YEREVAN, November 22. /ARKA/. Increase of quality of middle-special
and hackwork education is one of priorities of the Armenian
Ministry of Education, said Head of Department of Primary and
Middle-Special Education of the ministry Robert Abramyan on Monday
in the press-conference.

“During Soviet times we had rather developed system of middle-special
education but after its breakdown this system was completely taken off
the state trusteeship. Starting from 2004-2005 reforms are implemented
in this system”, he said.

Rehabilitation of this sphere is taking place due to financial support
of international structures.

“European Commission is supporting us since 2007 which allocated in
total 810 million drams ($2.2 million) till 2009 for construction
works. In 2010 this assistance made 1 billion 600 million drams
($44.3 million)”, said Abramyan.

Training of pedagogical staff is performed.

“One of the main problems is the low salary of teachers of
middle-special institutions. Currently, we negotiate with the Armenian
Ministry of Finance and possibly we could manage to increase the
salary by 10-15%”, he said.

“We should have qualified specialists having demand in the labor
market”, said Abramyan.

At present there are 83 state middle-special institutions, 29 hackwork
colleges where in total 37 thousand students are studying.

“Children of Armenia: A Forgotten Genocide and Century-long Struggle
for Justice,” Michael Bobelian has exposed important, but little
known facts about the long history of attempts to get the Armenian
Genocide recognized by the United States, Harut Sassounian publisher
of The California Courier writes.

One of Bobelian’s more notable revelations is the apparent
contradiction between Vice President George H. W. Bush senior’s promise
to the Armenian-American community to acknowledge the Genocide after
he is elected President and his administration’s agreement with Turkey
to block such an acknowledgment.

While running for President in 1988, Vice President George Bush
issued the following statement: “The United States must acknowledge
the attempted genocide of the Armenian people in the last years of
the Ottoman Empire, based on the testimony of survivors, scholars,
and indeed our own representatives at the time, if we are to ensure
that such horrors are not repeated.” Bush is the only Vice President
who has made such a pledge on the Armenian Genocide.

After assuming the presidency in January 1989, however, Pres. Bush
ignored his commitment on the Armenian Genocide, and actively tried
to persuade the U.S. Congress not to recognize it. Within months of
his election, Bush wrote to Senators Bob Dole and George Mitchell,
and Congressmen Tom Foley, Richard Michel, Richard Gephardt, Janet
Mullins, and Richard Lehman, informing them of his opposition to the
pending congressional resolution on the Armenian Genocide.

On April 20, 1990, Pres. Bush issued his only “Presidential Message”
on the occasion of “Armenian Remembrance Day,” without, however,
using the term “Armenian Genocide.” He spoke about “…the terrible
massacres suffered in 1915-1923 at the hands of the rulers of
the Ottoman Empire. The United States responded to the victims of
the crime against humanity by leading international diplomatic and
private relief efforts…. On this 75th anniversary of the massacres,
I wish to join with Armenians and all peoples in observing April 24,
1990 as a day of remembrance for the more than a million Armenian
people who were victims. I call upon all peoples to work to prevent
future acts of inhumanity against mankind, and my comments of June
1988 represent the depth of my feeling for the Armenian people and
the sufferings they have endured.”

Over the years, analysts have offered different explanations as to why
recent U.S. Presidents (except for Ronald Reagan) have not kept their
promises to recognize the Armenian Genocide. Bobelian revealed that
in 1987, a year before Vice President Bush made his promise to the
Armenian-American community, the United States and Turkey had signed
an extensive military and economic agreement, according to which the
American government pledged to oppose any “inappropriate actions,”
such as the pending congressional resolution on the Armenian Genocide.

During the official signing ceremony held at the State Department on
March 16, 1987, Secretary of State George Shultz and Turkish Foreign
Minister Vahit Halefoglu exchanged letters extending through December
1990 the bilateral Defense and Economic Cooperation Agreement that
had been in effect since March 29, 1980. According to this agreement,
the United States made a commitment to provide high levels of military
and economic support for Turkey. More significantly, Washington agreed
to “vigorously oppose inappropriate actions which would be harmful to
healthy U.S.-Turkish relations, to U.S.-Turkish military cooperation
or to our efforts to provide security assistance to Turkey based on
the needs of the Turkish Armed Forces.”

When the 1980 agreement expired in 1985, the Turkish government
cleverly dragged out the negotiations for its extension, while
escalating its demands from the United States. After a series of
diplomatic exchanges that lasted two full years, the Turkish side
succeeded in extracting more and more concessions from the U.S.,
including the commitment to block congressional resolutions on the
Armenian Genocide.

Vice President Bush must have known in 1988, when he made his
deceptive promise on the Armenian Genocide, that the United States
government had already signed an agreement with Turkey in 1987,
pledging to “vigorously oppose inappropriate actions” that would
damage U.S.-Turkish relations.

After Pres. Reagan’s Proclamation of April 22, 1981 and the two
House resolutions adopted in 1975 and 1984 acknowledging the Armenian
Genocide, the Turkish government had good reason to insist on language
in the 1987 agreement to block any further acknowledgments of the
Armenian Genocide.

The Turkish scheme worked! Breaking his pledge to the Armenian
community, Pres. Bush successfully lobbied the Senate in 1990 to
prevent the passage of a resolution on the Armenian Genocide.

definitions in NATO’s communique. It says that the conflicts of the
post-soviet territory must be solved on the basis of territorial
integrity as well but it does not say that it is the only way of
the conflict settlement. Of course, even in case of mentioning the
principle in this way it cannot be acceptable for us and that is
why the RA President refused to participate in the event,” Heghine
Naghdalyan, member of the NA said, commenting on the results of the
NATO summit in Lisbon.

The same paragraph of the declaration has many important messages
addressed to Azerbaijan. Particularly, that the conflicts must be
solved in the established formats and only in peaceful way, as well as
it calls to restrain from activities that will endanger the regional
security. These are clear messages and warnings to hot heads of the
region. It is also important to pay attention to the statement of the
NATO secretary general that the North-Atlantic Alliance does not have
any role in the Karabakh conflict settlement process.

YEREVAN, NOVEMBER 22, ARMENPRESS: Signing of breakthrough document over
NK conflict during OSCE upcoming summit in Astana is impossible, member
of the Armenian Republican Party of the National Assembly Artak Davtyan
said today at a pres conference, adding that no serious document can
be signed connected with Artsakh issue because of the Azerbaijani
war rhetoric and absence of the Nagorno Karabakh from he negotiation
process. According to him, the adoption of a breakthrough document
over the NK issue will be possible only in case of participation of
Artsakh in negotiations.

Mr. Davtyan said that, nevertheless, negotiating is more right
and important than absence of contacts. ~SIn this regard I attach
importance to the meeting of the presidents, as it will be one more
signal to Azerbaijan that the NK conflict must be regulated exclusively
in a peaceful way,~T the parliament member said.

According to Mr. Davtyan, the war rhetoric of the Azerbaijani President
is conditioned by Ilham Aliyev~Rs complex of being a deserter. ~SI
think the Azerbaijani President is a true deserter, who swaggers and
speaks about settling of the Nagorno Karabakh issue in a military
way and this in case when he has in no way participated in military
actions,~T he said.

Referring to Armenian President Serzh Sargsyan~Rs decision on not
visiting Lisbon, Mr. Davtyan said that if the country~Rs head left
and participated in a summit where in case of settling conflicts
in the South Caucasus the priority is given to the principle of
territorial integrity, it would be a bad signal for Azerbaijan and
could be speculated by it.

YEREVAN, NOVEMBER 22, ARMENPRESS: Jubilee exhibition dedicated to the
70th anniversary of outstanding sculptor Benik Petrosyan will take
place November 26-December 6 in the exhibition hall of the Armenian
Artists’ Union. The spouse of the sculptor Alis Adamyan speaking to
Armenpress said Benik Petrosyan passed away in a very early age –
at 57 – but he has left a “wide-scale, unique and original heritage”.

The exhibition will present the samples of works of different genres
and creative periods of the sculptor. Alis Adamyan noted that though
in the Armenian reality Benik Petrosyan is known as the founder of
miniature carving his art is of various genres – monumental sculptors,
graphics, ceramics, design, etc.

“Today the works of the art figure are in desperate conditions. The
issue of their preservation is very urgent because of the absence
of security, heating, air conditioning systems,” Mrs Adamyan said,
adding that many times it was noted about the creation of museum but
till now the issue remains uncertain.

The spouse of the artist says “Benik Petrosyan 70” exhibition is
another occasion to voice the museum issue.

ROBERT ABRAHAMYAN: ‘PRIMARY AND MIDDLE PROFESSIONAL EDUCATIONAL ESTABLISHMENTS GOT A NEW IMPETUS’

YEREVAN, NOVEMBER 22, ARMENPRESS: The primary and middle professional
educational establishments, which were in a brisk demand in the
Soviet period, got a new impetus, according to Robert Abrahamyan,
head of the RA education and science ministry’s department of primary
and middle professional education.

He said today at a meeting with journalists that this is connected
with the support of a number of international donor organization, such
as the European Committee, UNDP, British Council, etc. The speaker
says the basic step, undertaken for the regeneration of the sphere,
was the adoption of the ‘RA Law on Primary and Middle Professional
Education’ by the National Assembly.

According to Robert Abrahamyan, the process of reforms has become more
efficient since 2007. He added that works are under way within the
framework of the RA Government and the European Committee. He said
12 multifunctional colleges were adopted through a tender, serious
financial means were invested, 2200 specialists and representatives of
over 250 educational establishments were trained. The speaker added
the Armenian economy’s primary branches, which lack of specialists,
are tourism, high technology and service.

Marine Hakobyan, national expert of professional education and
training, underscored the importance of drafting of standards in
the development of the sphere. She informed that the ‘Process of
Development and Investment of Standards for Capacity Improvement’ is
in progress with the assistance of the EU. ‘A staff representative
must not be a theoretic, but a performer. It is a primary issue;
however those, who studied in our educational establishments, do not
manage to put their theoretical knowledge into action,’ Marine Hakobyan
said. She informed that 61 standards have already been invested.

The expert stressed the importance of collaboration between the state
and employers. She says social partnership is dominant in the system
of professional education. ‘An employer is a direct customer and a
link, which drafts standards. It is the employer, who must estimate
the quality of education,’ Marine Hakobyan said.

YEREVAN, NOVEMBER 22, ARMENPRESS: Robert Abrahamyan, head of the
Middle-Professional and Vocational Administration of the Armenian
Ministry of Education and Science, said that Armenia is a unique
country in the world, where higher-middle educational establishment
ratio is 70%/ 30% in case when in abroad only the 50-60% gets higher
education.

He also said that 83 state middle-professional and 29 vocational
establishments currently work in Armenia. The general number of
the students is 37 thousand, the 30 000 of which – students of
middle-professional and the 70 thousand – of vocational establishments.

>>From 2011 the mechatronics will add to the list of the current
professions in colleges. Mr. Abrahamyan said that this is a new
profession, which suggests symbiosis of professions of mechanics
and informatics. Mr. Abrahamyan said that there is demand of the
profession in our country, as the small and medium sized enterprises
need that kind of specialists.

And though the mechatronics is not mentioned in the list of
professions, there are basis to suggest that this profession will
not have a lack of applicants. Only the competence of students on
this new profession must be increased.

Mechatronics will be introduced in the State Informatics College;
there is an agreement with the college. The lecturers are already
determined. The latter are mainly specialists of informatics
and mechanics, who will be specially trained in Bradford College,
Britain, and must apply the knowledge and experience obtained there
in our country.

YEREVAN, NOVEMBER 22, ARMENPRESS: At the fifth session of the UNESCO
intangible cultural heritage in Nayrobi November 17 a decision was made
to include the “Armenian cross-stones art. Symbolism and Craftsmanship
of Khachkars” into the list of renowned intangible cultural heritage.

Press and Information Department of the Armenian Foreign Ministry
told Armenpress that the whole package about cross-stones was jointly
prepared and passed to the UNESCO headqaurter by the Armenian Culture
Ministry and Armenian National Commission on UNESCO Affairs.

The intangible cultural heritage is the entity of traditions, custom
and cultural expressions as well as knowledge and skills which certain
groups of people recognize as part of their self-consiuosness and
cultural heritage.

Taking into consideration that cross-stone is a living tradition for
all Armenians, its involvement in the list will create a wide circle
of knowledge, traditionas and crafts preservation for passing it to
next generations. It will also guarantee the recogntion of Armenian
cultural values and respect toward it.

‘Star Boy’ Book On Artsakh War Published

‘STAR BOY’ BOOK ON ARTSAKH WAR PUBLISHED

The ‘Star Boy’ book by Ashot Beglaryan, journalist, member of the
Writers Unions of the Republics of Nagorno Karabakh and Armenia,
was published in Artsakh. Ashot Beglaryan – author of a plenty of
short-stories and adventures, laureate of various international
literary awards – said in an interview with Armenpress that the book
is consisted of 21 stories, some of which were published in Armenian
and foreign literary journals.

The book is in Russian. The author said the main theme of all of his
creations is war. He partook in the war of Artsakh and received a
severe wound during the war. The first film in Artsakh was shot on
the base of Ashot Beglaryan’s ‘The Home, Which was Shooting’ book.

Asphalting Works In Artashat

ASPHALTING WORKS IN ARTASHAT

ARTASHAT

The repair and asphalting works of Isakov Street, Artashat, are being
brought to an end. For repair of road of 820 meter length and 13 meter
width 240 million AMD has been allocated from the means of the Armenian
Ministry of Transport and Communication and Artashat Municipality.

Head of the Apartment and Services Regulatory Department of Artashat
Municipality Alik Israelyan told Armenpress that the construction
works have started at the end of September. “Khachar” Road Construction
Company implements the construction.

Isakov Street had not been repaired from its creation day – more than
30 years. Mr. Israelyan said that the1/3rd of the town’s traffic is
implemented through that road, and it was impossible to continue the
traffic in case of adding of cars in the town.

Repair works of potholes are also being implemented in Artahshat.

Money of 14, 5 million AMD has been invested from the community budget
for implementation of those works.
