Face a la grogne provoquee chez les petits commercants de Erevan par
la mesure du maire de la capitale Karen Karapetian, d’interdire les
kiosques, le premier ministre Tigrane Sarkissian, suivi par le maire,
ont voulu calmer le jeu et ont annonce jeudi 11 août qu’il n’y aurait
pas de demantèlement massif de ces kiosques. Les manifestations de
proprietaires de kiosques se poursuivaient cependant dans la capitale,
reprimees parfois avec violence par les forces de l’ordre. On ne
sait toujours pas avec precision combien de ces peites echoppes,
parmi les milliers existant a Erevan, seront vises pr cette mesure
d’interdiction. T. Sarkissian avait demande des explications a
M.Karapetian concernant les troublezs occasionnes par son arrete
municipal lors d’une seance hebdomadaire de son cabinet, en echo aux
preoccupations exprimees par les centaines de kiosquaires. “Nous
devons informer nos citoyens qu’il n’y aura pas de fermeture
massive des kiosques en activite … car les gens sont inquiets de
la fermeture annoncee de milliers de ces kiosques”, a dit le premier
ministre dans une declaration visant a rassurer les commercants. “On
procedera au cas par cas et les kiosques ne seront demanteles qu’en
cas d’extreme necessite, si leur presence cause des problèmes aux
infrastructures municipales”, a-t-il ajoute. Le maire Karapetian n’a
pu que se soumettre et donner raison au premier ministre, de la meme
famille politique.

Seventh seed Robert Hovhannisyan of Armenia ended the dream run of
Girish Koushik to emerge as the sole leader with eight points after
nine rounds in the SDAT-Ramco world junior chess championship here
on Thursday.

Playing black, Hovhannisyan was defensive at the start and then played
aggressively to defeat Girish in 46 moves in a well fought encounter.

Girish, who missed some attacking chances, shares third place with
Swiercz of Poland on seven points.

In the second position, on 7.5 points, is Hovhannisyan’s compatriot
Samvel Ter-Sahakyan, who crushed Ivan Salgado of Spain in 34 moves.

Adhiban, who played a 48-move draw with the black pieces against
Azerbaijan’s Durarbeyli, is in joint fifth place with 6.5 points.

Narayanan’s upset win

S.L. Narayanan pulled off a sensational upset victory over IM Kacper
Piorun of Poland in 64 moves. Narayanan, trained by Koshy was on the
defensive with the black pieces in a king’s Indian defence. Piorun
opened the position up and exposed his king in a queen and double
rook game that Narayanan exploited well to win a rook. Narayanan,
who had earlier completed the IM norm, can make it a GM norm if he
continues winning.

V.A.V. Rajesh, who started all the upsets in this event, completed
his third and final IM norm. He now has to reach the 2400 rating to
earn this title.

Deysi on top

In the girls section, former World under-16 champion Cori Deysi of
Peru wrested sole lead with a 44-move attacking win over top seed
Nazi Paikidze of Georgia.

Cori is half a point ahead of Olga Girya of Russia, who could only
draw to reach 7.5 points. Olga drew with her team-mate Semenova after
the stipulated 30 move rule. Semenova completed her WIM norm.

Indian girls failed to make progress. Title hope Padmini Rout had a
huge attack going but it did not yield the desired result. She had to
fight hard, after losing a piece, to draw with black against Klaudia
Kulon of Poland in 59 moves. Padmini is on six points.

National sub-junior champion, Michelle Catherina, upset Asian junior
girls champion Bhakti Kulkarni in 32 moves with the white pieces for
her second WIM.

Armenian press: Azerbaijani companies may buy the management right
of the gas pipeline from Russia to Armenia

Baku. Habil Suleymanzadeh – APA. The government of Georgia intends
to sell the shares of “Georgian oil and gas corporation” that owns
North-South gas pipeline. APA reports that Georgian Minister for
Energy and Natural Resources Georgi Khetaguri said it was discussed
at the recent meeting of the government and the draft amendments
were approved.

Khetaguri said the shares will be put on sale in London, New York
and other leading stock exchanges. In the initial stage, 25 percent
of the shares will be put on sale.

“Along with the shares of “Georgian oil and gas corporation”, the
shares of “Georgian railway”, “Georgian energy system” and other
strategic companies will be put on sale in western stock exchanges.

Khetaguri said the initial process started.

“We have agreed with the investment banks to start registration for
the placement of shares in the stock exchanges,” he said.

Khetaguri’s statement caused concern in Armenia. Armenian publications
write that the fate of the Georgian part of the gas pipeline from
Russia to Armenia may be brought into question. Armenian newspapers
write that Azerbaijani companies may buy the management right of
the pipeline.

Garegin Azaryan said today that according to the current Electoral
Code of Armenia, holding of extraordinary elections is impossible.

According to Garegin Azaryan, this is conditioned by a number of
amended clauses in the Electoral Code which are due to come into
effect from January 1, 2012, Mediamax reports.

The Central Electoral Commission members discussed and approved the
sample committee stamps, stamps and personal stamps of local electoral
committee members which are due to be valid from January 2012.

SUKHUMI. – Armenia and Abkhazia have much in common, Abkhazian PM,
candidate for presidency Sergei Shamba told at the interview with
Nuzhnaya newspaper and added that certain differences are also
observed.

“Armenia is a mono-ethnic state, while Abkhazia is multi-national.

Many nations living in Abkhazia enrich each other’s culture. We have
such a symbiosis of cultures,” Abkhazian PM told. “However, Abkhazia
has something to learn from Armenia, for example, hard-working.”

Abkhazian PM is also delighted with Armenian ancient historical
monuments and architecture. Abkhazians also have such heritage and
they try to preserve and pass it to other generations. The two states
are similar on their sorrow and important past. History should not be
forgotten or overlooked bur future is what matters, Shamba concluded.

Schmidt: Ethics Case Not My Fault

U.S. Rep Jean Schmidt took no blame and said she did nothing wrong
in her dealings with a Turkish-American group that provided $500,000
in free legal services to her.

The House Ethics Committee ruled last week that Schmidt did not
“knowingly” violate any House rules or laws in taking the free legal
help from the Turkish Coalition of America and its legal arm. It
ordered her to pay it back, something Schmidt says she always planned
to do.

In a meeting with Enquirer editors and reports Tuesday, Schmidt
blamed her lawyers, the House ethics committee and people who have
“muddied the water and confused the situation.”

“I exercised all the oversight I could’ve,” Schmidt said.

While the House ethics committee cleared her, an independent board that
reviews ethics complaints and forwards them to the ethics committee,
found there was “substantial reason to believe” she had broken House
rules in accepting the $500,000 in legal fees.

That report from the Office of Congressional Ethics was included
in the full 488-page ethics report released Friday. The Office of
Congressional Ethics sent the matter to the House Ethics Committee,
which then absolved Schmidt. But the committee did say that Schmidt
could have signed a written agreement with lawyers clearly stating
who was paying for the services.

Without that agreement, there were conflicting statements about who
was footing the bill.

According to the report, Schmidt and her staff did not know the TCA
was paying the lawyers by the hour for the work they did on her case.

The ethics committee report laid the blame on the lawyers, stating they
“failed to inform her of their payment arrangement with TCA, and made
false and misleading statements to her about their relationship with
TCA and TALDF.” The committee has no power to discipline the lawyers.

In a deposition with investigators, Schmidt’s former chief of staff,
Barry Bennett, testified that they planned to pay for the legal
services. Schmidt also testified that the lawyers did not offer to
provide the legal services to her for free.

But in one of the lawyer’s depositions – identified only as lawyer 1 –
told investigators he understood the work was being done for free.

Another lawyer said they were instructed at one point to gather
invoices for the legal services because Schmidt’s office may be
reimbursing the expenses.

“However, Representative Schmidt’s office never requested the
invoices,” according to the testimony.

Schmidt has been represented by Bruce Fein and David Salzman, both
of Fein & Salzman in Washington, who are also listed as contacts on
the TALDF website. They did not return calls Thursday.

Schmidt said she was instructed by the House ethics committee not to
accept any bills until the matter was resolved.

She also added that she approached the committee for advice on how
to handle this matter in 2009. It took two years, she said, adding
“yes, I would like to see changes in the way the ethics committee
does its job.”

It was during this time, she said, that the legal bills eventually
piled up to $500,000.

Her ethics troubles began with an issue far from the 2nd Congressional
District: a longtime disagreement between Turkey and Armenia over
whether the deaths of more than a million Armenians in 1915 constituted
a “genocide” by Turks.

Schmidt wouldn’t support a congressional resolution condemning it as
“genocide.” A 2008 congressional opponent, David Krikorian of Madeira,
then accused her of accepting “blood money” from the Turkish government
to deny the Armenian genocide.

Schmidt then retained the two lawyers associated with the Turkish group
to help her file two cases against Krikorian. She accused Krikorian,
who is Armenian-American, of making false statements.

The Ohio Elections Commission sided with Schmidt in October 2009 and
issued a written reprimand to Krikorian.

Schmidt then sued Krikorian for $6.8 million in damages at the Clermont
County Common Pleas Court. That case is pending.

In 2009 Krikorian filed a complaint with the House Ethics Committee
stating Schmidt violated House rules by accepting free legal services.

Ethics and legal troubles are rare for members of Greater
Cincinnati’s congressional delegation. U.S. Rep Donald E. “Buz”
Lukens, R-Middletown, was charged with bribery and conspiracy in the
late 1980s and early 1990s.

Schmidt called the report a vindication. Krikorian’s lawyers called
it an absurdity.

“Her defense is laughable, really,” Krikorian’s attorney Chris Finney
said Thursday. “You’ve got these high-priced attorneys working for
you for three years, you don’t know how much the bill is? I’ve never
in my years as an attorney had a client who didn’t care.”

The report reveals Turkish-American group paid her lawyers up to $325
an hour.

The committee has ruled that Schmidt has to repay the money, although
it did not set a deadline.

With a new election campaign, plus pending litigation in Clermont
County, Schmidt did not elaborate on how she plans to raise those
funds.

“Hopefully it’ll be in a short period of time,” she said. “Time
will tell.”

When asked if there are any changes she would make to the way she
handled the situation, she replied, “I’m sure there is, but I can’t
answer that right now….I’ve been vindicated. Now we move forward.”

YEREVAN. – Together youth movement is organizing Armenian youth
educational forum “Together-2011” the third consecutive year.

“Tohether-2011” educational forum is conducted in 3 sections. The
first section took place on August 4-10, the second starts on August
12 to 18, and the third will take place in August 20-26. Overall 500
people will participate in each section.

The first section has already been successful. The forum hosted
Gegharkunik governor, famous singers and celebrities, as well as
experts from various fields and guests from abroad.

The Guardian has published a report about the Armenian born musician
and spiritual teacher, Georges Gurdjieff.

Gurdjieff is best known as a mystic and spiritual teacher, but he was
also a musician who composed by dictating to his pupil, the Russian
pianist Thomas de Hartmann, says the report.

According to the author Keith Jarrett helped revive international
interest in Gurdjieff’s work with his Sacred Hymns album, in 1980,
though this set presents his music in a very different setting.

The Armenian born musician is thought to have drawn his inspiration
from the songs he heard on his travels through the Middle East and
Central Asia.

The paper further says the Ensemble directed by Armenian musician
Levon Eskenian has released a CD contained selected pieces relate
to folk songs or sacred songs that have their roots in Armenia, or
neighbouring regions, and that they are performed by leading Armenian
folk musicians.

Brazil Ashot Eghiazaryan met the director of Brazilian agency for
cooperation, Minister Marco Farani.

Farani noted that the agency was the important body operating adjacent
to Brazil’s Ministry of Foreign Affairs which organized, financed
and carried out technical cooperation with all foreign countries.

According to the department of press, information and public relations
of the RA Ministry of Foreign Affairs, Farani expressed willingness to
receive the high-ranking delegation of the RA Ministry of Agriculture,
