Armenian Prime Minister Tigran Sargsyan met with OJSC INTER RAO UES
Management Board Chairman Boris Kovalchuk and Electric Networks of
Armenia CJSC Director General Yevgeni Gladunchik.

At the meeting, the parties gave high assessment to bilateral
cooperation process as well as implementation of joint programs.

Issues on re-equipment and restoration of electric substations in
Armenia by Electric Networks were discussed.

Armenian President Serzh Sargsyan issued an address to the Conference
dedicated to the 90th Anniversary of Woodrow Wilson’s Arbitral Award.

The presidential statement says:

“Ninety years ago today the President of the United States Woodrow
Wilson made an Arbitral Award regarding Armenia’s borders.

It was probably one of the most momentous events for our nation in
the 20th century which was called up to reestablish historic justice
and eliminate consequences of the Armenian Genocide perpetrated
in the Ottoman Empire. The Arbitral Award defined and recognized
internationally Armenia’s borders within which the Armenian people, who
had gone through hell of Mets Eghern, were to build their statehood.

Perfidy and brutal force thwarted opportunities for calling President
Wilson’s Arbitral Award to life. Nevertheless, its significance is
not to be underestimated: through that decision the aspiration of
the Armenian people for the lost Motherland had obtained vital and
legal force.

With the collapse of empires after World War I, a number of
European nations had been endowed with the opportunity to achieve
self-determination through the creation of their own nation states.

President Wilson wished for Armenia to be one of those nations which
would employ all opportunities offered by the European civilization.

He knew what the responsibility of a great state means; he didn’t
not ignore sufferings of small nations.

Even today, through the power of his historic legacy, Woodrow Wilson
entreats to strengthen international law, prevent genocides and
undertake measures to restrain the impunity of brutal force. He is
the one whom the grateful Armenian nation remembers and will remember
for ever as an advocate of justice and a true friend.

Scientific studies and analysis of that historic ruling are of utmost
importance, and I wish the Conference productive work.”

Armenian Defense Ministry’s Investigation Branch keeps secret the
identity of the person responsible for November 19 incident, resulting
in the deaths of 4 soldiers at NKR armed forces frontline.

In response to a PanARMENIAN.Net reporter’s question whether
NKR defense army serviceman Manvel Azroyan was to blame for the
incident, an official at PR department of Armenian Defense Ministry’s
Investigation Branch Mary Sargsyan refused to divulge the information.

“We’ll possibly announce the name of the perpetrator after the
accusations are brought against him,” she noted.

4 soldiers were killed and 4 injured in the incident that took place
on the night of November 19 at the frontline of Nagorno Karabakh armed
forces. Levon Yesayan, 19, Nerses Galoyan, 20, Narek Sahakyan, 20,
and Nver Sargsyan, 19, were killed. Sargis Melkumyan, 19, Khachik
Aleksanyan, 18, Masis Grigoryan, 19, and Manvel Azroyan, 19, were
wounded. Investigation is going on.

Arbitral award of the U.S. President Woodrow Wilson has not lost its
legal force. In accordance with international law, arbitral awards
do not need mandatory ratification, being final and definitive,
a statement passed by Yerevan State University stressed.

“The border between Armenia and Turkey should be determined in
accordance with Wilson’s arbitral award, rather than Turkish-Soviet
deal. Armenian propaganda should cause arbitral award passage day
to be celebrated in Armenian communities worldwide. We urge the
National Assembly to proclaim November 22 as the day of restoration
of homeland’s rights,” the statement emphasized.

Christian Woman To Be Sentenced To Death Under Pakistan’s Controvers

Pakistan will not repeal its controversial blasphemy law but may
amend it to prevent abuse because scrapping the legislation could fuel
Islamist militancy, a government minister said on Tuesday, November 23.

The law, which carries the death penalty for insulting Islam or its
Prophet Mohammad, has come under the spotlight this month after a
court sentenced a Christian mother of four, Asia Bibi, to death in
a case stemming from a village dispute.

Widespread media attention on the case has led to renewed appeals
by human rights groups for the repeal of the law but Minister for
Minorities Shahbaz Bhatti said that would not happen.

“(Repeal) is not being considered though we are considering changing
it so that misuse of the law should be stopped,” Bhatti told Reuters.

The law enjoys widespread support in Pakistan, which is more than 95
percent Muslim, and politicians are loathe to be seen as soft on the
defense of the religion.

Blasphemy convictions are common although the death sentence has
never been carried out. Most convictions are thrown out on appeal,
but angry mobs have killed many people accused of blasphemy.

Asia Bibi, mother of four, is the first woman to be sentenced to death
under Pakistan’s controversial blasphemy law which rights groups
say is often exploited by religious extremists as well as ordinary
Pakistanis to settle personal scores.

The 36-year-old farm worker was taken into custody by police in
June last year and was convicted by a lower court on Nov. 8. She has
been in prison since then, with her case drawing international media
attention as well as appeals by human rights groups, and, according
to Pakistani media, Pope Benedict.

Bibi’s brother-in-law George Masih told Reuters that she was arrested
for allegedly insulting the Prophet Mohammad after a dispute with
fellow workers in the town of Nankana in Pakistan’s Punjab province.

St. Karapet church in Yekaterinburg, Russia, was saved from fire on
November 23.

Household constructions belonging to the Armenian church began to
burn in the afternoon. Three fire brigades arrived at the site and
the fire was localized in half an hour.

of Nagorno Karabakh conflict, Italian Ambassador to Azerbaijan Mario
Baldi told journalists.

The Ambassador said NATO didn’t engage in the settlement of Nagorno
Karabakh conflict and the OSCE Minsk Group was carrying out this
mission. “The Minsk Group is carrying out this mission for 16 years.

Superpowers like Russia and the United States are also involved in this
process. To resolve the conflict a decision must be made based on the

Estonian Foreign Minister Urmas Paet said that the EU-Russia visa
dialogue should continue but that all the conditions must be fulfilled
before implementing visa freedom.

“It is also important for the European Union to emphasize respect
for Georgia’s territorial integrity and encourage Russia to do more
to resolve the Transnistria and Nagorno Karabakh conflicts,” said Paet.

He added that Estonia also feels it is important for Russia to join
the World Trade Organization (WTO), the press service of the Estonian

YEREVAN, NOVEMBER 23, ARMENPRESS: Armenpress interviewed head of
the Modern Arts Department of the Armenian Culture Ministry Sona
Harutyunyan about presentation of Armenian cultural heritage abroad.

-One of the primary directions defined for the Culture Ministry by the
Armenian government is making Armenian culture renowned abroad. In
your opinion, do we manage to properly present the Armenian culture
to the world?

-The opportunities and means of presenting the Armenian culture abroad
need reconsideration. The financial support, which is extended to
the events conducted in Armenia, maybe reduced and extended to all
the initiatives outside the borders of Armenia. One of the primary
directions defined for the Culture Ministry by the Armenian government
is making Armenian culture renowned abroad. In order that priority
becomes reality we must have much more distinct programs. And in
general, we must balance the series of all the events, which are
intended for the next year.

When you are abroad, you understand that your country’s culture does
not concede the culture of the given country, but you cannot introduce
yourself, as you do not have an opportunity, and it is sorrowful. The
circumstance that Armenian art figures will have an opportunity to be
presented abroad is of utmost importance. In this case painting and
musicology afford the best opportunity, as here neither translation
nor efforts are needed. In case of both painting and music we may
calmly come forth on foreign stages, where art becomes accessible
without any speech and mediation.

-What kind of programs has the Ministry worked out in the direction
of making culture renowned? In particular, what surprises has the
Culture Ministry prepared for Armenian art-loving society for the
upcoming year?

-I can note with great delight that the Culture Ministry has initiated
a number of events in the direction of making our art renowned to
the world. International forum of modern art of Arshile Gorky will be
conducted, within the framework of which Armenia will host a number
of art figures from abroad. A scientific conference and an exhibition
will be conducted within the framework of the forum. That is, the
forum will promote that foreign art figures pay visit to Armenia,
get acquainted with our country and culture.

An exhibition entitled “Caucasian Paris” will also open, in the
direction of organization of which close cooperation is running with
Georgia. The exhibition will open in Armenia, then in Georgia and in
2012 in Paris.

The Culture Ministry attaches importance to teaching of “History of
Armenian Art” subject in higher educational establishments of abroad.

The professor-lecturer staff of “Albert Ludwig University” of German
Freiburg town will visit Armenia in 2011 and will sign an agreement
with Yerevan State University on exchange of students and lecturers.

-Proportionate development of culture in provinces is among the
primary directions defined for the Armenian Culture Ministry by the
government. What kind of steps does the Ministry undertake in this
direction?

-Both presentation of Armenian art to the world, and the approach to
art in Armenian provinces is among our primary issues. The ministry
will be consistent in creation of International Festival of Caricature,
and currently negotiations are running in deciding the place of
conduction of the festival. We pay high importance to conduction of
cultural programs in Meghri, as it is geographically the place, where
Artsakh, Armenia and Iran come together, and that position provides
an opportunity those three states to join and become a cultural center.
