CB says inflation to reduce in second half of the year

YEREVAN, MARCH 12, ARMENPRESS: The Board of the Armenian Central Bank
is concerned with the expansion of inflation environment the
continuation of which is agreed with the recent developments in the
international markets, high prices preserved as a result of the
reduction of the offer for agricultural products in 2010. March 4 the
Board decided to increase the re-financing interest rate with 0.5%
making it 8.25%.

`No decrease of tempo of inflation is being registered but in the
second quarter we are expecting it and on the second half of the year
the noticeable reduction of prices will be real,’ Arthur Stepanyan,
head of the finance-crediting policy department of the Central Bank,
said today at a news conference. Essentially the risks and forecasts
registered in the finance-crediting policy of the first quarter of
2011 are being realized. In February 1.9 inflation has been registered
as a result of which the 12-month inflation rate reached 12.4%.

conduct `Synopsis Week in Armenia’ series of events. Director of
`Synopsis Armenia’ CJSC Hovik Musaelyan said in an interview with
Armenpress that the award-giving ceremony, the annual international
Olympiad of microelectronics in Armenia, planting, the graduation
party 2011 of Synopsis educational program, as well as a soiree
dedicated to presidential award bearers and winners of the Olympiad
will be held.

`The planting is among the most expected events; people come with
families with great delight and take part. The board of Synopsis
Company attaches high importance to suchlike event,’ Mr. Musaelyan
said.

Referring to the annual international Olympiad of microelectronics, he
noted that this year it will be more large-scale. If last year
students from 4 countries participated in the Olympiad, this year
about 10 countries will be hosted.

`Armtech2011′ congress will follow `Synopsis Week’, whose main mission
is the designing of an IT sphere development platform in Armenia,
which will enable to provide the development of the sphere. The issues
will be discussed, and their solution ways – indictaed.

Directions of National Competitiveness Foundation’s 2011 Activity
Discussed at Government

YEREVAN, MARCH 12, ARMENPRESS: The 19th Board of Trustees session of
the National Competitiveness Foundation of Armenia was held today at
the RA Government. Tigran Sargsyan – the RA prime minister, Board of
Trustees president – chaired the session. An official from the
information and PR department of the RA Government told Armenpress
that after the discussion and approval of the previous session
protocols, the participants were presented the new Board of Trustees
member – Raul de Lucenberger, head of the EU delegation to the RA.

In his opening speech, Prime Minister Tigran Sargsyan particularly
touched upon the main indices of the RA economy, noting that the
January economic activity index increased by 7.7 %, and it `is quite
encouraging’. “We have a 5.7% increase in industry, there was a small
increase in construction, nonetheless it is important that, as
compared to last year, there is no decline. The trade circulation is
on the same level, we have some small increase.

We have a significant increase of 24.3% in services sector and it is
mainly connected with the investment of compulsory insurance system in
the Republic of Armenia. The trade circulation can be characterized
with the fact that we have a 2.3% increase against last year,
moreover, it is important that the export goes on growing quite fast.
Against last year, it increased by 21 %, while import decreased by
about 2 %.The energy production increased by 20 % and the average
monthly salary increased by 4.5 %.

The average monthly salary makes 105 thousand AMD in the Republic of
Armenia: in the state sector it makes 82 thousand AMD, and in the
private sector – 131 thousand AMD,’ Tigran Sargsyan said. The prime
minister also touched upon the trends in other economic spheres.
“Mining industry still goes on recording high growth rates and it is
connected with not only the rise in world prices, but also the fact
that that some investments were made 2009-2010 in the mining industry:
new enterprises opened, and investments in this sphere still go on. We
registered an 8.9 % increase in food industry: drink – 11.6%,
pharmaceutical sector – 34.8 %.

This is also connected with the fact that new capacities are being
delivered for operation, and we have a 25% increase in metallurgy,’
Tigran Sargsyan said. As to primary issues of 2011, he emphasized the
necessity of alleviation of high inflation and agricultural
development. `In 2011 we have to fix two significant problems – high
inflation, which we will try to reduce twice, up to 6 %, until the end
of the year, and the agricultural sector, which is of utmost
importance.

We are implementing new large-scale projects in agriculture and expect
at least a 10 % growth, which will promote the inflation alleviation
significantly, as this 12 % inflation was mainly connected with the
fact that a 13.5 % decline was recorded 2010 in agriculture. Several
agricultural projects, expected to promote the growth, are being
invested. First of all, those projects are IFAD, FREDA and we
implement them in the assistance with international organizations.

In association with World Bank we start a new program, aimed at
promoting the cooperation movement in 55 communities through new
management schemes, revealing pastures, organization of refrigerator
economies, subsidizing agricultural equipments. We will try to
undertake additional state-run measures in agriculture in order to
ensure at least a 10% growth in 2010,’ Prime Minister Sargsyan said.
He also touched upon the results of the reforms in the direction of
tax and customs red tape facilitation. `Tax and customs red tape is
the most fundamental problem of ours.

If we could significantly improve the tax and customs red tape in
2011, Doing Business would be improved as well. The new electronic
reporting system has entered into force starting from January, 2011,
and large-sized business makes use of electronic reporting, which
reduces the physical contact with tax employees. On the other hand,
the taxpayers, who use electronic reports, may no longer keep
calculation record books. It reduces the physical contact and the
possibility of on-site inspection for tax and customs officers, which,
of course, creates a new environment,’ the prime minister said.

After exchanging thoughts on world economic development trends, the
board members discussed the financial report of the foundation’s 2010
activity, as well as the strategy, budget and action plan of the 2011
activity. In the context of the foundation’s current projects, the
participants discussed the prospects of implementation of projects in
the spheres of tourism and nuclear medicine. The foundation’s Higher
Education Program concept was discussed and clarified. The Victory
Park reconstruction project was presented to the Board of Trustees
members.

The Armenian Revolutionary Federation-Dashnaktsutyun and Nikol
Aghbalyan student union will march towards the Russian Embassy in
Yerevan on March 16 protesting against the visit of Turkish Prime
Minister Recep Tayyip Erdogan to Russia on the 90th anniversary of
Moscow agreement signed between Russia and Turkey.

On March 16, 1921 the Treaty of Moscow was signed. Signing a treaty
Turkey and Russia in fact divided the territory of the Republic of
Armenia. Article III of the treaty instituted an autonomous Nakhchivan
region under Azerbaijan’s protectorate. The Kars region (lost in
1877-78) went to Turkey, southern part of Batum region went to Turkey
as well.

Armenia’s Defense Minister Seyran Ohanyan paid a visit to the NATO
headquarters on March and held meetings with the NATO leadership and
his Georgian and Polish counterparts.

With the Georgian Defense Minister Bacho Akhalai and the Polish
counterpart B. Klich Seyran Ohanyan discussed issues related to the
development of bilateral cooperation in the field of defense.

With the NATO leadership Seyran Ohanyan discussed issues related to
the Armenian contingent serving within NATO’s subdivisions.
On the same day the defense ministers of the countries taking part in
NATO’s operations in Afghanistan convened a meeting where Armenia’s
defense minister delivered a speech, expressing optimism related to
NATO’s operations in Afghanistan.

He also highlighted the importance of the continued cooperation of the
48 states that are taking part in the NATO-lead operation in
Afghanistan in an attempt to ensure security there.

Assistant Secretary Philip Gordon spoke about South Caucasian
problems, including Nagorno-Karabakh conflict, delivering speech on
Thursday at the House Foreign Affairs Subcommittee on Europe and
Eurasia.

`In the second area, extending the European zone of peace, prosperity,
and democracy, we have had some important successes, but equally
important challenges remain. As I said at the outset, the work of
`completing’ Europe is not finished. What I think is most notable
about efforts now under the Obama Administration is how closely – as
part of a deliberate strategy – we are working together with Europe to
achieve this goal.

Take, for instance, Ukraine, Belarus, Moldova, Georgia, Azerbaijan,
and Armenia. These are the countries of the EU’s Eastern Partnership,
an initiative that the United States strongly supports and works with
to enhance democracy, stability, and security in this part of the
world. We share with our European counterparts a similar approach to
these countries because of our common goals,’ Gordon said.

As regards conflicts in Caucasus and U.S. participation, Gordon noted
joint efforts with the European Union in the region have resulted in
progress. However, disputes over territory and a need for further
political and economic reform remain serious obstacles to greater
stability throughout the Caucasus, he added.

`Elsewhere in the Caucasus, we will continue with the Europeans to
encourage normalization between Turkey and Armenia, and increase our
engagement through the Minsk Group to help Armenia and Azerbaijan find
a peaceful settlement to the Nagorno-Karabakh conflict. We believe
that the United States and Europe must work together to avoid further
conflict in Europe and help the countries in the region move towards a
democratic future that includes peace and greater prosperity,’ he
stated.

Certain progress is observed in Turkey’s relations with Syria and Iran
in the context of relaxation of visa regime and increase of trade
turnover, said Turkish Ambassador to U.S.

Delivering a speech on `Turkey in Europe, the Middle East and
Beyond’at Johns Hopkins University’s School of International Studies,
Namik Tan noted that the opposite process is observed regarding
Turkey’s relations with Cyprus and Armenia.

Speaking of the Karabakh peace process, the Ambassador noted Turkey
strongly supports the efforts of Minsk Group. He stressed the sides
should find the most acceptable solution to the conflict. However,
while making a decision it should be taken into account that `Armenia
has occupied 20% of Azerbaijan’s territory which is unacceptable to
Ankara.’

Commenting on Armenian-Turkish relations, Ambassador Tan once again
linked them to the Karabakh peace process, adding `it takes two to
tango’.

Yerevan will host fairy-tale conference

Fairy-tale third international conference titled `Eastern tale: East
in tales’ will kick off on March 30-31 in Hovhannes Tumanyan’s Museum,
Yerevan, Alvard Djivanyan, from Hovhannes Tumanyan’s Museum and
organizer of the conference told Panorama.am.

According to the source remarks will be made by experts, professors
and ethnographers. About 30 reports are supposed to be issued in the
conference. The organizers have received application of participation
from France only.

Eastern motives in Armenian fairy-tales, translations of eastern tales
and many other issues will be focused in the conference.

Within the framework of Brussels-hosted NATO summit on Afghanistan,
Armenian Defense Minister Seyran Ohanyan met with his Georgian and
Polish counterparts, Bacho Akhalaia and Bogdan Klich to discuss
cooperation in defense sector.

Ohanyan also met with NATO’s Supreme Allied Commander Europe, Admiral
James Stavridis and the coalition’s commander in Afghanistan David
Petraeus. The parties discussed the issues related to Armenian
peacemakers’ activities in Afghanistan.

In his statement made during the summit, Armenian Defense Minister
expressed hope for preservation of safety and stability in
Afghanistan, emphasizing the importance of the peacemakers’

On March 12, in Armenian town of Tsakhkadzor, Armenian President Serzh
Sargsyan commented on the results of presidential meeting in Sochi.

`In the long term, we expect that Karabakh talks will continue,’ the
President said.

The short-term agreements reached in Sochi are aimed at promoting
ceasefire observation on contact line, help continue negotiations to
reach sustainable results, the President noted. As he remarked, the
investigation of incidents on contact line will provide a clear
picture on the reality of the events reported. However, the president
noted, readiness of the armed forces should be the first priority
event during the negotiations.

`I believe Sochi meeting was different from all others, setting
guidelines for the parties to follow. I hope my idea is not far from
reality,’ the President said.

On March 5, Sochi hosted a meeting between the Presidents of Armenia,
Russia and Azerbaijan.
