PanARMENIAN.Net – Armenian Minister of Energy and Natural Resources
Armen Movsisyan said USD 400-500mln is needed to upgrade Nairit plant.

The term of tender announced for an operator will expire on June 15,
2011, Movsisyan told the June 2 governmental sitting.

Referring to the current situation at the plant, which employs 3,074
people, the Minister noted that after the plant’s privatization,
the greatest volume of production was recorded in 2007-2008, when the
price for gas was $54 per thousand cu m. According to him, the price
continuously increased after it, what has had a negative impact on the
plant. “It resulted in growth of output’s prime cost and forced the
plant to look for new sales markets. But the main problem referred
to restoration of chloroprene rubber production,” he said, adding
that the global financial crisis has also considerably affected the
plant’s operation.

Movisyan said the program is ready and envisages huge investments.

“Under the announced tender, we are looking for an international
operator to implement it. Investments at the amount of USD 400-500mln
are required to finally solve the problem of Nairit, so that it
achieves international standards,” noted Movsisyan.

Armenian Prime Minister Tigran Sargsyan said for his part that
transparency is the best way of activity, adding that international
structures, namely IMF and Eurobank.

YEREVAN. – The international community represented by the OSCE Minsk
Group eventually is becoming more inclined to the position of the
Armenian side on the Karabakh issue, said Gagik Minasyan, member of
Republican Party.

He drew up two scenarios in Karabakh conflict: either Baku will
continue its military rhetoric and make the country more vulnerable
in the international arena, or Azerbaijan will accept calls of the
Minsk co-chairs urging to peaceful resolution of the conflict.

Speaking about the recent statement of OSCE Minsk Group, Minasyan
called it unprecedented, taking into account that the document calls on
the Azerbaijani side to stop aggression and prepare for peace, not war.

Ashot Yeghiazaryan, an Armenian MP of the Russian parliament whom
the Russian judiciary accuses of large-scale fraud, is seeking US
citizenship, the Life News agency reported.

“His [Yeghiazaryan’s] assistants and relatives are aware that he has
submitted documents for US citizenship,” an MP told the Life News.

“By becoming a [US] citizen he will get Washington’s official
protection, as he is pending criminal prosecution not only by Russia,
but also by his business partners,” the source added.

Further, the agency said the US Immigration Service confirmed that
Yeghiazaryan applied for US citizenship.

Ashot Yeghiazaryan, who is facing up to ten years in prison if
convicted, was recently seen and photographed at a restaurant in
Hollywood with his brother.

“Yeghiazaryan has real estate in US and is regularly being in that
country. Therefore, chances are high he may receive US citizenship
soon,” the same source added.

On 3 November 2010 Yeghiazaryan was deprived of parliamentary immunity,
while four days later a criminal case was launched against him.

Yeghiazaryan’s lawyers have said for several times that he is not
evading Russian law-enforcement bodies and is ready to take part
in legal proceedings, but only in US over security risks he and his
family may be exposed to while in Russia.

said the United States should be appropriately informed of all the
developments in Georgia.

Commenting on the upcoming meeting between Georgian President Mikheil
Saakashvili and U.S. Vice President Joseph Biden in Rhome, Bakradze
said the U.S. is the main international ally of Georgia, and many
things in the country depend on its firm stance and support.

“First, this refers to the policy of non-recognition of South Ossetia
and Abkhazia and prospects of the Georgian-Russian relations. Thus,
it is important for us that the U.S. administration is adequately
informed of all the developments in Georgia, the existing risks, our
views and how we are going to continue the country’s development,”
Gruzia Online quoted Bakradze as saying.

Biden and Saakashvili are scheduled to meet in Rhome on June 2, as part

After more than three years of political strife, the Armenian
government and the country’s main opposition coalition, the Armenian
National Congress, appear ready to bury the hatchet.

At a May 31 rally in Yerevan, former President Levon Ter-Petrosian,
leader of the Armenian National Congress (ANC) called “for a formal
dialogue with authorities.” He added that the ANC would select a
delegation “within the next few days” to conduct political talks with
government representatives. The ANC is also planning to present a
“dialogue agenda to authorities” that includes a call for early
presidential and parliamentary elections, Ter-Petrosian said.

News of the ANC’s conciliatory steps followed the release of opposition
activists Nikol Pashinian and Sasun Mikaelian. Both were imprisoned
for their alleged role in the 2008 street violence that followed
Armenia’s last presidential elections.

In a marked departure from his earlier portrayals of President
Serzh Sargsyan’s administration as having stolen the 2008 election,
Ter-Petrosian urged his supporters to give the government’s views a
fair hearing. The pending political talks, he declared, do “not mean
we should not take into consideration the agenda and counter-offers
put forward by the government, otherwise the parity [between the ANC
and government] will be violated.”

At a June 1 press briefing, Parliamentary Speaker Hovik Abrahamian
welcomed Ter-Petrosian’s readiness for talks. “When the radical
opposition addresses such a proposal to authorities, I think the
president of the republic will take the initiative and organize this
dialogue, which I believe will favor the interests of the Republic
of Armenia and the people,” Abrahmian said.

Ter-Petroisian’s announcement disappointed some of his followers.

Forty-three-year-old furniture-maker Vardan Ayvazian described
himself as “deeply upset” by the decision on “laying down arms,”
given Armenia’s severe problems with unemployment and labor migration.

“Did we strive for a dialogue in this format after so many years of
struggle?” asked Ayvazian. “I had far more expectations; I thought
I was fighting for great changes.”

Local analysts believe the ANC’s calls for dialogue and for
early elections are aimed at maintaining voters’ trust. “This is a
rational approach; Levon Ter-Petrosian understands that he cannot act
differently,” said independent political analyst Yerevand Bozoian,
noting that Armenians appeared to be increasingly fatigued with
political rallies.

Signs of a thaw came fitfully, but consistently in recent months. As
Ter-Petrosian toned down his anti-government rhetoric, officials
started to make concessions, including a decision to permit opposition
rallies in Yerevan’s Freedom Square, site of the 2008 clashes between
police and protesters. Officials also announced a new investigation
into the 2008 events and declared an amnesty that freed those described
as political prisoners by the opposition.

Aiming to reassure his supporters that no back-room political bargain
has already been fixed between the ANC leadership and the Sargsyan
administration, Ter-Petrosian stressed that “a dialogue does not at
all mean loving and hugging each other, or reviewing one’s opinion
about the other party.”

Independent political analyst Suren Surenyants, a former senior
Ter-Petrosian supporter, expressed hope that the dialogue would make
Armenia’s political dynamic more evenly balanced, and lead, eventually,
to fair elections. “[T]his dialogue will create a favorable situation
for both parties in the future,” Surenyants claimed. “No changes can
be expected without mutual concessions.”

But one non-ANC opposition politician, senior Heritage Party MP
Armen Martirosian, voiced concern that the ANC might still abandon
its political values in an effort to obtain a share of power.

“Since the parties are ready to make concessions, they will come
to an agreement on other issues as well,” Martirosian said. Bozoian
echoed that assessment. “[M]ost likely, the so-called dialogue refers
not to early elections or to [addressing] people’s social problems,
but rather to sharing power,” he asserted.

Armenia’s ‘National Hero’, military leader Andranik Ozanyan’s monument
opened on May 28 in Sochi, Russia.

Russian authorities have ordered to removal of monument to avoid
Turkey’s reaction.

The order for the removal of the monument for Andranik, who is known in
Turkey and Azerbaijan as ‘Murderer of Turks’, is considered as Russian
authorities’ precaution against Turkey’s rejection of cooperating
for the construction of the olimpic facilities in Sochi.

Monument to Andranik Ozanyan in Sochi was demounted at the demand of
local authorities. Armenian organizations of Russia, specifically the
Union of Armenians of Russia (UAR) have not taken measures to prevent
the monument demolition. The authorities explained their decision by
the fact that the monument’s unveiling could lead to Turkey’s refusal
to participate in the Olympic facilities construction.

The author of the monument is sculptor Marat Minasyan, Armenia based
News.am reported. Official opening was made on Saturday, on Armenia’s
Republic day.

Witness Cakmakcı confirmed the previous statement of a secret
witness saying that triggerman suspect Samast was accompanied by two
individuals at the murder of journalist Dink. Footage of the incident
can definitely not be restored.

Court Considers Additional Suspect Emsale Cakmakcı, witness of the
murder of Turkish Armenian journalist Hrant Dink, was heard before
the 14th High Criminal Court in Istanbul for the first time at the
hearing on Monday (30 May). The trial on the murder of journalist
Dink has been pending for more than four years.

Cakmakcı had previously given her only detailed statement at the
Istanbul Police.

Cakmakcı stated that she saw a person with a white cap accompanied
by two other individuals right after the murder at around 3.00 pm on
19 January 2007. The witness described the clothes, height and hair of
these three people but she apparently was not able to see their faces.

“It seemed to me that they were walking together” As a designer,
Cakmakcı said she was in a shop to buy fabric close to the spot
where the murder occurred. “It seemed to me that they were walking
together but I was not able to see their faces. The police asked
me to identify them but I told them that I did not recognize them”
she claimed. A secret witness had given a similar statement before.

The 18th hearing of the case was attended by detained defendants Erhan
Tuncel and Yasin Hayal, both of whom stand accused of instigation to
murder. The hearing was observed by writer Adalet Agaoglu, complainant
Ufuk Uras and Levent Tuzel, Istanbul independent candidate of the
Labour, Democracy and Freedom Block.

‘Footage is lost; Kutkan is responsible’ The reply from Scientific
and Technological Research Council of Turkey (TUBİTAK) was the most
crucial development of the Monday hearing.

According to the report, the footage of the camera in a local bank
branch at the scene of crime for the time of the murder cannot be
restored.

Lawyer Fethiye Cetin, joint attorney of the Dink family, declared,
“The part of the Akbank video records of the morning and the afternoon
on the day of the incident is missing. The incident happened during
the term of office of Selim Kutkan at the Anti-Terror Branch. The
footage was lost. We file a criminal complaint about Kutkan”.

Defendant Hayal requests protection Defendant Yasin Hayal told Court
President Rustem Eryılmaz, “I am being disturbed by the residents
in my neighbourhood. I am fed up. I am being beaten. The whole lot of
Pelitli [district of Trabzon, Black Sea coast] is threatening me. They
say ‘We are going to strangle you and tear you into pieces’. I have
no strength left to endure any longer. I want protection. I am being
oppressed”.

Tuncel: I am not in!

Plaintiff lawyer Hakan Bakırcıoglu reminded what defendant Erhan
Tuncel said to the Trabzon Police prior to the murder. Tuncel had
stated, “I am not in if Dink is going to be killed. You are betting
on the wrong horse”. Laywer Bakırcıoglu asked Tuncel whether he
wanted to say that they should not turn a blind eye to this issue
and Tuncel confirmed that.

After projecting the camera records of the day of the murder in the
court room, Plaintiff lawyer Cetin assessed, “In our opinion, the
person next to Samast is Osman Hayal”. Hayal’s lawyer Eda Salman on
the other hand ridiculed Cetin’s evaluation by saying, “And I think
this person resembles Ahmet Kaya”.

Tuncel’s lawyer Erdogan Soruklu referred to the words of Ahmet
Samast, father of triggerman suspect Ogun Samast who had said,
“The Gendarmerie commander knows where Samast is”. In this context,
he voiced their demands and particularly the request to determine

The state of Azerbaijan guarantees security of Armenian representatives
to participate at the Eurovision 2012, Minister of Youth and Sports
Azad Rahimov told journalists, APA reports.

However, previous practice proves Azeri assurances of security
provisions to be no more than words. In past, Baku has repeatedly
stated that Armenian participants of sports, cultural and social
events are safe in Azerbaijan, yet, at the last minute, the country
was unable to guarantee their safety.

Armenia hasn’t yet decided as to its participation in Eurovision 2012
Song Contest.

Azerbaijan has won this year’s Eurovision Song Contest in Germany,
which means next year’s songfest will be hosted in Baku. ldar Gasimov
and Nigar Jamal of Ell/Nikki were voted winners, after scoring 221
points with their love song, Running Scared.
