“Saint Petersburg meeting clearly marked, who endeavors to delay the
process or demonstrates deconstructive approaches in the peaceful
resolution of the conflict,” NA Deputy, member of Republican Party
Hovhannes Sahakyan told Panorama.am speaking about Ilham Aliyev’s
interview to a Ukrainian paper saying that the Armenian side seems
to be unwilling to the conflict resolution.

Armenian Deputy underscored those diversion activities (June 18,
August 31, September 4) followed Saint Petersburg meeting, which have
demonstrated Azerbaijan’s disposition over the peaceful resolution
of NK conflict.

“Official Baku has always been deconstructive and eccentric. The
statements of Azerbaijani officials and particularly, President Aliyev
give impression that the speaker is mentally sick.”

In a week parliamentarian elections will take place in Azerbaijan,
but the authorities seem to have problems. The negotiating process
makes it evident that Aliyev is unaware of the situation, and the
domestic processes may blast the internal political field.

Vahan Hovhannisyan did not rule out that the conflicting parties will
be offered to sign a road map on Nagorno-Karabakh conflict at OSCE
Summit in Astana, December 1-2.

“The experience shows ‘road maps’ may be drawn at nights with the
Armenian side’s involvement, whereas both Armenian nation and
political forces are entirely unaware of it. Hovhannisyan also
expressed bewilderment over the statements by Baku and Yerevan that
both of them support Madrid Principles on Karabakh conflict settlement.

“Why the conflicting parties fail to sign a joint document if they
agree on the Principles?” the parliamentarian stressed.

Tabib Huseynov News.Az interviews Tabib Huseynov, Caucasus analyst
at the International Crisis Group. How do you assess the results
of the Russian-mediated meeting of the presidents of Azerbaijan and
Armenia in Astrakhan?

This meeting is important in terms of preparation for the 1-2 December
OSCE summit in Astana, Kazakhstan. Although the joint statement of
the three presidents, issued following the meeting, emphasized the
humanitarian aspects – the exchange of human remains and of prisoners
– the main, immediate goal of the negotiations remains the same:
agreeing on a document of basic principles, which would provide a
solid basis for starting talks on a comprehensive peace agreement.

Since we do not know the details of the confidential talks, we can
only speculate at this point whether the meeting was successful. It
will be possible to make a judgment on the effectiveness of this
meeting based on the outcomes of the Astana summit.

What can you say about the agreement on the immediate exchange
of prisoners of war and human remains? Will the sides follow the
agreement or violate it, as they do with the ceasefire?

The Armenian refusal to return to Azerbaijan the body of Mubariz
Ibrahimov, who was posthumously declared a National Hero, and later
the death in captivity of Manvel Saribekyan, have stirred up lots of
negative emotion in Azerbaijani and Armenian society. These negative
emotions certainly do not help move the negotiations forward. So, from
this perspective, the exchange of human remains and of prisoners is a
timely and constructive confidence-building measure. It is aimed at
reducing tension and facilitating a better climate for peace talks,
particularly now as the presidents have instructed their foreign
ministers to intensify efforts to agree on the text of the basic
principles document.

However, for me it is unclear what the Azerbaijani and Armenian
governments will do with their respective conscripts who deliberately
crossed into each other’s territory to escape harsh conditions
in the army. For example, in Azerbaijan there are several Armenian
conscripts,who are not prisoners, but could more accurately be termed
asylum-seekers. While we should avoid politicizing and misusing
such issues, the relevant international bodies – primarily, the
International Committee of the Red Cross and UN High Commissioner
for Refugees – should make sure that both governments respect
the non-refoulement principle and do not hand over asylum-seeking
conscripts against their will.

Do you think Azerbaijan and Armenia have become closer to peace after
that meeting?

It is difficult to answer one way or another. Every high-level meeting
is an opportunity to press ahead with the peace talks, but we should
bear in mind that the direction of the peace process is determined
not only by the high-level meetings between the presidents. As I
said above, the tense situation on the front-line and increasing
casualties on both sides stir up negative emotions and complicate
the peace process. Much also depends on domestic circumstances in
both Armenia and Azerbaijan, particularly now, when in Armenia
there are some radical calls to reject the Madrid proposals as
a basis for talks. The Armenian leadership needs to do more, as
the Azerbaijani leadership did, to explain to its public that the
proposals that are being discussed are not fundamentally detrimental
to Armenian interests and provide for the future, secure co-existence
of Armenians and Azeris in Nagorno-Karabakh. And last but not least,
the international community needs to keep up its concerted efforts,
and encourage, including at the Astana summit, both Armenia and
Azerbaijan to sign the basic principles agreement.

What do you think about Russia’s heightened role as a mediator and
the passivity of the other two mediators in the background? Does this
meet Azerbaijan’s interests?

Azerbaijan’s major interest lies in peaceful transformation of the
status quo and as long as there is an international partner genuinely
willing to help move forward, we should use this opportunity.

It is true that currently Russia is leading the mediation efforts.

Against the background of elevated Russian mediation, the other
two mediators – the US and France – may seem less active, but I
would not call them “passive”, as the mediators from all three
co-chair countries continue their work as before. The current level
of cooperation on Nagorno-Karabakh among the Russian, US and French
governments is actually quite high and they reiterated their shared
vision for a peaceful resolution in the joint statement in Muskoka,
Canada in June.

That the Russian president Dmitriy Medvedev is personally involved
and has so far mediated seven meetings between the Armenian and
Azerbaijani presidents is a very positive fact and should be welcomed.

His personal involvement brings greater weight to the negotiation
process, but also raises expectations that the process should reach
its logical outcome – the signing of an agreement on basic principles.

Do you think the potential for a peaceful resolution of the conflict
has been exhausted? If not, what direction should future negotiations
take?

The potential for a peaceful resolution has certainly not been
exhausted. The last five years of talks have produced a set of
proposals, which combine elements of a step-by-step and package
methodology, preferred respectively by Azerbaijan and Armenia, and
which allow for peaceful transformation of the current dangerous
status quo in a manner which is fundamentally acceptable to both
Armenian and Azerbaijani society. The essence of these proposals was
largely revealed in the June 2010 Muskoka and July 2009 L’Aquila
statements of the presidents of the countries co-chairing the Minsk
Group. The points revealed in these statements are the sine qua non
for all subsequent talks. They will form the core of the imminent
basic principles document that the sides are currently negotiating.

However, contrary to some misperceptions and even deliberate
misrepresentations, the agreement on basic principles will not bear
any concrete results on the ground, that is, this agreement will not
be followed by Armenian withdrawal from the occupied territories. Such
a general agreement will only pave the way for a more substantial
and difficult stage in the talks – working out a comprehensive peace
agreement, which will detail the modalities and exact timelines of the
actions outlined in the basic principles. To move in this direction,
we need strong political will in Armenia and Azerbaijan and concerted
international efforts to explain to both the leaderships and the
societies, particularly in Armenia, that the gains to be achieved
from a peaceful and gradual change in the status quo outweigh any
perceived advantages of clinging to the status quo.

authoritative “Financial Times” daily, visiting Armenia has presented
to the foreign language reader an article about Armenia. The complex
of Tatev reopened in Armenia recently is presented in it, pointing
out that once it was an outstanding center of education for thousands
of people.

“To reach the temple of Tatev we made one-hour tour in the mountains,
first crossing the Satan Bridge and then going back to Tatev ,”
the author writes, ” The longest funicular railway opened here at he
beginning of the month, linking Tatev with Halidzor village.”

The funicular railway which has an opportunity of transporting 25
passengers at the same time goes with strength of 23 miles. Twenty
thousand visitors are expected to be transported to Tatev heights
annually, reaching the road duration 11 minutes.

The first round of the project which costs 36 million Euros has been
implemented by an Austrian-Swiss company. This is a symbolic process
throughout the whole Armenia – roads, hotels and other tour equipments
are being repaired, helping to open the country for visitors,” the
author of the article noted, recalling his first visit to Armenia. He
first visited Armenia in 1990s.

“These were the first years after the earthquake and after the
country’s independence; the war with Azerbaijan had ruined the economic
state of the country. There was almost no connection between the
capital and remote places of Armenia. Nevertheless, today’s economic
development of the country and the active road construction promote
development of tourism. Numerous foreign companies make investments
in constructing resorts and hotels,” he wrote. Among the picturesque
sites of Armenia the newspaper has singled out Jermuk, Dilijan,
the neighborhood of Lake Sevan and Lori.

Thoroughly presenting the history and culture of Armenia, beginning
from adoption of Christianity in 301 and invention of the alphabet
to Persian, Arabic and Turkish invasions and to the Armenian Genocide
committed in the Ottoman Turkey in 1915, the Financial Times concluded,
“Religion and language are the cornerstones of defense of the Armenian
identity”.

of Yerevan-Ashtarak 11,71km-long road sector which is part of
the “North-South” road corridor opened today at the Transport
and Communication Ministry. Minister Manuk Vardanyan said that 11
companies submitted applications for participation in the open tender
and today Austrian “Strabag”, American “Fele Technologies” and
Spanish “MJ gruas” presented applications. Manuk Vardanyan said
taking into consideration that for the first time in Armenia road
corresponding to international standards will be built, it means new
culture of road construction is being imported to Armenia.

“New standards, approaches will be applied for the “North-South”
road corridor,” he said, adding that they will work publicly and
called on big companies to participate in the works of other phases
of the corridor construction.

“Strabag” and “Fele Technologies” presented guarantee for 400 000
USD and the Spanish “MJ gruas” – 144 million 800 AMD. The Austrian
company suggested spending 51 million 141 000 USD for Yerevan-Ashtarak
road construction, and the US company 18 million 944 000 and the
Spanish one 22 million 618 000 USD.

The contractor must reconstruct the cover of the Yerevan-Ashtarak road
sector, improve the water removal systems, ensure the road safety,
restore the structures on Yerevan-Ashtarak road. The intended works
will be co-financed by the Asian Development Bank and Armenia. “The
name of the winner company will be known in a month when the assessment
commission gives its conclusion and organizes discussion at the
management council,” the minister said, adding that the construction
of Yerevan-Ashtarak road sector will start in spring of the coming
year. The works are intended to be finished October 1 2012.

Council Arthur Baghdasaryan will head a delegation to Poland on
November 2-4, NSC press office reported.

In the framework of the visit, Polish President Bronislav Komorovski
will receive Arthur Baghdasaryan.

It’s supposed that Armenian National Security Council and Polish
National Security Bureau will have a deal signed after panel
negotiations. A. Baghdasaryan will have meetings with the high ranking
officials of Poland.

It should be welcomed that in Astrakhan Armenian, Russian and
Azerbaijani Presidents made a joint statement on exchange of captives
and return of bodies. The statement is of humanitarian nature,
though, here I don’t see any advance of political settlement,
Armenian National Assembly ARF Dashnaktsutyun MP Vahan Hovhannisyan
told reporters today.

“Nagorno-Karabakh should be a participating side, otherwise we will
have no basis for the implementation of the statement,” he said.

As regards the upcoming Astana meeting, he said, it’s early to make
any forecasts yet. Answering the question whether the sides will be
presented a road map for the Nagorno-Karabakh settlement, ARF MP said
this should not be ruled out.

issues were smoothened as soon as possible, for the opening of the
Armenian-Turkish border would be a new and powerful way of economic

According to analyzers, it is the USA that dictates the tempos of
restoration of the global financial and economic crisis, and the
economy of the latter, is moving forward to post-crisis restoration
with slow, but firm steps.

Under the Astrakhan Declaration, the Armenian President, as well as
the OSCE Minsk Group Co-Chairs, are to apply to the Nagorno-Karabakh
authorities on order to exchange the POWs, Vahan Hovhannisyan,
a Board member, Armenian Revolutionary Federation Dashnakstutyun
(ARF-D), told journalists Nov. 1.

According to him, its, at least, a mandatory requirement for the
OSCE Minsk Group co-chairs. “The Astrakhan declaration is a really
humanitarian one. It will produce a positive result only after
they apply to the Nagorno-Karabakh authorities,” Hovhannisyan
said. As regards the unfavorable wordings contained in the OSCE
Minsk Group’s statements, he pointed out that if they co-chairs
call Stepanakert Hankendi, they should also call Lachin Berdzor,
and Kelbajar Karvachar. “The parity means parity principle,” he said.

As regards exchange of POWs, Hovhannisyan said that the shepherd
murdered in Azerbaijan was a civilian, not a POW. “As to the ones
who crossed the border on their own will, let them stay there – we
do not have to demand their return. Now imagine, an Armenian POW is
in Azerbaijan, and an Azeri one is in Armenia. The Azeri POW was many
times raped in his military unit and forced into fleeing to Armenia.

Should we hand this boy over to Azerbaijan? They will convict him
for 20 years as a traitor. Would it be humane to hand over a young
man who fled on his own will? Some people fled from Armenia, and it
would be absurd to demand their return. If a fugitive, let us say
goodbye to him,” Hovhannisyan said.

Georgia, Armenia Removed From Turkey’s Threat List

The National Security Council of Turkey has taken Georgia and Armenia
out of its list of neighboring countries which pose security threats,
according to news reports reaching here Monday.

The Turkish security council had earlier approved of the change in the
list, which previously included Georgia and Armenia among countries
believed to have posed threat to Turkey’s security.

Turkey has also removed Bulgaria and Syria from the list.

A recent public opinion poll conducted by the Ankara-based
International Strategic Research Organization has revealed that
the Turks have listed the United States, Israel, France, Armenia,
Greece and Russia as among countries which they think are posing
great security threat to their country.

The surveyed Turks see no threat from Bulgaria and Georgia, two of
their seven neighboring countries which also include Armenia, Greece,
Iran, Iraq and Syria, the paper added.
