BAKU. – Head of Caucasus Muslims Sheikh-ul-Islam Allahshukur Pashazade
confirmed receiving of invitation from Catholicos of All Armenians
Karekin II to visit Yerevan.

The decision on participation has not been made so far, 1news.az
reports. However, Pashazade will voice his position after the meeting
with Patriarch of Moscow and all Russia Kirill.

As Armenian News-NEWS.am reported earlier, representative of Russian
Orthodox Church Roman Silantyev said that they arrange CIS session of
interreligious council presidium scheduled for November 28 in Yerevan.

Armenia And Iran To Discuss Oil Pipeline Construction

ARMENIA AND IRAN TO DISCUSS OIL PIPELINE CONSTRUCTION

Armenia and Iran have agreed on renewing talks on construction of
an oil pipeline, Armenian Minister for Energy and Natural Resources
Armen Movsisyan said, ARKA reports.

The minister explained that the talks were halted due to high oil
prices. Iran abstained from the project.

Movsisyan said earlier this year that the two states had planned for
construction to start in 2011. The project will need two years to be
accomplished. Armenia received about $100 million of investments.

The oil pipeline will have a capacity of 1.5 million tons annually. It
will allow Armenia to import fuel to Yeraskh and then via rail or
car transport.

Le President du Conseil de securite de l’ONU a soumis lundi la
candidature de la Republique du Soudan du Sud pour devenir un nouvel
Etat membre des Nations Unies a l’organe charge d’examiner une telle
demande.

Le Comite du Conseil sur l’admission de nouveaux membres s’est reuni
lundi après-midi pour examiner la candidature, qui a ete soumise par
le President du Soudan du Sud, Salva Kiir, le 9 juillet, le jour où la
nouvelle nation a proclame son independance et sa secession du Soudan.

“J’ai l’honneur, au nom de la Republique du Soudan du Sud et de son
peuple, en ma capacite de President, de soumettre cette candidature
pour devenir un Etat membre a part entière de cet organe respecte
“, a ecrit M. Kiir dans une lettre adressee au Secretaire general de
l’ONU, Ban Ki-moon.

” La Republique du Soudan du Sud accepte les obligations contenues dans
la Charte des Nations Unies et s’engage solennellement a les remplir “,
a-t-il ajoute dans cette lettre, qui a ete transmise par Ban Ki-moon
aux Presidents du Conseil et de l’Assemblee generale de l’ONU.

Toute recommandation pour l’admission d’un nouvel Etat membre doit
recevoir neuf votes favorables sur les 15 membres du Conseil de
securite. Il faut egalement qu’aucun des membres permanents (la Chine,
les Etats-Unis, la France, le Royaume Uni et la Russie) ne vote contre.

Si le Conseil de securite recommande l’admission, cette recommandation
est presentee a l’Assemblee generale reunissant les 192 Etats membres.

Il faut l’approbation des deux tiers des membres presents et ayant
vote pour admettre un nouvel Etat.

Si sa candidature est approuvee par le Conseil de securite et ensuite
par l’Assemblee generale, le Soudan du Sud, qui compte 8 millions
d’habitants, deviendra le 193e Etat membre de l’ONU.

Par ailleurs, le Conseil de securite a decide lundi le retrait
effectif de la Mission des Nations Unies au Soudan (MINUS) le 11
juillet 2011. La MINUS avait ete creee en 2005 par la resolution 1590
du Conseil.

Aux termes de la resolution 1997 adoptee a l’unanimite de ses 15
membres, telle qu’oralement amendee, le Conseil demande egalement
que le Secretaire general transfère le personnel, le materiel, les
fournitures et les autres biens appropries de la MINUS a la Mission
des Nations Unies au Soudan du Sud (MINUSS) et a la Force interimaire
de securite des Nations Unies pour Abyei (FISNUA).

Le Conseil de securite souligne en outre la necessite d’une transition
sans heurt de la MINUS a la MINUSS ainsi qu’a la FISNUA.

Par ailleurs, le Conseil prie le Secretaire general de consulter le
Groupe de mise en ~uvre de haut niveau de l’Union africaine et les
autres partenaires et de lui presenter des options concernant l’appui
des Nations Unies aux nouveaux arrangements securitaires dans les
Etats du Nil bleu et du Sud-Kordofan, ” conformement a l’Accord-cadre
du 28 juin entre le gouvernement du Soudan et le Mouvement populaire
de liberation du Soudan (Nord) “.

It’s not often that Buckingham Palace echoes to the sound of a
160-strong choir singing Armenian music. But a concert on 15 June
included the wonderful Bach Choir performing two pieces of religious
music, ‘Surb, Surb’ and ‘Hayr Mer’, as well as the great violinist
Maxim Vengerov playing a piece by the great Armenian composer Komitas
for the first time in his career.

The occasion was a dinner and concert hosted by the Prince of Wales
to raise funds for two charities: the “Yerevan My Love” project in
Armenia and the Dumfries House project Prince Charles has led in
Scotland. It followed a similar event at Windsor Castle last year. In
both cases the initiator was Armenia’s first Ambassador to the UK,
and former Prime Minister, Armen Sarkissian.

I’ve been delighted to attend the events and support this project. It
seems to me to manage an important balancing act, seeking to preserve
what is left of Yerevan’s architectural heritage – all too little,
sadly – and to support the local community, using the reconstructed
buildings to provide important social services to vulnerable parts
of the community.

Last Friday, 1 July, Armen Sarkissian and Yerevan Mayor Karen
Karapetian updated local media on progress on the project. Plans are
ready for construction of the first phase to begin now, and planning
is in hand for a second phase in downtown Yerevan. The first stage
will see three historic buildings reconstructed around the church of St
Hovhannes in the Kond district. They’ll house centres for children with
special needs, vulnerable famiies, and a community centre for the area.

Although it’s still early days for phase 2, they have their eye on
sites in the downtown area, where new buildings threaten to overwhelm
what does still remain of the older city. One building which has
already been restored to great effect in the area is the ironically
named “Villa Delenda”, restored by Antonio Montalto, who has also
put huge personal efforts into restoring buildings in the historic
nineteenth century part of Armenia’s second city, Gyumri. I hope
the project can ensure the area is developed more sensitively and
sustainably than some parts of the city.

These projects take time and huge efforts but I’m delighted that there
is active British involvement, not least through the Prince of Wales,
in helping save the past and build for the future in Yerevan.

Baku-APA. “Negotiations on the Armenian-Azerbaijani Nagorno-Karabakh
conflicts are conducting long time and we are almost on the decisive
stage of the negotiations. So would like to inform Azerbaijani people
on the latest events that happened”, – Azerbaijani President Ilham
Aliyev said at the meeting of the Cabinet dedicated to the outcomes
of the socio-economic development in the first half of 2011, APA
reports quoting AzerTAc.

The Head of State firstly said that the last joint declaration by
OSCE Minsk Group co-chairs are very encouraging and makes us feel
satisfied. Because this statement referred to the Helsinki Final Act
theses. The Helsinki Final Act is showed as a basis for resolving the
conflict. There is no contrast between the principles of territorial
integrity and the principles of self-determination of peoples, and
the issue on resolving conflict in the framework of the countries’
territorial integrity.

According to him, the second important point is that the statement
and subsequent statements the Co-Chairs said that the status quo must
be changed, the status quo is unacceptable. This means that changing
the status quo must ensure the liberation of Azerbaijani lands from
occupation. Within last 20 years, the Armenian side has tried and tries
to keep status quo unchanged and, thus, no change in the situation.

The third important point is the activity of Minsk Group co-chairs
relating to this matter. “We see this activity, the public also knows
this. Prior to the meeting in Kazan, I had a telephone conversation
with President Barrack Obama. On the eve of the meeting in Kazan,
French President Sarkozy has sent me a message related to the
Nagorno-Karabakh conflict. Kazan meeting, as you know, was held at the
initiative of Russian President Medvedev. After meeting U.S. Secretary
of State Hillary Clinton turned to me with a message, and then I had
telephone conversation with Hillary Clinton”, – he said.

Aliyev said that after the meeting in Kazan, Azerbaijani Foreign
Minister met with Minister of Foreign Affairs of France, and finally,
President Medvedev sent to Baku of his foreign minister, who presented
the message of the Russian President. That is, the mere enumerations
of these facts indicate that the activity really reached a high limit,
and we are very pleased and encouraged. Therefore, we hope that this
activity will lead to real results. We see that currently co-chair
countries are trying hard to basic principles were agreed upon as soon
as possible and thus created the conditions for the preparation of a
peace treaty. We also want this, want to, perhaps more than anyone
else. Since this is our land, and the Armenian invaders for nearly
20 years of occupying them. The most interested side in the resolving
this conflict is Azerbaijan”, – he said.

At the same time, the President emphasized that Azerbaijan has
always demonstrated a maximum constructive. In 2004, the format of
the talks appeared under the name “Prague process”, and this process
goes forward, was agreed some issues exchanging of views on complex
issues in the negotiations. As a continuation of the Prague process,
the parties were represented the Madrid principles. These principles
consist of several paragraphs and were very general in nature.

Azerbaijan in a very few exceptions generally adopted the principles.

Based on these principles until the end of 2009 the OSCE Minsk Group,
that is, all three co-chairs – the United States, France and Russia
have presented both sides of the updated Madrid principles. It was in
late 2009. In the beginning, rather, in January 2010, Russian President
Medvedev invited the presidents of Armenia and Azerbaijan in Sochi,
where he held a trilateral meeting. At that meeting, Azerbaijan made
clear that receives updated Madrid principles.

“We did not write these principles. We have not invented these
principles. These were the principles which jointly presented and on
which many years of working America, France and Russia. The Armenian
side has not adopted these principles, and then we can say in the
negotiations there is some congestion, as the regular meeting held
within six months, in June 2010 in St. Petersburg”, – President
Aliyev said.

“What are the updated Madrid principles? I believe that this issue
should not be any doubts and misunderstandings. I think the time has
come to talk about it. First of all, there is provided for withdrawal
of occupation forces of Armenia from the occupied lands. Included the
immediate withdrawal of Armenian troops from five districts in five
years – from the two regions and the return of Azerbaijani citizens to
their native lands. These proposals also have been providing temporary
status to Nagorno Karabakh. The functioning of the corridor between
Nagorno Karabakh and Armenia was also in those principles. To ensure
the safety of both Armenian and Azerbaijani population was necessary
input to the region of peacekeeping forces. Also was to be ensured the
return of all the people in the former places of residence”, – he said.

“In short, these principles are consist of them. Parameters of the
corridor that connects Nagorno Karabakh with Armenia were also part
of those principles. I believe that this option could be adopted. Of
course, it is basic principles. On this basis, should be negotiated
based on which is to be prepared a peace treaty. Of course, when it
is ready to a peace treaty, the final decision to take the people
of Azerbaijan. Updated Madrid principles put forward by the co-chair

the Armenian side did not accept these principles, refused them, and
then, in the negotiating process until mid-2010 appeared stagnant. And
then began to put forward new proposals. Sometimes these deals are
negotiated and changed the basic principles of negotiation that we
had in the past seven years”- the Head of the State said.

“So now we face a new situation. Azerbaijan is interested in
constructive negotiations. Azerbaijan has demonstrated its will in
2009 and in early 2010. Has shown once again that the commitment to
peaceful negotiations and these negotiations must lead to a peace
treaty. We are negotiating not just for the sake of negotiations or
for simulating and creating visibility. Here, between Azerbaijan and
Armenia, quite a big difference. Armenia always tries to make the
status quo remain unchanged, aims to show that they were allegedly
involved in the negotiations and demonstrate a constructive approach.

Although they have always tried to disrupt the talks”, – he noted.

President Ilham Aliyev said that Azerbaijan has clearly demonstrated
its constructiveness. And today, ready to demonstrate, those
principles. All citizens of Azerbaijan have to return to areas that
are now under occupation. After that, peace can be established. After
this, cooperation can be. With regard to the legal status of
Nagorno-Karabakh, in the principles of 2009, it was stated that issue
of the future, and if the parties consent it can be solved. That is,
without the consent of Azerbaijan in Nagorno-Karabakh can not be any
legal status. “That’s why I have repeatedly said, and today I want to
say again that the separation of Nagorno-Karabakh from Azerbaijan,
Nagorno-Karabakh granting independence or joining it to Armenia has
never been and never will be the subject of negotiations. Neither
the government of Azerbaijan, nor the people of Azerbaijan will never
accept this”, – Azerbaijani President said.

According to him, listing all of these issues shows the world the
good will of Azerbaijan, which has always demonstrated a constructive
approach in negotiations. At this stage, the whole world pays great
attention to this issue. “Recently I visited European Union. The
visit had great importance to strengthening ties between the EU
and Azerbaijan. Most importantly, this visit was very important to
choose the right directions for future cooperation between the EU
and Azerbaijan. We feel close enough to our positions concerning
the future of joint cooperation, so it should be. Since we intend to
carry out long-term cooperation with the European Union. Therefore,
each question must be marked clearly. Among the issues discussed and

YEREVAN.- Armenia will not be able to receive financial assistance
from the Millennium Challenge Corporation (MCC), unless corruption
and fair governance indicators are improved, writes the Armenian
Haykakan Zhamanak newspaper.

Such a conclusion can be drawn from a statement of the U.S. Embassy
received by the newspaper in response to their request to comment on
the situation.

The statement in particular mentions that MCC is cooperating with
the countries with free economy which are investing in their people.

Compliance of MCC programs with a certain country is determined based
on implementation of MCC parameters. These indicators are estimated
every November. During the MCC session held this January provision
of the second program to Armenia was not discussed.

Newspaper’s sources in U.S. Embassy confirmed the information.

“Armenia can apply for MCC funding until November, thus the indicators
should be improved by this time,” the newspaper writes.

In this age of Lady Gaga, Elie Saab’s fashion advice seems, well,
almost shocking in its austerity. The man who launched a thousand
Swarovski-swamped impersonators is telling me that he isn’t impressed
by celebrities who take fashion to extreme levels âEUR” and while
there are many who would accuse Saab of instigating the current crop
of OTT Arabic designers, a quick glance at his latest haute couture
offerings, as always, reveals why he is considered a master of the art:
a rare subtlety along with the sequins.

“Why would she want to be crazy?” continues Saab, seated in the cool
white surroundings of the Pavillion Downtown Dubai gallery recently.

He’s reacting to the suggestion that the current red carpet scene is
predictable and lacking in risk takers. “She” is the woman, his raison
d’etre, the feminine ideal he lives to dress. “In some places, I feel
like she’s confused, she doesn’t have enough to live in simple ways.

She wants to be shocking. For me it’s not healthy.”

The Lebanese designer has never hidden the fact that he has one main
objective: to make women beautiful. “I don’t like women who take
risks. Because for me, the more important thing for a woman is that
she respects her femininity and her image. To be a fashion victim âEUR”
for what? It’s complicating life for nothing.”

This month, a different outlet for that objective was released: his
long-awaited first fragrance, Elie Saab Le Parfum, the first of what
he promises are many lifestyle extensions to his brand.

“For me [a fragrance] is very important because it’s complementary
to a couture house. We are doing a lot for lifestyle. We have a lot
coming up. We are serious about too many projects.”

Saab turned to Beaute Prestige International, the cosmetics company
behind several iconic fashion label fragrances âEUR” think Issey
Miyake, Narcisco Rodriguez âEUR” to create the scent, saying the
process was too far away from his world of tulle and taffeta.

“It’s not the same way as [doing] fashion, it’s not the same feel.

It’s more industrial. It’s not my market. I want to leave my feeling
and my approach for the women I respect.” To that end, a concoction by
reknowned “nose” Francis Kurkdijan (the creator of Jean Paul Gaultier’s
Le Male) was picked from dozens of others put forward for development.

“It was easy,” says Kurkdijan of working with Saab. “Because we are
speaking a common language, mostly because of my origin [France-born
Kurkdijan is of Armenian origin], also because I see myself as a mix
between East and West, and I do believe he feels also that way. His
brief was: âEUR~Get my style and get my spirit into a bottle’.”

That spirit, adds Saab, is “a big responsibility.” It’s “respect for
a woman to wear something always flattering from me.” Looking up from
a photograph of Bollywood actress Aishwarya Rai Bachchan wearing
one of his designs on the red carpet at the Cannes Film Festival,
he adds: “The woman everywhere speaks the same language. She wants
to be beautiful. Just because she’s Indian, African, American âEUR”
she wants to be beautiful. From my side, this is my obsession,
always. I don’t go far, I don’t want to do stories. I want to do
clothes flattering for a woman only. It’s my target.”

That’s not his only target however: having the fashion world take his
home country seriously, and having the Lebanese take their own fashion
designers seriously, have been parallel projects for over two decades.

“My atelier is in Lebanon,” he says when asked why he doesn’t move to
Paris. “All my haute couture is there. I don’t want to move. I have
my people for 25 years. I’m so proud of the image of my country and
I’m a success story of all the Arabic countries.”

Plenty of the rising stars of Lebanese design âEUR” including Rabih
Kayrouz, who also showed at Paris Haute Couture Week last week âEUR”
worked under Saab, and most namecheck the designer when asked about
why they went into the industry. Saab believes he paved the way not
only for Lebanon to be seen as a creative hub, but also for design
hopefuls to gain the approval of their families.

“I’m so proud that 80 per cent of Lebanese designers passed through
my atelier. For 20 years I’ve been working on it. I take behind me
all these young people, and every time I see a name dressed outside
of Lebanon [wearing a Lebanese designer], I feel proud. Trust me âEUR”
every day I’m working on that. I shocked my parents. Now, every family
wants to have an Elie Saab in their family.”

Sergey Lavrov, as agreed earlier, met with co-chairs of OSCE Minsk
Group on Nagorno Karabakh conflict settlement Bernard Fassier of
France, Robert Bradtke of the United States and Igor Popov of Russia,
as well as Ambassador Andrzej Kasprzyk, Personal Representative of
the OSCE Chairperson-in-Office.

As the Russian Foreign Ministery press service reports, during
consultations they discussed issues of further coordination of OSCE MG
co-chair countries’ work including results of June 24 Kazan trilateral
summit, and following efforts undertaken by Russia, U.S. and France,
being mediators in the negotiation process.

On July 8, Russian Foreign Minister Sergei Lavrov handed over a
personal message and proposals of RF President Dmitry Medvedev to
Armenian and Azerbaijani leaders Serzh Sargsyan and Ilham Aliyev.

At June 24 meeting in Kazan, the Presidents of Armenia, Azerbaijan
and Russia failed to sign an agreement on basic principles of Karabakh
conflict settlement.

the OSCE MG co-chairs’ efforts, Azerbaijan was not ready to accept
the final version of basic principles, presenting ten new amendments

Armenia’s President and Commander-in-Chief Serzh Sargsyan has
reiterated his support for peace, but warned neighboring Azerbaijan
that a new aggression against Karabakh will again prove it the
losing side.

Sargsyan made the remarks on Saturday as he spoke in front of
participants of the first All-Army convention of young officers of
the Armed Forces.

“During the latest war all enemy fortifications collapsed after attacks
by Armenian warriors. The might of those strikes was spreading panic
and despair among the enemy ranks… We would regularly see the rear
of the chaotically fleeing enemy,” emphasized Sargsyan.

“We won in a long, difficult and unequal war. Some, while saying an
‘unequal war’ mean the fact that Azerbaijan had more money, equipment
and troops. This is true, but for me the war was unequal because the
stronger side was fighting against the weaker one, and the stronger
side was us. The freedom-loving one was fighting against the aggressor,
and we were the freedom-loving one. The just one was fighting against
the unjust one and we were the embodiment of justice,” he said.

“And today we continue to support peace, but if the aggressors start
thinking of a new adventure, I don’t doubt a bit that there will be
inequality again, and we again will be the stronger ones, because
the defender of the ancestral home and homeland is invincible.”

Sargsyan’s remarks came a day after he received new proposals
from Russian President Dmitry Medvedev around the settlement of the
protracted conflict in Nagorno-Karabakh. The yet undisclosed proposals
were also received by Azerbaijan’s President Ilham Aliyev.

Sargsyan and Aliyev talked at a Russia-hosted summit on June 24. But
contrary to international mediators’ expectations, they could not
bridge all of their remaining differences to reach agreement around
the basic principles of settlement.

The failure to make progress at the latest round of peace talks gave
rise to fresh speculations about an impending war in the region,
with analysts pointing at the recent military buildup in Azerbaijan.

Armenia and Karabakh have repeatedly warned the international community
about petrodollar-backed military acquisitions being made by Baku amid
its increased war rhetoric. But both political leaders and military
men in Yerevan and Stepanakert have downplayed Azerbaijan’s capability
of waging a successful war against Karabakh Armenians.
