Gurgen Narimanyan: It’s necessary to adapt to new reality

/PanARMENIAN.Net/ Economic crisis offers new opportunities for a large
number of companies, Financial director of Star supermarket chain
Gurgen Narimanyan said in an interview with PanARMENIAN.Net reporter.
According to Gurgen Narimanyan, the crisis offered new
opportunities. Those who survived the storm can share large
profits. `It’s necessary to adapt to new reality and attract as many
customers as possible, specifically the middle and lower strata of the
population,’ he noted.
Narimanyan forecasted GDP index slump of 16-18% and expressed a hope
worst-case scenario of 20% slump will not come true.
`I think everyone knows that the global financial crisis will have
grave consequences for the economies of all countries. Armenia is not
an exception.
Like in other countries, we can expect real sector damages and
unemployment. It’s premature to speak of progress, because even those
countries which have already reached the bottom of the crisis still
anticipate a second negative wave,’ Narimanyan concluded

The First Lady of the Russian Federation, Svetlana Medvedeva, arrived
in Yerevan today at the invitation of the First Lady of Armenia,
Mrs. Rita Sargsyan.

>From Zvartnots Airport the First Ladies of Armenia and Russia headed
for the Mother See of Holy Etchmiadzin, where they were hosted by His
Holiness Garegin II, Supreme Patriarch and Catholicos of All Armenians.

Rita Sargsyan and Svetlana Medvedeva visited the Memorial to the
Armenian Genocide victims in Tsitsernakaberd. Russia’s First Lady
left a note in the Book of Honorary Guests at the Armenian Genocide
Museum-Institute.

In the evening the First Ladies will attend the first night of Aram
Khachatryan’s "Spartak" ballet at the National Academic Theatre after
Alexander Spendiaryan.

Modernization of the National Academy of Sciences is an issue of
state importance, stated the Armenian Prime Minister Tigran Sargsian
during today’s annual scientific assembly of the National Academy of
Sciences in which the Armenian President Serzh Sargsian also took part.

Prime Minister T. Sargsian considered the Armenian President’s decree
on working out a bill on the National Academy of Science a proof for
the importance of the issue. Means of solution of this issue may be
found within the frameworks of 5 concepts which are the bases for the
activity of the government. T. Sargsian said that the issues which have
been raised by the President and which found wide public discussions
are still up to date: how will be the future of the Academy?

During the discussions there was an opinion that institutions of
development of the sciences should be the universities rather than
academic institutes. There is also an approach that the fundamental
science is a heavy burden for Armenia. It is necessary to deal with
the practical science.

"There are numerous negative phenomena in the sphere of the
science which must be discovered and solved. There is an accusation
that some institutes of the Academy of Science do not give such
results which can contribute to the development of our economy and
society. We are obliged to give exhaustive answers to these and
other issues. These answers must be not only through the speech but
also through the activity. Results of the activity of our institutes
and the achievement of each scientist must be assessed according to
international standards", – the Armenian prime minister underscored.

According to him discovery of quickly changing world tendencies and
announcement of priorities of development of science based on it are
the tasks of the National Academy of Sciences. In the world which
quickly becomes smaller the Armenian science must be comparative
with the world science. The National Academy of Science must be
the institution through which the science will be integrated in the
world’s best scientific centers.

For formation of the science-based society and economy the NAS must
present new methods of intellectual activity and instruments to the
society inputting the link of science in the chain of creation of
additional values. Preservation of the spiritual and cultural values
is one of the most important priorities of the National Academy of
Sciences. The conscious demand of a modern person for dealing with
scientific researches must be ensured through formation of modern
mechanisms: within the frameworks of NAS efficient mechanisms of
transfer of sciences between the generations must be established also
by using modern information technologies of spread of knowledge.

"I want once more to stress the importance of the three goals the
Armenian President has put for the government – the compatibility of
a nation in the modern world is first of all the compatibility of
its scientific abilities: those nations will win which are able to
establish a powerful scientific potential. To reach a success we must
be guided by the consciousness that the science can only develop in
a favorable environment and formation of such an environment is one
of the priorities of the government.

The Armenian government must reach the aim that the science is
assessed as a value by the society. Science must become our essence,
biological necessity and an inseparable part of our life. I’m sure
that through collaborative efforts we will be able to combine the
scientific potential of the nation and with this to ensure a crucial
development of the science", – the prime minister summed up.

"There has been reached an agreement to concentrate attention on
the elaboration of basic principles, developed by the Minsk Group",
said OSCE MG co-chair Matthew Bryza after talks in Baku.

In his interview to BBC radio station the US co-chair said about what
Armenia and Azerbaijan should do to complete the basic principles:

"The basic principles define the final settlement of the conflict,
frames of its settlement. This will create balance and fair conditions
for stimulating the process, considering mechanisms of provision
of security for both ethnic groups of the region, return of lands,
return of internally displaced persons to the places of their residence
that also includes the development of mechanisms for definition of
the political status of the disputable area.

Thus, currently several specific moments are at the stage of settlement
and their settlement will allow to generalize the frames of the
completion of what we call basic principles.

Yet, I cannot say anything about these unagreed moments as I should
create conditions for the presidents to hold talks freely. The
presidents need to make courageous steps.

In the coming months, we must attain definite results. We must reach
a significant progress on Nagorno Karabakh. I think this progress is
close and I hope that we will see it during the meeting of President
Sargsyan and President Aliyev next month".

Origins are an important element in this part of the world. The
Middle East, particularly the Armenian community, relies heavily
on this information when meeting strangers. Toros, after living in
Kessab for over thirty years, still says he is a Sassountsi from
Halleb. He is fifty seven years old with a thick bushy moustache,
almost a hundred pounds overweight and has a penchant for languages. He
speaks a smattering of several of them like French, Italian, English
and Thai. "I hear something once and I can remember it."

He lives in Kessab because he likes the slower pace of life. "Believe
me, when it gets busy here in the summer I hate it," he says referring
to the population explosion that occurs during the summer months when
the number of people in the village exceeds ten thousand and walking or
driving down the street becomes an obstacle coarse. Kessab has become
a popular destination for people to spend their summer holidays away
from the heat and dust of the big cities.

Toros is a driver, an occupation he learned from his father. In the
winter he drives the bus for the Armenian school, collecting students
from the various ends of the region, and contracts with various groups
to drive their members to their regular scheduled club meetings. He
loves to drive, particularly long road trips to discover new places. In
the past, when he drove a delivery truck, he always request new routes
so he could see unfamiliar locations. This is how he traveled and
discovered the breadth of the Gulf States. Recently he planned to
drive all the way to Armenia but was thwarted by the closed Turkish
border. "I hope Gul’s (Turkey’s president) visit this week will help
(open the borders)," he says referring to the Turkish president’s
visit during the much debated Armenia vs. Turkey soccer game.

It all started in 1968 when, at 17 years old, he left Syria for
Lebanon to avoid the mandatory military service. "It used to be very
hard in those days," he says of the time spent in the army. He stayed
in exile for two difficult years in Beirut but finally concluded that
he would be willing to serve his time if only he could return to his
birth country. He did his five year tour of duty during which time
the war of 1973 broke out with Israel. "My parents were very worried
for me and my brother. But we survived."

In his mid-20’s he bought a car and worked in the Gulf for a
short while. He saved his money and returned to Kessab to buy a
house. "Kessab then became my base. I never went back to Halleb."

In 1985 he married a Christian Arab woman from Jordan whom he’d met
during his business transactions. "But it didn’t take," he says with
a wry smile. He attributes it to his wife’s intense jealousy which
drove a wedge between them that he never could dispel. "I don’t think
I changed," he says reflecting on his former marriage "I even cut
down on the length of my travels." By the time the two parted ways
in 1995 they had two children, Vartoug and Apo,. Vartoug went with
her mother to Jordan while Apo stayed in Kessab with Toros.

He and Apo visited Vartoug often but suddenly three years ago she
cut off all contact with her father. He called his ex-wife, a rare
occurrence, for an explanation. "She told me not to be upset. That’s
her (Vartoug) living her own life. How can I not be upset? I’m not an
animal." He continues to call her but she won’t acknowledge him. "I
heard she (Vartoug) got married," he says of the little news that
does reach his ears, "but I couldn’t find out for sure."

Toros’ friends tell him he should get married again, that he shouldn’t
be alone but he worries that a woman would get jealous of the attention
and the resources he allocates to his son. He wishes that society
was less rigid in Kessab so he could consider the option of dating
or living with someone. "Here you need a title like %u218Uncle’
or %u218Brother-in-law’." He used to dream of a large family with
lots of children underfoot. He used to observe the families of his
Arab friends with their eight or nine kids and enjoyed being in their
midst. He likes the energy and commotion of kids running in and out
of the house but that was not his fate.

"My son almost didn’t happen," he says and sometimes wonders it would
have been better for Apo if that were the case. "It’s hard on him (Apo)
growing up without a mother especially on holidays like Mother’s Day."

Now Toros is in love with a local Armenian woman. It’s an open secret
in the small village. After three years of growing affections he
has asked her to marry him but she’s refused. "She wants to but is
concerned about her family’s reaction," he complains. His girlfriend
is in her early fifties but never married. She still seeks her
mother’s council who believes that her daughter has no business with
"a divorced man." She is the only daughter amongst three sons who
have married and have families of their own. "I think they (the
brothers) are very selfish for not encouraging her to be with me,"
he says. "They should be happy that someone loves her, who she loves
back, and wants to marry her."

Toros has some hard decisions to make in the near future: to stay
with a woman he loves but who will not openly commit to him or move
on and find someone who will even though he may not love her. "This
subject has been coming up a lot lately," he explains that because of
his work he meets many new people when they visit Kessab and need his
services. Several times this past summer he was approached by various
people who wanted to play matchmaker and introduce him to eligible
women from Halleb. He’s considered taking them up on their offer.

In the meantime he’ll continue to plan his road trip to Armenia
with Apo.

Ceasefire violated again

CEASEFIRE VIOLATED AGAIN

On the night of 7 March and during the day the ceasefire has been
violated in the front line of Azerbaijan-Karabakh, reports the Defense
Ministry of Nagorno Karabakh. The Azeri armed forces fired the
military units of NKR army in the directions of Nouzger, Mehdili,
Horadiz, Ashagh, Abdurahmanli, Kouropatkino, Djraberd, Levonarch,
Seisulan and Talish.

The NKR defense army took appropriate measures and the rival stopped
shooting. Nagorno Karabakh armed forces did not suffer losses.

A Turkish court ruled Monday that criminal proceedings could be
launched against the authors and signatories of a petition that
apologises to Armenians for 1915-1917 massacres under the Ottoman
Empire.

The decision by the court in Sincan, on the outskirts of Ankara,
repeals a January 26 ruling by the prosecutor general that bringing
charges would impinge on freedom of speech laws, the Anatolia news
agency said.

Criminal proceedings can now be launched against the organisers of
the Internet petition, which was launched on December 15, and the
subsequent 29,000 signatories, Turkish media reported.

The petition states that signatories regret "that we remain indifferent
to the Great Catastrophe that Ottoman Armenians endured… and that
we deny," and offers apologies.

Armenia and Turkey offer starkly different accounts of the events,
and the dispute has been a major obstacle in relations between the
two countries.

Armenians say up to 1.5 million people died between 1915 and 1917 in
orchestrated killings as the Ottoman Empire fell apart. More than 20
countries have recognised the killings as genocide.

Turkey rejects the genocide label and argues that between 300,000
and 500,000 Armenians and at least as many Turks died in civil strife
when Armenians took up arms for independence in eastern Anatolia and
sided with invading Russian troops.

The petition, which does not use the term "genocide" to describe the
massacres, has been signed by more than 29,000 people, among them
intellectuals and artists.

A probe was launched in January after several Ankara residents filed a
complaint asking for those involved with the petition to be punished
for "openly denigrating the Turkish nation", an offence that carries
two years in prison.

Belgium, Canada, Poland and Switzerland are among the countries to
have officially recognised the killings as genocide.

But many others, including Britain and the United States, refuse to
use the term to describe the events, mindful of relations with Turkey.

Turkey has refused to establish diplomatic ties with Armenia because
of its campaign to have the killings recognised as genocide.

Turkey shared the view of Israel in regard to improvement of relations,
a Foreign Ministry spokesman said Tuesday.

Turkish authorities were evaluating the response of Israel to the
note of Turkey regarding the Israeli Commander of Ground Forces Avi
Mizrahi’s remarks, Burak Ozugergin, spokesman for the Foreign Ministry,
was quoted by Anatolian Agency as telling a press conference.

Israeli Ambassador in Ankara Gabby Levy conveyed the response to
Turkish authorities on Monday and the importance of continuation of
Turkish-Israeli relations was underlined in the response, Ozugergin
told reporters.

Israel’s response of note was sent to the Turkish Prime Ministry and
General Staff, he said.

Israel reiterated Monday in a diplomatic note it delivered to Turkey
that Mizrahi’s harsh remarks relating to Prime Minister Tayyip Erdogan
do not represent the official position of the Jewish state.

Mizrahi said earlier this month that Erdogan, who severely criticized
Israel’s military campaign in Gaza, "should first look in the mirror",
and accused Turkey of "committing a massacre of Armenians, as well
as suppression of the Kurds".

After Mizrahi’s remarks, Turkey summoned the Israeli ambassador
to the Foreign Ministry and handed a note of protest demanding
clarification, while the military denounced them as "excessive,
unfortunate and unacceptable".

The Israeli army chief telephoned his Turkish counterpart last week
to apologize for Mizrahi’s harsh remarks in an effort to prevent a
deterioration in military relations with Turkey. Israel’s Chief of
General Staff Lt.-Gen. Gabi Ashkenazi also sent an official letter
to the Turkish General Staff regarding the issue.

"Open Armenian-Turkish frontier is beneficial for Russia taking
into account those changes with Georgia," said political expert
Yervand Bozoyan in a press conference: "The only way to strengthen
its pressure over Georgia and to isolate the country is to contribute
to open Armenian-Turkish frontier."

According to the expert if the front opens Armenia will have another
way out of the country, and Russia expects Armenia to press on Georgia,
too. "It is quite different thing how Armenia decides, what position
to chose but it is expected by Russia to see Armenian pressure on
Georgia," he said.
