and allowed Turkey to become a member of Karabakh process,
said Igor Muradyan. Having a lot of resources and ways to ensure the
security of Armenia, it has replaced its own defense with unclear
relations with Russia. Armenia did not take preventive measures,
and now Azerbaijan, in fact, started a slow war against Karabakh,
trying to force Armenia to make concessions.

The political scientist thinks that the international situation in
the current moment is quite expedient for Armenia and partially for
Karabakh. All world centers – U.S., Russia, Iran – support Armenia,
which is rendered into a serious factor in repressing the Turkish
expansion. Turkey is isolated now, says Igor Muradyan. In Armenia
everything is ensured for normal life. Azerbaijan is rendered into a
“kerosene barrel” and every time it is warned that starting a war, it
will lose more than the territories. The fact that Azerbaijan cannot
exist within the present borders is set not only in regional projects,
but also in the general doctrine of redrawing of world borders, says
Igor Muradyan. Many do not connect long-term plans with Azerbaijan.
This nation is destined to lose not only its state but also its
homeland, says Igor Muradyan. Azerbaijan must either come to terms
with the loss of new territories or be contented with something on
what it has no rights, or become a satellite of Turkey and disappear
in the clashes that would arise as a result of the Turkish elite’s
imperial ambitions.

But if Armenia will not be initiative, once it will lose the status of
geopolitical factor. The statement of the “Big three” could absolutely
deprive Azerbaijan of hope and be quite different if the Armenian
diplomacy was more active and more intelligent, says Igor Muradyan.

Armenia has stated that the acceptable settlement of the conflict for
it will be the version in which NKR is recognized as an independent
state, a land connection with Armenia is provided and international
security guarantees are given. And experts refer to this arguing that
in this context, the OSCE Madrid principles fully meet the interests of
Armenia. But the proposed format of the Armenian leadership does not
provide security not only for Nagorno-Karabakh, but also for Armenia,
said Igor Muradyan.

The political scientist thinks that probability of resumption of
hostilities is determined by the existence of agreements between
Azerbaijan and Turkey which is impossible now. Turkey can be interested
in a war with Karabakh if it feels strict isolation and decides to show
its role in the region. “Azerbaijan chose the tactic of “small” wars-
diversion attacks, provocations and this will sooner or later bring
about a war, but started by Armenia. Of course, if Armenia is sure that
war is not the worst thing, and there is hope for a final victory. Not
the one who is ready for war, but the one who starts it will win,
said Igor Muradyan. In addition, there are two versions of the war:
if Turkey is interested or if Turkey is not interested. Armenia’s
military command did great services to the motherland, but it’s time
to give up its place.

“The Armenian leadership, with an amazing sequence, is struggling with
any initiative in Karabakh and the Diaspora”, says Igor Muradyan.
Moreover, the problems that Armenia faces turned out worse than
the power expected. Armenia faces the task of becoming an important
regional factor and a major partner of the world’s centers. This is
possible if “the Armenian network”, the capacity of which exceeds the
capabilities of some states, reorganizes. Several states are trying
to neutralize the influence of the Armenian network. They fail, but
the Armenian reality is not trying to reorganize the structure of the
network. We lose time, do not set specific targets, but there is the
premise that new structures that are being created will begin a more
extensive and effective work.

Why Osce Changed Plans

WHY OSCE CHANGED PLANS

OSCE Assessment Mission has not arrived in Karabakh yet. Something
changed in the plans of the co-chairs. Contradictory information is
coming. Currently, OSCE Minsk group co-chairs are in Baku where they
hold meetings with the Baku leadership. Then, they will arrive in
Karabakh, from where on October 7, they will go to Karabakh.

Azerbaijani mass media reported.

Why they decided to postpone their arrival in Karabakh which was
scheduled on October 4 is not known. It is not known either the reason
why, unlike primary arrangements, the UN Development Agency expert is
not among the OSCE mission members. Does it mean that the issue on
“post-conflict restoration” is not observed? In Karabakh, they do
not know whether there will be members from the UN Refugee Agency.

In answer to questions of the Armenian newspapers, representatives
of the Karabakh elite give nervous and evasive answers. Just like
in response to the question whether Karabakh is going to insist that
the mission is held in the occupied Karabakhi lands of Shahumyan and
Martakert regions.

Today, the session of the Sardarapat Movement’s Commission on Foreign
Relations took place where Tigran Khzmalyan, member of the group,
issued a statement.

He noted that he has information that on these days in Rome, secret
talks between Armenian and Turkish former high-ranking diplomats are
going on, the aim of which is to restore the Armenian-Turkish protocols
and better the relations. The Armenian party is represented by Vardan
Oskanyan and Adviser on Foreign Issues during Ter-Petrosyan’s tenure
Jirayr Liparityan.

Khzmalyan asks a number of questions to the power, in particular
whether the official Yerevan is aware of this information; whom these
people represent; what authorities they have and if the power knows
everything, which the reason is why it does not inform the society.

In connection with this information provided by Tigran Khzmalyan, we
turned to the Civilitas Foundation Responsible for public relations
Anna Saghabalyan. She said Oskanyan has not been to Rome and currently
he is in Yerevan.
