Le conflit non regle du Karabagh est un obstacle majeur
a l’etablissement de relations normales entre les Etats-Unis et
l’Armenie et l’Azerbaïdjan, a indique Celeste Wallander, responsable
du Pentagone en visite officielle a Erevan, dans un entretien accorde
a la presse le mercredi 29 juin. Un constat qui relève de l’evidence,
mais que la secretaire d’Etat americaine adjointe en charge du Sud
Caucase et de l’Europe orientale a cru bon de rappeler, alors qu’elle
avait signifie au president armenien Serge Sarkissian qui la recevait
peu avant que les relations privilegiees liant la Russie et l’Armenie
ne contrariaient en revanche aucunement les relations entre Washington
et Erevan. La responsable americaine a precise que les Etats-unis ne
pouvaient ignorer le fait que le conflit du Karabagh est une question
majeure pour l’Armenie comme pour l’Azerbaïdjan. Elle a explique
que le Departement de la Defense americain ne pouvait se concentrer
que sur les sujets sur lesquels les Etats-Unis peuvent avoir une
influence constructive et des incidences positives pour les deux pays,
de telle sorte qu’ils puissent contribuer a la consolidation de la
securite internationale. Mme Wallender a indique dans le meme temps
que les liens etroits entre la Russie et l’Armenie, singulièrement en
matière de defense, n’empechaient pas le renforcement de la cooperation
militaire de l’Armenie avec l’Otan et plus particulièrement avec les
Etats-Unis. Elle a d’ailleurs qualifie cette cooperation de “très
efficace” a l’issue de sa visite de deux jours a Erevan. “Bien sûr,
nous cherchons toujours mieux, mais nous sommes très heureux de
soutenir les programmes dans lesquels l’Armenie a voulu s’impliquer.

C’est très utile”, a declare Mme Wallander, en soulignant qu’il
n’y avait aucune exlusive dans la cooperation et qu’elle pouvait
renforcer ses liens avec l’Otan tout en assumant son statut de membre
de l’Organisation du Traite de securite collective presidee par la
Russie. L’alliance militaire avec la Russie reste la pierre angulaire
de la politique de securite et de la strategie de l’Armenie. Cela
n’a pas empeche le gouvernement actuel de l’Armenie et ceux qui
l’ont precede de renforcer les liens avec l’Occident, dans le cadre
d’une diplomatie dite de complementarite. ” Depuis que je suis en
charge de la cooperation avec l’Armenie en matière de defense, les
liens se sont resserres et nous avons entrepris de nous concentrer
sur des objectifs plus strategiques et a plus long termes dans la
construction de la capacite de cooperation armenienne dans la domaine
de la defense”, a indique Mme Wallander, en precisant que ” le nombre
des programmes et exercices militaires auxquels l’Armenie a participe
a considerablement augmente “. Une grande partie de l’aide militaire
americaine a l’Armenie au cours de la dernière decennie a contribue a
financer l’envoi d’un contingent armenien sous la bannière des forces
americaines ou occidentales en Afghanistan et au Kosovo. Mme Wallander
a remercie Erevan pour sa participation a ces missions lors de ses
entretiens avec Serge Sarkissian, le ministre de la Defense Seyran
Ohanian and le ministre des affaires etrangères Edouard Nalbandian.

Elle a promis un soutien financier americain plus important pour
renforcer les capacites de l’Armenie en matière de maintien de la
paix. Elle a rendu un hommage particulièrement appuye a la medecine
militaire armenienne. L’armee americaine avait offert un hôpital
de campagne a une unite medicale en 2007. Un responsable americain
avait alors declare que ce don estime a 1,2 million de dollars avait
vocation a faciliter ” les operations militaires armeniennes a venir en
cooperation avec des forces de l’Otan ou sous commandement americain “.

Le parti Republicain (HHK) a defie le Congrès National Armenien
(HAK) de repondre au dialogue politique propose par le President
Serge Sarkissian.

Serge Sarkissian a reaffirme son engagement vis-a-vis d’un tel dialogue
excluant toutefois la moindre negociation formelle entre la coalition
au pouvoir et l’alliance de l’opposition menee par Levon Ter-Petrosian.

Dans une declaration ecrite, Serge Sarkisian a rejete la demande
du HAK de former une equipe de negociatiateurs representant le
gouvernement. Il a dit que les deux parties pouvaient discuter des
questions urgentes auxquelles faisaient face a l’Armenie ” par des
individus specialement designes “.

Le HAK doit encore reagir a la declaration presidentielle. Le bloc
a dit qu’il a besoin de temps pour le faire a cause de ” certaines
ambiguïtes contenues dans la declaration “.

” Nos collègues du Congrès ont besoin de prendre une decision ” a
declare le Porte-parole du HHK Eduard Sharmazanov au service armenien
de RFE/RL. ” Puisque il n’y a eu aucune reaction officielle de leur
part il n’y a rien d’autre que nous pouvons dire “.

” Nous pouvons seulement dire que nous avons pris des mesures pour
avancer le long du chemin du dialogue parce que nous continuons a
croire que les bouleversements et des confrontations doivent etre
une chose du passe en Armenie ” a dit Sharmazanov.

Le HAK pourrait repondre a Sarkissian lors de son prochain
rassemblement prevu pour le 30 juin. Levon Ter-Petrosian et ses
associes veulent que le dialogue prenne la forme de negociations
conduites par des delegations speciales representant les deux partis
rivaux. Ils ont forme une equipe de negociateurs de cinq membres au
debut du mois.

Selon Sharmazanov, les autres membres de la coalition de direction –
les partis Armenie Prospère (BHK) et Orinats Yerkir – sont entièrement
d’accord avec la declaration de Serge Sarkissian.

La vice-presidente du parti Orinats Yerkir Heghine Bisharian, a
confirme cette information. ” Orinats Yerkir n’a aucun problème avec
la designation d’individus et l’engagement dans de telles discussions
autour d’une table ” a-t-elle dit au service armenien de RFE/RL.

Les representants du BHK ont refuse de faire des remarques sur la
declaration de Sarkissian.

plus profond qu’il etait souvent muet, etait de liberer les journaux de
l’argent et de leur donner un ton et une verite qui mettent le public
a la hauteur de ce qu’il y a de meilleurs en lui. Nous pensions alors
qu’un pays vaut souvent ce que vaut sa presse. ”

Cet editorial, publie dans un journal de la resistance au moment où
la France se liberait de l’occupation allemande, n’a rien perdu de
son actualite, ni de son universalite. A quelques encablures du 21
septembre 2011, où l’Armenie va celebrer avec faste sa renaissance,
il nous invite bien sûr a reflechir sur le concept d’independance,
a un moment où celle de la presse reste visiblement a conquerir. Au
pays tout d’abord, avec une serie de procès intentes par les oligarques
contre differents titres, depuis Haygagan Jamanak, jusqu’a Yerkir.

Cette guerilla judiciaire, menee a la faveur de la nouvelle loi sur la
diffamation vise clairement a etouffer financièrement les journaux. En
attestent les dommages reclames par les plaignants.

Apparemment, l’idee qu’ils se font du prix de leur honneur bafoue par
quelques vilaines plumes est plus en rapport avec leur propre compte
en banque qu’avec les maigres recettes de nos quotidiens. Le dram
symbolique qui laverait l’affront ne semble visiblement pas pour eux
de rigueur. Il leur faut la peau de ceux qui ont ose les braver. Cette
morgue pourrait s’averer fatale aux petits titres de notre presse,
qui, pour etre parfois maladroits au point de preter le flanc a ce
type de menaces, n’en constituent pas moins un rouage indispensable
de la vie democratique. Leur liberte est un paramètre de celle du pays.

En la fragilisant, c’est l’ensemble de la nation qu’on affaiblit. Les
juges devraient y reflechir avant de cogner.

Cette zone de turbulence ne se limite helas pas a l’Armenie. Le fleau
contamine la diaspora, et meme la France. Le tropisme de tout pouvoir
qui pense naturellement que la defense de ses interets passe par le
contrôle des medias s’alimente a loisir des phenomènes de cour. La
capacite d’influence, la promotion de l’image font parti de la
panoplie des postulants aux faveurs de l’Etat et autres papillons
de nuit attires par sa lumière. Et la presse constitue le terrain
de chasse privilegie de ces impetrants. L’affaire Yezeguelian est
archetypale de cette situation. Cet homme d'”affaires” en quete
apparente de notoriete multiplie les achats d’espaces dans les medias.

A ce titre, il apparaît pour ce secteur d’activite en recherche
permanente de fonds, en particulier en periode de crise, comme un bon
client. Les journaux ont besoin de pub et il prodigue ses largesses.

Jusque-la tout va bien. Et d’ailleurs, NAM a egalement en son temps
profite de cette offre. Le problème se corse quand se pose la question
politique du retour sur investissement de ce type de recettes. En
refusant un publi-reportage visant a assurer la promotion d’une
association de juristes presidee par ce personnage, alors que cette
structure, la FFAPJ, etait en conflit avec l’AFAJA, une association
d’avocats historique et legitime, NAM a prefere mecontenter un
annonceur plutôt que de se faire instrumentaliser. Rien d’heroïque a
cela. Simple respect de la deontologie minimum de la profession. Il
s’en est suivi une veritable declaration de guerre qui a pris la
forme d’une campagne de calomnies sur le net, d’une tentative de
corrompre ses societaires et de deux procès. Un pour expulser NAM de
ses locaux, dont Yezeguelian est actionnaire, l’autre en diffamation,
au motif d’un message diffuse sur le forum d’Armenews, en reparation
duquel le plaignant s’estimant vise reclame 50 000 euros de dommages.

Cette agression nous a valu de nombreux temoignages de solidarite,
tant de la part du bureau national du CCAF que de nombre de nos
confrères. Qu’il soit ici permis de souligner en particulier l’attitude
exemplaire d’Achrakh et d’Azad magazine, qui non seulement nous ont
exprime chaleureusement leur soutien, mais qui ont egalement resiste
aux tentatives de Yezeguelian d’acheter des espaces dans leur support,
estimant que ce type de propositions, pour benefique qu’elle puisse
etre a leur survie financière, pouvait dans ce contexte attenter a
leur… independance. Chapeau bas !

D’aucuns se sont montres moins scrupuleux, mais du moins ont-il eu
la pudeur de se taire sur cette affaire, afin d’eviter tout conflit
d’interets. Soit. Mais dans la dialectique du ” souteneur ” et des ”
soutenus ” d’autres se sont visiblement ranges dans la categorie de
ceux qui pensent qu’il faut se courber pour ramasser. On n’evoquera
pas ici les gesticulations hypocrites des responsables stipendies de
Noyan Tapan, un hebdo fait en Armenie et dont Yezeguelian assure les
frais de parution en France.

Mais que dire de l’attitude de Nor Haratch, piètre successeur de
son venerable modèle, qui s’est pique de traiter de ce conflit dans
des articles faisant le jeux de Yezegelian et ce tout en publiant
en parallèle ses annonces publicitaires. Quel que soit le jugement
qu’on peut porter sur ce coup de pied de l’âne a l’egard de Nouvelles
d’Armenie, l’absence d’ethique dont fait montre ce journal en armenien
laisse sans voix, quand bien meme ne faudrait-il l’imputer qu’a
l’inexperience de son redacteur en chef…

Mais le mal est helas plus profond. Il temoigne d’une lente derive
vers la diaspora des turpitudes les plus detestables du pouvoir de
l’argent dont on mesure avec effroi les ravages en Armenie. En France
la vie communautaire armenienne a connu bien des divisions et des
polemiques. Mais du moins jusqu’a il y a peu, les lignes de partage
se dessinaient-elles autour des convictions. On pouvait s’affronter,
parfois sterilement, mais c’etait toujours au nom d’ideaux. Les
activites pouvaient etre financees par des mecènes, mais ce sont eux
qui se mettaient au service des associations et non le contraire. Ce
code moral a-t-il vecu ?

The Arab Spring, which is continuing with thunder, lightning,
and downpours of rain, has also greatly increased the interest in
Washington towards Turkey, the influence of which has been increasing
in the region.

We saw the most recent example of this at the annual Turkey conference
held on Thursday by the Middle East Institute (MEI) think-tank. The
organizers closed the registrations two days earlier because of the
intense demand. There were those who used intermediaries to be able to
attend, and there were even people who were turned away despite having
turned up at the door. It was noteworthy that, despite the fact that
at least five separate think-tanks have had open meetings on Turkey
following the 12 June elections, there was still appetite for more.

Increasing Interest in Turkey Noteworthy

The interest in Turkey in Washington is not only changing
quantitatively, but also qualitatively. To the “usual suspects,”
a large number of new faces have been added. Young Americans whom I
do not recognize at all come up to my side at meetings and suddenly
start speaking with me in Turkish. The number of those who ascribe
importance, in terms of their personal careers, to knowledge of
Turkey and the Turkish language, is increasing. Turkey experts are
being invited more frequently than before to provide their views in
closed meetings within the government and in think-tanks.

In the US capital, the topic of the Middle East, in particular, can no
longer be taken up without discussing “what might Turkey say?” and
“what will it do?” And heading up those asking these questions
is no doubt President Barack Obama. Obama, following his election
congratulation phone-call, telephoned Prime Minister Recep Tayyip
Erdogan once again last Monday. In the discussion, an exchange of
views took place regarding Syria. For the White House to keep the
contact with Ankara warm does not, in my view, derive merely from
its considering it important to listen. The desire to eliminate the
possibility of encountering a surprise that might come from Turkey,
whose foreign policy is becoming more independent, is also influential
in this. Turkey’s voting “no” on UN sanctions against Iran, when its
abstaining had been expected as the worst-case possibility, very much
astonished the White House. The Americans do not want to get another
unpleasant surprise like this. The statement of Assistant Defence
Secretary Alexander Vershbow, who expressed the views of the Obama
administration in the MEI conference, which can be summarized in the
form of “we can live with your independent foreign policy, as long as
we do not encounter surprises,” can be assessed from this standpoint.

At the head of the areas in which the Obama administration does not
want to encounter a Turkish surprise comes Syria. They are pleased,
on the one hand, that Ankara has shown that the credit it was offering
the [Bashar] Al-Asad regime was not unlimited, and that it has begun
to follow a policy that is much more in tune with Washington’s. On the
other hand, and particularly due to the increase of military activity
on the Turkish-Syrian border, they are looking into the question of
“might the Turks at some point make a military move?” Secretary of
State Hillary Clinton, by stating that she considered the actions
of Syrian units near the Turkish border “very worrisome,” indicated
that this would increase the likelihood of a border clash and could
negatively impact the situation of refugees.

Military activity on the border of a NATO member will no doubt be
closely followed by the Western allies, and particularly the United
States. But for so much concern to be felt in Washington regarding
Ankara’s entering into a hot conflict is really a bit excessive. And
one likely reason for the insistent proposals of support that the
United States has been making to Ankara in terms of aid to the Syrian
refugees is a desire not to remain outside developments, and in fact to
control them. Meanwhile, one of the most problematic issues occupying
the heads of people dealing with Turkey in Washington these days is
that of the problems that have been experienced with Israel.

Ambassador Vershbow, in his speech in which the messages were very
finely crafted, stressed the importance of finding a “political
solution” to the Israel-Turkish dispute. A general air of pessimism
on this issue predominates in American foreign policy circles. The
fact that the Mavi Marmara is not taking part in the Gaza flotilla
has allowed everyone to relax a bit. And Israeli President [Benjamin]
Netanyahu’s sending an election congratulation message to Erdogan was
also received positively. Ankara, even it does not back down on [its
demands for] an apology and compensation, is expected to continue,
at least in terms of rhetoric, the careful line it has displayed in
the recent period.

Anti-Turkish Circles Engaged

Some Armenian and Greek groups, finding the conditions more propitious
due to the fact that the Israel lobby, whose anger at Turkey continues,
has not gone into action on our behalf, and is even covertly engaging
in activities against us, have gotten encouraged.

Two critical resolutions, on the “Armenian Genocide” and on Christian
rights, have been introduced in the House of Representatives. Although
the Turkish lobby in America is gradually growing stronger, it is
not strong enough to be able to deal with hostile and dissatisfied
lobbies in the foreseeable future. The Embassy is trying to do all
that it can, but the new Ankara, particularly with the atmosphere
of the 2012 election beginning in the United States, needs to pay
attention to the Congress with the utmost sensitivity and gravity.

Despite the advancing democracy and increasing freedoms in Turkey,
propaganda being conducted such as to bring back to life the horrific
message of the film Midnight Express, and with the contributions
of the “White Turks'” intelligentsia as well, still maintains its
influence in Washington. Moreover, we also cannot say that some
problems cited in the human rights and religious freedom reports
compiled by the US State Department, and which are also confirmed by
respected international organizations as well, do not in fact take
place. A Turkey that has eliminated its deficiencies in democracy
and human rights would yet further increase its capability of action
and providing inspiration in the international arena, including in
its relations with the United States and the EU. It would deprive
its opponents of important ammunition. In this regard, the new TBMM
[Turkish Grand National Assembly] and cabinet, regardless of whether
or not the constitution changes, should begin immediately to amend
all the laws and provisions that give rise to human rights problems.

Washington is slowly moving from the stages of denial, ridicule, and
rejection of the process of the Turkey’s re-emergence on the stage of
history, after a lengthy interval, with their own identity, to the
stage of acceptance, respect, and utilization. And this is giving
rise to new opportunities with the United States for the new Ankara…

Sha’th Receives Assurances From Armenia About Voting for the Membership
in the United Nations

Ramallah, 27 June (WAFA) – Nabil Sha’th, commissioner for external
relations of Fatah, has received assurances from Armenian Minister
of Foreign Affairs Edward Nalbandian that his country will vote for
accepting the membership of the independent Palestinian state in
the United Nations and for all the other issues that concern the
Palestinian people.

This came during Sha’th’s visit to Armenia – the first of its kind by
a Palestinian official – during which he met with Foreign Minister
Edward Nalbandian, the staff of the Ministry of Foreign Affairs of
Armenia, and the heads of Armenian parties.

Sha’th visited the monuments of the historical city of Yerevan,
the capital of Armenia, including the Armenian National Memorial,
the [Eternal] Flame of the Unknown Soldier, the Museum of Armenian
Architecture, and some ancient churches.

Dr Sha’th also visited Ukraine and met with the country’s minister
of foreign affairs, the staff of his ministry, and the leaders of
parties and the Ukrainian Parliament.

The minister of state stressed Ukraine’s recognition of the
independent Palestinian state. It is worthy to mention that Sha’th
and the minister of foreign had raised the Palestinian flag in 2001
on its embassy in Kiev.

The two sides discussed the September UN bid, the application for
the membership in the United Nations, and the role of Ukraine in
supporting the Palestinian position.

Analyst at Stratfor Eugene Chausovsky examines Russia’s dominant
position surrounding the territorial dispute of Nagorno-Karabakh near
the Armenian- Azerbaijani border.

Chausovsky writes: “A cease-fire was broken between Armenia and
Azerbaijan on Tuesday after an exchange of gunfire occurred between
the two countries on the line of contact. These skirmishes occurred
after the latest round of negotiations over Nagorno-Karabakh, which
is a disputed region between the two countries, failed to produce a
settlement on Friday. While negotiations over Nagorno-Karabakh have
been going on for several years, there are significant geopolitical
realities that serve as obstacles to any sort of agreement over
this issue.

The primary actor when considering the prospects for a Nagorno-Karabakh
settlement is not Azerbaijan or Armenia but, rather, Russia. Russia’s
primary goal in the former Soviet Union is to advance its interests
in these countries while blocking the interests of foreign powers and
particularly the West. This is especially the case in the Caucasus
region, which is made up of Armenia, Azerbaijan as well as Georgia,
and these three countries are heavily pursued by the West. Within
these pursuits, Azerbaijan is the key as it has the largest population
in the region, it borders both Russia and Iran in strategic points,
and perhaps most importantly, it has significant quantities of oil
and natural gas. These energy resources allow Azerbaijan to be a
significant exporter of energy to the West and therefore serve as
a threat to Russia’s energy relationship and political relationship
with Europe. This then explains Russia’s relationship with Armenia,
which Russia supports politically, economically and has a troop
presence within Armenia. This also explains Russia’s position on
Nagorno-Karabakh, which is to appear that Russia is trying to do
everything it can as a negotiator to reach a settlement while in
reality do everything it can to prevent such a settlement.

As long as the Nagorno-Karabakh conflict remains an issue, then
Azerbaijan’s access to the west via Turkey is blocked through this
corridor. And while Azerbaijan has been increasing its military
expenditures on the back of its growing energy exports, the fact
remains that Russia’s military presence in Armenia will serve as a
significant blocking force to Azerbaijan. In addition, Russia also has
a military presence in two breakaway territories of Georgia, Abkhazia
and South Ossetia, giving Russia even more leverage over Azerbaijan.

Therefore, it ultimately boils down to Russia’s position when
assessing the prospects for any meaningful change to the status of
Nagorno-Karabakh.”

On June 27, the Minister of Foreign Affairs Edward Nalbandian received
Celeste Wallander, the U.S. Deputy Assistant Secretary of Defence.

Edward Nalbandian expressed confidence that the launched cooperation
between the two countries will further enlarge.

The MFA press service reports, the US Deputy Assistant Secretary of
Defence, in his part, expressed satisfaction with the Armenian-American
interaction dynamically developing and underlined that the United
States will continue to support Armenia’s efforts undertaken towards
the peacekeeping, military education and defence reforms. The
interlocutors touched upon the military assistance provided by
the United States to Armenia, the cooperation between Armenia and
the NATO, and the works carried out in that format. In the course
of the meeting, the sides touched upon Armenia’s participation in
the peacekeeping operations of the international community. In that
context, the U.S. Deputy Assistant Secretary of Defense highly assessed
Armenia’s contribution to the peacekeeping operations, particularly
welcoming the tripling of the number of the Armenian peacekeeping
forces in Afghanistan.

The Armenian Minister of Foreign Affairs presented the developments
around the settlement of the Nagorno-Karabakh issue and the results
of the Kazan meeting. In that context, Minister Nalbandian underlined
that progress was not achieved in Kazan meeting, because despite the
calls and expectations of the heads of the mediatory countries and
international community, Azerbaijan was not ready to accept the last
version of the Basic principles proposed by the Co-Chairs, putting
forward dozens of amendments.

On June 25,”Azg” daily published an issue entitled “Agreement between
Armenia and Turkey on the return of five, three or one region”. This
was the interview with the President of the Parliamentary Assembly of
the Council of Europe Mevlut Cavusoglu. Referring to some statements of
the Turkish parliamentarian Armenian MFA Spokesperson Tigran Balayan
answered to Azg daily’s question.

We have asked “How will you comment by Mevlut Cavusoglu, President of
the Parliamentary Assembly of the Council of Europe, as if there is
an agreement between Armenia and Turkey on the return of five, three
or one region?” to this question Tigran Balayan answered that Armenia
has not negotiated with Turkey over the Nagorno-Karabakh issue, and
therefore never on the return of either five, or three, or one region.

According to Balayan the reference to some ministers is a
“manipulation, a trickery”, which is like those rumors, as “if
Cavusoglu was not a supporter of the revival of the subcommittee
on Nagorno-Karabakh in the Parliamentary Assembly of the Council
of Europe, about which some of the members of the PACE had publicly
stated, including the representatives of Azerbaijan”.

Robert Kocharyan Re-Elected Into JSFC Sistema Board Of Directors

ROBERT KOCHARYAN RE-ELECTED INTO JSFC SISTEMA BOARD OF DIRECTORS

PanARMENIAN.Net – Former Armenian President Robert Kocharyan was
re-elected as a member of JSFC Sistema’s board of directors.

According to Sistema press service, the 12-member board of directors
was elected on June 27.

JSFC Sistema is the largest diversified public financial corporation
in Russia and the CIS which invests in and is a major shareholder
of companies serving over 100 million customers in the sectors of
telecommunications, high technology, oil and energy, radars and
aerospace, banking, retail, mass-media, tourism and healthcare
services.

Robert Kocharyan was elected as the independent director of the
corporation in June 2009.
