Yerevan/Mediamax/. The head of the Scientific-Organizational Department
of the Yerevan State University (YSU), Candidate of Historical Sciences
Alik Gabrielyan said today that Iran may play a role in the Karabakh
settlement.

According to the expert, “Iran’s role in Karabakh issue will benefit
Armenia,” Mediamax reports.

“The West is trying to increase the influence of Iran. Changes in
policy regarding Iran may influence Armenia as well, since Iran plays
a role in the Karabakh issue. Azerbaijan understands it very well,”
he said.

Talking about the Iranian-Azerbaijani relations, Alik Gabrielyan
said that Iran will continue to use the Islamic factor to influence
Azerbaijan, and they realize it very well both in the West and
in Russia.

On August 11, the President of Armenia Serzh Sargsyan and the President
of the Republic of Cyprus Demetris Christofias at the port of Limassol
attended the official ceremony dedicated to the conclusion by the
Armenia sailboat of her around-the-world voyage.

Mr. President, Courageous seamen, Dear Compatriots,

I am happy to address you all on this symbolic occasion. It is
symbolic since after almost a two-year voyage, the Armenia sailboat
has concluded her around-the-world voyage traveling down the routes
of Spyurk. It is also symbolic because brotherly Cyprus has become
the last point and destination for this round the world voyage. I am
truly delighted by the fact that this event has reaffirmed that the
friendship of the Armenian and Cypriot peoples has deep roots. We are
friends in good as well as difficult times. In Armenia, we learned
with great anguish the news of the explosion at the Evangelos Florakis
marine base, and at this point I would like to ask you to join me in
a moment of silence to pay tribute to the memory of the victims.

Now, I address my words to our dear seamen; every one of them is
endowed with the outstanding will power and great national dignity,
high professionalism, patriotism, determination, and courage. It is
proved by your almost two-year long heroic act, which is completed by
the honorary anchoring of your ship here, in the territorial waters
of brotherly Cyprus.

Your heroic deed has become an excellent epitome for the collective
image of the Armenian man, who went through a long and tough journey,
never succumbed to hardships but overcame and rightly earned the
right to live an independent and dignified life.

I have been following closely the first in our history
circumnavigation, read messages sent to us from different parts of the
world, shared your hopes and troubles. You have not only conducted
the around-the-world voyage, sailed across three oceans and dozens
of seas but have also crossed hard roads of Spyurk in different
corners of the world to bring the spirit of the Motherland to our
communities, bestowing new meaning to the formula of our identity
and to our world-spread cultural heritage.

Even before the voyage, this idea by the head of the expedition,
Zori Balayan inspired me immensely. And it is not merely about
conducting a round-the-world voyage but, first of all, about the
scientific expedition which carries the name of the inventor of the
Armenian letters Saint Mesrop Mashtots. It holds its own significance:
thanks to these very letters the Spyurk has been able to preserve
our language, our church and our national traditions – our identity.

It is also very emblematic that the voyage has been dedicated to the
Armenian mothers. The pictures of the mothers of the seamen in the
cabin of the crew have supported them in difficult moments of the
voyage, just like Armenian women have been preserving the eternity
of their hearths throughout our thorny and intricate history.

I can well understand how difficult it was for you to reach our
Armenian communities, meet with our compatriots and accomplish the
task of gathering historical and culture related material on five
continents right according to the timetable. You have made photographs
of many Armenian churches, monuments, schools and old cemeteries all
over the world and it is commendable.

I also know that in this voyage you carried with you not only our
state symbols but also the amphora full of native soil and names
of our immortal heroes who fell in the Artsakh war for justice
and freedom. There can be no doubt that without our immortal heroes
there could be no pan-European voyage of the Cilicia sailboat or this
around- the-world voyage of the Armenia. Voyages of the Cilicia and
the Armenia bring back historical memory about journeys made by our
forefathers when Armenian vessels had been ploughing the expanses
of the sees. Today, Armenia is a land-locked country; but even today
we have many sons who subdue the seas, oceans and elements to their
willpower.

I want to name them all, our courageous seamen: Zori Balayan, Samvel
Karapetian, Armen Nazarian, Hayk Badalian, Samvel Babayan, Moushegh
Barseghian, Vahan Matevossian, Sargis Kouzanian and the departed Samvel
Sarkissian. Thank you all for bringing this honorable mission to its
glorious conclusion. Let courageous spirit and endurance always stay
with you. My dear friends, be always healthy and happy and let all
your future endeavors be as patriotic as this one. God bless you all
and your just cause. The Fatherland is proud of your heroic deed.

Birth Rate Decreased By 20.5 Percent, Mortality Rate Increased By 3.

YEREVAN. – Birth rate decreased by 20.5 percent in Armenia. The
first half of 2011 saw 5,359 births, whereas the relevant period of
2010 was marked with 6,739 births, said Head of Population Census
and Demography Department of the National Statistical Service (NSS)
of Armenia Karine Kuyumjyan on Friday.

She mentioned also a 3.2 percent increase in mortality rate in relation
to the first half of 2010.

The expert added that, according to the first half of 2011, the
senility level has also increased in Armenia, amounting to 11.5 percent
(7.8 percent in 2010)

“As of the first six months of current year, 821,644 people left
Armenia and 754,371 people entered the country. The negative balance
amounts to 89,345 people,” summarized Kuyumjyan.

YEREVAN.- Exchange of population will help solve the problem of the
Armenian residents in the liberated territories, said member of Social
Democrat Hunchakian Party Vahan Shirahanyan.

According to him, thus handling the situation would be easier than
in case of conflict’s resolution, when the Armenian side will have
only a 10-kilometer corridor between Armenia and Nagorno-Karabakh.

Speaking of territorial exchange, he noted that the Armenian population
could return to the territories of Nagorno-Karabakh, which is now
controlled by Azerbaijan – territory of Shahumyan and Getashen,
part of Martuni and Martakert regions.

“Of course, there will be people who do not want to leave their homes,
but in general it is the most constructive solution,” Shirhanyan told
journalists on Friday.

The politician considers idea is useful while dealing with several
other territorial disputes.

“For instance, if it was announced that henceforth Nakhchivan is a
part of Armenia, I am sure that all the Azerbaijanis living there
would like to return to their country in case they get a house and
land,” he added.

The armies of the two parties to the Karabakh conflict “are much more
heavily armed than they were in 1991, especially Azerbaijan. It might
be very difficult for Iran, Turkey and Russia to remain uninvolved”,
the US-based Washington Post says in an article “In Nagorno-Karabakh,
peace elusive 20 years after Soviet fall”.

According to Will Englund, the author of the article, a renewal of the
war would be a disaster for all concerned, unless it were very quick.

“A major supply route used by the United States to provision troops
in Afghanistan would be disrupted”, he says.

“But Azerbaijan also says that it will never formally surrender
territory. And the people of Nagorno-Karabakh say they will never
give up the right of self-determination. For two decades, both sides
have kept passions inflamed, which turns out to be good politics for
those at the top”, he says.

The Karabakh conflict settlement “a status in exchange for territories”
has been imposed on Armenians by the third forces, political expert
Vahan Shirkhanyan said at today’s press conference.

“Instead, Armenia should be guided by the principle “equal exchange
of territories” with Azerbaijan, i.e. by the return of Nakhijevan,
for instance”, he said.

In addition, Shirkhanyan thinks that the international community should
activate its role in the conflict settlement: “The international
practice has numerous examples, when the long-term problems were
resolved by means of international pressure”.

In the first half of 2011, a total of 458,098 Armenian citizens left
the country, and 368,763 returned. Thus, the unfavorable migration
balance was 89,345, Karine Kuyumjyan, Head of the Census and Demography
Division, Statistical Service of Armenia, told journalists.

In the first half of 2011, 16,238 people got registered and 17,831
were struck of the lists, with the unfavorable migration balance
being 1,593 people against 1,546 last year.

“Since these are only official figures – some people do not register
their leaving or arriving – the electronic system registers all the
crossings of checkpoints,” Kuyumjyan said. A total of 754,371 incomings
and 821,644 outgoings were registered, the unfavorable balance being
67,273 people.

By July 1, 2011, the Armenian population had reached 3,266,400 people
– 3,800 people more as compared with the beginning of the year and
11,000 people more as compared with last July.

Armenian government approved Thursday the signing of a memorandum
with Iran.

“Under the memorandum, Iran will provide $2 million to Armenia as grant
for installation of gas-supplying facilities on areas near Armenia’s
border with Iran,” Armenian Energy and Natural Resources Minister
Armen Movsisyan said Thursday at the government’s regular meeting.

According to official reports, Armenia had 618139 gas consumers in
early August 2011.

ArmRosgasprom is the sole importer and distributer of Russian natural
gas in Armenia.

The company was established in 1997. Its shareholders are Gazprom
and Armenian government.

The Estonian prime minister has suggested that the attack on the
Defense Ministry could be inspired by a recent terrorist attack in
Norway, Rt.com reported.

Andrus Ansip said that the Armenian born gunman, Karen Drambian,
had been under police spotlight before.

“He was probably inspired by the massive killings in Norway. He
probably had more far reaching plans. He did not make political demand
and the motive behind his actions are obvious,” Ansip said.

An eight-member special police taskforce entered the building at 4:42
pm. There were four shots fired inside the building, then a blast
was heard followed by three more shots.

A second special police task force accompanied by three doctors entered
the ministry building at 4:52 pm. Two rescue teams and a vehicle with
bomb disposal experts are also at the scene.

The siege ended at 5.20 pm local time when a police spokesperson
announced that “the attacker had been neutralized” and “no one else
had been hurt.”
