YEREVAN, DECEMBER 10, ARMENPRESS: The National Academic Opera
and Ballet Theatre after Al. Spendiaryan does not have a loss of
performers, but such an issue can be faced at any moment, according
to Kamo Hovhannisyan, director of the theatre.

He said today in an interview with Armenpress that the only way
of avoiding the problem is the ensuring of the performers’ vital
requirements. Kamo Hovhannisyan says he is sure that the performers
will not move to the sphere of show-business from classical art, as
‘they will never betray the classic art’.

He says the fact that a great number of young performers have been
involved in the theatre’s staff recently is quite gratifying. He
added that the number of foreigners has increased in the recent years
as well.

‘Each time has its issues. Now the whole world follows those types of
art, which are easy to perceive; however the classical art remains
in the shadow. There is a lack of literacy and intellect for proper
perception of the art in our country,’ the director said.

He informed that the theater has been collaborating with schools for
a long time. Those schools can visit the theatre with extra conditions.

For instance 3 schoolchildren are allowed to attend performances with
one ticket.

Kamo Hovhanniyan says in creative staffs the refreshment of the
personnel is indispensable. ‘Experience, gained through years, is
quite important for opera theatres; however the presence of young
performers is very important, as they bring with them a new breath
and new way of thinking,’ he said.

A performance ticket costs from 2000 to 4000 AMD, and those for
premiers cost from 2000 to 5000 AMD. The theatre hall is sometimes
full, and sometimes – half-empty. Kamo Hovhannisyan says this makes
think that something needs to be changed.

Number Of Population Growing In Syunik

NUMBER OF POPULATION GROWING IN SYUNIK

KAPAN, DECEMBER 10, ARMENPRESS: The number of population in Syunik
community is annually growing by 25 in average. Community Head
Samvel Sargsyan said that extensive works have been carried out in
the community by means of the local budget in the running year. In
particular, the cultural house of Syunik village ahs been repaired.

The former shop building has been purchased by the community office,
repaired and is currently used as a club, in the part of which the
medical point of the village has been placed.

Roofs of two multi-apartment buildings have been repaired in the
village of Syunik, asphalting works have been implemented, street
illumination system has been applied, the garbage cleaning has been
regulated. The irrigation system of Ditsmayr village has been partially
repaired as well.

According to the head of the community, there are still many tasks
to fulfill in the community. Ditsmayr and Arznak villages are to
be provided with gasification. The irrigation system of the village
needs repairing as well.

The length of the water pipeline is 7 km, for repair of which 200
million AMD is necessary. Thanks to implementation of these works,
which the community cannot implement alone, about 150 hectares
land areas of Syunik, Arznak, Distmayr villages and neighbor Achana
community will be repaired. There is also an issue of updating of the
water pipeline of Syunik village, about the 10 million AMD necessary
for it will be provided from the community budget.

Big Fire In One Of Yerevan Shops

YEREVAN, DECEMBER 10, ARMENPRESS: This night at 05.30, fire burst
out in “Qalantar” shop situated at the address of Kocharyan Street,
Yerevan. An official from the Armenian Emergency Situations Ministry
told Armenpress that the special rescue brigade of Yerevan town left
for the place of the accident. The fire was extingusihed at 07.15.

Property and food burnt in the 100 square meters area of the shop.

This night at 03.47, fire burnt in Karaberd village, Lori province.

The fire was extinguished at 05.05. As a result, the small house
belonging to M. Hovhannsiyan completely burnt.

YEREVAN, DECEMBER 10, ARMENPRESS: As of December 1 of the running year,
610 thousand 487 subscribers have been joined with the gas system of
the republic. An official from “ArmRusgasard” CJSC told Armenpress
that within 11 months the number of the actual gas consumers of the
company have added by 14 thousand 134, including 1995 in November.

The recovery and gasification of gas supply of the settlements
of the republic is among the primary directions of the activity
of “ArmRusgasprom”. “About 127, 8 million USD was invested in gas
delivery system by the company in 2002-2009, which gave an opportunity
to reach the gasification level from 21% to 94.

According to “HayRusgasprom”, the gasification program is almost
accomplished. Five hundred 52 settlements currently use natural gas
in Armenia. The length of gas delivery system in Armenia is 13 153
km, and the company exploits the 10 225 km of it. On gasification
level Armenia is leading among CIS countries. The implementation
of gasification program brings a serious social effect with it. By
different calculations, the use of gas instead of alternative energy
resources helps resident-subscribers to save about 250-300 million USD.

HRAYR GYONJYAN: DEMAND FOR CUSTOMS BROKERS’ SERVICES IN INTERNAL MARKET IS QUITE TANGIBLE

YEREVAN, DECEMBER 10, ARMENPRESS: Forum entitled “Efficient
Customs System” was conducted today in Yerevan, during which
the representatives of the Armenian government and international
organizations discussed issues concerning the customs sphere and the
ways of their solution. The forum was organized by the Customs Brokers’
Association collaboratively with the State Revenue Committee and OSCE
Yerevan office.

Chairman of the association Hrayr Gyonjyan said in an interview with
journalists that the demand for services of customs brokers is quite
tangible in the internal market. “The institute of customs brokers is
still in a consolidation stage and there are still many issues to be
solved. The association has been established to reveal those issues
and to propose solutions to them” Mr. Gyonjyan said.

Chairman of the State Revenue Committee Gagik Khachatryan welcomed
the initiative of the association and noted that the committee
attaches importance to consolidation of the institute of customs
brokers in Armenia. “This institute will enable us to conduct in
customs sphere the reforms, which are intended by strategic programs
of the committee. This is the important body, which contributes to
reduction of contacts between enterprises and customs specialists,
as well as simplification of customs procedures.

We hope that the association, established as a result of cooperation
with the OSCE, will continue to strengthen its positions in this
sphere, contributing to its development and consolidation,” Mr.
Khachatryan said.

The Chairman of the State Revenue Committee also attached importance
to measures on strengthening of technical means and noted that
the works undertaken in that direction will soon be brought to an
end. He expressed hope that in future this sphere will register
bigger developments.

“Our goal is one – to reduce the time for customs formulations for
business through the help of the association and customs services and
enable the business to pass the customs procedures more calmly,” Mr.
Khachatryan said.

Head of the OSCE Yerevan office, Ambassador Sergey Kapinos attached
importance to the role and significance of the association and
expressed hope that as a result of cooperation with them, a powerful
and efficient customs system will be set up in Armenia, which will
provide professional services to enterprises.

Head of the EU delegation in Armenia, Ambassador Raul de Lutzenberger
noted that the EU has a pretentious program connected with this
sphere. “Our consulting group supports countries to conduct reforms in
this sphere, clearing up what flaws do exist and what kinds of steps
must be undertaken to make them corresponding to European standards.

Collaboratively with the UN Development Program we try to place modern
technical equipments at border customs points,” the ambassador said,
expressing hope that in the upcoming two years in collaboration
with the association they will realize their main goal, which is to
contribute to development of trade in Armenia and export of goods to
the EU market.

Procedure Of Goods Import To Be Simplified

to simplify the procedure of goods import. Adviser to RA Prime
Minister Aram Gharibyan said today at a meeting with journalists that
changes will be made in the corresponding law, and the government
will define the list of the certificating bodies with international
high reputation, after confirmation of which that norm will be put
into circulation.

As a result of corresponding changes, the certificates given by
authoritative international organizations concerning the imported
goods will be recognized in the republic, and no double checkouts
will be implemented.

“The changes are purposeful from the viewpoint that we will direct
our small resources to taking control over risky products and food,”
Aram Gharibyan said.

Several Inspections On Food Security To Be United

YEREVAN, DECEMBER 10, ARMENPRESS: A strategy of food security has
been mapped out and it implies a number of reforms, according to Aram
Gharibyan, adviser to the RA prime minister.

He said today at a meeting with journalists that several basic
principles are intended to be adopted. The first one is the
principle of ‘from field to table’. It implies that the society
will have information about the food, which is being consumed. He
says a concrete analysis of risks and a system of assessment must be
available and it must be integrated into international systems.

According to Aram Gharibyan, it will give an opportunity to Armenian
consumers to avoid risky food and be protected.

The strategy is consisted of a program with several actions and
implies a variety of structural and institutional reforms. Three
inspections – plant-sanitarian, food security and veterinary, hygienic
and anti- infectious inspections – are involved in the food security
sphere of the republic. There are also several state non-commercial
organizations, which provide services in the food security sphere.

Aram Gharibyan says the structural reform intends that those
inspections will be united for the creation of a common establishment,
which will assume all the functions, connected with ensuring of
food security.

‘We noticed that some inspections have the same functions and that in
some cases their functions are not diversified,’ Aram Gharibyan said.

He says the fact that the inspections will be united does not imply
that workers will be dismissed, as the new establishment will assume
new functions.

companies will hereafter cooperate in the issue of increase of
population’s competence in the sphere of water supply. Director
General of “Yerevan Water” CJSC Pascal Royet told today journalists
that the poor state of Yerevan water supply impels the company to
uninterruptedly interfere, in the consequence of which water supply
is interrupted.

“It is not everybody that watches TV every day or reads newspapers. We
decided that hereafter we will report all the news to residents through
“ArmenTel” company,” he said.

Besides the information about interruptions of water supply,
the residents will be informed about water use debts and will get
information about other services as well.

Director General of “ArmenTel” company Igor Klimko noted that this
cooperation is a good example how companies providing public services
can join to create more favorable conditions for residents.

“ArmenTel” company provides such a service for the first time in
Armenia, after which it has a goal to apply it in other CIS countries
and Russia.

YEREVAN, DECEMBER 10, ARMENPRESS: The NKR Constitution adopted in 2006
December 10 fixed what we defined by 1991 Independence Declaration,
Mayor of Shushi Karen Avagimyan said, adding that today Artsakh is
a consolidated republic.

“The adoption of the constitution pursued the goal of showing
the world once more that Artsakh is a consolidated, sovereign and
democratic republic, and is more democratic than the other neighbors,”
Mr. Sargsyan pointed out.

According to the mayor of Shushi, the Constitution in Artsakh not
only had a legal significance, but moral-psychological as well. The
trust of people in state bodies and in idea of state strengthened more.

Today Artsakh has all the legal opportunities to be recognized as
state by the world, as there are all the conditions and attributes
for it,” he said.

The NKR constitution was adopted in 2006 by a referendum, in which
90 077 citizens participated. Seventy-seven 279 people voted for
adoption of the main law of the country, 544 people (0.7% of the
participants) voted against it. The main law of the Nagorno Karabakh
Republic consists of a preface and 12 chapters.
