YEREVAN, DECEMBER 10, ARMENPRESS: The self-determination right of
people is prior to territorial integrity, and in this regard we can
only welcome the recognition of independence of Palestine by Brasilia,
Uruguay and Argentina, Chairman of “Artsakh” compatriotic union,
member of the Armenian Republican Party Hamlet Harutyunyan said in an
interview with Armenpress, stressing that by the example of recognition
of Palestine, Kosovo and Artsakh the international community itself
will understand how important is the self-determination right for
people.

The thing that we have not recognized the independence of Artsakh,
Kosovo or Palestine is quite a complicated issue and is connected
with a number of foreign political issues. We do our best to build
our foreign policy in a right way,” Mr. Harutyunyan pointed out,
adding that if Armenia has some flaws in its foreign policy, they
are sooner connected with situation and are not intentional.

“Unfortunately, big states do not come forth with historical right of
nations, but with own profits, ignoring any international agreement
and law. If they were led by international laws, they would now
adopt the Sever Treaty, the Armenian Genocide and the fact of Artsakh
independence,” he said.

To remind, the other day Argentina, Brasilia and Uruguay have
recognized Palestine as intendment state.

political field – the dismissals of Gagik Beglaryan and Gevorg
Danielyan, is a normal process, that is, those who were mistaken by
not respecting their immunity and value of the taken offices, got
proper assessment, head of “Orinats Yerkir” faction Heghine Bisharyan
noted in briefings at the National Assembly. According to her, the
assumed responsibility must be used in a right way, for the good of
people. “Every official must behave proper to his/her office,” Mrs.
Bisharyan pointed out.

In response to the question why member of Orinats Yerkir Party,
Armenian Agriculture Minister Gerasim Alaverdyan does not resign for
working flaws, Mrs. Bisharyan noted that the question is not right.

“No suchlike accusations have been addressed to the Agriculture
Minister. There was just an approach toward the Agriculture Ministry
by the Prime Minister for violations. As a result, all the issues have
bee solved: the heads of the ministry’s departments and administrative
bodies, who registered flaws and encroachments, were dismissed,” Mrs.
Bisharyan said.

Head of the Republican party’s faction Galust Sahakyan noted that it
is not every working flaw that must be solved by the last example.

“There are different forms of punishment but the issue of resignation
of any minister is not discussed at the moment,” Mr. Sahakyan said.

According to him, the decision on dismissal of Gevorg Danielyan is
within the authorities of the Armenian President. “The President
himself determines what form of punishment to choose,” Mr. Sahakyan
said.

Member of Armenian Revolutionary Federation faction Artsvik Minasyan
expressed hope that the latest examples will be used in case of all
the officials who will allow encroachment. “The approaches of the
leadership of the republic must hereafter be spread on everybody,” Mr.
Minasyan said.

Speaker of RA National Assembly Hovik Abrahamyan received today
Ambassador of Korea to Armenia Lee Yong-Ho. National Assembly press
service told Armenpress that Chief of NA staff Gegham Gharibjanyan,
Armenian Deputy Foreign Affairs Minister Sergey Manasaryan, NA member
Armen Abrahamyan were present at the meeting.

The Speaker of the National Assembly welcomed the ambassador’s visit
to the legislative body of Armenia and expressed confidence that with
his activity he will contribute to development of Armenian-Korean
relations. Hovik Abrahamyan noted that he is very impressed by his
last year’s visit to the Republic of Korea and warm reception and
once more stated that there is a large field of cooperation.

Lee Yong-Ho expressed gratitude for reception, warmly recalling
the previous meeting with the NA Speaker and assured that all the
efforts will be exerted to develop and expand relations between the
two countries. Hovik Abrahamyan highly assessed the Korean support
to technical re-equipment of NA hall and especially the assistance
of the Korean International Cooperation Agency (KOIKA) and GS Company
displayed to the National Assembly of the Republic of Armenia.

The Ambassador of Korea, who walked around in the reconstructed hall
of the parliament with Chief of NA staff Gegham Gharibjanyan and got
acquainted with technical equipment works implemented with the Korean
support, told the NA Speaker that he is deeply impressed by the hall
and is glad for the support displayed by Korea.

Hovik Abrahamyan expressed readiness to support in strengthening of
bilateral relations as NA speaker, to assist in implementation of
investment programs, attaching importance to investments of Korean
companies in Armenia. He highlighted the organization of meetings
between businessmen and conduction of business forums. Importance was
attached to activation of inter-parliamentary relations, cooperation
in international institutions, mutual visits of parliamentarians and
friendship groups.

The NA Speaker reconfirmed the invitation to visit Armenia addressed to
the Speaker of the Korean parliament. The interlocutors also referred
to the events taken place between the Republic of Korea and Democratic
People’s Republic of Korea. The NA Speaker, expressing concern about
application of force and considering it unacceptable noted that the
relations must be regulated by means of peaceful negotiations.

Issues On Development Of IT Sphere Discussed At Government

ISSUES ON DEVELOPMENT OF IT SPHERE DISCUSSED AT GOVERNMENT

The next session of the Council for Support of IT Development was
held today at the RA Government. The session was chaired by RA Prime
Minister Tigran Sargsyan.

An official from the information and PR department of the RA Government
told Armenpress that at the beginning of the session Armen Grigoryan,
secretary of the council, presented the new members of the council. RA
deputy Economy Minister Vahe Danielyan reported about the process of
implementation of the assignments, given during the last session of
the council.

Details on ‘ArmTech-2010’ were discussed as well. The Prime
Minister said that the works for the design and construction of the
next-generation broadband network is almost over and that several IT
companies filed applications for the implementation of the program. In
the context of ‘Concept of Electronic Society’, Karen Vardanyan,
CEO of Union of IT Enterprises, presented the tendencies of ICT
development in other states of the region.

Prime Minister Tigran Sargsyan assigned to the Ministry of Economy to
draft a document on financial means, needed for the implementation of
the concept, control functions and schedule of the events. A number
of issues on formation of agenda of the forthcoming sessions were
touched upon as well.

Aghet-Ein Volkermord documentary. The screening was initiated by
Syriac League of Lebanon.

The 90-minute film features an ensemble of 23 German actors narrating
the original texts in simple interviews that derive their effectiveness
from the selection of texts and the presentation rather than a
dramatization of history.

Upon completing of premiere, the audience had a meeting with film
director Eric Friedler and Syriac League of Lebanon chairman Habib
Afram.

with the Ambassador of Korea to Armenia Lee Yong-ho.

At the meeting, Abrahamyan expressed confidence in the Ambassador’s

The parliamentary speaker emphasized the importance of Korean
organisations’ investments in the economy of Armenia, also stressing
the necessity of interparliamentary ties activation and establishment
of cooperation in international structures.

Leader of opposition Heritage party Raffi Hovannisian said that
Azerbaijan has predetermined the negotiations destiny.

Baku clearly states that it will never recognize NKR, Hovannisian
told a press conference in Yerevan.

Under such conditions, to keep the balance, Armenia should recognize
Artsakh’s independence, without waiting for the resumption of
hostilities by Azerbaijan.

The leader of Heritage party opposed to the ruling coalition’s opinion
that allegedly the parliamentary group has affected the negotiation
process, putting the bill on NKR recognition to vote in the parliament
and knowing that it will not be supported by the majority.

“We have not caused damage to the negotiations, but showed that
Artsakh’s recognition is an acute problem,” he said.

Leader of Heritage party Raffi Hovannisian said that the party will
be more active in the election campaign next year.

“Though many parties have already launched their election campaigns,
we will be more active next year,” Hovannisian told a press conference
in Yerevan.

According to the party leader, Heritage can secure an active presence
also in the next convocation of Armenia’s parliament.

Parliamentary elections are planned to be held in Armenia in 2012.
