Yerevan, 9 February: The secretary of the Security Council of the
Russian Federation, Nikolay Patrushev, said in Yerevan today that
“the assessments of Russia and Armenia of the situation in the region
coincide”.

Secretary of the Armenian National Security Council Artur Baghdasaryan
described the talks with this Russian counterpart as productive,
noting that they reached an agreement to deepen military-technical
cooperation between the two states, continue cooperation in the border
sphere and modernize the infrastructure on the Armenian-Iranian border,
Mediamax reports.

He spoke of the importance to establish an Armenian-Russian Regional
Centre for Emergencies.

Azerbaijani Foreign Minister Elmar Mammadyarov has urged the European
Parliament and EU to avoid double standards on the Karabakh conflict.

He made the remarks in an address to a conference, “EU-Azerbaijan:
New Horizons for the Partnership”, organized by the European People’s
Party Group in the European Parliament.

Focusing on the Armenian-Azerbaijani conflict over Nagorno-Karabakh,
Elmar Mammadyarov called on the EU and European Parliament to take a
position based on international norms and principles on the settlement
of the conflict and said that double standards were inadmissible.

The international norms and principles most often cited by Azerbaijan
concerning the Nagorno-Karabakh conflict are the inviolability of
established borders and maintenance of territorial integrity.

Mammadyarov thanked the EU for what he described as its fair position
expressed in a resolution adopted in 2010, which calls for the
withdrawal of occupying forces from Azerbaijani territory and the
return of refugees and displaced persons to their homes. He hoped
that this would not be the last resolution.

Elsewhere in his speech, the foreign minister talked about Azerbaijan’s
important role in the South Caucasus region and international arena,
reforms and the economic development of the country, the Azerbaijani
Foreign Ministry told Gun.Az.

Describing relations with the EU as a foreign policy priority, he
said it was important to develop strategic partnership relations.

The minister also noted the significance of forming communications
among people and said that it was important to that end to start talks
on visa facilitation and readmission between Azerbaijan and the EU.

The visa facilitation talks are scheduled to start in Baku on 1 and
2 March.

On the Azerbaijani side, MPs Samad Seyidov, Asaf Hajiyev and Ali
Huseynli also addressed the conference, which was held in Brussels
on 9 February.

The conference was opened by Jerzy Buzek, former president of the
European Parliament, while other speakers included Elmar Brok,
chairman of the European Parliament Committee on Foreign Affairs,
and Philippe Lefort, the EU special representative on conflicts in
the South Caucasus and Georgia.

While in Brussels, Elmar Mammadyarov had a business breakfast with
Wilfried Martens, president of the European People’s Party, and
bilateral meetings with Elmar Brok and Polish MEP Jacek Protasiewicz.

Malatya city hall’s recent destruction of the “Final Prayer” chapel
at an Armenian cemetery has spurred Armenians in Turkey into action
about other endangered sites all around the country, Hurriyet Daily
News reports.

“The idea of establishing a commission could perhaps be in time but we
first should consider the situation in Turkey. The example of Malatya
may not be well attributed everywhere,” former Malatya Philanthropists
Association (HAYDER) head Garo Paylan said.

The organization continues receiving phone calls about the status of
Armenian remnants elsewhere in the country.

Considering Turkish PM Recep Tayyip Erdogan’s and the city hall’s
insincere interest relating to the chapel’s destruction, Paylan also
said the latter yielded for fear of public reaction.

To note, workers from the city hall destructed a complex located over
a centuries-old Armenian cemetery involving the “Final Prayer” Chapel.

After public protest, the city hall agreed to rebuild the complex
through its own funds.

YEREVAN. – Police officers have detained a young man in Artashat,
Armenia, on Thursday. He has been wanted by the police since January
26 for inflicting physical injuries.

As the press service of the Armenian Police informs Armenian
News-NEWS.am, on that same day at 12.30 p.m. police officers detained
a 40-year-old man in Katnaghbyur village, who has been wanted by the
police of Novosibirsk, Russia for keeping drugs since January 5, 2010.

On that same day at 2.00 p.m. Kotayk region’s police officers detained
a 52-year-old man who has been wanted by the Ukrainian police since
July 2, 2007 for keeping and using drugs.

“There are many books about Azerbaijan’s history, featuring
Armenian-Azerbaijani relations in the light of Karabakh. Thinking
it important to correctly represent Azerbaijan’s history, I wrote
this book in a year and a half time, but I had been collecting the
factual materials included in the book for years,” Aris Ghazinyan,
the author of the book titled “Polygon Azerbaijan” said at the book’s
launching ceremony.

The preparation work of the book was done by the Public Relation and
Information Center of the RA President’s Administration.

The author noted that the book consists of three parts. The first part
dwells on the logic and history of the formation of the Azerbaijani
nation. The second part represents Azerbaijan’s historiography. The
third part gives the history of development of Azerbaijan’s statehood.

“Azerbaijan’s statehood was proclaimed in 1918 by Enver Pasha’s
brother, Nuri Pasha. Baku became the capital of Azerbaijan Republic
only after Armenian massacres were committed in Baku in 1918,” said
Ghazinyan, adding that Azerbaijan proclaimed statehood three times,
and every time Azerbaijan became a republic the historical conditions
implied Armenian massacres.

“There is a common opinion among us that the Azerbaijanis who
were killing the Armenians were barbarian and half-educated. But
it was not so. We must always remember that there were Azerbaijani
intellectuals, editors, historians and engineers in the vanguard of
Armenian massacres,” said he.

According to Ghazinyan, he tried to represent the true history because
the international community and experts are not well aware of the
issue, and the Azerbaijani propaganda machine constantly represents
its own viewpoint, making it sound convincing.

The book gives Azerbaijan’s history in the context of global political
processes, said the author.

If the MPs of the Republican Party of Armenia (RPA) vote in place
of others now, they will certainly rig the parliamentary elections,
Vahan Hovhannisyan, Chairman of the Armenian Revolutionary Federation
Dashnaktsutyun (ARF-D) parliamentary group, stated at a news briefing
Friday.

This is evidence that “the ruling force is not a force at all,”
he added.

On Thursday, journalists working in Armenia’s parliament noted some
RPA group members voting in place of their associates.

Larisa Alaverdyan and Anahit Bakhshyan of the Heritage parliamentary
group stated that Armenia’s authorities do not respect society.

They do not believe the authorities’ promises of free and fair
elections.

With respect to the bill on bodygaurd, Hovhannisyan considers it one of
the most important bills as it deals with oligarchs and their behavior.

“The government asked for time to work out the training and working
procedures for bodyguard,” Hovhannisyan said.

YEREVAN. – The Sitronics Armenia Company will build infrastructures
for Armenia’s first free economic zone (FEZ), the Company’s General
Director Armen Khachatryan told Armenian News-NEWS.am. He added
that close to ten-million euros are planned to be invested for FEZ’s
creation and administration.

To note, by the Armenian government’s decision on February 2, Sitronics
Armenia received the status of FEZ administrator.

In June 2011, Armenia’s Parliament had passed the law on free economic
zones, pursuant to which the companies operating inside these zones
will be exempt of the value added tax, income tax, and property tax for
exports. Aside from the FEZs under Sitronics Armenia’s administration,
two more are planned to be created at Zvartnots International Airport,
and Gyumri city’s Technopark.

Sitronics Armenia is a sister enterprise of the Russian Sitronics
Concern, and it is a leading corporation in the domain of
telecommunication solutions, Information Technology, and
microelectronic products.

Armenia’s Permanent Representative at the UN Karen Nazaryan circulated
a letter at the UN Security Council, in which he expressed regret
that Azerbaijan – a newly elected non-permanent member of the
Security Council, uses this opportunity to disseminate one-sided
information about the Karabakh conflict, which contradicts the core
of the conflict and the spirit of negotiations within the framework
of the OSCE Minsk Group.

He called on Azerbaijan to respect the activity of the
Security Council and refrain from making provocative steps and
statements. The letter was circulated in response to the statement
of the Azerbaijani representative following the briefing of the OSCE
Chairperson-in-Office, Foreign Minister of Ireland Eamon Gilmore,
who welcomed the OSCE Minsk Group efforts towards settlement of the
Karabakh conflict.

“The statement of Azerbaijan is in stark contrast with the spirit
of the Joint Declaration of the Presidents of Armenia, Russia and
Azerbaijan made just last month in Sochi, underlining the readiness
of the parties to speed up agreement on the Basic Principles offered
by the mediators.

What is the sense of the Azerbaijani attempt to open discussions on
the Nagorno-Karabakh issue in the Security Council or to change the
terminology accepted by OSCE and used for a long time in the documents
and statements of the OSCE? Using correct terminology to address the
root causes of the conflict is one thing, but using terminology to
change facts and distort the reality is a completely different matter,”
Karen Nazaryan wrote in the letter.

“Unfortunately, such behavior of Azerbaijan confirms that the
only guiding line of this country was and remains the use of this
distinguished tribune to distribute false facts, to misinform and
misrepresent the process of the Nagorno-Karabakh conflict settlement.

Despite its pledge before the UN Security Council “to the maintenance
of international peace”, Azerbaijan is continuously threatening to
use force against Nagorno-Karabakh and Armenia along with unprovoked
daily war-mongering by its leadership and is dramatically increasing
its military budget, is continuing ceasefire violations on the line
of contact between Nagorno-Karabakh and Azerbaijan, systematically
is employing acts of vandalism towards the Armenian historical and
cultural heritage and this list goes on.

In response to the calls of the last two years by the UN
Secretary-General, the OSCE and the Minsk Group Co-Chairs, Armenia and
Nagorno-Karabakh responded positively to the proposals of withdrawing
the snipers from the line of contact, to the consolidation of the
ceasefire, to the creation of a mechanism for investigating incidents
along the line of contact. However, Azerbaijan continues to reject
the proposals of withdrawal of snipers and consolidation of ceasefire
and continues to hinder the creation of investigation mechanism.

After the Joint Statements on the Nagorno-Karabakh Conflict by the
Presidents of Russia, the USA and France at the G8 Summits in L’Aquila
(2009), Muskoka (2010) and Deauville (2011) Armenia welcomed them
and stated that we are ready to move forward on the basis of the
principles and elements made in those statements. This proves that
the approaches of the international community are in line with the
approaches of Armenia.

Why does not the Permanent Representative of Azerbaijan recall those
statements in his presentation? Simply because Azerbaijan refuses to
accept them.

Perhaps it behooves Azerbaijan, in its newly elected role in the
Security Council, to respect the work of that body and its members by
refraining from provocative actions and statement,” the letter reads.

“It’s a huge mistake to explicitly say there is no connection at
all between Turkish-Armenian normalization and a settlement to the
Nagorno Karabakh problem. I always believed that the two issues will
help each other; as there is progress on the Turkish-Armenian front,
that will help create progress on Karabakh and progress on Nagorno
Karabakh will help normalize relations between Turkey and Armenia,”
ex-US Ambassador to Azerbaijan and former Co-Chair of the OSCE Minsk
Group Matthew Bryza said in an interview with Hurriyet Daily News.

“The Turkish leadership realizes that by opening the border with
Armenia totally outside the context of Nagorno Karabakh, Turkey was
moving in a new direction because Turkey closed the border in the
context of the NK conflict. Azerbaijanis will never forget that.

Azerbaijanis have significant political influence in Turkey,” he said.

Bryza said he believes there has been an evolution in Turkey’s approach
to the Armenian genocide. “There has been a progression.

There is more acceptance of an open discussion of what happened. I
think the Hrant Dink murder was a huge awakening for millions of
Turks. It’s not just the government, it’s society that has moved
forward to consider that terrible killings were committed by Ottoman
troops. But what has not changed at all for legitimate reasons is
the firm Turkish view that this should not be recognized politically
as genocide.”

Matthew Bryza says there is a chance of breakthrough in the Karabakh
issue. “There has been huge progress. The sides are extremely close to
a breakthrough. There are a couple of core, key details that can only
be agreed upon if the presidents of Armenia and Azerbaijan make a very
difficult and risky political decision. They would not do that until
they feel they receive political support from the U.S. and France.”

” Ukrainia Komsomolskaïa Pravda “, l’Eglise orthodoxe d’Ukraine
accueille la construction de cette eglise armenienne. L’un de ses
responsable affirme ” avec joie au regard de nos longues relations
d’amitie avec l’Eglise armenienne. En tenant compte que les Armeniens
vivent en Ukraine depuis plusieurs siècles, leur volonte de construire
une eglise est comprehensible “. Après Kiev, les Armeniens d’Ukraine
