COMPANY GUILTY OF RISE IN PRICES FOR CHEESE IN ARMENIA TO GO UNPUNISHED

The State Commission for the Protection of Economic Competition (SCPEC)
studied the cheese market in Armenia and concluded that Ashtarak Kat
company was the first to increase its price for cheese, while other
market participants followed it.

Presenting the results of the study, Chairman of the SCPEC Artak
Shaboyan reported that 78 enterprises currently deal with cheese
production in Armenia. The monitoring was conducted at 16 enterprises.

Ashtarak Kat (32.8%), Dustr Melania (6.1%), Arax 2 (Eco Kat – 5.3%)
are the largest representatives of the market.

Price for Lori cheese made AMD 1400/ 1kg in the beginning of September,
amounting to AMD 2140/1kg by the end of the month and AMD 2890/1kg in
the beginning of November. However, currently it makes AMD 2490/1 kg.

According to Shaboyan, cheese producers explain the increase in prices
for the product by growth in prices for milk.

“According to our studies, prices for milk increased from AMD
100-120/1 liter to AMD 120-160/1 liter, what is reasoned by bad weather
conditions in 2010 and cut in the number of cattle in the country,”
he said.

Thus, the SCPEC found out that prices for cheese should have increased
by AMD 415 on an average, as a result of growth in prices for milk.

But they have increased by AMD 810.

Shaboyan added that, under the current legislation, Ashtarak Kat is
not a monopolist, but has a prevailing share in the market and great
impact on it.

“Companies will be punished in such cases, if amendments to legislation
offered by us are adopted,” concluded Shaboyan.

Chairman of the RA State Commission for the Protection of Economic
Competition (SCPEC) Artak Shaboyan said that some Armenian cheese
producers use dried milk for its production, while there is sign
about it on none of cheese labels.

Besides, an expertise showed that soda is also used for cheese
production, which is forbidden, according to relevant decision and
established standards of the Armenian government, Shaboyan told
journalists.

“The SCPEC will submit the results of the expertise to the RA Ministry
of Agriculture for further studies and decisions,” Shaboyan said,
but refrained from naming the company, which uses the forbidden
product for cheese production.

ARF Bureau Hay Dat and Political Affairs Office Director Kiro Manoyan
said that the OSCE Minsk Group’s Co-Chair countries have displayed
a correct approach for the Karabakh conflict settlement, making
reference to the UN Charter in the joint statement in Astana.

“The Helsinki Final Act, to which the mediators and international
community make a reference speaking about the Karabakh conflict
settlement, is based on the UN Charter,” Manoyan said when responding
to a PanARMENIAN.Net reporter’s question during Decembers 3 press
conference.

“In July 2010, the Hague court confirmed that proclamation of Kosovo’s
independence did not contradict international laws, based on the UN
Charter,” he emphasized.

Nevertheless, Kiro Manoyan, ARF Bureau’s Hay Dat and Political Affairs
Office Director, hopes that Armenia will recognize NKR not only in
case of war. “But if hostilities resume, Karabakh should unite with
Armenia,” he told journalists on December 3.

Commenting on the failure of Sargsyan-Aliyev meeting, he said

No progress on Karabakh was fixed during the OSCE summit in Astana but
talks are not deadlocked, according ARF Bureau Hay Dat and Political
Affairs Office Director.

“As a whole, the document adopted by the Minsk Group jointly with
the Armenian and Azerbaijani Presidents is not bad,” Kiro Manoyan
told reporters on December 3.

Manoyan presumed that Baku will strengthen anti-Armenian propaganda
and may even undertake a military venture, what will be condemned by
the mediators.

“However, we should understand that the Co-chairs can’t concentrate
pressure on one side only,” Manoyan noted.

CIS leaders will adopt a 2010-2015 military cooperation concept
for CIS countries at the forthcoming summit, Chief of the Russian
General Staff, Army Gen. Nikolai Makarov said at the meeting of the
CIS Committee of Chiefs of Staff on December 3.

“This important document will define a common vision for the CIS
on armed forces and cooperation development, also establishing our
priorities,” Makarov said.

He added that the importance of this document is determined by the
fact that it should take into account the interests of each state
individually in the interests of the community, Trend reported.

interests of every CIS state, aims to strengthen military cooperation

The first OSCE Summit in 11 years concluded today with Kazakhstan’s
President Nursultan Nazarbayev welcoming the work of Heads of State and
Government from the 56 OSCE participating States, saying their adoption
of the Astana Commemorative Declaration reconfirmed the Organization’s
comprehensive approach to security based on trust and transparency.

“We have reconfirmed our support to the comprehensive approach to
security based on trust and transparency in the politico-military
field, on rational economic and environmental policy and on the
full-fledged observation of human rights, basic freedoms and the
rule of law,” he said. “We intend to raise the level and quality of
security and understanding between our states and peoples.”

Nazarbayev, whose country holds the 2010 OSCE Chairmanship, described
the two-day Summit as “an historic event for the entire OSCE community”
that had been characterized by “the spirit of Astana”. “We realize that
the way to a true Euro-Atlantic and Eurasian community with united
and indivisible security will be long and thorny,” he said, adding
that by implementing the commitments made in Astana, participating
States would prove the vitality of the Organization.

Dalia Grybauskaite, the President of Lithuania, which will hold
2011 OSCE Chairmanship, discussed the overall purpose of the
Organization in her speech at today’s plenary session: “Our goal in
the OSCE is clear – to build a true democratic security community
without dividing lines, where all the commitments are implemented,
the use of force is unthinkable and human rights and fundamental
freedoms are fully respected.” The leaders at the Summit adopted the
“Astana Commemorative Declaration: Towards a Security Community”
that reaffirmed their commitment to OSCE principles.

“While we have made much progress, we also acknowledge that more
must be done to ensure full respect for, and implementation of,
these core principles and commitments that we have undertaken in the
politico-military dimension, the economic and environmental dimension,
and the human dimension, notably in the areas of human rights and
fundamental freedoms,” the declaration said.

“The security of each participating State is inseparably linked to
that of all others. Each participating State has an equal right
to security. We reaffirm the inherent right of each and every
participating State to be free or choose or change its security
arrangements, including treaties of alliance, as they evolve. Each
State also has the right to neutrality. Each participating State
will respect the rights of all others in these regards. They will
not strengthen their security at the expense of the security of
other States.”

“Increased efforts should be made to resolve existing conflicts in
the OSCE area in a peaceful and negotiated manner, within agreed
formats, fully respecting the norms and principles of international
law enshrined in the United Nations Charter, as well as the Helsinki
Final Act. New crises must be prevented.”

“We underscore the need to contribute effectively, based on the
capacity and national interest of each participating State, to
collective international efforts to promote a stable, independent,
prosperous and democratic Afghanistan.” The declaration calls
for an action plan to be developed under the leadership of future
chairmanships. The Astana Summit brought together Heads of State and
Government and other top officials from the 56 OSCE participating
States and 12 Partners for Co-operation, as well as from other
international and regional organizations. The Summit was the OSCE’s
first since the Istanbul Summit in 1999.
