President Ilham Aliyev has called on Armenia to start withdrawing
troops from the occupied Nagorno-Karabakh region and surrounding
districts.

He made the remarks at a press conference with visiting Lithuanian
President Dalia Grybauskaite.

“For many years the conflict between Armenia and Azerbaijan has
remained unresolved. The OSCE Minsk Group has been working for
almost 20 years now, but without any practical results so far,”
the Azerbaijani president told the press conference.

Referring to an OSCE-led mission in October 2010 to parts of
Azerbaijani land occupied by Armenian forces, he said the mission’s
report provided proof of Armenian aggression.

“Recently an OSCE field assessment mission visited the occupied
territories and drew up a report. The report clearly states that
all infrastructure has been destroyed in the occupied territories,
and cases of illegal settlement are obvious. There is a lot of
other evidence confirming Armenia’s aggressive policy, attempts
to change the historical names of the regions and administrative
borders. Seven districts located outside the administrative limits of
the Nagorno-Karabakh region of Azerbaijan are also under occupation. We
suffer from a policy of ethnic cleansing. One million Azerbaijanis
are refugees and IDPs in their native lands. About 20 percent of
Azerbaijan’s internationally recognized territory is under occupation.

Nagorno-Karabakh is an integral part of Azerbaijan.”

Ilham Aliyev restated Azerbaijan’s commitment to a resolution of the
conflict that respects Azerbaijan’s territorial integrity.

“Of course, the conflict must be resolved on the basis of the
principles and norms of international law. We hope that by
demonstrating a constructive approach to the OSCE Minsk Group
proposals Armenia will take a step forward and start to leave the
occupied territories of Azerbaijan. After that, the establishment
of peace in the region is possible. The conflict between Armenia and
Azerbaijan is the main threat to regional security and stability. All
parties are interested in the resolution of this conflict as soon as
possible on the basis of international law.”

President Dalia Grybauskaite pledged Lithuania’s support for an
exclusively peaceful settlement of the conflict.

“Such conflicts lead to heavy losses for any country,” she said. “They
have a very negative impact on spiritual values, relations and the
economy. It is extremely difficult to overcome these problems. You
need patience, an open approach and, of course, a peace-loving
attitude. Europe and the whole world wants a peaceful resolution of
conflicts. Lithuania is ready to provide you with all the help it
can as a member of the OSCE and European Union and also bilaterally.”

Baku, Fineko/abc.az. The matter of Armenian-Azerbaijani Nagorno
Garabagh conflict was the basis of Baku negotiations held yesterday
between presidents Ilham Aliyev of Azerbaijan and Dalia Grybauskaite
of Lithuania.

According to President Aliyev’s statement, he informed Grybauskaite
about the current status of negotiations and the issues being
discussed.

“We hope that by demonstrating a constructive approach to the OSCE
Minsk Group’s proposals, Armenia will make a step forward and begin
to leave the occupied territories of Azerbaijan. After that, peace
can be established in the region. The conflict between Armenia and
Azerbaijan is a major threat to regional security and stability. Faster
settlement of this conflict on the basis of international law is in
interests of all parties,” President Aliyev said.

This year Lithuania is chairing in the OSCE.

Besides, in the course of talks both presidents discussed cooperation
in transport and energy security. The Azerbaijani head claimed of
good opportunities in the transport sector. He also announced the
results of Europe-Azerbaijan energy security collaboration on the
basis of mutual benefit in the coming years.

His Lithuanian counterpart voiced her country’s readiness to implement
some projects in the field of education.

Representatives of Azerbaijani, Turkish diasporas in US marched
at New York’s Times square on April 30, on Saturday to say ‘No’
to Armenian lie.

Sources in the State Committee for Diaspora Affairs in Azerbaijan
reported that it has become the seventh action this year. It urges
Azerbaijanis and Turks in the United States to unite around common
ideas of anti-Armenian actions. The action participants chanted slogans
“Do not believe the Armenian lie!”, “Let’s put an end to anti-human
injustice”.

Unlike previous years, the action of Azerbaijanis and Turks living in
New York also involved their supporters from Washington, Pennsylvania,
Boston, New Jersey and Connecticut.

“Lithuania unambiguously speaks for a peaceful resolution of the
Karabakh conflict,” Dalia Grybauskaite said at the meeting with
Azerbaijani leader Ilham Aliyev in Baku on May 2.

“Such conflicts run into heavy losses for any country. They have
an extremely negative impact on spiritual values, relations and
economics. It is very hard to away these difficulties. For this reason,
patience, an open approach and certainly peace-loving attitude is
needed to resolve the conflict,” she noted.

According to her, Europe and the whole world seek a peaceful settlement
of conflicts. “Lithuania is ready to render all possible assistance as
a member of the OSCE and the European Union and in bilateral format,
Azerbaijani mass media quotes Grybauskaite.

President of Lithuania arrived in Azerbaijan on May 2. She held
meetings with Azerbaijani leadership in Baku.

She will leave for an official visit to Georgia on May 3. During
her visit she will meet with Georgian President Mikheil Saakashvili,
representatives of executive and legislative branches.

Later, Grybauskaite will arrive in Yerevan.

News.Az interviews historian Musa Gasimli, a non-partisan member of
the Azerbaijani parliament, the Milli Majlis.

What threats does Armenia pose to Azerbaijan and Georgia at the moment?

Armenia’s policy is a major obstacle to development and cooperation in
the South Caucasus. Armenia, which has occupied Azerbaijani territory
and fosters terrorism at the state level, makes constant territorial
claims against Georgia and is a threat to security in the South
Caucasus. In an attempt to annex part of Georgian territory, Armenia is
trying to substantiate its claims through invented historical research
and is preparing the ideological, psychological and moral grounds for
this. Formal territorial claims by Armenia against Georgia are just
a matter of time. Some Armenian organizations and groups in Georgia
are working on this.

What joint steps can Azerbaijan and Georgia take to counteract these
threats?

There can be different areas of cooperation. I believe that Azerbaijani
and Georgian historians can undertake joint research, in particular,
an exchange of archive documents. There are numerous archive documents
relating to the territorial claims of Armenians on Georgia, dating back
to 1918-1920 and subsequent years. In those periods, Azerbaijan and
Georgia jointly fought against separatism. In other words, these two
countries must now work together on this. In addition, the media of
the two countries can closely cooperate on this. Therefore, I believe
that Azerbaijani-Georgian relations have prospects.

How realistic is it for Azerbaijani and Georgian scholars to prepare
joint history textbooks?

In the late 1990s historians from Azerbaijan, Georgia, Armenia and the
North Caucasus compiled a textbook of the Caucasus peoples supported
by the Council of Europe. Three people from each country participated.

I was one of the Azerbaijani team. This book was written, but the
Armenian side has prevented its publication.

They wanted to include the fictional “Armenian genocide” in the book.

But we presented documents proving the lack of evidence for an
“Armenian genocide” in history. Incidentally, nothing about the
“Armenian genocide” was included in the preliminary version of the
book. Later, the Armenian Foreign Ministry sent a protest note to
the Council of Europe.

This issue has been under discussion for a long time, but this book has
not been published. The Azerbaijani team presented archive materials
about the transfer of the Azerbaijani city of Irevan (present-day
Yerevan) to Armenia.

With regard to the publication of joint textbooks by Azerbaijan
and Georgia, the ministries of education of the two states began to
implement a project to compile textbooks for Azerbaijanis living in
Georgia and Georgians living in Azerbaijan several years ago. However,
this work was later suspended. But, I believe that Azerbaijan and
Georgia can jointly write history books, particularly on issues that
unite us.

May the idea of a Caucasian home put forward a few years ago help
solve conflicts in the region?

The idea of aâ~@~Kâ~@~K Caucasian home is nothing new. This idea
first originated close to the end of World War I and was discussed in
1918-1920. After the Caucasus was occupied by Bolshevik Russia, the
issue was discussed by those who immigrated from Azerbaijan, Georgia,
Armenia and the North Caucasus. But, then, just as now, Armenia was an
obstacle to the implementation of the Caucasian home idea. This idea
was also reviewed during World War II to a certain extent. The idea was
put forward again by national leader Heydar Aliyev after the Caucasian
countries gained independence in the 1990s. However, Armenia’s policy
of occupation again did not allow the idea to be realized.

Certain conditions are required for this idea to be implemented. In
other words, there can be no fighting inside a home. Therefore, to
implement the idea of aâ~@~Kâ~@~K Caucasian home, Armenia is required
to denounce its aggressive policy, to withdraw from the occupied lands
of Azerbaijan, to ensure the territorial integrity of Azerbaijan and
sign a border treaty with Azerbaijan. After all this has been done,
a common Caucasian home is possible. How can we live under one roof
with Armenia which has occupied Azerbaijani territories? I think
Armenia’s policy is the only obstacle to creating a Caucasian home.

How fruitful are Russia’s current mediation efforts in the negotiating
process?

If we look at the conditions that prompt conflicts in the region, you
will see the causes. I believe that Armenia is far behind Azerbaijan
in the economic and military spheres. Therefore, Armenia occupied
Azerbaijani territories not on its own, but with the help of a number
of states. In this context, it becomes clear which country will be able
to play a role in resolving the conflict. I think that the main issue
is not the solution by one country or another, but the de-occupation of
Azerbaijani lands. Therefore, Azerbaijan should work closely with the
country that will solve this problem. I believe that the continuation
of the Karabakh conflict does not meet Russia’s interests.

Azerbaijan is a major, a key country in the South Caucasus. Russia’s
support for Armenia harms Russia’s image in the world.

In the Soviet era, Armenia survived through grants from the central
budget of the Soviet Union. And now, the country continues to deceive
Russia. I think that if Russia wants to gain credibility in the South
Caucasus, it should take a fair position on the Karabakh conflict. A
fair position is the de-occupation of occupied Azerbaijani land.

Russia will never become strong in the South Caucasus if it fails to
defend the just position of Azerbaijan.

Members of the Baku office of the International Red Cross Movement have
visited Armenian servicemen and civilians in Azerbaijan on Tuesday.

Three Armenian prisoners of war and five members of a family were
visited. Members of the Red Cross examined their health condition and
accommodation. The Armenians were also given letters, the head of the
information center of the Baku office of the IRCM Ilakha Guseynova
said, Trend reports.

Azerbaijan currently has three Armenian servicemen and five interned
family members. Azerbaijan and Armenia reached an agreement on March
17. Azerbaijan handed a civilian, Artur Badalyan, over to Armenia in
exchange for a servicemen, Anar Gadzhiyev.

President Serzh Sarkisian on Tuesday urged more countries of the
world to recognize the World War I-era mass killings of Armenians in
the Ottoman Empire as genocide, saying that would not damage their
relations with Turkey.

Making an official visit to Switzerland, Sarkisian cited a relevant
resolution that was adopted by the Swiss parliament in 2003. He argued
that its passage, strongly condemned by Ankara, did not prevent the
Swiss government from mediating in Turkish-Armenian fence-mending
negotiations held in 2008-2010.

“By recognizing the genocide, Switzerland condemned that despicable
crime against humanity and thereby … prevailed over all geopolitical
and military-economic considerations,” Sarkisian said after talks
with his Swiss counterpart, Micheline Calmy-Rey.

“Most importantly, that absolutely didn’t prevent Switzerland from
supporting the normalization of Turkish-Armenian relations within
a short period of time,” he told a joint news conference. “In this
regard, Switzerland’s example is the best one, and it should serve
as a lesson for many countries of the world.”

Sarkisian similarly stressed the importance of Armenian genocide
recognition during Calmy-Rey’s visit to Yerevan in late March. He
said he has personally asked U.S. President Barack Obama to utter
the word genocide in reference to the deaths of some 1.5 Armenians
in Ottoman Turkey.

Obama has declined to do that since taking office. In a statement
issued in April 2009, Obama implied that he is not using the
politically sensitive term to avoid antagonizing Turkey and setting
back its rapprochement with Armenia facilitated by Switzerland and
the United States.

The rapprochement led to the signing in Zurich in October 2009 of
two Turkish-Armenian protocols on the full normalization of bilateral
relations. Turkey subsequently made their parliamentary ratification
conditional on the resolution of the Nagorno-Karabakh.

Sarkisian on Tuesday again condemned this precondition. He also
accused Ankara of trying to “drive a wedge” between Armenia and its
worldwide Diaspora. The latter has for decades been at the forefront
of the genocide recognition campaign.

Russian Government Approves Amendments To Agreement With Armenia On

RUSSIAN GOVERNMENT APPROVES AMENDMENTS TO AGREEMENT WITH ARMENIA ON REMOVAL OF DOUBLE TAXATION

Russia’s government has approved the protocol on amending the
agreement with Armenia on removal of double taxation on income and
property and instructed the finance ministry to sign this protocol,
RIA Novosti reports referring to the order placed Tuesday in the
Russian Cabinet’s database.

This document dated from April 26 gives room for taxation of interest
proceeds on commercial loans in a creditor country at a ten-percent
rate, excluding interest proceeds gained by governing institutions
and central banks of Russia and Armenia.

Besides, the new version of Article 25, Assistance in Levying
Taxes, and Article 26, Exchange of Information, will allow exchange
information about all the types of taxes and content and provide
support in impose levies.

Under this agreement, taxes can be levied either in Russia or in
Armenia on dividends of one country’s company that operates in the
other country’s territory.

However, if the recipient enjoys the right of property on dividends
and the resident of the other country has added no less than $40,000
to the company’s authorized capital, the tax must not exceed 5%
of the gross sum of dividends.

The amendments imply replacement of an absolute figure with relational
margin of 25-percent participation in the dividend-paying company’s
authorized capital. This margin is necessary for taxation at a
lowered rate.

This intergovernmental agreement and the protocol were signed in
Moscow on December 28, 1996.

To what extent are Armenian media free? The question need
clarification, while that clarification does not benefit the freedom
of media, editor-in-chief of the Azg daily Hakob Avetikyan says.

According to Gegham Manukyan, responsible for public and political
programs on Yerkir Media TV, three factors are important as regards
the freedom of speech: specialization, courage and financing.

Hakob Avetikyan says the freedom of media can be estimated from the
investigation fo the market. “However, as there is no market, as such,
every media organization fights for survival,” he said.

“One more rapprochement to us, representatives of the media and
press: we have no sense of corporate interest,” editor-in-chief of
Azg daily added.
