related to Armenian Genocide
But the most interesting thing is what almost nobody paid any
attention to: the bill was simply rejected. It was not even put to the
vote, which means that after presidential elections in France the
Senate may once again take the bill from the table.

The decision of the French Senate to reject the bill criminalizing
denial of the Armenian Genocide in the Ottoman Turkey was expected.
Firstly, it is somewhat risky to pass such a bill before presidential
elections. Secondly, without Turkey’s support, France and her allies
would not be able to manage the war in Libya.

It is not only strategic, but also material support – supply of
weapons, military bases, refugees, whom Turkey can shelter. Let us
recall what a hard time Americans had in Iraq, when Turkey in 2003
gave no permission to transport weapons and ammunition for the U.S.
Army.

The latter is very important for Europe, as otherwise the south of
France and Italy would be flooded with Libyans, although there are
already too many of them in this area. There is one more circumstance
to be taken into account: the pre-election campaign in Turkey. Europe
favours the Justice and Development Party (AKP) rather than the
nationalists. For all his impulsiveness, Erdogan is a fairly
predictable politician, when it comes to the European Union and to
secular power. And given the fact that relations between Paris and
Ankara are too far from being good, it becomes clear that the bill had
no chances at all. France does not see Turkey in the EU and,
definitely, will not change her attitude in the near future. The
French Armenian community is unlikely not to have understood this, but
it wouldn’t be superfluous to once again draw the public attention to
the Armenian Genocide committed in the Ottoman Empire. But the most
interesting thing is what almost nobody paid any attention to: the
bill was simply rejected. It was not even put to the vote, which means
that after presidential elections in France the Senate may once again
take the bill from the table. If the Socialists should win the
elections, the bill on criminalizing denial of the Armenian Genocide
may be adopted. In any case, it will be the clincher in the efforts to
attract Armenian vote, like in the U.S.

Meanwhile, Justice Minister of France Michel Mercier declared after
the Senate session that at the end of the week a directive envisaging
punishment for insulting the Armenian community members would be sent
to all the General Prosecutors of the country. Mercier also noted that
a law penalizing racist statements has been enacted in France since
2008. `Provisions of this law were discussed at a meeting between the
Armenian community representatives and President Sarkozy. The
government will not stay aside – the Armenian Genocide is a recognized
fact for us,’ Mercier said.

Let us recall that a law on banning the burqa and niqab has recently
been enacted in France. And if we add to it also the bill on the
Armenian Genocide, this could be a strong irritant for the Muslim
community in this country. But the most interesting thing is that the
bill rejected by the Senate, most likely aims at publishing the papers
and speeches,questioning the Armenian Genocide. A similar law on
Holocaust denial exists in many countries. But one also has to prove
that it is directed against Turkey. Unfortunately, Turkey is too
sensitive about everything directly or indirectly related to the
Armenian Genocide. But no one, including Ankara, knows how long the
denial policy can linger…

We’ve given up on receiving any information or answers from PM Tigran Sargsyan

Hetq has periodically sent a number of written requests to RA Prime
Minister Tigran Sargsyan asking that he clarify this or that statement
or government decision. Usually, they remain unanswered or else the
answer comes from a bureaucrat down the ladder and has little relation
to our original query.

Here’s a recent example of this Catch 22 conundrum. We should note
that the inquiry was sent twice, once by email to the government’s
press secretary and once by registered mail to the Prime Minister
Sargsyan.

Dear Mr. Sargsyan,

In January of this year, Fortune Oil, a Chinese company, purchases
three iron mines in Armenia – in Hrazdan, Abovyan and one in the
village of Svarants near the Tatev monastery complex. On February 23,
in a meeting with a Fortune Oil delegation, you discussed the
company’s investment plans for these mines. Without doubt, the
Svarants operation will negatively impact the `Tatev Rebirth’
eco-tourism project taking place there.

In a press release, Fortune Oil states that in 2014 it plans to start
operating the Svarants mine. We would like to know what your opinion
is regarding the company’s project at Svarants. Do you believe that
mining and eco-tourism can exist side by side?

We had to wait quite a bit to receive an answer from Minister of the
Economy Tigran Davtyan; an answer which we can only assume is the
personal opinion of Prime Minister Sargsyan.

In a nutshell, the reply states that the development rights to the
three mines in question have been allocate by the RA Ministry of
Energy and Natural Resources according to the applicable laws on the
books. (I won’t bore readers with the details).

The reply goes on to state, and I paraphrase, that during the February
23 meeting between Fortune Oil and Prime Minister Sargsyan, the issue
of maintaining strict environmental standards was raised. It goes on
to say Fortune Oil’s Managing Deputy Director made assurances that the
company would pay special attention to the protection of the
environment.

In conclusion, Minister Davtyan states that all appropriate agencies
of the government will closely follow the operating process at
Svarants, just as it does with other mining sector projects, to see
that all environmental norms and obligations are rigidly adhered to.

So, dear readers, these are the types of answers we receive from the
government- answers that convey little of substance, if any.

In the future, we will periodically publish other inquiries sent to
the prime minister and the `answers’ received from official and
departments down the chain of command.

At present, about 3000 Great Patriotic War veterans reside in Armenia,
with the youngest of them aged 86.

As the head of the Union of Armenia’s Veterans, colonel Simon Yesayan
told a PanARMENIAN.Net reporter, the number of veterans is decreasing
annually.

According to Mr. Yesayan, this year, On May 8, the veterans will visit
Yerablur the memorial to Artsakh war soldiers. In the morning of May
9, the veterans will lay wreaths at the tomb of the Unknown Soldier in
Yerevan. This year, similarly to previous ones, a field dinner for
veterans will be organized in Victory Park.

On May 10, Yerevan municipality will grant monetary awards to the veterans.

Turkish State Minister and Chief Negotiator for European Union talks
Egemen Bagis said on Saturday, May 7, that the Union would perceive
Turkey’s potential eventually.

`They will chase after Turkey and try to persuade us to join.
Therefore, we should never feel pessimistic in our EU process which
constitutes the most important part of our own civilization journey
and democratization process,’ he said.

Bagis said EU reforms contributed to Turkey’s remarkable progress in

recently.

deputy speaker of Azeri parliament Ziyafet Askerov said. As he

From May 1-7, about 350 instances of ceasefire violation by the
Azerbaijani armed forces were reported, with 2500 shots fired.

The most intense fire was reported on May 5. Azerbaijan fired over 500
shots at NKR positions, aiming fire in the direction of Martuni,
Askeran and Martakert.

The fire was stopped due to retaliatory measures taken by the Karabakh

(Noyan Tapan – 07.05.2011) On 7 May Artsakh Republic President Bako
Sahakyan met President of the Republic of Armenia Serzh Sargsyan.

According to the Central Information Department of the Office of the
Artsakh Republic President, the Presidents discussed a wide range of
issues related to the cooperation between the two Armenian states.
Both sides noted that continuous widening and deepening of the
inter-Armenian ties have been among the pivotal bases of state
building in Artsakh and Armenia and guarantees of their steady
development.

Serzh Sargsyan and Bako Sahakyan also touched upon the
Azerbaijani-Karabagh conflict settlement and regional processes.

Premier of the Artsakh Republic Ara Haroutyunyan and vice-premier,
