ERDOGAN CALLED MINISTER A ‘SUSPECT’ IN DINK MURDER

Prime Minister Recep Tayyip Erdoðan referred to his former justice
minister, Cemil Cicek, who is currently a deputy prime minister, as a
“suspect” in the murder of Turkish Armenian journalist Hrant Dink in
2007, the slain journalist’s son has claimed.

Arat Dink, the son of Hrant Dink, who was assassinated outside the
office of his Agos newspaper in broad daylight on Jan. 17, 2007,
wrote an opinion column in the Taraf daily in which he shared the
above anecdote about the prime minister’s take on Cicek, who was the
justice minister at the time. Arat Dink wrote that in a conversation
he had with the prime minister a few days after the assassination, he
criticized the government’s role in turning Hrant Dink into a target
for nationalist groups, accusing it of being supportive of Justice
Minister Cicek, whose stance on the Armenians had encouraged Hrant
Dink’s murderers, and who on many occasions has attempted to associate
Turkey’s Armenian community with the terrorist Kurdistan Workers’ Party
(PKK) and once called the participants in a conference on Armenian
genocide “backstabbers.” During that conversation, Arat Dink said,
“Shall we call him [Cicek] our ‘blood feud enemy’?” to which Erdoðan
allegedly replied, “Perhaps not that, but your ‘suspect’.”

In his lengthy opinion column, Arat Dink wrote in detail about a
strange invitation Hrant Dink had received from the governor’s office.

Dink had in fact written about this in Agos, saying that he was
summoned to the governor’s office, where two National Intelligence
Organization (MÝT) agents warned him to be “more careful” about
what he wrote. This was a week after Hrant Dink had suggested
that Sabiha Gokcen, an adopted daughter of the nation’s founder,
Mustafa Kemal Ataturk, was of Armenian descent. Arat Dink said the
deputy governor, who was also present in the room during the meeting,
initially introduced the two MÝT officials as “his relatives.” During
the conversation, the deputy governor and the two MÝT officials,
whose real identity Hrant Dink would find out later, threatened Hrant
Dink, although they used expressions like “We know who you are, but
society may not,” or “We are concerned that society might not be able
to understand things like this.”

The Hrant Dink murder case has been fraught with controversy — as well
as some solid evidence — suggesting that many state officials, from
gendarmerie and police chiefs to bureaucrats, were either negligent
in their duties and ignored all the signs that an assassination plot
to kill the journalist was in the works, or, according to Dink family
lawyers’ claims, were in the know about the plot and did nothing,
either because they agreed with it or were part of it or did not
care. Other incidents and evidence that came up during the trial also
indicate that there were attempts to cover up the investigation. A
number of ultranationalist young men are currently standing trial as
suspects, including the hitman who was 17, legally a minor, at the
time of the murder. However, the masterminds of the assassination plot
remain unknown. Arat Dink’s opinion article provided detailed examples
pointing out the unwillingness and/or the ineptitude to prevent the
murder despite sound intelligence that it was in the offing, as well as
hints that the Erdoðan government was protective of the individuals who
seem to have, directly or indirectly, contributed to the murder and the
apparent attempts to obscure evidence in the case during the trial. In
addition to his allegations against Cicek, Arat Dink accused former
Ýstanbul Governor Muammer Guler of trivializing the murder and the
ensuing investigation, including a large number of quotes from Guler’s
testimony to a parliamentary commission investigating the Dink murder.

Arat Dink expressed both criticism and resentment at the government
for their support for Cicek, who is currently a state minister, and
Guler, who is currently running as a Justice and Development Party
(AK Party) first-place candidate in Mardin.

However, Prime Minister Recep Tayyip Erdoðan released a message denying
that he ever referred to Cicek as a suspect, adding that he strongly
condemned Arat Dink and the Taraf daily for the opinion article,
which he said was untruthful

the changes and amendments in the law “On state benefits”.

Deputy Minister of Social Welfare of Armenia Artyom Asatryan said that
in 2011 there were difficulties in the process of benefit assignment,
particularly the lump-sum benefit on childbirth and the benefit for
child care from 0-2 years.

Problems are mainly related to the provision of additional
documentation which hinders the effective organization of the process
and complicates the process for the citizens.

This documentation will not be required from the citizens and will
be received electronically making all the processes understandable
and transparent.

YEREVAN, May 20. /ARKA/. Negotiations between Armenia and European
Union over facilitation of entry visas may be launched this year,
Armenian Deputy Foreign Minister Karine Ghazinyan said Thursday in
the National Assembly during the presentation of the 2010 government
budget performance.

Simplification of visa regime between Armenia and European Union is
one of the most important components of the Association Agreement.

“The European Union also links the facilitation of the procedure
of provision of entry visas with the safe environment concept
that implies border management, enhancement of security of travel
documents, effective management of financial flows and other measures,”
Ghazinyan said.

Negotiations over the Armenia-EU Association Agreement were launched
on June 19, 2010 in Yerevan.

The future agreement will replace the present agreement on partnership
and cooperation.

The aim of the agreement is to deepen relations between Armenia and
the European Union in various areas, such as foreign policy, democracy,
economic integration, movement of people and energy.

Starting from May 20, 2011, common nominal stocks of Hrazdan Power
Company open joint stock company (HRPC) are allowed to trading at
NASDAQ OMX Armenia free C market. A total of 1,597,430 stocks with
nominal value of AMD 10,000 were admitted, the press service of NASDAQ
OMX Armenia reported.

HrazTES is one of four energy companies in Armenia, producing more
than 80% of the country’s power supply. The gross output capacity of
the plant is 1,110 MW, while functioning output capacity is 760 MW.

Within the internal market of Armenia HrazTES has the status of a
balancing station, generating electricity for internal consumption
only in times of deficit in the Armenian energy system.

“This is a peace project,” Gevorg Ozkaragioz, the project manager for
the restoration project of Armenian St. Vordvots Vorotman Church said.

Turkish “Taraf” quotes the project manager as saying that the
restoration of the church will soon be finished and that on 15 June
the church will be opened to serve as culture center.

St. Mariam Astvatsatsin (Virgin Mary) church foundation and “Istanbul
2010” agency have financed one and half million dollar project of
restoration.

The church was founded in 1828 during Ottoman era.

YEREVAN. – There is rather an abyss than deep distrust between
Armenia and Azerbaijan, said Armenia’s Deputy Foreign Minister Arman
Kirakosyan.

There is no such gap even between Armenia and Turkey despite
closed border and lack of diplomatic relations, he said addressing
participants of an international conference in Yerevan.

The deputy minister stressed that creating conditions for the
development of mutual trust is of paramount importance for Yerevan,
given that the Armenian and Azeri people will live in this region,
and existence of dividing lines is unacceptable.

In this regard, Kirakosyan noted that the interim status of
Nagorno-Karabakh supposes involvement of the world community in
creating conditions and integration of two peoples in the regional
projects ahead of conducting a referendum on final status.

“Atmosphere of hatred is stirred up by Azerbaijani leadership,” he
said recalling Armenia had repeatedly expressed readiness to cooperate
as collaboration in economic, commercial projects can only facilitate
a political solution.

The unresolved Nagorno-Karabakh conflict is a big problem for
cooperation between the countries in the South Caucasus and regional
security issues, said Georgia’s envoy to U.S. Temuri Yakobashvili.

“What is happening in Armenia is because of the Nagorno-Karabakh
problem it has fallen into Russia’s hands, it houses Russia’s
military base and has unsettled relations with Azerbaijan”, APA quotes
Yakobashvili as saying.

Speaking at the meeting with students and experts of Potomac
Institute’s Center for Terrorism Studies, he said Armenia-Turkey
relations remain unsettled due to Karabakh conflict.

“So the best thing is to find a solution to the Nagorno-Karabakh
problem. Because when you have this kind of irritancy, security
dynamite, when you have problems like that you are dragged back from
other issues. Armenia has no luxury to focus on itself developments,
because it has many other aspects. There are domestic problems in
Armenia as well,” he said.

On 20 May, 2011 the EU Advisory Group and the Armenian Interagency
Commission coordinating Armenia-EU Cooperation held the first of a
series of regular seminars to be jointly organised on the progress of
reforms in the country. The main topic was related to the progress and
challenges of the Intellectual Property Rights (IPRs) reforms. The
seminar was opened by Mr Artur Baghdasaryan, Secretary of the
National Security Council and Mr Raul de Luzenberger, Ambassador,
Head of EU Delegation.

The seminar informed that progress in the field of IPR has been
achieved in terms of legislation, increasing role of the IPR
specialised unit of the police, licensing of software in certain
sectors, collecting authors’ remuneration and raising awareness
among stakeholder in the field of Copyright by “Armauthor” collecting
society. However, external border enforcement by the customs authority
remains absent.

Mr Baghdasaryan said: “Intellectual Property Rights is a key
area within the Trade reform pillar”. “A cross-cutting area with
implications for trade, innovation, culture, and also for health,
safety and security for our citizens”, he continued. Ambassador
de Luzenberger pointed out to some implications of counterfeiting
and piracy in terms of “lower tax-collection, nurturing criminal
activities and unfair competition”. In addition, it was mentioned
that a EU technical cooperation project of 1,2 million EUR in the
IPR field will be implemented in the period 2012-2013.

Since 2008, the EU Advisory Group has being supporting the Government
of Armenia to achieve its reform agenda. Starting from March 2011,
the phase III of the EU AG will assist the national authorities to
negotiate and conclude an EU-Armenia Association Agreement, including
a Deep and Comprehensive Free Trade Agreement, and make effective
use of the EU external assistance instruments and programmes.

The bilingual edition of the first Red Book having a legal status was
presented at the Armenian National Academy of Sciences today. The
event was attended by Prime Minister Tigran Sargsyan, Minister of
Environmental Protection Aram Harutyunyan, President of the National
Academy of Sciences Radik Martirosyan, representatives of scientific
institutions and international organizations.

The second edition of the Armenian Red Book includes 452 plants,
40 mushrooms and 308 animals.

According to the Minister of Environmental Protection Aram Harutyunyan,
for the first time the rare and endemic mushrooms and invertebrates
of Armenia were included in the Red Book.

The edition is a result of long work and can play a great role in
preparing specialists, and help them in their everyday activity,
President of the National Academy of Sciences Radik Martirosyan said,
in turn.

With its quality and content the Red Book is of great scientific
value and is available to different layers of society and foreign
specialists.
