AZERBAIJANI FLAG HOISTED ON RUINS OF RECONCILIATION

The flags of Azerbaijan and Turkey were hoisted today in the place of
a recently demolished monument in Kars that symbolized Turkish-Armenian
friendship.

According to Azerbaijani news agencies, representatives of
Azerbaijani Diaspora, intelligentsia and mass media arrived in Kars to
participate in the event dated to the 20th anniversary of Azerbaijan’s
independence.

The event was organized by the Azerbaijani Consulate in Kars and the
International Center for Azerbaijani Diaspora.

The monument was commissioned as a gesture of reconciliation, as
Turkey and Armenia began attempts to repair relations after a century
of hostility. But that process stalled last year and there have been
a number of objections to the monument.

The work called the Statue of Humanity towered over the city of Kars –
with two 30m-high sculptures representing a divided human.

At the initiative of Kars Mayor Naif Alibeyoglu, the monument was
demolished in April 2011 after Turkish Prime Minister Recep Tayyip
Erdogan described the monument as an affront to the nearby shrine of
Hasan Harakani during his visit to Kars.

“They have put a freak near the shrine,” Erdogan was quoted as saying
in Hurriyet newspaper. “They have erected something weird.”

He reportedly urged the local mayor to knock down the statue and
create a park in its place.

On the same day, on October 10, 2009, Armenian and Turkish Foreign
Ministers signed protocols to normalize bilateral ties and open the
closed border between the two countries. However, neither of the
countries has ratified the protocols to date.

Armenia To Participate In A Book Fair In Frankfurt

Armenia will participate in a book fair in Frankfurt, the press service
of the Armenian Culture Ministry told ArmInfo. Armenia will exhibit
its books in Armenian, Russian and English, including encyclopedias,
albums, as well as books dedicated to Armenian art and culture. This
will be the 7th participation of Armenia in the Frankfurt fair.

The book fair in Frankfurt will be held on October 12-16. Over 7,000
participants from over 100 countries will attend the fair.

Robert Avetisyan, the Permanent Representative of the Nagorno Karabakh
Republic, will serve as a panelist in a workshop in US, the Armenian
National Committee ~V Western Region (ANC-WR) has announced.

Titled ~SHomeland and the Diaspora: From Challenges to Solutions,~T
the workshop will cover the self-determination movements in Karabakh
and Javakhk, as well as how the Armenian Diaspora can continue to play
a significant role in the democratization of Armenia and the region.

The presentation is part of the ANC Grassroots weekend that will take
place from Friday, November 25 to Sunday, 27 November 2011.

Avetisyan will discuss the history of the Karabakh conflict, legal and
humanitarian aspects of the creation of the Nagorno-Karabakh Republic,
the war unleashed by Azerbaijan, the negotiation process, as well as
the current situation in Karabakh and in the region in general.

~SSince proclaiming independence in 1991, the Nagorno-Karabakh Republic
continues building a stable, open and democratic society; a state,
which can protect its population and provide them with the universal
rights and freedoms. Meanwhile, Azerbaijan keeps on increasing its
military rhetoric, constantly stating of its plans to solve the problem
by force,~T Avetisyan said earlier this year during a speech marking
the 23rd anniversary of the Karabakh liberation movement.

~SOnly a civilized, just and comprehensive settlement of the Karabakh
conflict will promote the stability in the whole region and prevent
new hostilities.~T

Karabakh has maintained an office in Washington, D.C. since 1997.

YEREVAN, October 10. /ARKA/. “Rosagromash” discusses the opportunity
of establishment a joint assembling company with Armenia, said the
President of Russian Association of Manufacturers of Agricultural
Machinery “Rosagtromash” Konstantin Babkin.

The Armenian side has taken the initiative several times to establish
joint enterprises, service centers, specialized storages of spare
parts, as well as training center of specialists in Armenia.

“Everything depends on the state policy. Export of agricultural
machinery takes place with the support of privileged interstate
credits in the modern world. We raised the issue at the embassy in
Moscow that more attention should be given to financing. Armenian
side needs guarantee – operators will receive credits and dispose
agricultural machinery”, said Babkin.

Groundwork prepared in Yerevan on October 9-11 will be submitted for
the discussion of the presidents of both countries. “Our presidents
who will meet in two weeks, will discuss issues on which we work and
we hope than our relations will obtain new level”, said Babkin.

Deputy Agriculture Minister of Armenia Vardan Karapetyan said that
the Armenian side being interested in resumption of relations with
the aim of updating and modernization of agricultural machinery at
different levels had made relevant proposals several times.

The issue of purchase of agricultural machinery on credit terms or
lease will be discussed during the meeting with the Prime Minister
of Armenia.

The park of main agricultural machinery of Armenia today is 14832
tractors, 1413 combine harvesters and 315 harvesters. The age structure
of the park is as follows: 15.4% used for more than 30 years, 32.8%
– 26-30 years, 46.2% – 11-25 years, 5.6% – to 10 years.

In fact, only 5.4% of the park of agricultural machinery corresponds
to normative operation dates.

Starting from 1998 due to the grants to Armenia 885 tractors and 116
combines were received.

Agricultural machinery mainly is the production of leading
machine-building plants, including Russia which was successfully used
in Armenia for many years.

Russian Association of Manufacturers of Agricultural Machinery
“Rosagtromash” is non-commercial organization which combines companies
to protect the interests of domestic agricultural machine-building
in the government. “Rosagtromash” includes 88 companies which produce
over 80% of agricultural machines in Russia.

A festival of Armenian national dishes, Golden Ladle, is to be held
at the Armenian-French training center, Oct. 14.

The festival will take place on the initiative of the Armenian Ministry
of Diaspora and the Upholding Armenian Cooking Traditions NGO.

The festival is aimed at disseminating the traditions of Armenian
cuisine. The cooking schools throughout the Armenian Diaspora, as
well as individual cooks, will exchange experience.

The participants will attend a congress of Armenian cooks to form an
All-Armenian Cooking Society.

Criminal proceedings have been launched under charges of RA Criminal
Code Article 359 Section 1 (“Breach of relations, prescribed by field
manuals, between servicemen not subordinated to each other, expressed
in humiliation of the person’s honor and self-esteem, persecution
or violence”) for an incident which took place in a military unit
in Nagorno-Karabakh as a result of a breach of relations between
servicemen.

This news was conveyed to Epress.am by Meri Sargsyan, a press
spokesperson for the Armenian defense ministry’s investigative service.

No arrests have yet been made.

A 3.5 percent economic growth has been registered in Armenia versus
the envisaged annual 4.6%, Prime Minister of Armenia Tigran Sargsyan
said at the meeting of the Trusteeship Council of the National
Competitiveness Fund of Armenia on October 8.

“We regard it as a real indicator. The envisaged 4% + / –
1.5% inflation is also a real figure. In 2011 we will manage to
cut inflation versus 2010, in particular, we are going to enter a
5-percent inflation environment from 10-percent environment,” Tigran
Sargsyan said.

The prime minister said that agricultural sector is being rapidly
restored – 21 percentage growth. Industrial sector grew 12-14 percent,
trade turnover -7%, services – 4%. For the first 8 months of 2011
foreign commodity turnover grew 25%, export – 30%, import – 15%-18%.

Tigran Sargsyan said that the national dram exchange rate has been
quite stable within the year.

As for the state budget fulfillment, the premier said that the
budget revenues exceeded the target: taxes are collected without any
deviations, while 50 billion drams savings were registered in the
item of expenditures.

“That is, we wage a restrained policy gathering more taxes and
spending less. Our behavior rule for 2012 will depend on certain
circumstances. Foreign debt of the country is 40% of GDP. It grew to
retain the GDP growth and budgetary expenses. Next year and in future,
in 2013-2014, deficit should not exceed 3%. Such is the scenario
we were based upon when forecasting 4.2 GDP growth for 2012,” the
prime minister said. He added that economic growth in the industrial,
agricultural and service sectors will be continued next year.

The Government scheduled several big projects for 2012 to boost
economic growth in the country. Tigran Sargsyan said that in the IT
sector a serious growth has been registered in the current year,
which will be retained also in 2012. Several big projects will be
implemented with various international organizations in the given
sector, which will make Armenia a regional center of information
technologies. Our country is considered a regional platform due to
its high intellectual potential.

At present, several hundreds of enterprises operate in the sphere
of IT and telecommunications in Armenia employing 10.000 people and
ensuring 200 million dollars production.

As for the reforms in Armenia, Tigran Sargsyan said that Doing Business
rating in Armenia is being improved, alongside with the international
economic freedom index and information technologies.

The European Union welcomed the reforms carried out in the country,
which allows expecting a solid progress in 2012. The government plans
to increase tax revenues in 2012 by 100 bln drams or 0.6% versus the
current year.

“It is a serious task. So, except administration we must expand
the taxation base. We are drafting new bills to reveal the profits
in various spheres. In fact, we will increase social benefits and
pensions by 10 percent next year. Besides, a social package of civil
servants will be introduced for the first time in the country, which
will allow insuring the health of civil servants and their families
or contributing to repayment of their mortgage loans or education of
their children,” the prime minister concluded.

The Turkish Ministry of Foreign Affairs has issued a statement the
statements by the French President Nicolas Sarkozy.

`We are astounded and deeply regret the statements by the French
President Nicolas Sarkozy during his visit to Armenia on the 6-7
October, requesting Turkey to review its history. The President also
said that he would be in favour of taking further steps to support
Armenian claims if Turkey fails to do this,’ the statement reads.

`Such an inconsistent and imprudent handling of this serious matter
that has human and moral dimensions is unfortunate. Political
declarations based on one-sided information and reflecting accusatory
judgments regarding historical events are very far from the fair
approach that this issue requires and demonstrate a failure to even
comprehend Turkey’s approach on the matter. This painful part of our
long history with the Armenians can be freely debated in Turkey,
unlike in some countries that are party to this issue or others that
are not,’ the Ministry said, adding that `Turkey will continue its
constructive approach on how to improve its relations with Armenia,
overcome the controversy over the events of 1915 and reach a just
memory.’

`What is expected from France is to make a positive contribution to
this process and to adopt a responsible approach and discourse that
would show care to avoid both damaging the multi-dimensional
relationship between Turkey and France and offending the Turkish
community in France,’ the statement reads.

Turkey must recognize and make amends for the Genocide against the
Armenian people perpetrated by Ottoman Turkey, His Holiness Aram I,
Catholicos of the Great House of Cilicia has said.

In an interview with USA Armenian Lif,e the Catholicos addressed his
recent letter to Turkish Prime Minister Recep Tayyip Erdogan, in which
he had asked the Turkish government to consider the return of the
Armenians’ confiscated properties.’

“According to international laws, if the genocide is a crime against
humanity, then no matter how Turkey attempts to cover up the truth
through diplomatic and other means, the genocide, as a historic fact,
cannot be condemned to oblivion,” Aram I said, when asked to comment
on Turkey’s possible steps to achieve comprehensive justice.

“The Bible says that it is not possible to hide the light under a
basket – the same applies to truth. For 97 years, our people not only
remembered its martyrs but also demanded its rights. This is an
eloquent testimony that the more years pass, the stronger our people’s
demands for justice will grow. We have clarified to Turkish Prime
Minister that justice has not been served for the Armenians. Our
people will continue to demand justice from Turkey,” he said.

Le président français Nicolas Sarkozy a renouvelé vendredi son appel à
l’Arménie, l’Azerbaïdjan et la Turquie à `faire le choix de la paix`
et de la `réconciliation`, au second jour d’une tournée dans le
Caucase qu’il doit conclure avec le même message en Géorgie.

A Erevan puis à Bakou, où il est arrivé vendredi à la mi-journée, M.
Sarkozy a estimé que `le temps est venu de trouver le chemin d’une
paix durable` et de `prendre le risque de la paix`.

Citant l’exemple de la France et de l’Allemagne après la Seconde
guerre mondiale, il a appelé à la réconciliation de l’Arménie avec ses
voisins turcs et azerbaïdjanais.

`Le temps est venu de concrétiser l’espérance qu’avait fait naître
dans le monde entier la signature des protocoles entre l’Arménie et la
Turquie`, a-t-il lancé lors d’un discours prononcé place de France à
Erevan, `l’Arménie a le droit de ne plus vivre en état de guerre`.

La Turquie et l’Arménie ont signé en octobre 2009 des accords
prévoyant l’établissement de relations diplomatiques et la réouverture
de la frontière commune, après des décennies d’hostilité, en raison
des massacres et déportations d’Arméniens aux dernières années de
l’empire ottoman, de 1915 à 1917. L’Arménie les qualifie de génocide,
un terme récusé par la Turquie.

Ces textes n’ont toujours pas été ratifiés par les deux pays, dont les
frontières restent fermées.

Après avoir rendu hommage aux centaines de milliers de victimes
arméniennes des massacres ottomans perpétrés en Turquie, le chef de
l’Etat français a une nouvelle fois appelé Ankara à `regarder son
histoire en face` en les qualifiant de `génocide`. `La France a
reconnu la sentence de mort décrétée alors contre tout un peuple en
l’appelant par son nom, le seul nom possible, un génocide`, a insisté
M. Sarkozy. Les milliers d’habitants d’Erevan dûment invités à
l’écouter ont applaudi à tout rompre, agitant des petits drapeaux des
deux pays.

Le président arménien Serge Sarkissian a lui redit, sous les mêmes
vivas, sa `reconnaissance` à la France pour avoir `qualifié le
génocide de son vrai nom` et l’avoir `condamné par la force de la
loi`.

Devant la presse, le président français Nicolas Sarkozy a précisé
vendredi qu’il souhaitait que la Turquie reconnaisse dans un délai
`assez bref`, avant la fin de son mandat en mai 2012. Dans le cas
contraire, il a redit que son gouvernement relancerait l’examen d’une
loi spécifique pénalisant la négation du génocide.

Une manière d’effacer, à six mois de la fin de son mandat, sa promesse
non tenue de 2007. Avant son élection, il avait alors assuré à la
communauté arménienne de France, estimée à un demi-million de
personnes, qu’il soutiendrait un tel texte, avant d’y renoncer par
souci d’apaisement avec la Turquie.

Devant les Arméniens d’Erevan, le président français a également prôné
la paix entre Arméniens et Azerbaïdjanais, qui se disputent le
territoire azerbaïdjanais du Nagorny Karabakh, une enclave séparatiste
peuplée en majorité d’Arméniens.

`La France sera à vos côtés et redoublera d’efforts pour aider à
définir les termes d’un règlement juste, durable et pacifique`, a-t-il
dit. M. Sarkozy doit répéter le même message lors d’un déjeuner à
Bakou avec son homologue Ilham Aliev.

Et c’est avec la même casquette de `faiseur de paix` que Nicolas
Sarkozy devait conclure sa tournée vendredi après-midi à Tbilissi,
trois ans après avoir négocié un cessez-le-feu controversé entre la
Russie et la Géorgie.

Cet accord suscite aujourd’hui le mécontentement des Géorgiens, qui
jugent que les Russes ne l’ont pas appliqué.
