President Serzh Sargsyan received the Co-Chairs of the OSCE Minsk Group

President Serzh Sargsyan received today the Co-Chairs of the OSCE
Minsk Group Bernard Fassier (France), Robert Bradtke (US), and Igor
Popov (Russia) as well as the Personal Representative of the OSCE
Chairman-in-Office Andrzey Kasprzyk.

Before the Summit of the leaders of the OSCE member states in Astana,
the parties discussed issues pertinent to the current stage of the NK
peace process.

An exhibition in place on 150th anniversary of Vardges Sureniants

Head of the government commission on 150th anniversary of Vardges
Sureniants Prime Minister Tigran Sargsyan attended today the opening
of an exhibition dedicated to the 150th anniversary of famous Armenian
painter Vardges Sureniants in the National Gallery of Armenia.

Greeting those present and prioritizing the need for re-comprehension
of the great artist’s legacy, Tigran Sargsyan stated: `Sureniants can
well be ascribed to the family of the world’s best artists, and our
State has much to do in this respect: the celebrations of his 150th
anniversary should launch the process of his international
recognition. I happened to reveal an exciting detail as I familiarized
myself with his life experience. During his lifetime, Sureniants had
only one personal exposition: in Baku in 1901. Our initiative is
exceptional from this point of view as we have tried to bring to the
public’s attention all we could collect over time.’

3 presentations were made on the sidelines of the exhibition: a film
about the master, a scientific catalog featuring his drawings and an
album of his works kept in the National Gallery of Armenia.

The exhibition featured over 200 pieces on display in the National
Gallery, as well as documents, records, correspondence, handwritten
and other archival materials kept in the Literature and Arts Museum
after Yeghisheh Charents.

The Minister of Foreign Affairs of the Republic of Armenia Edward
Nalbandian received the OSCE Minsk Group Co-Chairs

On November 26, the Armenian Foreign Affairs Minister Edward
Nalbandian received the OSCE Minsk Group Co-Chairs Bernard Fassier
(France), Robert Bradtke (USA), Igor Popov (Russia) and Andrzej
Kasprzyk, the Personal Representative of the OSCE Chairman-in-Office
who arrived in Yerevan within the frameworks of a regional visit.

The Co-Chairs presented the Armenian Foreign Affairs Minister the
results of discussions they held in Azerbaijan the day before.

The sides also discussed the preparatory works of the meetings to be
held in Astana.

Armenian, EU representatives to discuss human rights in Yerevan

A regular Armenia-EU meeting on human rights will be held in Brussels
on December 7, Armenian Deputy Foreign Minister Karine Ghazinyan
stated.

`The European side expressed content with Armenia’s readiness to
continue the dialogue on human rights,’ Ghazinyan stressed.

According to her, the last meeting was held on December 9, 2009 in
Yerevan in an open and constructive atmosphere.

Euro-integration processes in Armenia mere simulation, ARFD member says

The European integration processes in Armenia is mere simulation, Head
of Armenian Revolutionary Dashnaktsutyun (ARFD) parliamentary faction
Vahan Hovhannisyan told the reporters on November 27.

According to him, conferences, meetings, declarative statements are
far from euro-integration.

At the moment no European integration process is underway in Armenia.

Meanwhile, the so-called Armenian elite has already completed its own
process of euro-integration. They have accounts in the European
banks, apartments in Yerevan, their children get education only at
European Universities,’ he said.

Hovhannisyan noted if the Armenian authorities strive for
euro-integration, they should change their positions on societies, as
well as their standpoints on economic and foreign policy issues.

CSTO Secretary General Nikolai Bordyuzha pays visit to Armenia

Secretary General of the Collective Security Treaty Organization
(CSTO) Nikolai Bordyuzha travels on Saturday to Armenia paying
three-day official visit, `RIA Novosti’ referring to the
organization’s press service said.

“This is a regular visit held in line with preparations for the
upcoming session of the CSTO Collective Security Council session in
early December and for discussions on measures to implement earlier
reached agreements,” the press service said.

It’s reported that CSTO Secretary General will have meetings with
President Serzh Sargsyan, Foreign Minister Edward Nalbandyan, Minister
of Defence Seyran Ohanyan and NSC Secretary General Arthur
Baghdasaryan.

`As it is known, after the recent armed incident in the Armenian army,
claiming lives of 4 servicemen and wounding 4 others, Armenian Defense
Ministry did its utmost to reshuffle off the responsibility upon
soldier Manvel Hazroyan, who allegedly had shot at the soldiers and
then failed a suicide attempt,’ Zhamanak daily writes.

The leadership of the ministry said the soldier had already pleaded
guilty. However according to the information at the daily’s disposal,
RA Defense Ministry cannot develop this version, as a re-examination
of the soldier’s body revealed a bullet from another weapon, besides
his own. It proves others also fired at Hazroyan,’ the source reads.

Two of co-chairs left Yerevan for Baku

The OSCE Minsk Group co-chairs Igor Popov of Russia and Robert
Bradtke of USA left Yerevan for Baku. `APA’ agency reported the
co-chairs traveled back to Baku to introduce the results of Yerevan
meeting to the Azerbaijani authorities.

Minsk Group French co-chair Bernard Fassier traveled back to Paris.
After introducing the French leadership about the results of their
regional meetings, he will travel to Astana on November 29.

It’s worth reminding that the co-chairs had on Friday meetings with
President Serzh Sargsyan, Foreign Minister Edward Nalbandyan, the
highlights of their meetings were preparatory activities towards
Astana meetings, as well as results of Baku meetings.

Small Armenia cannot threaten to boycott Europe

News.Az interviews Zardusht Alizade, political scientist.

The Armenian president first refused to attend the NATO summit in
Lisbon and now mass media write that he is persuaded not to attend the
OSCE summit in Astana from which everyone expects achievements on
Karabakh. How do you explain the conduct of the Armenian leadership?

In the case with the NATO summit Sargsyan seemingly did not like the
fact that the final document of the summit mentions territorial
integrity and does not indicate the right for self-determination
though only Armenia recognizes this right of the Karabakh people de
facto.

As for the OSCE, I think he will go there. If he does not, this will
be his another defeat. Such demarches do not influence the OSCE which
gathers together the heads of all European states. Small Armenia
cannot threaten to boycott Europe. According to the proverb: `I bought
a ticket and went by foot to annoy the conductor’

Is the Armenian president dependent on public opinion who, judging by
the mass media reports, is against its participation in the OSCE
summit?

Today the US and European assistance to Armenia has reduced
dramatically and diaspora is the main sponsor of the Armenian budget.
They transferred a billion of dollars to the country which is a gross
amount for Armenia since the budget is about 3 billion which means the
third part of the budget is at issue. I would like to recall that when
30% of the Soviet budget from vodka disappeared due to the initiative
of fighting alcoholism, the Soviet Union collapsed very quickly.

How serious are the statements of mass media, saying Sargsyan may be
forced to sign a document on the return of at least two regions around
Nagorno Karabakh and further the rest seven regions to Azerbaijan in
Astana?

They talks about five regions and two will be returned at the next
stage. While coming to power, both Serzh and Robert promised much to
the Armenian people, instead of making realistic promises. They also
gave impossible promises. The promises which envisioned Azerbaijan’s
capitulation, Robert or Serzh’s arrival to Azerbaijani capital, where
we are all standing on our knees and they sign the act of
capitulation. But we did not capitulate, in addition, the country has
power to resist, Azerbaijan has resources sent by God. Therefore,
Armenians should take a more realistic position. The Armenian
leadership should respond to the Armenian people for the lost chances
to live in peace with neighbors, develop and take part in regional
integration. They did not give this chance to the people of Armenia.

Do you expect something good from the mediation activeness recently
demonstrated by Russia?

I do not expect anything. Russia is the main sponsor of Armenia, it
initiated the conflict, it sponsors the aggressor, it froze the
conflict and prolongation of the conflict meets Russia’s interests.
