Musicians, artists and community leaders from across the globe will
gather to pay tribute to one of the world’s greatest musicians and
entertainers – Charles Aznavour – in a star-studded event to take
place at the exquisite Cipriani Wall Street on May 20.

The evening will serve as an opportunity to highlight not only
Aznavour’s talents, but his decades-long service to Armenia on the eve
of the republic’s 20th anniversary of independence.

Presenting the award to Aznavour will be the famous actress/singer
Liza Minnelli, whose friendship with him dates back almost 50 years.
Seeing Aznavour perform on stage for the first time was “magnetic” for
Minnelli. “The minute he walked onstage, I stopped breathing,” she
said.

The event will feature guest of honor, Armenia’s Foreign Minister
Edward Nalbandian. The evening’s proceeds will benefit the
disadvantaged elderly people of Armenia, including the Vanadzor Old
Age Home in Armenia, a loving, nurturing refuge for older Armenians
who have no other means of support. The Vanadzor Home was started by
Aznavour, who personally requested Fund for Armenian Relief to assume
responsibility for its upkeep and operation.

Upper Lars checkpoint lifts all restrictions

Kazbegi-Upper Lars check point on the Russo-Georgian border is lifting
all restrictions on trucks and passenger vehicles as of May 7.

Armenia’s Ministry of Transport and Communication said it was notified
about the lifting of those restrictions by the Georgian traffic
police.

Previously, due to seasonal weather conditions, trucks capable of
carrying loads more than ten tones and passenger vehicles capable of
carrying more than 30 passengers were not allowed to pass the
checkpoint over safety reasons.

The checkpoint will be operational by systematically shifting to
one-sided traffic depending on the number of vehicles on the both
sides.

The Armenian cabinet approved Thursday the draft amendments to the law
that regulates the measures against those who evade the mandatory
military service.

Under the amdended law, those male citizens of Armenian have turned 27
by May 1, 2001 and did not serve in the army may pay a fine and not be
prosecuted.

The previous law affected only those who had turned 27 by November 1, 2010.

“The law is an attempt to establish legal procedures for all Armenian
citizens who resorted to illegal measures for different reasons. The
government periodically enables our compatriots who avoided compulsory
army service to return to Armenia without facing legal proceedings,”
David Karapetyan, the Armenian defense minister’s spokesperson, told
Tert.am.

He said the amount of fines might vary depending on the circumstances
(number of times of evading conscription, social and family status and
health condition).

“Those factors determine the amount of the money to be paid,” he said.

Karapetyan added that the law will not apply to the individuals who
turn 27 after May 1.

The average fine for each evasion is 100,000 drams ($270). A citizen
who has evaded conscription between ages 18 and 27, has to pay 1.6
million drams in fine on average.

In 2009, 930 criminal lawsuits were filed over charges of evading army
service; in 2010, their number reached 995, the official website of
the Armenian police reported.

Azerbaijan continues provocations in the contact line with the
connivance of international community

OSCE and the OSCE Minsk Group confine themselves to statements on
`inadmissibility of tension on the contact line’ but, as a result,
Azerbaijani units are increasingly attacking the positions of the NKR
Defense Army.

The Azeri side once again violated the ceasefire, thereby declaring
that no statements of mediators or those involved in the Karabakh
conflict are taken into account. For that reason, the snipers kill
Armenian soldiers, and Ilham Aliyev threatens and blackmails the
Nagorno Karabakh Republic and, of course, the international community.

As is customary in recent years, the murder of Armenian servicemen
occurred on the eve of the visit of Lithuanian President to the
region. This coincidence was not accidental, however. Baku quite
uniquely meets representatives of European and world structures. One
may say it has already become a tradition. Neither is it a novelty
that the blame for the breach of ceasefire is shifted onto Armenia.
Most likely, another instance of ceasefire violation will occur ahead
of European Parliament President Jerzy Buzek’s visit to the region,
slated for May 18. Azerbaijani provocations should also be expected on
May 9, the day of liberation of Shushi. In every possible way Baku
wants to emphasize that by use of force she is ready to return
Karabakh to Azerbaijan, and she has even thought up a new `temporary’
name for the Republic of Artsakh – the `Internationally Recognized
Territory of Azerbaijan.’

Recent developments on the front line are beginning to cause concern,
since impunity always generates a greater evil. OSCE and the OSCE
Minsk Group confine themselves to statements on `inadmissibility of
tension on the contact line’, but, as a result, Azerbaijani units are
increasing their attacks on the positions of the NKR Defense Army.

Azerbaijani provocations, of course, do not remain unpunished. The NKR
army gives an adequate response, but the Azerbaijani side prefers to
remain silent about it. The losses are interpreted as accidents – an
old and tested method of Azerbaijani propaganda. Baku is also used to
blaming Armenian soldiers themselves for the death of Armenian
servicemen. So, in the last incident, head of the Azerbaijani Defense
Ministry press service Eldar Sabiroglu declared that the Armenian
soldiers were killed not by the snipers from the Azerbaijani side, but
as a result of inner clashes.

`These statements are only figment of the impudent imagination of
Sabiroglu. He seems to have mixed it up with the incidents taking
place in the Azerbaijani armed forces. Armenian soldiers were killed
and wounded as a result of the enemy’s gunfire,’ said Spokesman of the
Defense Ministry of the Republic of Artsakh, Senor Hasratyan. He said
the provocative acts and violations of the ceasefire by Azerbaijan
have always received an adequate response from NKR so that Azerbaijan
is forced to live in constant fear.

Last week there was registered a rapid rise in violations of the
ceasefire on the contact line of the Azerbaijani and NKR forces. From
April 25 to May 1, the Azerbaijani side violated the ceasefire about
350 times.

Over 2700 shots were fired at the positions of the Karabakh forces in
almost all directions of the contact line, of which nearly 1800 were
fired up between 27th to 29th of April, killing two and injuring one
soldier.

`The aggressive actions taken by the armed forces of Azerbaijan in
recent years once again confirm that official Baku does not only
violate the ceasefire agreements reached at various international
levels, but also gives them a more vigorous and uncontrollable
nature,’ the statement of the NKR Defense Army press service said.

Shushi liberation was symbolic, a literature expert, Artsakh
liberation war participant stated.

`Those who own Shushi, own Karabakh,’ Vardan Devrikyan told a news
conference in Yerevan. As he noted, the life of people in Stepanakert
and adjacent villages depended on Shushi, from where they were fired
at.

`The liberation of Shushi allowed Armenians to overcome psychological
problems and helped make a transition from losses to victories. At
present, Armenians need to overcome another barrier by returning to
Shushi and other liberated villages of Artsakh,’ Devrikyan stressed.

Gagosian Gallery presents an exhibition of paintings and drawings by
Arshile Gorky.

Centered on the recent discovery of Untitled (Pastoral), a painting
from 1947 that has never before been exhibited, `1947′ includes
paintings and drawings executed by the artist during the last year of
his life. Untitled (Pastoral) was found in 2010 during the reframing
of the painting Pastoral from the same series. The former was set
behind Pastoral on the same stretcher, and remained covered for
sixty-four years, thus its surface is startlingly fresh and vivid. In
addition to the newly discovered painting, `1947′ features a number of
works drawn from international collections that have not been shown in
New York for more than twenty years including The Limit, a formally
audacious painting that was unveiled at Julien Levy Gallery in
February 1948, artdaily reported.

Reviewing this exhibition in The Nation, Clement Greenberg commented:
`Gorky at last arrives at himself and takes his place… among the very
few contemporary American painters whose work is of more than national
importance’. The painting was last shown in `Arshile Gorky: 1904-48, A
Retrospective’, at the Solomon R. Guggenheim Museum in 1982.

Arshile Gorky was born Vostanik Manoog Adoian c.1902, in Khorkom,
Armenia. He escaped the Armenian genocide in 1915, emigrated to the
U.S. in 1920, and changed his name in the process of reinventing his
identity. He attended the New School of Design, Boston (1922) and the
Grand Central School of Art, New York City (1925). He took his own
life in Connecticut in 1948. Major recent exhibitions include `Arshile
Gorky: A Retrospective of Drawings,` Whitney Museum of American Art
(2003, traveled to Menil Collection, Houston in 2004). `Arshile Gorky:
A Retrospective’ opened at the Philadelphia Museum of Art in 2009 and
traveled to the Tate Modern, London and the Museum of Contemporary
Art, Los Angeles.

Under the auspices of His Eminence Archbishop Hovnan Derderian and
joined by the Armenian Assembly, a community briefing featuring
Congressman Adam Schiff (D-CA) was held at St. Gregory the Illuminator
Armenian Church in Pasadena, California last week.

Taking place at St. Gregory’s Geragos Hall, Honorary Chairman Mark
Geragos provided opening remarks. Before introducing Congressman
Schiff and reviewing his extensive record, the Assembly’s Executive
Director Bryan Ardouny thanked St. Gregory’s Parish as well as the
Assembly’s Southern California Regional Council (SCRC) Members.

In his remarks, Congressman Schiff touched on a wide-range of issues,
including affirmation of the Armenian Genocide and the continued
efforts in the House of Representatives, President Obama’s April 24th
statement, funding for Armenia and Nagorno Karabakh, Azerbaijan’s
continued war rhetoric, and the recent California Court decision
regarding insurance-related claims dating back to the Armenian
Genocide era.

Looking ahead, Congressman Schiff highlighted several legislative
initiatives, including the reintroduction of the Armenian Genocide
resolution, as well as legislation to address Turkey’s ongoing
blockade of Armenia, and the protection of Church property and
minority rights in Turkey.

“On behalf of St. Gregory’s Parish and the Armenian Assembly’s
Southern California Regional Council, we applaud Congressman Schiff’s
ongoing commitment and dedication to Armenian Issues,” stated Richard
Mushegain, Chairman of the St. Gregory Parish Council and the
Assembly’s SCRC.

On August 27, 1926 the `Soviet Armenia’ newspaper informed: `The
construction of the radio station in Yerevan has been completed. The
station will start operating in five days.’

The Voice of Yerevan was first heard on air in September, 1926. On
April 6, 1927 the first radio schedule consisting of news and concerts
was printed in the press.

The Day of Radio was first celebrated in Moscow on May 7. From that
time on May 7 has been marked in Armenia as Radio Day.

The Public Radio of Armenia has been a faithful friend of listeners
for already 85 years. Even in this age of rapid development of
Information Technologies it remains a preferable source of
information.

Today the Public Radio of Armenia congratulates all its colleagues on
Radio Day and wishes them an uninterrupted broadcasting.

Prime Minister Tigran Sargsyan visited the Public Radio of Armenia today.

`The quality, content and depth of the programs of the Public Radio
have considerably changed over the past years. It often covers issues
the society is concerned with. Sometimes there is sharp criticism,
which makes you doubt whether it’s the Public Radio or some
pro-opposition channel,’ the Prime Minister stated.

`There is a very healthy criticism here, which is very useful,’ he added.

`We are trying our best to meet the demands of all radio listeners. We
have a wide range of programs, from children’s to informational and
political ones. We are doing that with great love, and I do believe
that it’s this warmth that keeps us here,’ said Armen Amiryan,
Executive Director of the Public Radio of Armenia.

Demetris Christofias, President of the Republic of Cyprus, inaugurated
the new building of the Larnaca Chapter of the Armenian General
Benevolent Union (AGBU) on May 5.

The event was attended by the Armenian MP in the Cyprus Parliament
Vartkes Madessian and Archbishop Varoujan Hergelian, who delivered
prayers and blessed the new building, Gibrahayer e-magazine reported.

The project was made possible due to the encouragement, support and
substantial contribution made by the AGBU Central Board, as well as
contributions received from the AGBU Larnaca, Limassol and Nicosia
Chapters. Furthermore, from its inception the project received the
full support of the Kalaydjian Foundation in Cyprus whose
representatives Roupen and Dikran Kalaydjian through their speeches
welcomed the President of the Republic and highlighted the importance
of the center to the future life of the Armenian community of Larnaca.
