EUROPE MAY FEEL IMPACT FROM US REPUBLICAN ELECTION GAINS

WASHINGTON

A big Republican win in Tuesday’s U.S. congressional elections could
jolt U.S. relations with Europe by affecting issues such as arms
control, climate change and relations with Turkey.

Foreign policy has not been a factor in the campaign, which has been
dominated by economic and other domestic issues. But if Republicans,
as expected, win control of the House of Representatives and make
gains in the Senate, the impact will be felt beyond U.S. borders.

Though Congress does not run U.S. foreign policy, it can influence
it in many ways, and President Barack Obama could find many of his
priorities stalled or tripped up by lawmakers.

Obama’s arms control agenda and U.S.-Russian relations could be the
first foreign policy casualties of the election. The administration
has been trying for months to win enough Republican support in the
Senate to ratify the New Strategic Arms Control Treaty with Russia.

The treaty, signed in April by Obama and Russian President Dmitry
Medvedev, would lower limits on the two countries’ nuclear arsenals,
but some Republicans are not satisfied that the United States could
verify whether Russia was sticking to its terms.

Defeat in the Senate would have two obvious consequences. Since arms
negotiations have been the centerpiece of Obama’s opening to improve
relations with Russia, a failure to ratify the treaty would be a
setback. Without a victory, Obama’s broader agenda on reducing the
risk from nuclear weapons could be in doubt. For instance, plans to
ratify a nuclear test ban treaty already look beyond reach.

The administration is pushing for a vote on New START shortly after
the election before most newly elected senators are seated in January,
because it will be much more difficult with fewer Democrats in office
next year. But in a twist of election law, three newly elected senators
will take office immediately after the election because they are
running for seats that were vacated by predecessors including Obama
and Vice-President Joe Biden.

It remains unclear whether Democrats can pick up enough Republican
votes or have enough time to win passage in the postelections session.

In another possible pitfall for U.S.-Russian relations, Obama’s support
for Russia to join the World Trade Organization could be blocked by
Congress. Before the United States can approve Russia’s bid, Congress
must first repeal the Jackson-Vanik agreement, a Soviet-era regulation
that can restrict bilateral trade.

Republican gains also could add uncertainties for relations with
Turkey. Republicans have traditionally supported the NATO ally. But
anger in both major parties has risen over Turkish conflict with
Israel and ties with Iran.

In previous periods of Republican control of the House of
Representatives, party leaders have blocked attempts to pass
resolutions recognizing the World-War I-era killings of Armenians by
Ottoman Turks as genocide. The third-ranking Republican lawmaker, Rep.

Mike Pence, who helps guide party strategy in the House, has said
he might reconsider opposition to a resolution because of Turkish
positions on Israel. The passage of a resolution on Armenia could upend
relations with Turkey, a rising power that vociferously opposes it.

The election campaigns already have damaged Obama’s chances of
passing legislation that would curb climate-warming emissions. In a
sign of the legislation’s unpopularity, candidates from both parties
railed against proposed legislation as antibusiness at a time of high
unemployment and slow economic growth.

With poor prospects for U.S. legislation on reducing emissions, it is
unlikely that Obama can lobby effectively or a global pact that would
bind the countries of the world to limits on greenhouse gasses. The
issue has become a political loser domestically. If voters appear to
rebuke him Tuesday, Obama will be looking for other initiatives that
can improve his own re-election chances in 2012.

Pure political partisanship after Tuesday’s elections also could
have foreign policy implications with Republican leaders in Congress
talking about opposition, not compromise.

Republicans are more likely than Democrats to support free trade. But
a Republican win may not do much to advance global free trade talks,
which are unpopular politically. Republicans are wary about handing
Obama victories ahead of the 2012 elections.

If Republicans take over one chamber or two, they will gain power over
the budget and could force changes in funding for programs such as
U.S. foreign aid, which some would like to cut, and missile defence,
which some would like to boost.

Nicolas Sarkozy Nicolas Sarkozy is to pay his first visit Baku to
discuss France’s role in helping to solve the Armenian-Azerbaijani
conflict over Karabakh. The date of the visit is being discussed,
Azerbaijan’s ambassador to France, Elchin Amirbayov, told ANS Press
on Saturday.

“Bilateral talks during the trip will cover France’s role in the
settlement of the Nagorno-Karabakh conflict and the work of the French
co-chairman, Bernard Fassier,” Amirbayov said.

France, together with Russia and the USA, co-chairs the OSCE’s Minsk
Group which is mediating a solution to the Karabakh conflict.

Safar Abiyev “Serious preparations are being made in our Armed Forces
for this”. Azerbaijan’s Defense Minister, Colonel-General Safar
Abiyev paid an official visit to the People’s Republic of China on
October 25-29.

Defense Ministry’s press service said that official welcome ceremony
was held for Azerbaijani Defense Minister. On the first day of his
visit Safar Abiyev met with chief of the General Staff of the People’s
Liberation Army of China Chen Bingde. Military-political relations
between the two countries, situation in the region were discussed
during the meeting. They exchanged views on the cooperation in the
field of military education. Safar Abiyev said China is Azerbaijan’s
friend and one of the first countries to recognize our independence.

Making Azerbaijan-Armenia conflict the main theme of discussion Safar
Abiyev spoke about the causes and state of the problem. Expressing
his gratitude to China for recognizing Azerbaijan’s territorial
integrity and giving support, Safar Abiyev said Azerbaijan supports
China concerning Taiwan problem.

Chief of the General Staff of the People’s Liberation Army of
China Chen Bingde noted that Azerbaijan plays the role of a bridge
between Asia and Europe, China appreciates the reforms carried out
by Azerbaijani state and president. On the second day of the visit,
Azerbaijani Defense Minister met with chiefs of NORINCO and POLI
companies of China. Safar Abiyev was informed about the companies’
activities, products and future tasks. Chinese State Councilor
and Defense Minister, Colonel-General Liang Guanglie, who invited
Safar Abiyev to China, said the visit will make contributions to
the expansion of the cooperation between the Armed Forces of the
two countries. Safar Abiyev said Azerbaijan is interested in broad
military cooperation with China. “The Republic of Azerbaijan
is always combating terrorism, separatism and extremism, supports
development of close cooperation with all states in this field,”
he said. Safar Abiyev noted that Azerbaijan has undergone occupation,
but the lands will be liberated. “If peace talks produce no results,
Azerbaijan will use all opportunities, including the power of the
army to restore its territorial integrity. Serious preparations are
being made in our Armed Forces for this,” he said.

Following this, Safar Abiyev visited the 24th division of the Chinese
People’s Liberation Army Air Force. He was informed about the history,
opportunities and structure of the division.

On the last day of the visit Azerbaijani Defense Minister met with
vice-chairman of the Central Military Commission of China Xu Caihou.

The sides discussed prospects of military cooperation between China
and Azerbaijan. Safar Abiyev expressed his gratitude to his Chinese
counterpart for support in the field of military education. Regional
security issues in the South Caucasus and Eastern Asia, current state
and prospects of the military and military technical cooperation
between the two countries were discussed at the meeting.

The most noticeable factor during the visit was that Azerbaijan’s
territorial integrity was supported by the officials of the People’s
Republic of China at all meetings.

The information on erection of a monument dedicated to Armenian
national hero, prominent military leader Arndranik Ozanyan in
Lazarevsky district of Sochi draw wide response in Turkish mass media.

Turkey is concerned that friendly Russia will put up a monument to
the Armenian general.

Almost all Turkish media outlets referred to the issue, recalling that
the Armenian commander killed thousands Turks during the World War I.

As NEWS.am reported previously, a monument dedicated to Armenian
national hero Andranik Ozanyan will be set up in Sochi. The monument
will be erected on the initiative of representatives of local
Armenian community, descendents of Armenians survived during the
Armenian Genocide under Ottoman Empire. Sculptor of the monument is
Marat Minasyan.

A festival of Azerbaijani films is to open in Armenia tomorrow and
run until Thursday.

The festival is organized by the Caucasus Centre for Peace-Making
Initiatives, with the support of the US embassy.

An event page for the festival was created on Facebook and whipped
up a storm of criticism.

Some Facebook users even threatened festival organizer Georgi Vanyan
and Facebook page writer Lusine Vayachyan, describing them as traitors
to their nation.

US embassy spokeswoman Karen Robblee explained the embassy’s support
for the festival to Armenian website Epress.am

“We understand this film festival aims to promote an appreciation
for tolerance, multiculturalism and the expression of diverse views
and opinions,” Robblee said.

“These are important values for any democratic society. We thought
the film festival was a good idea when we decided to support it and
we still do.”

Asked whether the festival would be postponed or even cancelled
completely, Robblee said they hoped that won’t happen.

“We expect the project to go forward as planned,” she said.

Tigran Sargsyan ‘We attach great importance to understanding of
processes taking place in Iran’. Armenia will “do everything
to maintain good relations with Iran, deepen and expand them.”

The statement came from Armenia Prime Minister Tigran Sargsyan,
speaking to the participants of the media forum of CIS countries.

A few days ago Armenian Prime Minister returned from Iran, where he
was on an official visit. Referring to the state policy toward Iran,
Sargsyan said: “Our policy is very open – being a small country, we are
open to our Russian, American, European and Iranian counterparts”,
the prime minister said. “We openly say the same thing everywhere,
and our position in this regard is clear: we will do everything to
maintain good relations with Iran, deepen and expand them. ”

“It’s of vital importance to Armenia, we have no other choice, and
our friends are well aware of this”, stressed Sarkisyan. “That’s
why we cannot apply very many stiff mechanisms proposed for Iran”,
he confirmed.

“We attach great importance to understanding of processes taking place
in Iran”, the premier said further “We have concerns that this boat
cannot be shaken, because the regime that is now in power in Iran,
provides stability in this country – a very difficult country where
the ethnic composition has its own characteristics”.

“If there is a difficult regime in this country, we will have negative
developments in the region, which will affect the situation in the
world”, said Sargsyan, according to ITAR-TASS.

Last week Baku again aggravated the situation in the Nagorno-Karabakh
conflict zone.

On October 24-30, 165 ceasefire violations by Azerbaijani side were
registered in the frontline between the armed forces of Azerbaijan
and Karabakh. Intensive firing was registered in the directions of
Martakert and Hadrut defensive positions. On October 26, at 4:45 p.m.,
local time, Armenian soldier Harut Grigoryan (20) was killed by a
sniper at the Martakert positions of the line of contact.

It is noteworthy, the truce violation followed a monitoring by OSCE
Minsk Group in the line of contact. It testifies to official Baku’s
unconstructive stance to destabilize the situation in the frontline.

Another evidence thereof is 750 ceasefire violations by Azerbaijani
armed forces in the line of contact only in October.

It may be concluded, Azerbaijan aims at misleading the international
community disseminating information on violations of ceasefire regime
by the Armenian side.

‘The Karabakh conflict has gone beyond Armenian-Azerbaijani relations
the subject of the diplomatic and economic fight between Armenia
and Azerbaijan.

This is very frustrating. However, despite this we have come to
the higher position’, said member of the Milli Majlis Committee on
Security and Defense, deputy Zahid Oruj.

He said the main direction of the activity of the Azerbaijani president
is inclining to neutralizing the influence of external powers on
Karabakh and Armenia in order to face the occupant one-on-one on the
military and political arena.

‘Even the most neutral experts say that Azerbaijan’s positions have
strengthened. The Russian activity in the Armenian-Azerbaijani conflict
has recently been directed not against us. This can be characterized
as one of the achievements of our foreign policy.

In addition, according to my conclusions, the resolution of the
Karabakh conflict will primarily depend on the strengthening of
interstate structure. Karabakh is a barometer which helps us see our
problems better and is an indicator for their removal and unification
since eastern peoples are a little bit conceited by their vital
composition and temper.

A part of the Muslim world is focused on oil and other resources
and this presumption can be related to this, however, I think that
international forces must change the correlation in the region.

Changes will also occur in the Karabakh conflict and conflict
settlement. However, Azerbaijan must attain this for changes not to
cause any damage’.

Turkey welcomed the adoption of the joint declaration by Armenian,
Azerbaijani and Russian Presidents at the Astrakhan meeting, Anadolu
agency reports.

“We welcome that Armenian and Azerbaijani Presidents agreed on several
humanitarian issues during the Astrakhan summit,” Turkish Foreign
Ministry said in a statement.

“Turkey hopes that the Astrakhan Summit will make positive
contributions to the peace process and give new impetus to the efforts
to resolve the Nagorno-Karabakh dispute. We also wish that steps
to be taken on humanitarian issues will be supported with concrete
initiatives in other areas. Turkey is determined to fully support
initiatives that will serve creation of a ground for compromise
between the parties,” the Ministry said.

Serzh Sargsyan Sargsyan has completely lost his immunity.

The unexpected organization of the meeting of the presidents of
Armenia, Azerbaijan and Russia in Astrakhan indicates the absence of
any manifestation of respect for incumbent President Serzh Sargsyan
and Armenia. The statement came from head of the Social Democratic
Party Hnchakyan Lyudmila Sargsyan.

“I do not think the meeting was organized spontaneously, because such
issues are usually discussed in advance and prepared. In this regard,
it was another humiliation of Serzh Sargsyan, and consecutively, the
of the whole Armenian people “, she said. According toher, the day
of the meeting – 27 October (October 27 – the day of the terrorist
act in Armenian parliament – Ed.), was also chosen especially to
emphasize its influence on Armenia and the weakness of Serzh Sargsyan.

“Sargsyan has completely lost his immunity and the ability to
resist or contradict, because he knows about the possibility of the
disclosure of the discrediting evidences collected against him”, said
the politician. She said unfortunately, all these processes show that
Armenia is managed externally.

Referring to the document signed in Astrakhan, she noted that the
main purpose of the meeting is not an agreement on exchange of
prisoners of war. “I am more than confident that the meeting has
reached specific agreements on the summit in Astana. It is not
ruled out that the document on general principles of settlement
of the Karabakh conflict will be signed in Astana and Armenia will
be obliged to hand over certain areas of the liberated territories
without response concessions on part of Azerbaijan “, said Sargsyan.

Commenting on the question of how such unilateral concessions will
affect the political life of the country, Sargsyan said that the
situation inside the country is acute anyway. “The worsening of
the living conditions of citizens in view of rising prices and cold
weather will add to the worsening of the state, if the government
takes this step (surrendering the territories of Karabakh – ed.), the
public rebellion is inevitable”, she said, noting that this rebellion
cannot be prevented. “We as the opposition forces will have to lead the
rebellion to avoid unpredictable consequences”, said Lyudmila Sargsyan.
