PUBLIC COUNCIL FORMED IN SCPEC ARMENIA

Public Council is formed in the State Commission on the Protection
of Economic Competition of Armenia (SCPEC). The first meeting of the
new structure took place on Tuesday in Yerevan.

Head of SCPEC Artak Shaboyan said that the Council consists of
12 members, representative of business community, civil society
organizations on the protection of consumers’ rights and interested
state administration bodies.

“The purpose of establishment of Public Council is to raise all the
issues in the sphere of competition, bring them to the Commission,
discuss together and try to give them solutions”, he said.

“We created different opportunities for raising these issues. We
created a “hot line”, relevant opportunities in the website so that the
citizens and businesses detecting problems in the field of competition
apply to the Commission.

However, unfortunately, opportunities created for the society, turned
not so effective”, said Shaboyan.

The main sources of research and administrative proceedings are
publications in mass media. “We disclose many problems on our own
initiative. We also wish to use other opportunities. The Commission
wants to be aware of the existing problems”, he said.

According to SCPEC member Hrayr Aramyan, the work of the commission
will be more effective if we involve wider society. “We can’t carry
out our work without it but we want to create an effective and sincere
platform for the increase of its efficiency”, he said.

Head of Consumers’ Association of Armenia Armen Poghosyan said that
this step targeted at consolidation of the forces of the society is
delayed. “In any case, it is a positive step allowing to effectively
present the facts of public dissatisfaction with SCPEC.

World Federation Of Tourist Guides: Level Of Training Of Armenian Gu

WORLD FEDERATION OF TOURIST GUIDES: LEVEL OF TRAINING OF ARMENIAN GUIDES HIGH ENOUGH

Level of training of Armenian guides is rather high, said the deputy
chairman of World Federation of Tourist Guides (WFTGA) Felicitas
Vresnig in the international press-center “Novosti”.

>From April 30 to May 6 the first regional training courses for guides
took place. 11 Armenian and 11 Georgian guides attended the courses.

The courses were organized by the Armenian Guild of Guides with the
assistance of Yerevan office of German Society for International
Cooperation (GIZ) and Georgian program “Initiative of Economic
development” (USAID EPI).

“Armenia is developing and the guide must meet modern requirements, be
able not only to provide historical and architectural data, but have
special skills to report the tourists the things they are interested
in and compare the situation with neighbor countries”, said Vresnig.

Head of Tourism and Economic Development of the Armenian Economy
Ministry Mekhak Apresyan said that such courses will provide a good
basis for conducting regular trainings and transformation of Armenia
into the training center of guides.

Today there are three certified guides by WFTGA system of international
class who are entitled to conduct training courses for tour guides
in the region.

All the graduates of current courses can work as certified tour guides,
and if desired, have opportunity to take additional exams and work
in Armenia as regional trainers of training guides by WFTGA system.

Currently,there operate 130 certified guides in Armenia. From January
1, 2011, by the Government’s decision to simplify the license field,
the guides are no longer required to obtain relevant licenses.

However, the government submitted some legislative changes in tourism
industry, which suggest a new mechanism for training of guides.

SCR Provided Assistance To Veterans Of Railway On Victory Day

CJSC “South-Caucasian Railways” (SCR) in connction with 66th
anniversary of Victory in Great Patriotic War and for many years
of diligent work in railway provided assistance to 59 railway
workers-veteran.

“On May 9 we celebrate the Victory in Great Patriotic War that unites
all generations. It is a triumph of military and labor heroism of our
nation liberating their homeland and Europe from Nazi invaders. It is
a victory of unbending will and fortitude in fighting with the enemy”,
said SCR General Director Shevket Shaydulin.

He expressed his gratitude towards the veterans for their tireless work
in the field of patriotic education of youth. “Our younger generation
deeply feels unbreakable inner connection with the generation of
veterans, those who selflessly worked all their lives for the benefit
of strengthening of our country without changing their beliefs and
principles, keeping in mind the hot fire of patriotism”, he said.

SCR allocated 50 thousand drams to all the veterans.

During the Great Patriotic War, railroad workers, including Armenian,
carried 20 million wagons with soldiers and cargo – ammunition,
combat equipment and food supplies. From 1941 to 1945, railroad
workers restored 120 thousand km of railways, 13 thousand small and
about 3 thousand large bridges. In spring 1942 armored train No.701
“Soviet Armenia” was built by the funds collected by the workers.

CJSC “South-Caucasian Railway” is a 100% subsidiary of OJSC “Russian
Railways” implementing concession management of CJSC “Armenian
Railways” according to the Concession Agreement signed on February 13,
2008. Term of the concession is 30 years with the right of extension
for another 10 years.

The first visit of Hranush Hakobyan as Armenia’s Diaspora minister to
Turkey’s largest city Istanbul gave answers to a number of concerns
voiced not only by Istanbul-Armenians but also migrants from Armenia;
children’s education was mentioned as the most urgent among the
challenges they are facing living in Turkey.

Minister Hakobyan was invited to Istanbul between May 5 and 7 to
take part in the UN-held Women’s World Summit at which a total of
82 countries were represented, with three first ladies – including
Turkey’s first lady Hayrunnisa Gul – and 34 ministers among the
participants.

Hakobyan, however, devoted most of her time to meetings with the
Armenian community in Turkey. This was her second visit to Istanbul,
but the first in the capacity of the Diaspora minister.

“Armenians of Constantinople [Istanbul Armenians are commonly referred
to as such] are Armenia’s love and pride; I am grateful that despite
all the hardship and under these difficult circumstances they stay
true to their identity,” she said during her speech at the reception
held in the hall of ceremonies at the Armenian Patriarchate of Istanbul
after the Sunday liturgy.

During the reception she gave medals to 15 prominent Armenian
intellectuals of Istanbul – writers, musicians, doctors and artists,
who stressed that although they had been acknowledged and appreciated
in their community and by the Turkish government, however Armenia’s
official acknowledgement of their achievements mattered the most
to them.

Afters visiting some of the Armenian community’s educational centres
and churches, the minister said that the most important thing is to
strengthen the ties with Armenia, for which frequent visits to their
homeland are an important factor.

“By the end of the year, within the framework of various projects,
some 500 young Armenians from Istanbul will be visiting Armenia to see
their motherland and establish a contact with their country. We are
also planning to hold ‘Days of Constantinople Armenians in Armenia’,”
said the minister.

Although Armenians living in Istanbul do not consider themselves
Diaspora, because, as they say, they “were born and now live in
historical Armenia” and it is their “motherland”, nevertheless,
they stress the importance of establishing closer bonds with Armenia.

The main issue raised during the meeting by the Istanbul Armenians
was shortage of books and manuals at schools. Tuition at around
20 educational institutions of Istanbul (schools, seminaries,
kindergartens) is done in accordance with the state curricula and
books (all in Turkish) approved by the Turkish ministry of education,
and the Armenian language is taught with outdated books or photocopies
of more up-to-date manuals – this gradually leads to lack of interest
in learning the language or, worse, to loss of the language itself.

Silva Guyumtchyan, principle of Istanbul’s oldest Central Lyceum
(founded in 1886), says that the issue of books was raised yet two
years ago, but to no avail.

“Since Armenia and Turkey do not have diplomatic relations, our demands
cannot be viewed as official, since schools belong to the state, the
only thing we can expect is optional books that are not verified by the
state but can help our children to improve the learning process of the
Armenian language, and make the classes more enjoyable,” Guyumtchyan,
who has lead the lyceum for three decades, told ArmeniaNow.

Minister Hakobyan promised that the issue of Western-Armenian language
manuals will be solved in the nearest future.

“Every year our teachers come to Armenia for training, and the
manuals are being drafted; we have designated 70 places at state
educational institutions for Diaspora applicants, who are eligible
for state-funded tuition at any department and then return to their
countries of residence and pass the knowledge to their communities,”
the minister told ArmeniaNow.

Many of the migrants from Armenia attending the liturgy expressed no
desire to meet with the minister for “lack of expectations”, as they
put it.

“There is only one thing we need – employment, so that we can return
home. We are here for solely one reason – to work and earn our living
and the minister cannot solve that issue,” Susanna from Gyumri,
who has been working in Istanbul for two years, told ArmeniaNow.

The main issue for an estimated 12,000 Armenian migrants working in
Turkey is their children’s education, because, the parents’ illegal
status in the country does not enable them to attend public schools
(Armenian schools, too, are considered to be public or state-funded).

Many had not received any education for years – up until 2003, when an
underground school opened in the basement of Gedik-Pasha’s Armenian
Evangelical Church (founded in 1850) for some 70 children illegally
residing in Turkey; the school uses the same curricula and books as
in Armenia.

Last year, when Turkish newspapers reported on this school and the
issue of education of migrants’ children, Turkey’s vice premier Bulent
Arenc promised Archbishop Aram Ateshyan, Armenian Co-Patriarch of
Istanbul, to attend to the problem.

Minister Hakobyan says that she discussed the issue with the
Co-Patriarch and was told that the issue is being solved.

“Starting from September our children will be allowed to study at
[local] Armenian schools, but they will not publicise it not to alarm
their [Turkey’s] emigration services in order to avoid deportation of
the illegal migrants. Besides that, we, too, have designed a program
to solve this issue – we are not making it public yet, but are working
in that direction,” minister Hakobyan told ArmeniaNow.

U.S. Senator Jack Reed (R-RI), a senior member of the Armed Services
Committee, has secured a series of written assurances and ongoing
reporting requirements regarding a controversial loan recently extended
by the U.S. Export-Import Bank to Azerbaijan for the purchase of an
advanced satellite, reported the Armenian National Committee of America
(ANCA).

The bipartisan Congressional inquiries into this deal, since it was
first placed on the Ex-Im agenda earlier this year, were made possible
by Congressman Brad Sherman (D-CA), whose detailed scrutiny into this
transaction created the opportunity for both his House and Senate
colleagues to follow up with a broad range of questions and concerns.

In addition to Senator Reed, Senator Mark Kirk (D-IL), a leading voice
in Congress on military issues, played an especially constructive
role in addressing the potential regional security implications of
this satellite financing deal.

In a detailed, two-page letter, the Bank’s Chairman and President,
Fred P. Hochberg, explained to Senator Reed that, “Though Ex-Im Bank
has established that the satellite lacks a military capacity, the Bank
has implemented additional measures to ensure that the satellite is
not utilized for any military related purpose.”

“We want to thank Senator Reed, Congressman Sherman, and the other
legislators who worked with the Export-Import Bank in seeking to
address deeply held concerns, raised by Armenian Americans and others
devoted to peace in the Caucasus, regarding any U.S. action that might
empower or embolden Azerbaijan to renew its aggression against Nagorno
Karabakh and Armenia,” said ANCA Executive Director Aram Hamparian.

“While we remain opposed to this deal and to any other potentially
harmful assistance to the increasingly belligerent Azerbaijani
government of Ilham Aliyev, we do value the Bank’s sensitivities
to its regional security implications, and appreciate the efforts
of legislators to build meaningful safeguards, prohibitions, and
reporting requirements into this transaction.”

On April 27th, the U.S. Export-Import Bank voted to approve the
controversial deal to finance Azerbaijan’s purchase of an advanced
satellite just weeks after Azerbaijan threatened to shoot down a
civilian airliner. The decision came despite serious Congressional
reservations and strong opposition by the Armenian American community
to U.S. actions that will strengthen Azerbaijan’s military capabilities
at a time of increasing threats and acts of aggression by Baku against
both Armenia and Nagorno Karabakh.

On April 8 the United Liberal National Party (MIAK) declared about the
launch of the Nagorno Karabakh: Truth and Facts” electronic campaign,
under which the Party intended to disseminate true information
about the Karabakh conflict through Internet, to send out messages
to representatives of governments, NGOs and political organizations
of all countries , as well influential international structures.

Summing up the results of the campaign in a month, representatives
of the United Liberal National Party say they have sent out 4 million
letters.

According to MIAK Secretary Gerasim Barseghyan, the program aimed
to provide information about the Karabakh conflict and neutralize
Azerbaijan’s military propaganda based on obvious lies. The strategic
objective of the project was to contribute to the international
recognition of the Nagorno Karabakh Republic.

Armenian chess player Elina Danielyan celebrated her third victory.

Playing with the white figures, the Armenian GM gained advantage over

Damielyan, together with Russia’s Nadezhda Kosintseva, Lithuania’s
Victoria Kiliminte and Georgia’s Bela Khotenashvili, leads the
tournament list.

Armenia’s Lilit Lazarian and Lilit Galoyan ended their matches in
a draw, each having 2.5 points after this round.

Anna Hayrapetyan and Maria Gevorgyan celebrated their first victories;
Siranush Ghukasyan earned only 1 point.

Two other Armenian female players – Lia Martirosyan and Anahit
Kharatyan – were defeated.

the occasion of Victory and Peace Day.

The President said: “Dear Compatriots, Distinguished Veterans, I
congratulate you on the occasion of Victory and Peace Day. We have been
celebrating this holiday, which is delivered by the heroic deeds of our
fathers and grandfathers, for years. This victory brought long-awaited
peace to Armenia which endured so much tragedy. This victory opened
new doors for progress; it opened new horizons for bringing up an
educated and healthy young generation – a generation which is true
to the vows of its forefathers and which will build a new Armenia.

For the Armenian nation, the World War II was the Great Patriotic
War indeed. Both Armenia and the Spyurk gave whatever they could. On
various fronts and in the rear, in resistance movements and guerrilla
squads, dedication and heroism of the sons and daughters of our
nations covered their names with glory.

May 9, 1992 once again became a symbol – this time of the Armenian
triumph, the symbol of resolve and immortality.

Now and ever, we will be celebrating wholeheartedly our glorious
victory; the victory of good over evil and barbarity. With the
liberation of the historical capital of Artsakh, the Armenian soldier
has become a new factor. Those, who stepped into immortality on
the battlefield, carry on with their great mission as moral and
political force.

The liberation of Shushi was a turning point which showed what stands
for “the Armenian who learned the lesson”. We silenced those who fired
at our children and our parents. And we will do it against if needed.

However, I hope that it will not be necessary: our troops, who are
guarding our Fatherland, hold the greatest promise that it will not
happen again.

Peace and its bounties are the greatest victory. I wish we, together
fully appreciate every year of peace and stability for the sake of
the next generation, which will be true to the vows of its forefathers
and will continue to build a new, superior Armenia.”

On May 9, Armenian Prime Minister Tigran Sargsyan attended the Victory
Park in Yerevan where he laid flowers to the Unknown Soldier’s tomb.

He personally congratulated the veterans on the Victory Day and joined
them for a meal in the field kitchen.

“I am happy to see the veterans in good mood, which passes on to
the younger generations. We must take care of their health and
address their social problems,” Sargsyan said in a conversation
with journalists.

He also emphasized that the liberation of Shushi on May 9 was symbolic
and incentive for the further victories of the Armenian army.
