YEREVAN. – Reintroducing to the French Senate the bill, which
criminalizes Armenian Genocide’s denial, is a mere individual
initiative by the Senate’s socialist member, Philippe Kaldenbach,
Armenia’s opposition ARF Dashnaktsutyun Party’s Political Affairs
Bureau and Armenian Cause Office Head Giro Manoyan told Armenian
News-NEWS.am.

“Even though the Socialist Party’s presidential nominee [Francois
Hollande] announced he is in favor of this matter,” Manoyan noted,
adding that if the bill is included in the Senate’s agenda, there is
a greater chance for it to pass this time.

“But in contrast to last time, this will be a new beginning this
time; that is, it must become a new bill and then be signed by
[French President Nicolas] Sarkozy,” he stated.

And reflecting on Turkey’s likely reaction to the bill, Giro Manoyan
argued that, just as in the previous times, Turkey will adopt the
position of being offended, but it will forget everything, in one or
two weeks, and relations between the two allies will continue.

PanARMENIAN.Net – Deputy Foreign Minister of Azerbaijan Araz Azimov
confessed to Baku’s having no special expectations from the oncoming
regional visit of the OSCE Minsk Group co-chairs.

Which is understandable. So far, all visits by co-chairs ended in
a declaration of intention to take every possible effort to achieve
resolution of Karabakh conflict. Moreover, rumors of a replacement
of French co-chair Bernard Fassier with former ambassador to Ukraine
Jacques Faure have been confirmed, which means the last visit of the
Group with Fassier as a part of it, will, most probably, be fruitless.

With the oncoming elections in Armenia, Azerbaijan, Russia, France
and the U.S., the authorities of the countries in question will
probably push Karabakh settlement to the background. In view of the
developments, the co-chairs might have been instructed to maintain
current situation, preventing renewal of a war.

Also, Baku got used to the fact that neither OSCE MG representatives
nor any other organization are able or willing to force it into
abandoning its destructive position, continued military rhetoric
and threats of renewed war. Which causes little surprise, seeing
as even the more democratic and “peaceful” international community
is turning a blind eye to the deaths of Artsakh soldiers over Azeri
ceasefire violations.

Trench warfare is in progress, with Azerbaijan, certain of its
impunity, continuing to drag out peace talks, rattling the sabre and
petrodollars, blunting the vigilance of mediators with statements
suggesting Baku adherence to peaceful settlement.

It seems like the fate of waking the mediator kingdom of sleep from
its slumber will befall Armenia and Artsakh, who are really willing
to finally achieve the peaceful settlement.

The political forces of Armenia and individuals are getting
prepared for the oncoming parliamentary elections in 2012: it may be
clearly understood from their statements in media, member of the RPA
parliamentary faction Artak Zakaryan told at a news conference today,
adding that the coming elections suppose real ideological fight.

“All the statements that have been voiced during this period fit in the
circles of pre-electoral tendencies. All the forces are intensifying
their activities and each one tries to use its own resources for
reaching success,” Artak Zakaryan said.

Referring to the statement of Arthur Baghdasaryan that during the past
month about 30 thousand people have become members of the Rule of Law
party, Zakaryan said he cannot confirm the rightness of this number but
it is unanimous that the party has acquired new members. “I do not want
to say whether it is true or not. I do not know it. But the engagement
of new members in the rows of the party must be viewed as normal,”
the parliamentarian said, adding that according to the information of
the parties, fight for being a party member has reached to a degree
when the number of people belonging to this or that party exceeds 6-7
million which is twice more from the number of population of Armenia.

“I can tell that after 20 years of coordinated activity the Republican
Party of Armenia has 130 thousand members, the majority of who are
activists,” Zakaryan said.

By and large, three political ideologies are in effect in Armenia – the
national, Anglo-Saxon and Russian ones, Ashot Manucharyan, an ex-member
of the Karabakh committee, told journalists in Yerevan, Nov. 24.

According to him, the first, national, ideology, is represented by
small groups, waiting for their time. They are the ones that will
put forward realistic ideas that will serve as a basis for leading
the country out of the crisis. Armenia’s incumbent authorities are
influenced by the Anglo-Saxon ideology. The Prosperous Armenia Party
(PAP) is influenced by the Russian ideology, which, by means of
“Eurasian ideas” – economic and geopolitical projects – is trying to
establish control.

The recent resignations should be viewed in this context – the
Anglo-Saxon ideology is getting rid of its Russian rival.

“Armenia will enter its golden age through the bottom point,
by means of a cultural revolution rather than a political one,”
Manucharyan said.

Entrepreneur Silva Hambardzumyan has not ruled out the possibility of
putting forth her nomination in Syunik marz (province) to run in next
year’s parliamentary elections, reports local daily Haykakan Jamanak
(“Armenian Times”).

“I still have time to think [about it]… I’ll respond more completely
one month later,” she told the newspaper’s reporter, adding that if
she is nominated, she will most certainly win.

Armenian President Serzh Sargsyan’s brother, Sashik Sargsyan,
was elected the MP from Syunik marz in the 2007 National Assembly
elections. The newspaper’s sources, however, note that Serzh Sargsyan,
keeping in mind PR considerations, won’t allow for Sashik Sargsyan’s to
be nominated as a MP candidate this time. It’s likely that nominated
in this constituency on a majority electoral system might also be
Syunik marzpet (regional governor) Suren Khachatryan.

Recall, Silva Hambardzumyan charged that Suren Khachatryan attacked
her as she was leaving a Yerevan hotel on Nov. 14.

Subsequently, Armenia’s Special Investigative Service launched
proceedings specified by RA Criminal Code Article 118 (“Battery or
committal of other violent acts… is punished with a fine in the
amount of up to 100 minimal salaries, or correctional labor for up
to 1 year, or with arrest for the term of up to 2 months”).

Baku. Parvin Abbasov – APA. During the visit to Moscow, Chairman of
the Caucasian Muslim Board (CMB) Sheikh-ul-Islam Allahshukur Pashazadeh
also discussed his visit to Yerevan.

The CMB told APA that Pashazadeh became familiar with a program of
Presidium of the CIS Inter-religious Council which will be held in
Yerevan on November 29-30.

It was known that the projects of quadruple documents which will be
signed between Pashazadeh, Patriarch of Moscow and All Russia Kirill,
Catholicos-Patriarch of All Georgia Ilia II and Catholicos of all
Armenians Garegin II were developed.

Pashazadeh said that he would like to become familiar with the projects
of documents which will be signed, and after that he would decide on
visiting Yerevan.

The projects of the documents will be delivered to the CMB in the
next few days.

The office of the Russian Federal Agency for the CIS, Compatriots
Living Abroad and International Humanitarian Cooperation in Armenia
has concluded a seminar on teaching Russian language in a bilingual
space, organized by the Institute for Development of Education of the
National Research Institute “High School of Economics” with support
of the Armenian Ministry for Education and Science and the National
Institute for Education, NEWS.am reports.

The program included sessions, lectures and seminars. They touched upon
such topics as prospects of the Russian language in Armenia, education
level, formation of school space, school books for development of
reading skills, use of international studies of PIRLS and PISA.

The 6th Republican Festival of Young Directors kicked off today and
will continue through November 30. The event has been organized at
the initiative of the Theatre Workers’ Union of Armenia with the
support of the Ministry of Culture.

The festival, which was first held in Armenia in 2006, aims to present
the new performances of young directors and reveal new names.

According to theatre critic Levon Mutafyan, it provides young directors
with a brilliant opportunity to present their performances on the
professional stage. “It is also a chance to open the windows and get
out of the theatre vacuum, from the self-sufficient situation we have
found ourselves in,” he said.

The festival cooperates with the Chekhov Festival of Moscow. Armenian
young directors participate in the summer school of the Chekhov
Festival, thus having an opportunity to feel the pulse of international
theatre life.

Secretary of the Theatre Workers’ Union of Armenia Sona Meloyan says
one of the achievements of the festival is that it has grown into a
republican one, while initially it was held only in Yerevan.

A wider role for the EU in resolving the Armenian-Azerbaijan conflict
over Karabakh is desirable, a UK-based analyst has said.

This is one of the ideas proposed by Dennis Sammut, head of the LINKS
think-tank, in a paper for Italy’s International Affairs Institute
entitled “After Kazan, a Defining Moment for the OSCE Minsk Process”.

“The peace process has not collapsed but has been damaged” following
the failure of the summit of the Armenian and Azerbaijani presidents,
mediated by Russian President Dmitriy Medvedev in June in the city
of Kazan, Sammut writes.

The peace process is led by the OSCE Minsk Group, the international
body mediating a solution to the conflict, which is co-chaired by
Russia, the USA and France.

Sammut proposes a range of measures to improve the peace process,
including: greater scrutiny of the negotiating process led by the OSCE
Minsk Group co-chairs; consolidation of the ceasefire; a review of
the composition of the Minsk Group; the involvement in negotiations of
Armenians living in Karabakh and displaced Azerbaijanis of Karabakh;
consideration of the conflict within the wider security context
of the former Soviet Union and Europe; and a wider role for the
European Union.

“The Minsk Group co-chairs have to somehow find a way of taking the
negotiations forward,” Sammut says.

“For long, many observers have considered that the way the
negotiations were evolving was too secretive. There is a need for
greater transparency and at this juncture the co-chairs need to be
courageous. With or without the acquiescence of the parties, they
need to provide a clearer picture to the public of what has been
discussed and agreed…

“The peace process must be opened up to greater scrutiny, and the sides
– Armenia and Azerbaijan – as well as the OSCE Minsk Group co-chairs,
need to consider if there are other ways in which the peace process
can be pursued in future.”

On the need to consolidate the ceasefire along the contact line
separating Armenian and Azerbaijani troops, Sammut says: “The delays
in achieving progress in negotiations have inevitably increased the
tension on the line of contact. The international community needs to
put its foot down and push for a larger and more permanent observation
regime.”

He notes that the “Minsk Group has to play a delicate balancing act”
between strengthening the ceasefire and not being distracted from their
primary objective and mandate of finding a solution to the conflict.

On the wider security context of the conflict, Sammut says: “It
is doubtful that any of these conflicts can be solved unless the
solution is consolidated in a wider framework that addresses a number
of security concerns, many of which involve Russia, and the perception
of Russia in the region.”

A Russian proposal for a European Security Treaty is one context
in which the conflict could be considered, while others are the
Caucasus Security and Cooperation Platform proposed by Turkey or
a Caucasus Security and Cooperation Conference, modelled on the
original Conference for Security and Cooperation in Europe, backed
by the European Parliament.

Discussing the composition of the Minsk Group, Dennis Sammut calls for
review of “the role of Russia that has emerged as primus inter pares in
the mediation process; and the involvement in negotiations of Armenians
living in Karabakh, organized in the de facto Nagorno-Karabakh republic
(NKR), and displaced Azerbaijanis of Karabakh”.

Saying that Armenia would most probably resist Turkey’s expressed
wish to become a fourth co-chair of the Minsk Group, Sammut notes
that the possibility of the EU replacing France as a co-chair has
been more widely discussed.

“This suggestion has been staunchly resisted by French diplomacy so
far, due more to domestic French reasons linked to the large Armenian
diaspora, than to wider international considerations.”

On the role of the EU in the Karabakh peace process more generally,
Sammut says:

“Whilst the option that the EU may replace France as a Minsk Group
co-chair is not on the agenda for the moment, a wider EU role is not
only desirable but in some ways inevitable now. The new EU special
representative for the South Caucasus, Philippe Lefort, has a clear
mandate to engage with the conflict and peace process.”

“Some commentators have recently dismissed the EU’s role in the South
Caucasus, saying that the union has interests, but not leverage. This
is only true if one accepts a narrow view of the region, its problems
and its potential,” Sammut argues.

“Whilst Europe has not yet fully developed its material sources of
leverage in the region, its engagement with the ideational factors,
particularly the aspirations of the elites and the youth throughout
the region, makes it a much more important player than first meets
the eye. This is even more so in the Karabakh context.

“European soft power is not a quaint oddity in the South Caucasus,
but a sharp instrument of diplomacy. As the EU special representative
argued in recent remarks at the European Parliament: in the region,
the European Union is perceived as the partner of choice for
modernization.”

In conclusion, Sammut says: “If the long expected breakthrough does
happen, then it is likely that the EU will be a key player in the
implementation of any peace deal: through peacekeeping, postconflict
rehabilitation and, overall, through the strengthening of democratic
processes and the rule of law, that are so essential if a peace
settlement is to succeed. If, on the other hand, the Minsk process
falters and requires re-designing, then the EU will undoubtedly be
part of any new format.”

Noting that inaction is not an option, he writes: “The only option
that the international community has is to persist and bolster its
efforts for the peaceful solution of this conflict, based on the
understanding that this will be a win-win situation for all sides.”

Armenian Gold Exports Up 62% In Jan-Sept

Armenia exported 1,606 kilograms of gold in January-September 2011,
versus 988 kg in the same period last year, or 62% more, the republic’s
Customs Service reported.

The customs value of exported precious metals for the period rose
2.5-fold year-on-year to $43.137 million.

The Armenian Economic Ministry told Interfax that high growth rates in
gold exports were caused by a rise in world gold prices and favorable
market conditions.

Gold imports into Armenia totaled 1,198 kg for $60.967 million (971
kg for $36.665 million a year earlier).

Armenia exports Dore gold with Au content of up to 92%, and does not
produce pure gold.
