A Southland congressman has once again introduced a resolution
that calls on the United States to formally recognize the Armenian
Genocide. A bipartisan group of lawmakers has introduced a companion
resolution.

The resolution by Democratic Congressman Adam Schiff of Burbank
calls on the President and the federal government to “recognize and
commemorate the atrocities that occurred in Armenia” at the turn of
the last century. Those acts, for which Armenians blame Ottoman Turks,
resulted in the deaths of an estimated million and a half people.

Schiff co-sponsored a second resolution by Republican Ed Royce
and Democrat Howard Berman; it urges the Turkish government to
end restrictions on religious gatherings and return stolen church
property. Schiff says it’s an effort to “broaden the coalition of
people” who will support the resolution. “And we’re determined until
Turkey itself recognizes the genocide and restores property from whom
it was taken, to keep these efforts up.”

Last year when Schiff’s Armenian genocide resolution passed the House
Foreign Relations Committee, Turkey recalled its US ambassador in
protest. Schiff says the State Department hasn’t pushed back much
against his latest effort because of growing dissatisfaction with
international cooperation from Turkey.

How Much Human Hair Is Actually Imported To Armenia?

HOW MUCH HUMAN HAIR IS ACTUALLY IMPORTED TO ARMENIA?

YEREVAN. – 183kg of human hair with total customs value of $2000
(around $11 per each kg) has been imported to Armenia in 2010 says
the official statistical data.

First quarter of 2011 did not register hair import. However,
hairdresser salons say the business is not gone from Armenia. Figures
on the cost of imported hair provided by customs service have nothing
to do with reality. According to the director of one of beauty salons,
imported hair is 2.5 times more expensive than local one.

Firstly, imported hair has at least 60cm in length and costs AMD
100,000, while local hair costs AMD 40 thousand. Armenia does not
export hair so far. The local demand for it is high and is barely
met through internal resources. It is noteworthy that no organized
promotion on right cultivation and care of hair exists, while in
other countries it is quite usual.

‘The US can and should play a positive role in resolving the conflict,
and I plan to support federal funds that will advance the pursuit
of peace’.

The statement came from US Congressman James P. Moran from Virginia,
in his letter to the Azerbaijanis Diaspora members.

The Congress member said he appreciates the Diaspora’s concern to
cut America’s financial “spending in this challenging economic period”.

“I am very much in support of a peaceful resolution to the conflict
between Armenia, Azerbaijan and resolution of the dispute over
Nagorno-Karabakh”, added Congressman Moran.

According to him, although the current fiscal crisis is severe,
the US shouldn’t predicate “foreign assistance decisions on budget
considerations alone” and reduce aid for those in need.

Congressman also pledged, he will keep in mind Azerbaijani Diaspora’s
concerns as the debates over the foreign financial aid will go on in
the Congress.

Azerbaijani Diaspora is asking the Congress to consider helping
peaceful countries like Azerbaijan and avoid financing separatist
regimes as the one that is set now in Nagorno-Karabakh. Armenian
Diaspora in its turn demands US $50m for Armenia and US$10m for
Nagorno-Karabakh for 2012, according to ANCA.

Armenian Minister of Culture is intended to invite Colombian novelist,
short-story writer and journalist, one of the most significant authors
of the 20th century Gabriel Garcia Marquez to Armenia, spokesperson
of the ministry told Panorama.am.

“The ministry has discussed the proposal of the initiative group called
“Let’s invite Marquez to Armenia” and we prepare a letter addressed
to the writer,” Gayane Durgaryan said.

An initiative group is created in Facebook social network which aims
to invite great writer Gabriel Garcia Marquez to Armenia. The group
has applied to Hasmik Pogosyan, Minister of Culture of Armenia with
an official letter for the invitation, which reads.

“Respected Minister, we are informed that UNESCO has granted Yerevan
as Book Capital in 2012. In this respect we’d like Armenia to host
world-known Columbian writer, Nobel Prize winner Gabriel Garcia
Marquez. The initiative group has more than 2500 members. Now we apply
to You and ask You to send an official invitation to Garcia Marquez.”

Member of Parliament Vahan Hovanisyan, ARF Dashnaktsutyun, stated
during his meeting with the representatives of the civil sector they
are open to work and the Armenian delegation to Euronest will discuss
proposals offered by the civil sector and will select those necessary.

According to him, the Euronest Bureau session will be held on June 21
but the agenda is still under discussion. After the agenda is approved,
it will be clear what issues the Armenian party will report on and
who will report.

Vahan Hovanisyan denied the newspaper report that he is dissatisfied
with the abilities, language skills of some members of the delegation
and has written a letter to the speaker asking to replace them.

He says if he has problems or dissatisfaction, he will first of all
talk to the members of the delegation, instead of sending letters
here and there.

VIVACELL-MTS ALLOCATES AMD 25 MILLION TO SUPPORT ARMENIAN FARMERS

PanARMENIAN.Net – Mobile TeleSystems OJSC subsidiary VivaCell-MTS
allocated AMD 25 million to support Armavir region’s farmers to
overcome consequences of hard hails and rainfalls.

The sphere of agriculture was named the top priority of the country~Rs
economy and one of the major factors in GDP growth. Frequent rainfalls
and hails in May-June caused serious damage to farms in a number
of villages in Armenia, primarily in Armavir and Aragatsotn. As
a result, farmers are at risk of losing their harvest and staying
without revenue.

In order to mitigate the consequences of the hail and support the most
affected farmers, the Ministry of Agriculture requested the Union of
Businessmen, IT-enterprises, banks and private entrepreneurs for help;
VivaCell-MTS was the first to respond to the call, rendering AMD 25
million assistance to the Agriculture and Village Assistance Fund
functioning under the Ministry of Agriculture.

The means allocated were used by the Ministry of Agriculture to
buy seeds of orchard crops. Starting Monday, the Ministry has been
distributing them to farmers who have suffered most as a result of
recent hails.

Political scientist Sergey Shakaryants is looking forward to the
outcome of today’s meeting between the Russian and Iranian Presidents
in Astana. He is confident the meeting is directly linked to the
process of settlement of the Karabakh conflict.

Military expert Artsrun Hovhannisyan is confident that Armenia
is capable of ensuring its own security and relying upon others
is incorrect. At this point the expert sees no danger for Armenia
connected with the deployment of peacekeeping forces.

“However, the issue will become realistic in the future, when the
terms and form of organization of the referendum on Karabakh’s status
are determined,” Hovhannisyan told a press conference today.

To what extent is the conclusion of a “roadmap” possible? “Here I
trust Foreign Minister Edward Nalbandian. He has clearly stated that
the first round of talks is over and we are expecting the start of
the second stage, which NKR should definitely participate in. This
means that things are going to be decided in the second stage,” the
political scientist said, assuming that discussions on the political
issues of organization of the referendum should already start. “This
is an issue to be solved by Karabakh, not Armenia,” he stated.

NKR Official Does Not Expect Breakthrough In Karabakh Talks

NKR OFFICIAL DOES NOT EXPECT BREAKTHROUGH IN KARABAKH TALKS

NKR President’s Spokesman David Babayan does no expect any breakthrough
during the trilateral meeting of Armenian, Azerbaijan and Russian
Presidents to be held in Kazan on June 25.

He cannot say whether the Presidents of Armenia and Azerbaijan will
be presented a new document or not. At the same time, Babayan hails
all sorts of dialogue saying they will promote peace and stability
in the region.

“The Karabakh conflict cannot be settled without the participation
of the Karabakhi side. We are grateful to Armneia for presenting our
interests but I do not expect any breakthrough in the talks without
Karabakh’s direct engagement,” Babayan told A1+.

According to the NKR President’s Spokesman, Karabakh does not
participate in the talks because of Azerbaijan’s anti-constructive
efforts.

“Today we are witnessing a weird situation: the talks are held within
the framework of the OSCE Minsk Group and the OSCE is breaking its
decision adopted in the Budapest Summit in 1994. I think that the OSCE
is fully aware of the situation, however, they prefer to continue
the talks without Karabakh, taking into consideration Azerbaijan’s
anti-constructive posture,” said Babayan.

The NKR official is confident that the talks will reach a deadlock
without Karabakh’s participation.

“Only then they will restore the distorted format. It is just a matter
of time,” he stressed.

Commenting on Azerbaijan’s calls to accelerate the negotiation process,
David Babayan said it was but PR.

“If Azerbaijan really wants to speed up the talks, the country should
express willingness to negotiate with Karabakh and say that they
recognize the independence of Karabakh. Further, Azerbaijan should
agree to sign a peace deal with Karabakh to determine the borders,”
he said.

Babayan says the current stage of the negotiation process will drag
out for another 2-3 years, since Azerbaijan itself benefits from the
maintenance of the status quo.

“The current stage is not the final one. This is a small step of
a long way, therefore it is useless to anticipate any breakthrough
after the Kazan meeting,” he concluded.

Canadian-Armenian Student Convention Held In Toronto

TORONTO, Canada-From May 14-15, the Armen Karo Student Association
hosted its third annual Armenian-Canadian Student Convention at the
University of Toronto’s Victoria College, with 74 students from across
Canada in attendance.

The association first began thinking about the need for an Armenian
student conference in 2008. “It was our feeling that in this age of
increasing globalization and digitization, our communities were in
need of a central forum where young members of the Armenian-Canadian
mosaic could meet to discuss their views, share their experiences,
and bring about concrete plans for furthering their goals,” wrote
one organizer. With these thoughts in mind, nine Armenian Students’
Associations (ASAs) from universities in Ontario and Quebec were
invited to the first Convention in March 2009, held over the course
of one day in Kingston, Ontario. With 40 university students in
attendance, the event was deemed successful and important enough to
organize a repeat performance in May 2010. This second convention
was again held in Kingston and attended by 40 youth.

These two preliminary successes laid the foundation necessary for the
major expansion that participants were witness to in May 2011. Placing
special emphasis on reaching out to universities where recognized
ASAs do not exist and to university students not involved in the
Armenian community, the association was successful in attracting
young Armenians from Vancouver, Cambridge, Toronto, Ottawa, Montreal,
and Laval, representing a total of 19 colleges and universities.

Recognized speakers were invited to speak on a wide range of topics.

In being the first to speak, Aram Hamparian, the executive director
of the Armenian National Committee of America (ANCA), laid down an
important framework for the convention: He highlighted the need for
continued youth activism and political involvement, making note of
the historically significant place individuals in their 20s and early
30s have had in our nation’s history.

Dr. Alan Whitehorn, professor of political science at the Royal
Military College of Canada since 1978, followed with a comparative
analysis of political participation and elections in Canada and
Armenia. Participants explored a wide range of questions, including
the legitimacy of various forms of political participation (e.g.

votes, running for office, protests, and boycott campaigns), the
importance of national unity, the right to self-rule, and whether
support for a political party should be based primarily on how much
they recognize the Armenian Genocide.

Musician, composer, and producer Ara Gevorgyan facilitated a transition
into a hitherto unexplored topic: the role of art and culture in
the Armenian Cause. Gevorgyan has gained international acclaim
for his modern takes on traditional Armenian sounds and melodies,
while regularly using his music to draw attention to matters such as
the genocide.

As a founding member of the Women’s Coalition of Armenia and
director of the Hrayr Maroukhian Foundation, Maria Titizian was in
a key position to speak to participants about the social, economic,
and environmental realities in Armenia. She presented her report
directly from Armenia via webcam. Her presentation was followed by
an engaging and interactive discussion on topics such as corruption
and immigration policy.

Roupen Kouyoumdjian’s experiences as executive director of the
Armenian National Committee of Canada and an Armenian from Istanbul
were presented in his talk on the second day of the convention. He
provided insights into the political framework that directs the
decision-making of Armenia’s powerful neighbor to the west.

In addition to these thought-provoking speakers, the convention placed
special emphasis on the work of university student associations. Each
ASA had been asked to prepare a presentation on their work over
the past year, giving those present an opportunity to share in
one another’s concerns and successes, and propose solutions to
the challenges all seemed to face. Furthermore, the students were
engaged in a strategy development workshop. The workshop identified
priorities such as closer engagement with students in Armenia and
remaining unwavering in the call for Turkey to turn the corner from
its track record of hindering freedom of expression.

The expansion of the conference to two days also created an opportunity
for participants to network and build new relationships. Through a
Saturday night social event at Libra Lounge, attendees were given the
opportunity to get better acquainted with their fellow convention
participants, hopefully creating meaningful and long-lasting
relationships.

With students from universities spanning the distance from Vancouver
to Montreal, the Armen Karo Student Association, this year more
than ever, came closer to their goal of creating a truly national
meeting between students of common heritage with common interests
and concerns. As this tradition continues year to year, they hope
to expand and strengthen the Canada-wide network of Armenian youth,
ensuring that the generation of up-and-coming professionals and
academics receives solid training for the leadership positions they
will occupy in community organizations and public life.

The principles of Madrid are a disaster for Armenia and Karabakh,
says Ashot Manucharyan. He says a fundamental change of Armenia’s
policy is necessary. Armenia is the ball rather than the football
player, says Manucharyan.

He noted that the interests of Iran and Russia in the region match but
Russia is pursuing instant goals which are not in Armenia’s interests.

“Iran considers the territories as those controlled by Armenia and if
these territories fall under the control of others, Iran says there
are many people who would like to live there,” Manucharyan says,
adding that Iran has shown he has tools too.

Ashot Manucharyan thinks developments concerning the Karabakh issue
are against Armenia. He underlined the factor of the Diaspora regarding
this issue.
