Washington, DC, Dec. 04, 2017 (GLOBE NEWSWIRE) — The US government is soliciting a telecommunications company capable of transmitting democracy-friendly mass-media in Armenia. Uncensored news, responsible discussion and open debate are among the goals of the programming which fall under the Radio Free Europe/Radio Liberty (RFERL) project. The Broadcasting Board of Governors (BBG) will provide 1-1.5 hours of RFERL content Monday through Saturday to the company who wins the contract. On December 19, 2017, the BBG will make their awardee selection based on an offer containing the lowest price technically acceptable.

Radio Free Europe/Radio Liberty programming broadcasts from 500 points in eleven time zones. Since the company who wins this contract will broadcast from their own facility to a multi-city area in Armenia, the government award will go to a site that has coverage in Armenia. The contractor needs to demonstrate at least three-years of experience in broadcasting radio programs and have the personnel, equipment and transmission services to receive and transmit to multiple cities in the required area. The contractor will not produce content, only receive and transmit the programming.

The contract will last for 12 months with the option of an additional 12 months if the awarded company is chosen to extend their contract. The BBG expects to make a decision by January 28, 2019. Interested companies should contact Adam Gartner, the BBG Overseas Contracting Officer, at rel=”nofollow” target=”_blank”>atgartne@bbg.gov.

Companies able to meet the solicitation’s requirement also need to be registered in the System for Award Management (SAM) before submitting a quote to the government. SAM registration is free, but help is available for a fee to companies who need assistance filling out the form. This assistance can greatly accelerate the process for acquiring a contract and is recommended for businesses that might not have the manpower, time or expertise to quickly turn themselves into an eligible government contractor.

US Federal Contractor Registration (USFCR) is the world’s largest third-party government registration firm. USFCR’s expert case managers and acquisition specialists will help unregistered companies become professionals when making business deals with the US government.

Sumo best wrestler resigns

Sumo’s current best wrestler, Harumafugy, resigned. This morning, a 33-year-old Mongolian athlete informed Hakaku, the head of the Soma Japan Association, that he resigned.

According to local media, the resignation of the winner of the nine major tournaments is related to the incident that took place a month ago, when he first hit his countryman, 27-year-old Takanovia, with a bottle and then with his fists. The latter was taken to the hospital with brain concussion and was discharged on November 9. Harumafugy later apologized to Takanovia and his trainer, but in vain.

This is the second case that the Sumo athlete is forced to resign for his inappropriate behavior. The first was Mongolian Sumoist Asashoriu, who bit a visitor in one of Tokyo’s bars in 2010.

Iran’s Foreign Minister Praises Relations with Armenia

Iran’s Foreign Minister Mohammad Javad Zarif (l) with Armenia’s Foreign Minister Edward Nalbandian in Yerevan on Tuesday

YEREVAN—Bi-lateral relations, trade and investment were high on the agenda when Iran’s foreign minister Mohammad Javad Zarif visited Armenia on Tuesday and met with his Armenian counterpart Edward Nalbandian and President Serzh Sarkisian.

He told reporters after meeting with Nalbandian that Armenia and Iran are good neighbors and the political and economic relations have been on the rise over the past years.

Zarif said energy and transit remain a high priority for Armenia-Iran cooperation, emphasizing the importance for collaboration in environmental protection, education, science and technology.

The Iranian Foreign Minister expressed gratitude for Armenia’s support for the principles of the Islamic Republic on the international arena and hailed Armenia’s efforts in ensuring peace and stability in the region.

“Armenia and Iran enjoy comprehensive and mutually beneficial relations rooted on centuries-old ties between the two peoples,” Nalbandian told reports after talks with Zarif. “Warm and trustworthy relations have been established between the leaders of Armenia and Iran,” he said.

“We discussed the situation in the Middle East, the fight against terrorism, implementation of the agreement reached on Iran’s nuclear program, which we support,” said Nalbandian.

The Armenian foreign minister briefed his Iranian counterpart on the efforts toward a peaceful resolution of the Karabakh conflict. “We value Iran’s balanced stance on the peaceful settlement of this conflict based on principles of international law,” he said.

“On the 25th anniversary of our diplomatic relations we can state that Armenian-Iranian relations have been developing dynamically,” Minister Nalbandian stated.

He added, however, that the potential is even greater and pledged the willingness of the parties to take joint efforts to further deepen, expand and develop the bilateral relations.

While in Yerevan, Iran’s Foreign Minister Mohammad Javad Zarif met with President Sarkisian

Nalbandian also discussed the recent visa liberalization agreement between the two countries, saying the move has led to a drastic increase in tourism to Armenia.

Nalbandian also added that, “cooperation between Iran and the Eurasian Economic Union can ensure progress in the development of Armenian-Iranian economic ties.”

The two leaders also attended an Armenian-Iranian business forum, which looked at the potential for mutual economic cooperation and investment opportunities

Armenia, being the only EAEU member state that has a land border with friendly Iran, can be a gateway to accessing EU, EAEU and CIS countries, Nalbandian said at an Armenian-Iranian Business Forum in Yerevan.

In this regard he pointed to the significance of the North-South Road Corridor, which, he said, is the shortest transit route connecting Persian Gulf ports to the Black Sea ports.

According to Nalbandian, “Armenia actively supports the negotiation process between the Eurasian Economic Commission and friendly Iran aimed at signing a free trade zone agreement.”

“On March 30, 2017, the Government of Armenia passed a decision on establishing a free economic zone in Syunik – at the border with Iran, the launch of which would promote the strengthening of economic ties with the Islamic Republic of Iran and ensure the most efficient use of Armenia’s economic potential,” said Nalbandian.

A Memorandum of Understanding was signed by the relevant authorities of the two countries aimed at defining the directions of cooperation between Armenia and Iran in creating free economic zones, like the ones recently established zones in Meghri and Aras.

Nalbandian said Armenia has created favorable conditions for investments and business.

“Reforms in Armenia are aimed at establishing national and more favorable regimes, clarifying guarantees for foreign investors, providing the opportunities for businessmen to use the existing in Armenia and envisaged supplementary benefits and modern mechanisms for resolving investment related disputes; a number of procedures are consistently being reduced and simplified,” said Nalbandian.

“One of the advantages of investing in Armenia is that the country has privileged trade regimes with many countries. Particularly, Armenia’s membership in the Eurasian Economic Union has created new opportunities. The products produced in Armenia can freely enter the 180 million-strong consumer market of the Eurasian Economic Union member states with zero customs duties and without administrative barriers,” explained Nalbandian.

Later in the day, Zarif held a meeting with Prime MinisterKaren Karapetyan, during which he said the economic delegation accompanying him was comprised of managers from top companies which were ready to further expand bilateral economic relations.

The prime minister said Yerevan attaches great importance to its relations with Iran and is ready to expand ties in various fields.

“Exports and imports between the two countries are on the rise and we are ready to enable Iranian companies to benefit from the interests of the Eurasia Union through Armenia,” Karapetyan said.

Zarif also met with Armenia’s President Serzh Sarkisian and delivered greetings from Iran’s President Hassan Rouhani.

‘Echoes of Survival’: A Creative Take on the Armenian Genocide

“Echoes of Survival,” which debuted during the centennial of the Genocide in 2015, follows a group of creative Armenians as they share their unique story of being Armenians raised in the diaspora, specifically the United States

BY MEGHEDI MELODY NAZARIAN

The narrative of the Armenian Genocide has been on repeat—both in media and in the minds of Armenians all over the world—for over 100 years now. There are countless chilling facts about the atrocities carried out by the Ottoman Empire of 1915, but one in particular has stuck with Los Angeles-born filmmaker Avo John Kambourian since youth.

On eve of April 24, 1915, hundreds of notable Armenian artists and intellectuals living in Istanbul were taken by force from their homes in the middle of the night, placed under arrest, and eventually executed. That image has been playing like a movie reel in Kambourian’s head since the day he heard it. “I was always aware that art can be a very dangerous thing, but also a beautiful thing that many see as a threat to their political agenda,” the 27-year-old says, reflecting on the poignant killings of intellectual leading up to the systematic massacre of 1.5 million Armenians from 1915 to 1918.

“Echoes of Survival – Episode 5” focuses on New England, home to one of the oldest Armenian communities in the United States

Even decades later—and in an attempt to portray how the culture has survived through the work of Armenian artists—Kambourian was inspired to a create a film, a proverbial mixed tape of Armenian artists that aren’t conventionally known in Armenian communities around the world.

“Echoes of Survival,” which debuted during the centennial of the genocide in 2015, follows a group of creative Armenians as they share their unique story of being Armenians raised in the diaspora, specifically the United States.

The talented subjects include NYC photojournalist Scout Tufankjian, abstract painter from Chicago Jackie Kazarian, LA-based documentary photographer Ara Oshagan, oud player from New Jersey Ara Dinkjian, and New England musicians John Berberian and Mal Barsamian.

“Ara Oshagan brings a unique perspective on trauma and how it has affected our communities” (Photo: Still from “Echoes of Survival – Episode 2”)

Each story in this documentary is meant to inspire in its own way: Scout’s sharing of her experience photographing former President Obama and what it means to be a good Armenian today; Ara Dinkjian’s conversation about his musical influences and showing his extensive record collection; Jackie’s talking about being raised with only two other Armenian families in her community and revealing the giant painting she made in honor of the 100th anniversary of the Armenian Genocide; the New England musicians’ performing together in Massachusetts; and Oshagan’s discussion about his family legacy and how he went from being a writer to a documentary photographer…

For the filmmaker himself, each creative character excited him for different reasons: “Jackie inspires me with her resilience and dedication to her craft, which can take weeks or months to do; Ara Dinkjian inspires me with his selfless pursuit of finding ways to keep Western Armenian music alive and changing; Ara Oshagan brings a unique perspective on trauma and how it has affected our communities; Scout is the anthropologist we all wish we could be; and the New England musicians are the last of a sadly dying lineage of musical tradition.” Kambourian recounts the scene with all the New England musicians jamming as one of the best nights of his life.

The full piece—67 minutes total—shows the various shapes the Armenian spirit can take. “I want people to feel happy about diversity and about what these artists are making,” Kambourian says about his passion project. “I love being able to preserve moments and tell stories that I find captivating to me, and then have someone else see that and be inspired.”

Avo John Kambourian

One of Kambourian’s personal motivations for creating this film was to better understand who he is as an Armenian American today. “For me it means that I get to have a double life. We’re pretty blessed to be living in a country like the United States. We have it pretty okay compared to a lot of the world.” But, still, Armenia is always on the back of Kambourian’s mind. “I think we as Armenians are obligated to always look backwards and reflect, but for the sake of humanity we must also be forward-thinking and be able to embrace change and diversity.” What’s more, “As persecuted people, we also have an obligation to stand up to fascism when we see it.”

During a shoot in New England

After completing the film, Kambourian understands the importance of artists’ in general sharing their own unique story. “We can’t really force people to be interested in our story without some sort of emotional investment. The best films I’ve seen, whether in French, Spanish, Portuguese, or Japanese, they all aim to tell a universal story at their core. The cultural stuff is always just window dressing.”

One of Kambourian’s personal motivations for creating this film was to better understand who he is as an Armenian American today.

Currently, Kambourian is working on a documentary about the famous rocker Joan Jett called “Bad Reputation,” which will debut in 2018.

“Echoes of Survival” will screen at the 20th Annual Arpa Film Festival at the Egyptian Theatre, in Los Angeles, on Nov. 4; at AGBU Films at Lincoln Center in New York City on Nov. 16; and at the Pomegranate Film Festival in Toronto on Nov. 18.
