Armenian delegation led by the head of Armenia~Rs Armed Forces General
Staff, Colonel General Yuri Khachaturov is participating in a meeting
of the heads of CIS armed forces staff organized by CIS Council of
Defense Ministers Secretariat.

The meeting will is led by the Russia~Rs Deputy Defense Minister,
General of the Army Nikolai Makarov.

Delegations from Armenia, Azerbaijan, Belarus, Kazakhstan, Russia,
Tajikistan, Turkmenistan and Ukraine are participating.

The session will focus on different trends of cooperation between
CIS armed forces.

ARF positively assesses President Serzh Sargsyan’s speech at OSCE
Astana summit, ARF political director, Giro Manoyan told a news
conference in Yerevan.

“The statement was timely. There was the necessity to declare it
openly,” Manoyan said.

In his words, in general, ARF positively assesses President’s Astana
speech if only President Sargsyan did not imply recognition of Nagorno
Karabakh only in case of war.

According to the politician, in case of war Armenia should not de jure
recognize the Nagorno Karabakh Republic, but should rather declare
unification with Artsakh.

Turkey’s political and historical thought prepares for the 100th
anniversary of the Armenian Genocide, member of ARF Bureau, Levon
Lazarian said at a conference dedicated to ARF 120th anniversary.

“Presently, Turkey has raised its Propaganda to a new level, trying
to bring falsification of history in line with European standards,”
Lazarian said.

According to him, Turkey realizes the necessity of delivering a blow
to history, showing the world that the Armenian people does not have
the rights it declares.

“At first Turkey’s falsifications were primitive, while now Turkey
tries to falsify history with archive materials, at official level,”
Lazarian said adding that Armenia should respond to Turkey by
holding conferences.

“Such events have great historical and political importance,” ARF
representative stressed.

YEREVAN, December 3, /ARKA/. Armen Alaverdian, head of Unison
non-governmental organization, dealing with problems of people with
limited physical abilities, said to a news conference today that
employment was their main problem.

He commended VivaCell and Orange telecommunications and some other
companies for hiring people with physical disabilities. However, he
added, that their number across the country is several hundred only,
or 8% of all disabled people who according to government data are
180,000 and the majority of them are able-bodied.

Arpine Abrahamian, head of Salvage non-governmental organization,
dealing with children and youth problems, said the majority of
employers have no idea what a huge potential people with disabilities
have.

According to official numbers, 64% of all disabled people or
114,700 are people of able-bodied age. The bulk of them live in the
northwestern province of Shirak and 10,000 in its administrative
capital Gyumri.

The pentalateral statement adopted in Astana is unique because it is
the first statement of the kind to cite UN Regulations, reconfirming
commitment to the three principles – right of self-determination,
non-use of force and territorial integrity, RPA Deputy Chairman Razmik
Zohrabyan told reporters in Yerevan.

“We consider as powerful a document citing UN Regulations since dozens
of states have got independent on that basis,” Zohrabyan said.

“The right of self-determination should be recognized first, only
then we should negotiate about compromises. However, we are still
at a zero point, therefore it’s no use speaking about compromises,”
RPA Deputy Chairman said in his remarks.

Zohrabyan highly assessed President Sargsyan’s speech at OSCE Astana
summit. He also appreciated all speeches delivered at the summit
singling out speeches by Russian President Dmitry Medvedev and U.S.

Secretary of State Hillary Clinton.

A conference to mark the 120th anniversary of Armenian traditional
party Armenian Revolutionary Federation (ARF) kicked off in Yerevan
today, attended by members of the party, historians, guests.

“ARF played a key role in many decisive events in Armenian people’s
history, and now it stays among the most important forces in Armenia’s
political life,” member of ARF Bureau, Levon Lazarian stated.

The conference addresses national liberation struggle in 1890-1918,
restoration of Armenian independence, fight for Diaspora organization.

Armenia’s External Debt Grows By 8.8% In Jan-Sept To $3.2 Billion

ARMENIA’S EXTERNAL DEBT GROWS BY 8.8% IN JAN-SEPT TO $3.2 BILLION

YEREVAN, December 3, /ARKA/. Armenia’s external debt grew by 8.8% in
the first nine months of 2010 or by $262 million to $3.228.1 billion
or 1.166.3 trillion Armenian Drams, the National Statistical Service
(NSS) said.

It said 82.9% of the debt or $2.675 billion is owed by the government.

Its debt grew by 8.5% or $209.1 million from 2009 December. The Central
Bank’s debt grew by 3.8% in Jan.-Sept. 2010 or by $10.5 million to
$553.1 million to make 17.1% of the total external debt.

Some 67.8% or $2.189.4 billion is owed by Armenia to international
lending organizations. This debt grew by 8.6% from December 2009.

Particularly, the debt to the European Bank for Reconstruction and
Development (EBRD) grew by a factor of five to 6.8 billion Drams as
of September 30, 2010.

Armenia’s debt to the World Bank grew by 2.7% to $1.246.6 billion to
make 38.6% of the total debt. The debt to the International Monetary
Fund (IMF) grew by 19.9% in the first nine months of 2010 to $703.5
million to make 21.8% of the total debt.

Armenia’s debt to the Asian Development Bank grew to $142.5 million
from $126.5 million from December 30, 2009. Armenia’s debt to the
International Fund for Agricultural Development (IFAD) grew to $61.9
million from $60.4 million from December 30, 2009. The country’s debt
to the OPEC Development Fund grew to $28 million from $25 million.

Armenia also owes $500 million to Russia and its debt to Japan grew
by 45.1% in Jan.-Sept 2010, from $270.6 million to $365.4 million.

Armenia owes $135.7 million to Germany. It dropped by 4.9% from
December 2009. The debt to the United States reduced by 4.5% to
$33.1 million and the debt to France fell from $4.83 million to
$4.47 million.

PROJECT “AN ORDINARY GENOCIDE” A NEW FILM TO BE LAUNCHED

Another documentary is launched in the frameworks of the project
“The Ordinary Genocide”. The fourth project is dedicated to the
20th anniversary of one of the most tragic pages in the history
of the Karabakh movement “Operation “Koltso” (Ring), which will be
memorialized in 2011.

“Operation “Koltso”, as a result of which the population of several
tens of Armenian cities and villages of NKR and Shahumyan district
were deported by force, was realized in April-July of 1991,” the
project manager of the “The Ordinary Genocide” Marina Grigoryan says,
“Unfortunately, just like in case of the tragedy of the village
Maragha, this heinous act of governmental terror against thousands of
Armenian villagers is little known even in Armenia itself. Meanwhile,
it was a large-scale punitive operation by the Soviet Centre and
the Azerbaijani special police detachments (OMON) realized against
the civilian population, through which the Azerbaijani leadership
sought to implement its sinister goals: i.e. the extermination
and proscription of the Armenians from their historical residence,
depriving them from their motherland. Moreover, few people remember
today that the population of the border-regions of Armenia – Goris,
Noyemberian, Tavush and others – were subjected to violent actions
implemented during this operation. The operation was carried out by
the troops of the special police detachments of Azerbaijan, with
unimaginable cruelty against the civilians – killings, torture,
raping, hostage-taking, humiliation of human and national dignity,
pogroms, looting and pillaging.

“During the operation “Koltso” 26 Armenian villages and small towns
in Shahumian, Hadrut and Shushi regions as well as the south and west
of the Nagorno-Karabakh were subjected to severe pressure, rioting
and looting by the Azerbaijani troops. About ten thousand people were
deported, more than a hundred people died. More than six hundred men
were taken to hostage, were tortured and abused. The military forces
were followed by groups Azerbaijanis who violate from the neighboring
settlements. They were confiscating the houses, the cars, the cattle
and other property; they were taking the loot away by trucks. The
statements and complaints of the Armenian people were not treated by
anyone,” wrote Victor Krivopuskov (advisor to the Russian Embassy in
Armenia at present) in his book “Rebellious Karabakh.”

While working on the film unique documentary materials taken in
spring and summer of 1991, were found. Video materials about the
preparatory works of army units on attacking Getashen and Martunashen
were found, as well as shots of besieged Armenian villages which were
recorded on the very next day after the deportations which are an
evidence of the villagers who have become the victims of pogroms,
violence, torture and humiliation, and have lost their homes and
property. The shots which are an incontrovertible evidence of the
presence of millennial existence and centuries-old culture of the
Armenians in the Nagorno-Karabakh territories occupied by Azerbaijan
are particularly valuable.

“It is not possible to watch the shots of the old cemetery Getashen
() without perturbation.

There are depicted crooked cross-stones, reminding of the barbaric
destruction of khachkars (cross-stones) of Old Jugha by the
Azerbaijan. Most likely, khachkars of Getashen suffered the same sad
fate,” M. Grigoryan says. “The shots of the medieval cemetery of the
village of Gulistan () have
been saved too with ancient tombstones, on which Armenian inscriptions
are clearly visible, and the relatives of the deceased tell about
their ancestors. All this, surely, will be included in the film and
will be another convincing proof that it is Azerbaijan that still
occupies the part of Nagorno Karabakh territory”.

Based on the extensiveness of the material and the dimensions of the
spring-summer events in 1991, the film will likely consist of two
parts. The premiere is scheduled on May 2011, when the commemoration
day of the recurrent act of genocide against the Armenian people –
a crime against the humanity- will be marked, which, undoubtedly,
appears to be the Operation “Koltso”.

“The Ordinary Genocide” project is being realized by the support
of the “Information and Public Relations Center” of the Armenian
President. The première of the first three films – “Baku, January,
1990”, “Sumgait, February, 1988” and “Maragha, April, 1992” were shown
in January, April and September 2010; the films are translated into
several languages and are being spread in CD-ROM format as well as
through internet.

IMF: Inflation In Armenia Is 9.5% In November 2010 With Tendency Of

IMF: INFLATION IN ARMENIA IS 9.5% IN NOVEMBER 2010 WITH TENDENCY OF REDUCTION

Inflation in Armenia is 9.5% in November 2010 compared with November
2009, said permanent representative of IMF in Armenia Guillermo Tolosa.

“We think that inflation will reduce in the result of optimal policy
conducted by the Central Bank”, said Tolosa in his report on the
developments of regional and global economies.

In January-October 2010 Armenia registered inflation of 7.9% compared
with the same period of 2009. According to the state budget, inflation
in 2010 is planned on the level of 4% (±1.5%) in Armenia.

Level of inflation is conditioned by the fact that the share of food
products in consumer base of Armenia is rather high and increase of
their prices in the world markets seriously impact on the inflation.

“If CB Armenia would like to solve inflation problem, it has very
few instruments for its implementation There is no need to change
the percent rates. It will take place in natural way “, said Tolosa.

By the results of 2010 inflation in Armenia will be 6%. EBRD experts
consider that inflation indicator will be in the margins envisaged
by CB Armenia in 2010. World Bank thinks that at the end of 2010
inflation will be from 5.5% to 6.5%.

Opinions of the experts in the issue of inflation forecast in Armenia
significantly differ and vary between the planned level of 5.5%
