Washington. Isabel Levine – APA. The Azerbaijani Diaspora in the US
has addressed three questions and requires to the Secretary of State
Hillary Clinton who will speak on March 1st at the House Foreign
Affairs Committee (HFAC) on the subject of “Assessing U.S. Foreign
Policy Priorities and Needs Amidst Economic Challenges”, APA’s
Washington DC correspondent reports.

Secretary Clinton also will testify before the Senate Committee on
Foreign Relations at open hearing on “National Security & Foreign
Policy Priorities in The FY2012 International Affairs Budget”.

Diaspora calls on the US Administration to take into consideration
the widely reported Armenia’s arms transfer to Iran, which found their
way to Iraqi insurgents and used against the US troops serving in Iraq.

“Under pressure from the Armenian special interest since 1998, the
Congress has been allocating direct aid to the Armenia-occupied
Nagorno-Karabakh region of Azerbaijan, leading to protests and
denunciations from Baku of this practice. No other country in the world
provides aid to the Armenia-occupied NK”, reminds the Azerbaijani
Diaspora. “Everyone in the world supports the territorial integrity
and sovereignty of Azerbaijan. The Azerbaijani-Americans are strongly
opposed to this direct aid which helps Armenia sustain its illegal
military occupation of Azerbaijan”.

The question is what can be done to stop this irritation of an
important US ally such as Azerbaijan, especially in the current
economic climate when we can’t afford to spend money helping military
junta’s such as Nagorno-Karabakh Armenians as much as we can’t do lose
allies? “Specifically, can USAID disburse the already allocated money
to the Azerbaijani displaced from the NK region?” asks the Diaspora.

The next question to the Secretary from the Azeri Diaspora is why
were not sanctions applied against Armenia after she transferred
weapons to Iran which resulted in the killing of one U.S. serviceman
(Matthew Straughter) and wounding of 3 more American soldiers?

Therefore, Azerbaijani-Americans urge the US government to absolutely
zero direct aid to the Armenia-occupied Nagorno-Karabakh (NK) region
of Azerbaijan and reduce all aid to Armenia, which despite getting
billions in US aid has been doing worse and worse every year in
every aspect, from democracy and human rights to compliance with
international and US laws.

Also, the Diaspora requires to sustain current and past
Administration’s aid requests for FMF, IMET, economic, technical,
humanitarian and democracy aid to Azerbaijan; as well as remove the
discriminatory Section 907 of Freedom Support Act of 1992.

Russian Deputy Foreign Minister Grigory Karasin had a meeting in
Moscow with US Ambassador John Bayerli. Russian Foreign Ministry’s
official website reports that the diplomats have been discussing
issues related to Russian-American cooperation in fight against
international terrorism, Caucasus region, etc.

According to the official source South Caucasus issues have been
thoroughly discussed. Nagorno-Karabakh and Interdnistria conflicts
have also been touched upon.

MOSCOW, March 1 (Itar-Tass) — Azerbaijani President Ilkham Aliyev
and Armenian President Serge Sargsyan will come to Sochi on March
5 at the invitation of President Dmitry Medvedev, the Kremlin press
service reported on Tuesday.

The tripartite meeting is going to discuss there some problems,
connected with the settlement of the Nagorno-Karabakh conflict.

The problem of the settlement of the Nagorno-Karabakh conflict, which
broke out in February 1988, is permanently in the focus of attention
at talks and meetings on all levels. In 1988 the Nagorno-Karabakh
Autonomous Region, created on the territory of Azerbaijan, declared its
intention to withdraw from the Azerbaijani Soviet Socialist Republic
and to join Armenia. This resulted in an open armed confrontation in
the area in 1991-1994.

The negotiating process was started on September 23, 1991, by Russia,
Kazakhstan, Azerbaijan and Armenia. The OSCE Minsk Group, made up of
12 countries, was created in March 1992 on the initiative of Moscow.

In accordance with the agreement signed, combat operations ended in
Nagorno-Karabakh on May 12, 1994. At present negotiations are going
on within the framework of the Minsk Group on defining the status
of Nagorno-Karabakh. The Minsk Group is headed jointly by Russia,
the United States and France. A direct dialogue between Baku and
Yerevan on the summit level was started in 1999.

A tripartite meeting of the Russian, Azerbaijani and Armenian leaders
was held in Moscow on November 2, 2008, on the initiative of President
Medvedev. A declaration was adopted on its results, in which principles
of the settlement of the conflict were recorded. It was the first
document in 15 years, signed by representatives of the countries,
which are parties to the conflict. The latest meeting in that format
was held in Astrakhan on October 27, 2010.

Moscow shows patience and restraint, when acting as an intermediary
in the settlement of the Nagorno-Karabakh conflict. It is sure
that this stand will bring positive results, said a staff member of
the Kremlin administration, commenting on the meeting of the three
presidents in October 2010. “The point at issue in the settlement of
the Nagorno-Karabakh conflict is stability in the Caucasus, peace and
the getting back to normal relations between the people, who lived
like close neighbours some time ago. This is a noble and important
goal, and we shall spare no efforts for attaining it,” he said.

Former mayor of Turkish city of Kars Naif Alibeyoglu had a meeting
with the students of University of Marmara. “Euractiv” news website
informs that the theme of demolishing the statue erected in Kars and
dedicated to Armenian-Turkish relations has been touched upon.

Alibeyoglu said that the statue described as ugly by Erdogan and the
decision to demolish it had been made by the request of Azerbaijan’s
President Ilham Aliyev. He said the request would be carried out
because of the oil dependence from Azerbaijan.

Former mayor of Kars is from oppositional people’s democratic party
and it was during his governance that sculptor Mehmet Aksoi was
ordered to create the statue.

Alibeyoglu, who hailed and supported Armenian-Turkish relations and
opening of the border, resigned in 2009 under the pressure of Erdogan
and 20% of Kars population.

Nairobi – “Very interesting people, indeed. They seemed to have it
their way,” was the observation by then Speaker Francis ole Kaparo
in June 2006 when he allowed Parliament to debate a report on the
activities of the infamous Artur brothers.

And in a cable to his bosses in Washington, then US envoy William
Bellamy revealed that Armenian brothers Artur Sargsyan and Artur
Margaryan had close links with powerful offices in government.

The cable, wired to Washington in March 2006, linked the Artur brothers
to a drug trafficking syndicate, attempts to block revelations on grand
corruption in government and the raid on the Standard Group offices.

Mr Bellamy says the “hitmen” were brought into the country and
protected by officials close to State House. The officials also used
their connections to accord the brothers privileges, including one
being bestowed the title of assistant Commissioner of police.

Mr Bellamy says: “The presence in Kenya of armed foreigners working
on behalf of ruling elements has alarmed many Kenyans.”

Mr Bellamy, then political counsel Michael Fritzpatrick, and embassy
officials interviewed State House and government officials, opposition
politicians to corroborate the cable.

A former top official at the Attorney General’s office is quoted
as having told Mr Fritzpatrick that he believed the Artur brothers
were brought into the country by a political activist, a State House
official and a top CID officer in December 2005. They were accommodated
at a five-star hotel in Nairobi before moving to Runda.

Their arrival coincided with high level investigations into a huge haul
of cocaine allegedly brought into the country by the Akasha family.

The cable says ODM leader Raila Odinga gave the address of the Runda
house where the Arturs were suspected to keep drugs before US embassy
officials stumbled on it.

The cable alleges the government raided the Standard offices following
a tip that they were about to publish a story implicating State House
in graft and drug trafficking.

The Standard editors are said to have been told by a police officer
that the information they had could easily bring down the government.

Danielian ended in draw with Lilith Mkrtchian. Elina Danielian scored
5,5 and continues to lead the tournament leaving back her rivals –

Cramling and Sebag defeated their rivals – Antoinette Stefanova and
Martha Fierro, in the sixth round. Nana Dzagnidze also defeated Xu

ARMENIAN PARLIAMENT APPROVES AMENDMENTS TO LAW ON TEMPORARY DISABILITY

The Armenian Parliament has approved in the first reading the draft
amendments to the Law on Temporary Disability. The draft deals with
maternity pays.

According to the draft, maternity pays will be calculated on the
basis of the highest average monthly salary, without any deductions
for weekends and holidays. Under the draft, the average monthly salary
is to be calculated on the basis of the salary for the last 12 months,
irrespective of whether the employer has or has not been changed.

However, if before taking her maternity leave, a woman has not worked
for the last 12 months her maternity pay is to be reduced.

The Joint Armenian Organisations of the Netherlands (FAON and Hay
Tad) are organising a demonstration to commemorate 23th anniversary
of the pogroms of Armenians in Sumqayit.

Hereby we call on all other Armenian organisations and all Armenians
in the Netherlands for a massive demonstration to commemorate the
Armenian victims of the pogroms of Sumqayit (1988) and Baku (1990),
to demonstrate our solidarity with the people of Nagorno Karabakh and
to ask the support of Dutch government and international community to
seek a peaceful solution to the conflict, honouring self-determination
of the people of Nagorno Karabakh.

The demonstration is intended: * to enforce peaceful solution of the
Nagorno Karabakh conflict * to emphasise the right for self-determi
nation of the people of Nagorno Karabakh * to keep alive memory of
the victims of the massacres such as in Sumqayit and Baku to avoid
such disastrous events.

Armenian Community in Austria guided by Armenian student and youth
union held a protest action in Vienna demanding from the international
community to condemn Armenian massacres in Sumgait fulfilled by
Azerbaijan.

The protesters prepared special leaflets in German and English
and spread them among the passers-by to inform about the vandal
massacres against Armenians fulfilled in Sumgait, Baku and Kirovabad,
state projects to mask the crimes and about anti-Armenian propaganda
developing in Azerbaijan.

Armenian protesters carried posters with slogans “World should
condemn Armenian massacres committed by Azerbaijani”, “We condemn
ethnic cleansing of Armenians in Azerbaijani cities”, etc.

The representatives of Armenian Apostolic Church in Vienna and the
members of Mkhitaryan Union also participated in protest.

Azerbaijan is buying 24 Mi-35M helicopter gunships from Russia. The
Mi-35 is the export version of the most recent upgrade of the Mi-24.

This is a twelve ton helicopter gunship that also has a cargo area that
can hold up to eight people, or four stretchers. The Mi-35M can carry
up to 2.4 tons of rockets, missiles bombs, as well as an automatic
cannon. It is used by over thirty countries, and has a pretty good
reputation for reliability. The Mi-24 design is based on the earlier
Mi-8 transport helicopter. The “M” model is equipped with Western
sensors and avionics and can operate at night and in all weather. The
Mi-35M has a top speed of 310 kilometers an hour and cruises at 260
kilometers an hour. Typical sorties are about three hours long.

This purchase is the result of the oil rich Turkic nation of Azerbaijan
increasing its defense budget 87 percent, to $3.1 billion.

Nearly half the budget will be spent to modernize the armed forces.

Located on the Caspian Sea, in the Caucasus, Azerbaijan was part of
the Soviet Union until 1991, and much of its military equipment is of
Cold War vintage. Azerbaijan is mostly Moslem, and has some serious
territorial disputes with its Christian neighbor, Armenia. The two
countries have been at each other’s throats for nearly two decades
because of a land dispute. Although Azerbaijan has three times more
people and much more money (because of the oil), the Armenians are
better soldiers, and the dispute has been stalemated. Azerbaijan has
a population of nine million and a GDP of $43 billion compared to
3.2 million for Armenia and GDP of $8.7 billion. There are over nine
million Armenians worldwide (including the 3.2 million in Armenia),
making it clear that most Armenians want to be anywhere but Armenia.

But not everyone could get out. Moreover, Armenians have been in
Armenia for over 3,000 years, but there is a certain attachment to
the place.

Azerbaijan is determined to reverse this string of defeats, and this
rivalry has taken some strange turns. Last year, Armenia accused
Azerbaijan of hiring Internet criminal hackers to cripple Armenian
access to the Internet. Apparently, someone in the Azerbaijan
government got familiar with Internet criminal gangs, which have
been quite popular in Russia and Eastern Europe, mainly because of
either no laws against Internet based crime, or lax (or just inept)
law enforcement. Nothing came of this rumored plot.

Back in 2009, Armenia signed a treaty that, in effect, makes it
a protectorate of Russia. The deal extends the lease on a Russian
military base in Armenia from 2020 to 2044. The 3,000 man Russian
force in Armenia may be increased and Russia, in effect, guarantees
Armenia’s security. Armenia needs all the help it can get, as it is a
landlocked Christian nation surrounded by three hostile Moslem states
(Turkey, Azerbaijan and Iran). To the north, there is Georgia which,
while Christian, has its own problems with Russia. This deal makes
any major move against Armenia by Azerbaijan very risky. While the
Russians want to remain friendly with Azerbaijan, they have definitely
taken sides here.

In return for this security, Armenia will have to follow Russia’s
lead in diplomacy, and any other area the Russians feel is important.

Meanwhile, the Russians will provide new weapons and equipment for
the 43,000 troops in the Armenian military, and help arm an even
larger reserve force.

The only active enemy Armenia has at the moment is Azerbaijan. Both
countries continue to disagree over possession of Nagorno-Karabakh,
a 4,400 square kilometer district, full of Armenians, surrounded by
Azerbaijani territory. Technically, there has been a truce between
Armenia and Azerbaijan since 1994. But it has been a hot truce.

Between 1991 and 1994 there was a war between the two countries over
Nagorno-Karabakh, which Armenia won. Some 20,000 people died, and over
a million (400,000 Armenians and 700,000 Azerbaijanis) fled their homes
as Armenia occupied 31,000 square kilometers of Azerbaijani territory,
to connect Nagorno-Karabakh to Armenia. Most of the refugees were
from areas dominated by one group, who drove out the minority. Some
40,000 Azerbaijani civilians were driven from Nagorno-Karabakh. The
situation was humiliating for Azerbaijan, who saw it as yet another
example of more powerful and wealthier (via oil fields) Moslems being
defeated by a smaller number of armed and more capable non-Moslems.

The Armenians have survived, although surrounded by Moslems, for
centuries. But the Armenian economy is a disaster, particularly since
Turkey and Azerbaijan have closed their borders with Armenia. Since
the early 1990s, the best educated Armenians have been emigrating.

They join a six million strong community of expatriate Armenians. This
group can raise millions of dollars on short notice, and have provided
the emergency funds when needed for the fighting against Azerbaijan.

Some twelve percent of the 150,000 Armenians in Nagorno-Karabakh are
armed and organized to defend the mountainous area, and are backed
up by even more troops in Armenia.

But Azerbaijan is making a serious effort to create an effective
military, and revive their economy. Azeri defeats at the hands
of better trained, led and organized Armenian troops were caused,
in part, by Azerbaijani corruption and double dealing among themselves.

Moreover, the Armenians have a military tradition going back
centuries. The Azeris are working hard to redress the military balance,
thus the Armenian need for a Russian alliance, and the sharp jump in
Azeri military spending. Despite the Armenian alliance, Russia wants
to maintain good relations with Azerbaijan, and even sell it weapons
that, if used against anyone, would be used against Armenians.
