is buying up modern weaponry to be able to regain control of the
breakaway Nagorno- Karabakh region quickly and with few losses should
peace talks with neighboring Armenia fail, President Ilham Aliyev said.

Defense spending will rise 1.8 percent this year to $3.47 billion,
which Aliyev said tops Armenia’s entire state budget.

“It’s not a frozen conflict, and it’s not going to be one,” Aliyev
said today in remarks broadcast on state television channel AzTV.

Oil-rich Azerbaijan fought a war with Armenia over Nagorno- Karabakh,
a majority Armenian-populated enclave that broke free from Baku’s
control following the disintegration of the Soviet Union in 1991. The
territory remains a potential flash point in a region where Russia
fought a five-day war with Georgia in 2008 after separatist tensions
flared up over the breakaway regions of Abkhazia and South Ossetia.

Oakland court to hear case Wednesday about doctor’s art

Pontiac- Even in death, Jack Kevorkian can’t stay out of court.

An attorney and friend of Kevorkian will be in Oakland Circuit Court
on Wednesday, fighting efforts by a Boston-area museum to dismiss
a lawsuit here that seeks the return of 17 of Kevorkian’s paintings
entrusted to the museum 12 years ago.

Kevorkian, who died in June at 83, was involved in 130 assisted
suicides and sparked an international “right to die” dialogue. The
controversial former pathologist had five criminal trials before being
convicted. He spent eight years in prison and was paroled in 2007.

Before he went to prison, he loaned 17 of his paintings to the Armenian
Library and Museum Association, and Mayer Morganroth said before his
death, Kevorkian indicated to Morganroth he wanted the artwork returned
to Michigan for the benefit of his niece, Ava Janus, who lives in Troy.

“The museum filed a lawsuit over the paintings in federal court in
Massachusetts first, so they feel that is the proper venue,” said
Morganroth, executor of Kevorkian’s estate.

“Well, Kevorkian lived here, his estate is here and I am here. This
is the proper jurisdiction, not Massachusetts.”

The museum’s attorney, Gerald Gleeson, could not be reached for
comment Friday.

His request to have the Oakland Circuit Court case dismissed goes
before Judge Martha Anderson on Wednesday.

Morganroth sued for the paintings’ return last year while preparing
for a New York City auction of Kevorkian memorabilia, including his
bizarre, some believe grotesque, oil paintings. Morganroth has an
agreement, signed by Kevorkian and an ALMA official, that said the
paintings were to be returned to Kevorkian on request.

The museum contends the curator did not have the authority to make
such an agreement.

“Well, they never would have had the paintings if not for the
agreement,” Morganroth said.

The New York auction, which included Kevorkian’s infamous Thanatron
– Greek for “death machine” – fizzled, with many bidders scared off
because of the ongoing legal dispute, Morganroth said.

“There were six museums which stayed away (from the auction) because
of the dispute, and I can’t blame them,” Morganroth said.

“We had bids of $80,000 on some of the paintings, but they were
withdrawn because of the legal dispute.”

Morganroth said Kevorkian’s artwork had an appraised value of more
than $2.5 million.

Kavkaz-2012 military maneuvers, according to Nezavisimaya Gazeta.

The exercises will cover only the territory of Southern Russia, but
also that of Abkhazia, South Ossetia and Armenia, with Kavkaz-2012
becoming a major event in 2012.

The plan is currently being drafted out, with military preparations
to involve development of training tasks in face of a possible war
against Iran, as well as other possible conflicts in Caspian and
South Caucasus region.

It is noteworthy that the maneuvers~R will be aimed at development
of modern military techniques with new automated control systems.

According to Director of the Center of Military Forecasting Anatoly
Tsyganok, preparations are already under way amid escalation of
tensions in the Persian Gulf.

Revolitionary Federation-Dashnaktsutyun. According to the authors of
the letter, the proposal is supported by more than a dozen political
parties.

will be instigating provocations on the contact line. Investigation
of incidents occurring in the contact line will leave problems, thus,
in this respect, the denial was expected,” D. Babayan concluded.

On December 22, 2011, the OSCE Permanent Council approved the Unified
Budget of the organization for 2012. Along with this, the Permanent
Council discussed a request to increase the funding for the Office
of the Personal Representative of the OSCE Chairman-in-Office (CiO)
to ensure sufficient resources to investigate potential incidents on
the Line of Contact between the armed forces of Nagorno Karabakh and
Azerbaijan, in pursuance of the agreements of February 6, 1995 signed
by the three parties to the conflict (Nagorno Karabakh, Armenia,
and Azerbaijan) through the mediation of the Co-Chairs of the OSCE
Minsk Conference. The idea of increasing the funds for the Office
of the CiO Personal Representative was widely supported by the OSCE
member-states. It is symbolic that the idea was opposed only by the
Azerbaijani delegation, which explained its position by the fact
that it could not approve additional funding for the Office until
a final agreement on the details of the mechanism of the incidents’
investigation was achieved.

Foreign Minister Edward Nalbandian declared that at the Sochi meeting
in 2011 March, the sides had agreed to investigate the incidents at
the line of contact between Armenian and Azerbaijani troops, with the
international community supporting the initiative. However, so far
the sides have failed to carry out the investigation and Azerbaijan
is to blame for it.

checkpoint because of bad weather conditions, Vzgliad reports quoting

Armenian Embassy in Georgia representative will visit them as well.

Storm, wind and fog cover the checkpoint. Majority of citizens head to
Vladikavkaz, Russia. They will set out as soon as the weather improves.

Poor visibility, conditioned by incessant precipitations, does not
allow anti-avalanche service to observe and destroy the most dangerous

PanARMENIAN.Net – $1 380,6 mln was transferred to individuals through
the Armenian banking system in January-November 2011. According to
the RA Central Bank’s monthly bulletin, 23,1% increase was recorded as
compared with the same period of last year, with private remittances
totaling $142,5 mln. in November 2011.

Besides, the amount of remittances from Armenia totaled $238,4 mln
in January-November 2011 that is 20,1% higher against$198,5 mln. of
the same period of 2010. During the reported period, the net cash
inflow increased by 21% amounting to $1 142,1 mln against $943,8 mln
in January-November 2010.

Meanwhile, Russia keeps the biggest share of remittances to Armenia
– $1028,7 mln, followed by the U.S. – $40,5 mln, Kazakhstan – $16,9
mln and Ukraine- $8,2.

merits can be replaced or become inferior to some other arguments,
Armenian FM Edward Nalbandyan said during an annual summarizing press
conference, referring to the statements voiced by Turkey against the
bill penalizing denial of Armenian Genocide, Armenpress reports.

“Armenia has expressed its gratitude to the French leadership, National
Assembly, to French people, when the national Assembly passed that
bill. Today the bill is involved in the agenda of the Senate and the
arguments that are voiced by the Turkish party, mildly put, are quite
weak and senseless,” the FM noted.

According to Edward Nalbandyan, the law cannot impede regulation of
Armenian-Turkish relations. “First of all the one does not have any
connection with the other, and if something impedes normalization of
the Armenian-Turkish relations, it is the position of the Turkish
party,” the minister noted, adding that the entire international
community claims that the ball is in the Turkish field.

Speaking of the arguments that France pursues some economic profits
in Turkey, and if the bill is adopted issues will rise in this regard,
Mr. Nalbandyan said it looks like blackmail.

The minister stressed that the law to be adopted in France is the
fulfillment of the framework decision of the Council of the European
Union, adopted November 28, 2008.

Villagers Say Teghut Mine Their Only Source Of Income, Environmental

More than 200 people participated in the “environmental tour of
Teghut” yesterday. The event was organized by local activists, but
participating in the day-long event (which aimed to increase public
awareness on mine exploitation and environmental destruction in the
region) were artists and politicians including Heritage Party MPs
Zaruhi Postanjyan and Stepan (Styopa) Safaryan, Sardarapat movement
member Tigran Khzmalyan and singer Ruben Hakhverdyan.

During the “tour”, environmentalists explained that the decision
to engage in mining operations was adopted in violation of the law:
the 2007 government decision transferred more than 270,000 hectares
of community land adjacent to the villages of Teghut and Shnogh to
Armenia Copper Programme CJSC without a tender, which violates the RA
Land Code article on land allocations. Only the head of the community
or regional governor council (marzpet) can make such an allocation –
through competitive bidding.

Environmentalists assert that this decision also violated the
terms of the Aarhus Convention, which grants the public rights to
receive information on environmental issues and to participate in
decision-making – a convention of which Armenia is a signatory.

As told to tour participants by Greens Union of Armenia NGO
President Hakob Sanasaryan, in compiling the decision to begin mining
operations the ecological damage was calculated to be 10 times less
than it actually is, the wealth of flora and fauna in the forest was
downplayed, and the grass-covered area was determined to be outside
of the forest area.

Instead, Sanasaryan continued, the decision is used to vividly
highlight mining revenues, which over a 24-year period will comprise
20 billion drams (about $51.5 million USD), only 600 million (approx.

$1.5 million USD) of which will go to the state via taxes.

According to the law, Armenia’s mining industry is taxed very little;
furthermore, no taxes are expected to be recouped for tailings left
over from the mining process.

The first stop on Sunday’s “tour” was in Vanadzor where a
demonstration was held in the square adjacent to the city hall of
Armenia’s third-largest city. A group of local residents joined the
group going to Teghut.

In order to ensure the security of demonstrators, the buses
of participants were led by police vehicles. Police officers had
questions of their own, which they directed to demonstrators, and
finding out that the trip was going only to see the Teghut mine,
escorted the group till the village of Shnogh, where the road to the
mine itself was closed and a barricade put up near the mine itself.

Gathered near the barricade were the mine’s 100 employees who were
demonstrating in favor of mining operations, holding placards with
such inscriptions as “Save Teghut from Fake Environmentalists” and
“Alaverdi is with Teghut”.

However, not all Teghut residents shared the employees’ views: a
group of locals came to speak with environmentalists, saying that
they know the dangers of mining and would like that environmentally
safe establishments open in their village or land be allocated for
agriculture.

“But you won’t change anything now. [Harvesting] raspberries and
blackberries from the forest was one way of life for us, now they’ve
cut down the forest and the mine won’t happen – with what are we
going to live? The village is emptying; everyone’s going to Russia,
and in the mine at least there are 100 jobs,” said Teghut resident
Mher Yenokyan, speaking to environmentalists.

He explained that employees of the mine receive a monthly salary of
50 to 60,000 drams (approx. $129-155 USD), which allows them to live.

Choosing not to enter into confrontation, demonstrators opted not to
approach the group standing near the barricade, but entered Teghut
village and asked to meet with the Teghut CJSC director. Activists
were greeted by the company’s chief mining engineer, Vardges Tovmasyan,
who assured them that they were committing no illegal acts.

The group asked Tovmasyan to provide the legal grounds for barring
entry to the area, while handing over a printed copy of the Aarhus
Convention, which the mining engineer promised to review.

On the road back to Yerevan, the group stopped at the Akhtala monastery
to see the nearby tailings dump. It was clearly visible that waste from
the company was flowing into the rivulets leading to the town of Debet.

Sanasaryan said that Akhtala’s tailing is about 10 times less than
those from the Teghut mine, the exploitation of which will cause
the same poisoning of zinc, lead and arsenic, which threatens the
surrounding environment and local inhabitants.

Many participants noted that seeing the tailings, they will be more
resolute in fighting against mine exploitation in Teghut.
