Disclosure of the confidential cables by WikiLeaks will not damage
Armenia-U.S. relations, Shavarsh Kocharyan, Deputy Foreign Minister,
told NEWS.am.

“I think that time showed that these publications are not to damage
bilateral relations between two states,” Kocharyan said. Asked
how serious Yerevan is about the publications, Kocharyan stressed
“Foreign Ministry can not but take seriously any documents, especially
these ones”.

As NEWS.am reported earlier, the British Guardian referring to
infamous WikiLeaks website published rather strong-worded letter
(as of December 24, 2008) by the U.S. high ranking official addressed
to the Armenian government. The U.S. threatens with sanctions unless
Armenia stops transportation of weapons to Iran through its territory
resulted in a killing of American soldiers in Iraq.

On December 7, President of Nagorno-Karabakh Bako Sahakyan President
accompanied by top officials of the republic visited Stepanakert
memorial complex on the occasion of 22 anniversary of the 1988
disastrous earthquake.

The officials laid a wreath at the monument, NKR presidential press
service informed NEWS.am.

On December 7, Armenia commemorates victims of the 1988 disastrous
earthquake when powerful 10 magnitude shocks destroyed in 30 seconds
nearly all northern part of Armenia covering territory with 1m
population.

According to the official data, over 25,000 people died, 19,000 have
become disabled and another 530, 000 remained unsheltered.

Lithuanian Minister of Foreign Affairs Audronius Ažubalis received
the Co-Chairs of the Organization for Security and Co-operation in
Europe (OSCE) Minsk Group from the United States, France and Russia
and Personal Representative of the OSCE Chairman-in-Office (CiO) on
the Nagorno-Karabakh Conflict Andrzej Kasprzyk, and discussed with
them the situation in the South Caucasus and in Nagorno-Karabakh.

The Co-Chairs of the OSCE Minsk Group, Ambassador Robert Bradtke
of the United States, Bernard Fassier of France, and Igor Popov of
Russia, were issued a mandate to spearhead the negotiations towards
a settlement of this conflict.

Minister highlighted to his interlocutors the need to strengthen
the role of the OSCE Secretariat, institutions and missions in the
entire conflict resolution cycle. The participants of the meeting
also discussed the impact that the results of the OSCE Summit of
Heads of State or Government on 1-2 December in Astana may have on
the resolution of protracted conflicts.

The participants also exchanged their ideas on the implementation
of mutual confidence-building measures that could aid the Armenian
and Azerbaijani societies, and discussed future cooperation between
Lithuania’s incoming OSCE chairmanship in 2011 in and the Minsk Group.

The conflict between the two South Caucasus countries began in 1988
when Armenia made territorial claims against Azerbaijan. Armenian
armed forces have occupied 20 percent of Azerbaijan since 1992,
including the Nagorno-Karabakh region and seven surrounding districts.

Azerbaijan and Armenia signed a ceasefire agreement in 1994. The
co-chairs of the OSCE Minsk Group – Russia, France, and the United
States – are currently holding the peace negotiations.

Armenia has not yet implemented the U.N. Security Council’s four
resolutions on the liberation of Nagorno Karabakh and the surrounding
regions.

The arguments presented by the Armenian leaderships and parliamentary
majority that official recognition of Nagorno-Karabakh may cause
damage to the negotiation process are not illogical, as Azerbaijan
is seeking an occasion to dodge the peace process, Armen Rustamyan,
Chairman of the Committee on Foreign Affairs, stated in Parliament.

He pointed out that Armenia missed two chances to recognize
Nagorno-Karabakh: after the referendum on independence in 1992 and
after the ceasefire agreement was signed in 1994, when Azerbaijan
was actually ready for capitulation. “The chance was missed. If we
recognize Nagorno-Karabakh now, let us at least do so when it is the
most secure moment,” Rustamyan said. He considers his own initiative
to sign a politico-military cooperation agreement between Armenia
and Nagorno-Karabakh a more effective step. It will cause as great
excitement on the part of international community as recognition
would. “An agreement on a military strategic bloc would establish
the fact that Armenia is a guarantee of Nagorno-Karabakh’s security,
and the international community will have to put up with it if it is
unable to provide such guarantees itself,” Rustamyan said.

In the course of Lithuania’s presidency in OSCE major attention will be
drawn to prevention and settlement of the existing conflicts, country’s
foreign minister Audronius Azubalis said at the meeting with OSCE
Minsk Group Co-Chairs – Robert Bradtke, Bernard Fassier and Personal
Representative of the Chairman-in-Office Ambassador Andrzej Kasprzyk.

According to him, the role of secretariat, institutes and missions
of the OSCE must be strengthened at all stages of conflict resolution.

The sides also discussed influence of the Astana meeting on resolution
of the protracted conflicts.

Lithuanian FM and Minsk Group Co-Chairs also exchanged ideas on
development of methods encouraging confidence between Armenian and
Azerbaijani societies and discussed future cooperation between the
Minsk Group and Lithuania which will hold chairmanship in 2011.

The draft amendments to international agreements, providing for
legal agreements between Armenia and Nagorno-Karabakh will affect
the negotiation process even more than official recognition of the
Nagorno-Karabakh Republic (NKR), Head of “Heritage” parliamentary
faction Stepan Safaryan stated.

According to him, three Armenian Presidents avoided the recognition
of Nagorno-Karabakh under various pretences. “I think the third
President will also find the recognition of Karabakh beyond his
strength,” Safaryan noted. According to the MP, the adoption of the
draft resolution should be considered in the context of Armenian
leadership’s commitments to the international community following the
recent declaration on Nagorno-Karabakh approved at the OSCE Summit
in Astana.

The parliamentarian criticized the documents, stressing the Armenian
leaders should have not mentioned the 6 points in the L’Aquila
agreement.

Armenian leader should seek distance from 6 elements of L’Aquila.

According to him, there are unfavorable provisions for the Armenian
sides, particularly on the return of refugees to Karabakh-controlled
territories.

Within the framework of the Open Doors policy of the National Assembly
on December 6 a group of students of Yerevan Andranik Margaryan
No. 29 Senior School. After taking part at the first sitting of the
next four-day sittings of the National Assembly they met with the
Speaker of the National Assembly Hovik Abrahamyan. The next Open
Lesson conducted by the head of the parliament was continued in the
sincere conversation on different themes.

Highly assessing the importance of such meetings the NA Speaker
emphasized the continuity, as they served as an opportunity to closer
approach the parliament to the society, school and students. He noted
that during the last two years the National Assembly in that aspect
had become rather open.

Introducing the structure, the functions, the relationship of
the political forces, briefly touching upon the processes of the
Armenian-Turkish relations and the NK conflict settlement, Hovik
Abrahamyan later answered the schoolchildren~Rs questions. During
the question-and-answer session the NA Speaker urged to effectively
use the time in a right way at school and obtain much knowledge,
which would give opportunity to achieve success.

Answering to the question of one of the students concerning the
support of the schoolchildren studying with excellent marks, the
head of the parliament agreed that it was necessary to assist them,
and as an example of the support of the state, he noted the activity
of the Luis fund. Hovik Abrahamyan said that as a Chairman of the
Council of the Armenian State University of Economics, from 2011 NA
Speaker~Rs scholarship would be allocated to 20 best students (monthly
20.000 drams). The President, the Prime Minister, the businessmen of
the country assist them. In the words of the Speaker of the National
Assembly, as much the economic situation of the country improves,
the entries of the state budget will increase, so much it will be
possible to address more money to the educational sphere.

One of the schoolchildren~Rs questions was about the NA Speaker~Rs
attitude towards intellectual games. Hovik Abrahamyan greeted the
conduct of such games, expressing willingness to support them.

The Head of the Educational Department of Yerevan Municipality Gayane
Soghomonyan thanked for the meeting and noted that it was a political,
civilized lesson for the children, which was held in free and sincere
atmosphere. She suggested that the deputies would visit schools
and have meetings with the schoolchildren. Expressing his positive
attitude about the proposal the NA Speaker expressed willingness to
be the schoolchildren~Rs guest, emphasizing the deputies~R visits,
in particular, those who were elected from the given precincts.

The visit of the students of Yerevan Andranik Margaryan No. 29 Senior
School to the parliament ended in the NA Session Hall the photo having
been taken with the Parliament Speaker.

Azerbaijan will launch hostilities in the Nagorno-Karabakh conflict
zone as soon as it is ready for them, Armen Rustamyan, Chairman of
the Committee on Foreign Affairs, stated in Parliament.

“If anyone thinks recognition or non-recognition of Nagorno-Karabakh by
the Armenian Parliament, or any decisions or international processes,
may keep Azerbaijan from hostilities, such people are seriously
erroneous. Azerbaijan will launch hostilities as soon as it is ready
for that,” Rustamyan said.

In 1922, the American diplomat Major Robert Whitney Imbrie spent four
months traveling through Anatolia, generally alone, often on horseback,
twice crossing Asia Minor “from the Black Sea to the Mediterranean.” He
was sent by the American high commissioner, in effect the ambassador
to Turkey, Rear Admiral Mark Bristol, to report on conditions in
“the interior.”

Returning to Constantinople, he reported that he had “seen no
oppression of Christian minorities, no deportations, no massacres,
no outrages, no destruction or confiscation of property.” Of course,
he conceded, such things had certainly occurred during the preceding
years. He himself had seen groups of Christian refugees, “notably
in Sivas and Harpoot . . . in destitute conditions as a result of
these deportations.”

But, at the same time, he had seen “Christian [Armenian and Greek]
minorities living, conducting business and worshipping wholly
unmolested.” Yes, he had noticed ill-feeling between the Muslim Turks
and the Christians but, he opined, the “differences [between the
communities] are not based upon religion. The Armenian and Greek does
not hate the Turk because the latter is a Mohammedan. The Turk does
not despise the Armenian and Greek because they are Christians. The
reasons are political, revolutionary and economic. . . . Personally
I have found the Mohammedan no more tolerant than the Christians. . . .

Religion . . . [is] only a minor contributory factor in the existing
differences among the peoples of Asia Minor.” Indeed, he noted, there
had recently been a “falling off on the part of the Mohammedan from
his former strict adherence to his religion.”

A few months later, the forty-year-old Imbrie was posted to Tehran,
where he served as the U.S. vice-consul.

On July 18, 1924, Imbrie and a companion went to visit and photograph
the “sacred” Sakheh Khaneh well where a native of that city “was
rumored to have lost his sight . . . immediately after having uttered
the name of Abbas Effendi, the late spiritual leader of the Bahais,”
reported The New York Times on July 24. “A few days ago the well was
said to have been poisoned and Bahais were reported to have done it.”

Observers warned Imbrie and his companion, one Seymour, to move off.

They got back into their carriage and drove off but someone in the
crowd shouted: “That is a Bahai! He has poisoned the water of our
Sakheh Khaneh and killed Musselmen women and children.” The Times
reported: “The two Americans were dragged out and attacked by the mob
with sticks and stones.” Imbrie was rendered unconscious by a blow to
the skull, possibly by a saber wielded by a Persian soldier. Policemen
at the site apparently did nothing to protect the Americans but,
eventually, they took him to the Police Headquarters Hospital. Still
the mob gave chase and “forced its way into the operating room”
and murdered him on the operating table. “He received more than
forty wounds.”

Imbrie was buried “with full military honors” in Arlington National
Cemetery. The Times article about the affair was titled “Imbrie Murder
Laid to Religious Hate.”

The so-called ‘Foreign Minister’ of unrecognized separatist formation
Georgiy Petrosyan said efforts will be taken to open ‘NKR’ office
in Brussels.

Novosti-Armenia reports that he said considering Europe’s activeness
in the resolution of the Karabakh conflict, there is a need to create
a special governmental commission for recognition of Nagorno Kaabakh.

Spokesman for the Azerbaijani Foreign Ministry Elkhan Polukhov said
while commenting on this statement that there will be no representative
office of the inexistent formation called ‘NKR’ in Brussels.

“It is known that the so-called ‘NKR’ has not been recognized by
any state including Armenia, therefore, in line with the norms of
international law, it can open no official embassy anywhere. The
thing that Armenian mass media call ‘the representative office
of Nagorno Karabakh’ in different countries of the world, are just
rented areas without any political status, where some Armenians live”,
Polukhov said.
