Cyprus Armenians return to Turkish-occupied monastery for 4th pilgrimage

The Armenian community of Cyprus is returning to the historic Sourp
Magar (St. Makarios) monastery for the fourth time this year as a
pilgrimage to one of the holiest shrines of the Armenian Apostolic
church.

The medieval monastery, that lies at the top of the Turkish-occupied
Kyrenia mountain range, has fallen victim to looters since the war in
1974 and all but the walls remain intact.

The annual pilgrimage, taking place on May 8, 2011, is jointly
organised by the Office of the Armenian Representative, Vartkes
Mahdessian, and the Armenian Prelature of Cyprus, in close cooperation
with the United Nations. Archbishop Varoujan Hergelian will officiate.

Several hundred Armenians from Cyprus and abroad take part in the
pilgrimage celebrated on the first Sunday of each May, as had been
done for more than a century. The official commemoration mass took
place at the Sourp Asdvadzadzin Armenian Church in Nicosia on Sunday,
May 1, 2011.

Georgian embassy describes Laborites remarks on Azerbaijan as “nonsense”

Georgian embassy has described remarks by Labour Party claiming that a
coup plan is being ostensibly designed for Azerbaijan in Tbilisi as
`nonsense.’

“It’s so stupid and delusional statement that the embassy does not
want to comment on it,” a senior adviser to the Georgian embassy in
Azerbaijan Beka Chkheidze said.

“Someone apparently is jealous about the fraternal relations between
our countries. They seek to sow discord between us through such dirty
ways. But our relationship is so strong that no force can damage them.
Despite intrigues of our enemies, relations between Azerbaijan and
Georgia will be further deepen and strengthen,” the Georgian diplomat
said.

On 4 May, Secretary-General of the Labour Party Soso Shatberashvili
announced that Azerbaijani press had recently reported that U.S.
ambassador to Azerbaijan Matthew Bryza met Georgian President Mikheil
Saakashvili and Secretary of National Security Council Giga Bokeria in
Tbilisi to discuss plans of a coup in Azerbaijan.

Drawing conclusions from their own suggestions, the Labour Party asked
the U.S. Senate not to confirm Matthew Bryza as ambassador to
Azerbaijan.

As interesting as it may seem, the statements by the Georgian Labour
Party meet the demand of Armenian side who does not want Bryza to be
confirmed in this post.

The Armenian diaspora in the U.S. strongly opposed the procedure of
confirming Bryza as ambassador to Azerbaijan while pro-Armenian
Congressmen blocked his nomination.

As a result, Obama was forced to use the procedure of approval
bypassing the Senate during a Senate recess. As a result, Bryza was
able to work without the approval of the legislative body for about a
year till the next Senate vote.

US Ambassador to Armenia to take up post at State Department-Embassy

YEREVAN. Marie L. Yovanovitch will complete her 3-year mission as U.S.
Ambassador Extraordinary and Plenipotentiary to Armenia in June 2011.
She will return to Washington and take up the post of Deputy Assistant
Secretary of State for Northern and Central Europe, Spokeswoman for
U.S. Embassy in Yerevan Taguhi Jahukyan informed Armenian
News-NEWS.am.

As reported earlier, Armenian mass media spread information that
Yovanovitch will soon assume a new post at U.S. State Department.
According to some reports, Yovanovitch will leave Armenia in early
June.

New Azerbaijan Party has commented on a statement by Georgian Labor
Party claiming that plan of coup against Azerbaijan is being prepared
in Tbilisi.
In his remarks to journalists on Friday, the ruling party deputy
chairman Ali Ahmadov described this statement as implausible.

`Georgia and Azerbaijan are not only strategic partners, but also two
friendly countries with common national interests. Therefore, we
believe the claims that Tbilisi is also involved in this reckless
scheme are implausible,’ he said.

`I have also read the media reports and I think that a probe should be
conducted to find out what is happing. No doubt, there are forces both
outside and inside the country who are not interested in stability in
our region, especially in Azerbaijan. But our country is committed to
its course of development and Tbilisi supports this course,’ the
deputy chairman said.

Earlier, the Georgian embassy in Azerbaijan described the statement by
the Georgian Labour party as `nonsense.’

Yuri Khachaturov attends NATO general staff chiefs’ session

Chief of General Staff of the Armenian Armed Forces, Colonel General
Yuri Khachaturov attended the session of general staff chiefs of
NATO’s member and partner states in the format of states participating
in the operations in Afghanistan. The session was held from May 4 to 5
in NATO Headquarters in Brussels, the Defense Ministry press office
reported.

The session focused on the situation in Afghanistan. The attendees
discussed NATO’s future strategy.

In his address, Yuri Khachaturov introduced Armenia’s plan to increase
our military contingent in Afghanistan.

Al-Qaida confirmed the killing of Osama bin Laden Friday and vowed
revenge, saying Americans’ “happiness will turn to sadness” in the
first statement by the terror network since its leader was slain in a
U.S. commando raid against his Pakistani hideout.

On Friday, May 6, hundreds of members of radical Islamic parties
protested in several Pakistan cities against the American raid and in
favor of bin Laden. Many of the people chanted “Osama is alive” and
blasted the U.S. for violating the country’s sovereignty.

The largest rally took place in the town of Khuchlak in southwestern
Baluchistan province, where about 500 people attended, AP reported.

“America is celebrating Osama bin Laden’s killing, but it will be a
temporary celebration,” said Abdullah Sittar Chishti, a member of the
Jamiat Ulema Islam party who attended the rally in Khuchlak. “After
the martyrdom of Osama, billions, trillions of Osamas will be born.”

USA to replace ambassador to Armenia

The US Extraordinary and Plenipotentiary Ambassador to Armenia, Marie
Yovanovitch will conclude her diplomatic mission in June and return to
Washington, News Armenia cites the press-secretary of the US embassy,
Taguya Jakhukyan.

Yovanovitch will be the Assistant Deputy Secretary of State for
Northern and Central Europe. The ambassador to replace her in Armenia
has not been named.

French minister proposes commission to try Genocide deniers

France’s Justice Minister has said that he would publish a memorandum
that would mandate punishment for Genocide denial.

According to the Turkish daily Today’s Zaman, Michel Mercier announced
at the Senate that the memo will be drafted later this week and he
cited a similar commission of the Jewish community and the Justice
Ministry as a precedent for such a body.

`I invite the representatives of the Armenian society to jointly work
with members of the judiciary and the Ministry of Justice in order to
determine all of the incidents of genocide denial and racism,’ said
Mecier.

It comes after France’s Senate rejected on Wednesday a bill that would
criminalize the denial of the Armenian Genocide.

The memorandum with delineate a commission comprised of
representatives of the Armenian community will be able to file
complaints to punish those who deny the existence of genocide and
assign the jail sentences.

Turkish officials were `shocked’ by the memorandum proposal, according
to Today’s Zaman. They claimed they learned about it during their
lobbying meetings with Franch officials.

The Armenian Genocide took place in the early 20th century when more
than 1.5 million Armenians living under the Ottoman Empire rule were
massacred and death marched in the deserts of Deir ez-Zore.

The Armenian Genocide was first recognized by Uruguay in 1965. As of
2009 21 countries and 43 US states have formally recognized it. The US
government has not, however, recognized it yet.

Turkey has not recognized the Armenian Genocide either, claiming the
massacres and the death marches did not constitute genocide.

Interview with Arpine Galfayan, chairperson of Institute of Human
Rights and Democracy

Arpine, what is the situation in Armenia and what should be changed?

The main issue is the necessity to change the system, the political
system, at the same time, the economic system with all the relevant
components. The basis of the system is human consciousness, and the
political and civil culture. Now it is right that in Armenia civil and
political activity is growing but at the same time most people are
waiting for a leader’s word to follow. I am very sorry about this. And
this is one of the reasons why we have been experiencing frustrations
for 20 years.

Are we in another phase of frustration?

If we mean the context of the dialogue between the government and the
opposition, frustration comes from useless expectations. Generally,
one should not follow a political party with one’s eyes closed, and to
hope eternally that one leader or another will come and save us from
all our troubles. After all, political forces pursue power. It is
important for the society to be able to formulate their demands and
force the political parties to put these demands on the political
agenda. The better a society is organized, is able to formulate its
demands, the greater the influence and strength. Today it is very easy
to govern thousands of people who follow the appeals of the leader, it
is much more difficult when people know exactly what they want, they
imagine how they can get it, and are going to participate in the
change and innovation. In this sense, the political parties in Armenia
do not want a conscious society.

What should be done to form participatory democracy?

Participatory democracy supposes the active participation of a person,
a citizen in decision making which refers to him or her, not just
voting to representatives from election to election but also
participating actively in the life of the community, company,
university. Student boards and trade unions, civil initiatives are the
main institutions of participatory democracy. Students who are usually
the moving force of social change are mostly a conservative,
reactionary mass in Armenia. Student boards are estranged from
students, their representatives use the board for their career growth
rather than for protection of students’ rights and proceed to
ministerial or other posts, acting as agents of the leadership of the
ruling party and the university.
Arpine, the leader of the opposition says he is ready to talk to
everyone, and the society must go on to self-organize, this is
participatory democracy, isn’t it?

These elite, hierarchic forms are not acceptable. What does he mean to
go and ask for advice, help? After all, a political party is born from
the society, the basis of it are social groups, organized social
groups, the political party must be beside them, it must not be higher
or lower than the society. Civil society and participatory democracy
are strong for these horizontal relations: cooperation for the common
goal, without joining one another, without comparing to one another.

In fact, now the society has more demands from both the government and
the opposition?

The society is not monolithic. What we see in the center of Yerevan
differs greatly from the other parts of the country. In Yerevan
different civil initiatives are active now, which is one of the key
premises of democracy. We have considered for many years that the NGOs
are corrupt, there is no civil society in Armenia but today we can see
the birth of a new quality of civil society. I think they are an
alternative with quite different values underlying their activities.
Unlike the political sphere and the dominant political culture, these
civil initiatives operate on a volunteer basis, and do not pursue
profit, their activities are transparent and disclosed, they do not
have a hierarchic structure, an authoritarian leader, decision making
is equally shared by all the members. Already a process of cooperation
among different movements and groups is visible.

Can we say that the civil sector has defeated the political sector?

Unfortunately, not yet but I can see its development, and along with
the organization of the civil sector the political sector will have to
take it into account. It is important than more young people become
involved in civil activities and it is important to enhance the
organization of the civil sector. Although we may think that civil
activities are spontaneous actions, in depth they are organized very
well and thoroughly, the recent example is the movement in Egypt.
