State-Private Sector Cooperation Yields Positive Results

STATE-PRIVATE SECTOR COOPERATION YIELDS POSITIVE RESULTS

A cabinet sitting was held today under the chairmanship of Prime
Minister Tigran Sargsyan.

Addressing those present, the Prime Minister reiterated the importance
of the new-launched Tatev project and cableway as a good example
of State-private sector cooperation. On behalf of his government,
the Prime Minister thanked all private-sector partners, including
Russia-based Armenian businessman Ruben Vardanyan and his family. In
the words sof Tigran Sargsyan, joint efforts will be continued in
years ahead.

The Executive has approved the procedure to follow in providing
certificates to those entities dealing with animal husbandry-related
food products and substances, asking for import-export-oriented
veterinary and food security licenses. The meeting approved the
health certificate forms applicable to imports made from third
European countries.

The next decision bore on the procedure to follow in dealing with
the transit of the foregoing products and substances. The government
amended a precious decision prescribing a procedure to follow in
sampling foodstuffs of animal origin with the purpose of controlling
the residual quantities veterinary medicaments. The Ministry of
Agriculture was appointed to be the competent authority for recording
the findings. The meeting banned the use of anabolic drugs in the
Republic of Armenia.

“This package is meant to create better conditions for farm exports.

Local farmers can feel more at ease in exporting commodities as the
procedures have been considerably simplified,” Tigran Sargsyan noted.

The government adopted a decision on the development of bio-fertilizers
market. The Minister of Agriculture and marz governors were
told to promote the process of using Azotovit-1 and Azoceovit-1
bio-fertilizers in melioration activities and ensure proper media
coverage thereof. This decision was said to bring about revolutionary
changes on the market of fertilizers. The aforementioned fertilizers
may be exported as soon as the national needs are covered. If so,
the Ministry of Nature Protection will have to develop a program for
the use of said inputs in salty lands. Tigran Sargsyan stressed the
need for conducting a corresponding awareness raising campaign.

The Ministry of Agriculture was appointed as the competent authority
for authorizing the exports of fishery products toward the European
Union. The cabinet endorsed the procedure to follow in sampling fishery
products with the purpose of controlling the residual quantities
veterinary medicaments. The Ministry of Agriculture was appointed to
be the competent authority for recording the findings.

The meeting discussed some 30 items altogether.

On International Statistics Day, Prime Minister Tigran Sargsyan
attended a gala event held at the National Statistical Service
headquarters Under a UN General Assembly declaration, October 20, 2010
is marked as international day of statistics. Service, Professionalism
and Integrity” is the motto of this holiday day which is meant to
highlight the role of statistics worldwide.

Addressing those present, the Prime Minister said in particular:
“The task of a statistician has much in common with that of other
professionals: it has to deal with problems and challenges when facing
obstacles, counteraction, disagreement and political criticism.

Statisticians perform hard daily work without which progress and
development would be impossible for mankind. We could not make
estimates without statistical data. Your professional dedication
helps us strengthen the statehood and develop the State.”

Attended by the head of government, several NSS employees were
presented with appreciation letters for significant contribution to
Armenian statistics.

On the tenth anniversary of the Union of Armenians of Russia, Prime
Minister Tigran Sargsyan attended gala event held at the Academic
Opera and Ballet Theater after A. Spendiaryan.

In his remarks, the head of government stated in part: “A decade is
only an instant in the history of the Armenian people. While we admit
that it is up to history to value the role of the Union of Armenians
of Russia, nonetheless we can state that the Union’s numerous efforts
will go far way toward strengthening our newborn State and mobilizing
the Armenian Diaspora. Your national identity preservation-oriented
activities are crucial in this respect.”

Speaking about the contribution of the Union of Armenians of Russia,
the Prime Minister stressed its importance in terms of strengthening
the potential of all Armenians and building the Armenian world. “In
this way, the Armenian world and the ties between Armenian communities
are being strengthened. I deem it necessary to speak about the
Union’s humanitarian and investment activities in the Nagorno-Karabakh
Republic. I am convinced that they will help us meet social-economic
challenges and build up a solid basis for sustained development.”

Emphasizing the importance of Union-State agencies cooperation, Tigran
Sargsyan said it might enhance work efficiency and tackle the broad
range of problems faced by our compatriots living in Russia. Wrapping
up his speech, Tigran Sargsyan wished the Union new achievements for
the sake of Motherland.

The film’s title expresses the official attitude of the occupied
French toward these resistance fighters; they were criminals who
interfered with the smooth operation of occupied Paris.

Army of Crime is set in Paris during the German Occupation and focuses
on a band of French resistance fighters led by the Armenian emigre
poet Missak Manouchian. I mention these details up front because
your enjoyment of this movie will have a lot to do with whether it
is the kind of movie you want to see. It will help if you have some
interest in the historical events portrayed, but you also need to
be open to the approach taken by director Robert Guediguian. He’s
not trying to provide the modern Hollywood take on this story (not
enough action or movie stars recognizable to Americans) nor is he
taking the individual-to-the-point-of-eccentricity approach of, say,
Quentin Tarantino (no cartoonish wish-fulfillment episodes). Instead
Guediguian, working with a screenplay by Serge Le Peron and Gilles
Taurand, gives the good old-fashioned epic treatment to an important
chapter of history.

So what do we have the right to expect from a historical epic? First
of all, it should be a grand movie in both themes and scope (check)
that sets the human-scale stories of individual characters within a
broad historical drama (check). It should be planted with nuggets of
historical detail (check) and be presented with a first-rate technical
package including period-appropriate production design and costumes
(check). It also helps if good and evil are clearly demarcated (check),
but individual characters are also seen to struggle with issues of
ethics and morality-in particular, whether they should adjust their
judgment on such matters based on the unprecedented circumstances in
which they find themselves (check).

There have been many films about resistance fighters during World
War II, but Army of Crime offers something a little different.

Guediguian’s particular line of interest is the complicity of ordinary
French people-from the police officers of Paris who explicitly
collaborate with the occupying German army to the concierge who
denounces her tenants to the authorities-and how quickly they closed
ranks against those they considered not truly French. This category
included both Jews and “foreigners,” the latter encompassing not
only recently immigrants but also anyone with a foreign surname or
heritage. The film’s title expresses the official attitude of the
occupied French toward these resistance fighters; they were criminals
who interfered with the smooth operation of occupied Paris.

Historical epics are seldom noted for their subtlety, and Army of Crime
is no exception. It’s useful to think of it as a parable drawing on
the conventions of the epic film in order to illustrate a point of
view; in this case, that the truest subscribers to the French ideals
of Liberty, Equality and Fraternity were not the native-born French
but the emigres and their offspring who believed such values were
truly worth dying for. This point is underlined from the first as we
hear a roll call of those who “died for France” bearing names that
are Italian, Jewish, Hungarian-anything but French.

Many scenes in Army of Crime serve an expository purpose. Take an
early scene in which a Jewish mother says her family has nothing to
fear because 1) France is the land of freedom, 2) their papers are in
order and 3) Dad knows someone at City Hall. Any guesses as to how
that worked out for them? Or take an early instance of anti-Semitic
harassment, followed up with a scene in which a school principal
assures the victim that “this place is neutral,” so he should refrain
from political expressions on campus. We even get to see a police
supervisor instructing his men to cooperate fully with the German
army in the effort to hunt down “foreign terrorists.”

These scenes would be problematic if Army of Crime was meant to
be a naturalistic film, but it’s clearly not aiming for that goal
(epics seldom do). By its own standards it succeeds very well and
offers considerable food for thought about France’s attitude toward
the non-French (by racial/ethnic definition) who form so large a
part of contemporary French society. Among the stories woven into its
tapestry are that of Armenian poet Missak Manouchian (Simon Abkarian)
and his wife Melinee (Virginie Ledoyen), the Jewish swimmer/assassin
Marcel Rayman (Robinson Stevenin), the Hungarian emigre Thomas Elek
(Gregoire Leprince-Ringuet) and the Polish communist Henri Krasucki
(Adrien Jolivet). There are a lot of family members as well, but
despite the large cast it’s never a problem to keep the storyline
straight. This is in part because the score by Alexandre Desplat
helpfully tags the major characters with ethnically-appropriate music
(and for scenes of martyrdom he uses Bach’s St. Matthew Passion).

There are plenty of historical breadcrumbs dropped in the script.

Early on we hear a review of the Nazi propaganda film Der ewige Jude
(The Eternal Jew: it’s the film that likens Jews to rats spreading
disease through Europe). Later, the camera zeroes in on a biography
of General Petain in a bookstore, and a photograph of him is used by
our heroes for target practice. One of the characters finds a truly
revolutionary purpose for a volume of Das Capital, and the screenplay
helpfully lets us know it was published in Fraktur. Like the explicitly
expository scenes, these are part of the genre conventions and,
as such, do their work effectively.

At over two hours in length, Army of Crime may try the patience of
people uninterested in its subject or accustomed to the faster pace
of commercial American movies. However, those who are willing and
able to immerse themselves in the experience it offers will find

Framework agreement on Karabakh is not expected to be signed at the
OCSE Summit in Astana, Azerbaijani Foreign Minister Elmar Mammadyarov
said at the opening ceremony of “The South Caucasus in a Changing
World” symposium in Baku.

According to him, presently the work on elaboration of the document
is being carried out. Issues to determine format of the Astana talks
are on the agenda as well. The Azerbaijani FM noted that the OSCE MG
Co-Chairs will visit the region in the near future to present to the
sides a report of the field assessment mission. “Compared to the first
mission, which took place in the region in 2005, this time mediators
and members of the mission visited the seven occupied regions. We
are waiting for the assessment mission’s report to give conclusion
on their activity,” Trend quoted Mammadyarov.

Commenting on discussions on recognition of the Karabakh’s independence
in the Armenian parliament, Azerbaijani FM stressed that “it will be
a big mistake”.

“If Armenia begins the process of recognition of the Nagorno-Karabakh,
it will be a big mistake in terms of the international law. The
recognition of Karabakh’s independence would mean that Armenia
recognizes the fact of occupation of the Azerbaijani lands,” he added.

in the third quarter of the running year received 128 complaints
relating to financial organizations.

An official from the office told Armenpress that the Financial
Reconciler receives numerous calls and visits from the citizens that
have no connection with financial organizations. As to the received 128
complaints, the 38 of them, according to the law, are not subjected to
examination by the reconciler. Some complaints are connected with the
events that took place before the law “About Financial Reconciler”
entered into force. There is a forensic decision over some demands
or the cases are in proceeding. In the other cases the complaints
are of general nature and does not include property demand.

YEREVAN, OCTOBER 21, ARMENPRESS: The Tatev rope way, the longest in
the world tourism map, essentially increases tourism attraction in
Armenia, Armenian Prime Minister Tigran Sargsyan said today at the
session of the government. According to him, the Tatev restoration
initiative is one of the biggest programs carried out as a result of
cooperation of the government and private sector.

“On behalf of the Armenian government I want to thank our partners
from the private sector who during those years cooperated with the
government for the implementation of the program,” the prime minister
said. The program is being carried out by the National Competitiveness
Council with the direct control of the RA president. Tigran Sargsyan
noted with delight that one of the cooperation parties is the Armenian
Apostolic Church the efforts of which were also directed to help the
Tatev restoration fund get money to bring the program to life. The
state too funded the program.

With the style of infrastructures and corresponding ad campaigns it
is expected that the “Euronews” will broadcast programs dedicated
to the opening of Tatev complex and operation of the rope way. “So,
both the government and the private sector carried out serious and
wide-scale work. I particularly want to mention Ruben Vardanyan, who
had his personal contribution to the implementation of the program,”
the prime minister said, adding that in near future as well such
projects will be presented.

Aram Harutyunyan received deputy head of the German Reconstruction
Bank (KFW) Eva Witt. An official from the ministry told Armenpress
that during the meeting the sides discussed programs carried out in
Armenia with the assistance of the bank, particularly the process of
construction of the administrative building of “Lake Arpi” national
park and creation of biosphere territory on the basis of “Shikahogh”
state reserve.

Aram Harutyunyan presented the works carried out in the “Lake Arpi”
national park and the further activity and the guest said that they
visited the mentioned place, got acquainted with the carried out work
and highly assessed the cooperation over this program which, they said,
will serve as a basis for more effective further partnership.

Mr Harutyunyan highlighted this meeting, expressing hope that
cooperation with KWF will be continuative and will give positive
results.

Minister of Territorial Administration Armen Gevorgyan received today
the delegation of the World Bank headed by newly appointed country
manager of the WB Jean-Michel Happi.

Public relations Department of the Armenian Ministry of Territorial
Administration told Armenpress that the Armenian Deputy Prime Minister
congratulated the newly appointed manager and wished success in his
further activity expressing confidence that the efficient cooperation
with the World Bank will go on.

The parties discussed issues connected with further management of water
supply and water drainage systems. In particular, the proposals of the
WB team on leasing the “Armenian Water Sewerage” CJSC were referred.

An agreement was gained in involving a consultant of the World Bank
in the works, who will support the government to prepare the leasing
process, to fix the conditions and commitments.

The opportunities of involvement of the means of the WB for
implementation of programs on capital investments in the sphere were
discussed as well.

Chairman of State Water Economy Committee Andranik Andreasyan was
present at the meeting.

Good Indexes Registered In Armenia Related To Production And Storage

GOOD INDEXES REGISTERED IN ARMENIA RELATED TO PRODUCTION AND STORAGE OF GRAPES

YEREVAN, OCTOBER 21, ARMENPRESS: Quite good indexes have been
registered related to production and storage of grapes. Armenian
Agriculture Minister Gerasim Alaverdyan said today at a press
conference followed the session of the Armenian government that 132
ton of grapes have already been stored. The minister also said that
500 thousand ton of potato is expected this year against the 550
thousand of the last year.

“This year there were quite unfavorable weather conditions, rains,
drought, because of which decline has been registered in some branches
of agriculture,” Mr. Alaverdyan said. According to him, the analysis
shows that this year they have got 30 thousand ton of fruit, and last
year – 161 thousand ton. There is certain decline in plant growing.

Gerasim Alaverdyan said that the storage of vegetables is running
almost with the same tempo as last year. Twenty-five thousand 900
ton of vegetables have been stored this year.
