Azerbaijani press: Azerbaijani MP criticizes Turkish citizens’ illegal visit to occupied lands

The illegal visit of a group of Turkish citizens to the occupied Azerbaijani lands does not meet the strategic cooperation, friendly and brotherly relations existing between Azerbaijan and Turkey, said Elman Nasirov.

 The Azerbaijani MP told Trend that this casts a shadow on the Azerbaijani-Turkish relations.

“This also causes confusion in the Azerbaijani society. Today the relations between Azerbaijan and Turkey are an example for all countries of the world,” Nasirov said. “However, such actions of a group of individuals, calling themselves “the Turkish intellectuals,” caused fair discontent in the Azerbaijani society.”

The MP added that Turkey always supports Azerbaijan and Azerbaijan supports Turkey, noting that the main reason for the closure of Turkey’s border with Armenia was the Armenian occupation of Azerbaijani territories.

“In this case, the illegal visit of Turkish citizens to Nagorno-Karabakh is unclear and it is a crime. The Prosecutor’s Office of Azerbaijan has rightly opened a criminal case on this fact, these individuals should be prosecuted,” said Nasirov.

Without documents and consent from relevant executive authorities, four Turks Ufuk Uras, Ali Bayramoglu, Said Cekinoglu and Erol Katircioglu crossed the internationally recognized borders of Azerbaijan avoiding checkpoints on September 22. The Grave Crimes Investigation Department of Azerbaijan’s Prosecutor General’s Office filed a criminal case under Criminal Code’s Article 318.2 (illegally crossing Azerbaijan’s state borders) against them.

That is, they deliberately traveled from territory of Armenia and illegally arrived in occupied Khankendi and other settlements of the occupied territories of Azerbaijan. They have been declared in the international wanted list. Azerbaijan also sent an appeal to the Turkish law enforcement agencies in order to detain the four citizens.

Unauthorized visits to Nagorno-Karabakh and other regions of Azerbaijan occupied by Armenia are considered illegal, and any individuals paying such visits are included in the Azerbaijani Foreign Ministry’s list of undesirable persons. Baku continues the work to prevent such illegal actions, and the foreign citizens should keep their eyes peeled in order not to be deceived by Armenian occupiers.

Deepening Armenian-French commercial ties is priority: President Sargsyan receives MP Olivier Dassault

President of Armenia Serzh Sargsyan on September 26 received member of the French National Assembly (lower house of the parliament) Olivier Dassault.

Welcoming the guest in Armenia, President Sargsyan said interparliamentary cooperation plays a key role on strengthening the Armenian-French unique ties. He said with satisfaction that the relations between the two friendly states are effectively developing in all spheres, stating that the deepening of Armenian-French commercial ties is among the priorities of the bilateral agenda making it in line with the high level political relations.

President Sargsyan and the French MP attached importance to the productive activity of Armenia-France interparliamentary friendship groups aimed at strengthening the centuries-old friendship between the two peoples and the interstate ties, as well as the close cooperation within the frames of international organizations.

Highlighting the role of Olivier Dassault and his family in France’s public-political life, the Armenian President expressed hope his visit to Armenia will contribute to further intensifying and developing the Armenian-French friendly ties.

The development of Armenia’s digitization agenda kicks off

The workshop was organized by Armenian government’s Center for Strategic Initiatives with the support of EU-financed “Development and Strategic Studies” project.

The workshop is aimed at announcing the start of Armenia’s digitalization agenda and preparing the draft of the agenda.

The workshop will last 2 days. The first day will be dedicated to the international digital strategy trends and the opportunities of their application in Armenia. The meeting will cover digital strategies of different countries and their localization in Armenia.

On the second day, the representatives and experts from the Armenian government will work on the draft of “Armenia’s digitization agenda”.

The draft is set to be finished until the yearend.

Ruling Party Said To `Choose' New Armenian PM In April

The leadership of the ruling Republican Party of Armenia (HHK) will
decide next April who will be the country's prime minister after
President Serzh Sarkisian completes his final term, parliament speaker
Ara Babloyan claimed on Friday.
"Come April, we will jointly choose our prime minister," Babloyan, who
is also a member of the HHK's governing board, told journalists.
Asked whether the HHK leadership is already discussing possible
candidacies for the post, he said: "They will be discussed in April."

Sarkisian will also serve out his second and final five-year
presidential term in April 2018. The end of his presidency will
complete Armenia's transition to a parliamentary system of
government. The next head of state will be elected by the Armenian
parliament and have largely ceremonial powers.
Sarkisian has still not clarified whether he plans to become prime
minister or stay in government in another capacity. "I have never
thought about what my next area of activity will be # There is still a
lot of time [left before April,]" he said in a televised interview
aired in July.
"He who has the parliamentary majority will nominate the [next] prime
minister," he added vaguely, referring to the HHK.
Sarkisian said in March that he would like to "play a role, in some
capacity, in ensuring the security of our people" after April 2018.
The president stated in 2014 that he will not "aspire" to the post of
prime minister if Armenia becomes a parliamentary republic. However,
he pointedly declined to reaffirm that pledge on the eve of a disputed
referendum on his sweeping constitutional changes held in December
2015.
Armenia's current Prime Minister Karen Karapetian has repeatedly
indicated his desire to retain his post next year. Some Armenian media
outlets alleged earlier this year a rift between Karapetian and
Sarkisian.
Sarkisian dismissed those claims as "untrue" in early June. He said
afterwards that Karapetian's government continues to enjoy his "full
trust."
Government Sees Strong Growth In Armenian Brandy Industry

Armenia's wine and brandy companies will likely increase grape
purchases from local farmers by 28 percent this year after posting
sharp production gains in the last 18 months, Agriculture Minister
Ignati Arakelian said on Friday.
Arakelian spoke at a meeting with senior executives of those companies
held by Prime Minister Karen Karapetian. It focused on government
support for a major sector of the Armenian economy providing income to
tens of thousands of grape farmers.
According to Agriculture Ministry projections cited by Arakelian, the
country's 2017 grape harvest is on track to shrink by 10 percent due
to an unusually cold winter that severely damaged many
vineyards. Nevertheless, the ministry expects wholesale grape
purchases by Armenian distilleries to rise to 141,000 metric tons from
110,000 tons in 2016.
Arakelian implicitly attributed that to a nearly 30 percent rise in
exports of Armenian brandy which he said was registered so far this
year. Russia is the main export market for the alcoholic beverage.
According to the National Statistical Service (NSS), brandy and wine
production in Armenia soared, in physical terms, by 61 percent and 30
percent respectively in the first half of 2017. The NSS reported less
drastic but still double-digit production increases in 2016.
Output in the sector contracted in 2015 primarily because of a sharp
depreciation of the Russian ruble. Many local firms struggled to pay
grape farmers as a result. Some small manufactures also delayed
payments for grapes purchased from mostly subsistence farmers last
fall. Hundreds of such villagers staged angry protests this winter and
spring.
Arakelian, who managed Armenia's largest brandy producer until being
named agriculture minister last October, was reported to urge all
liquor firms to sign contracts with their grape suppliers "in order to
avoid problems."
Karapetian, for his part, promised continued government support for
the winemaking industry. He said his government is already subsidizing
loans extended to brandy and wine companies for grape purchases. It
also engineered late last year a significant cut in the price of
natural gas used by them, the premier said.
"I don't know of many other governments that provide so much financial
and other assistance to the agriculture sector," Karapetian added,
according to the government statement.
The statement said the industry executives presented their "problems,
proposals and observations" during the meeting.
New Armenia-Karabakh Highway Inaugurated

A newly built second highway connecting Armenia to Nagorno-Karabakh
was inaugurated in the presence of President Serzh Sarkisian and other
senior officials on Friday.
Work on the 115-kilometer -long road began in 2011 and was essentially
completed months before the inauguration ceremony, costing 17 billion
drams ($36 million) in funding. The Armenian and Karabakh governments
footed 56 percent of the bill.
The rest of the sum was raised by the Hayastan All-Armenian Fund in
annual telethons broadcast from Los Angeles in 2013 and 2014. In a
statement on the ceremony, the pan-Armenian charity headquartered in
Yerevan noted the "strategic significance" of the project.

been mainly carried out through a highway passing through Lachin, one
of the seven districts in Azerbaijan proper that were partly or fully
occupied by Karabakh Armenian forces during the 1991-1994 war.
The Lachin road stretches for more than 80 kilometers from the
Karabakh capital Stepanakert to the southeastern Armenian town of
Goris. It was built in 1997 with the financial assistance of the
Armenian Diaspora and the late U.S.-Armenian billionaire Kirk
Kerkorian in particular.
The second highway runs from the northern Karabakh town of Martakert
to Vartenis in eastern Armenia through the Kelbajar district that has
been under Karabakh Armenian control since 1993.
Officials say that the new highway will not only shorten travel time
between Yerevan and northern Karabakh but also stimulate economic
activity in nearby rural communities and bring more tourists to the
Armenian-populated territory. In particular, it will significantly
facilitate visitors' access to two medieval Armenian monasteries
located in the area.
The Vartenis-Martakert road should also benefit an Armenian company
mining gold and copper in northern Karabakh. It is Karabakh's single
largest corporate employer and taxpayer.

"Aravot" claims that "Russian jealousy and Azerbaijani hatred have
joined forces against Armenia's sovereignty." "Russian-Azerbaijani
interests are congruent with the existence of a weak and hesitant
Armenian government lacking confidence in Karabakh peace talks,"
writes the paper. By contrast, it says, the United States wants to
"make sure that Armenia can make a sovereign decision in the choice of
its economic and political model."
"Haykakan Zhamanak" predicts that Prime Minister Karen Karapetian's
cabinet will fail to make good on its pledge to attract $830 million
in mostly foreign investments in Armenia this year. Citing official
statistics, the paper says that more capital has flown out of the
country than been invested in its economy in 2017.
"Zhoghovurd" comments on the start of a new academic year in schools
and universities across Armenia. The paper is alarmed by a continuing
decline in the number of schoolchildren in some rural communities. "So
especially in some villages September 1 will be no different from
other days," it says. "The situation is tragic and it is the
consequence, first and foremost, of emigration. According to official
statistics, though, just like last year, the number of fist-graders
going to school in 2017 stands at 40,000."
"Chorrord Ishkhanutyun" quotes an official from the Armenian Ministry
of Education as saying that parents failing to send their children to
school will risk heavy fines. The paper slams the warning, saying that
poverty is the main reason why some children skip classes or drop out
of schools altogether. "Parents just don't have 15,000-20,000 drams
($31-$41) to buy bags or clothes for their children," it says. "Of
course, even in the wealthiest states there are people living in
extreme poverty. But for some reason, their governments help such
people, instead of fining them."

Azerbaijan outraged over the sale of Kim Kardashian lipstick sale in Baku

Azerbaijan has detected something of a national security breach. And this time it comes via a lipstick collection carrying Armenian-American television star Kim Kardashian West’s brand name (KKW) and sold to unsuspecting Azerbaijanis, EurasiaNet.org writes.

For Azerbaijan any product with an ethnic Armenian connection, whether a lipstick or a rifle, can be considered an enemy operation. “You put a little bit of Kim Kardashian West (KKW) on your lips and, boom, you support Azerbaijan’s enemy, one government-aligned media outlet warned,” the article reads.

“You may say it’s just cosmetics, big deal. What does it have to do with the Armenian-occupied territories of Azerbaijan?” observed Azeri Today in a Russian-language article with the sub-title “For the attention of Azerbaijan’s Security Services!” The story takes the trouble to respond to its own question.

The Kardashian family spends part of its earnings on “advancing the recognition of ‘the Armenian Genocide’,” the author posited.

The 36-year-old Kardashian West indeed campaigns for international recognition of the massacre of ethnic Armenians by Ottoman Turks as genocide.

EurasiaNet.org reminds that with her sister Khloé and husband, rapper Kanye West, in tow, Kardashian West made a grand visit to Armenia in April 2015, drawing attention to genocide commemorations there. The actress’ own paternal ancestors barely escaped the killings when they migrated to the US at the turn of the 20th century.

The fact that neither KKW by Kylie, nor its distributor, KylieCosmetics.com, is Armenian means little or nothing to ethnicity-conscious Azerbaijanis. Earlier this year, calls were made in Azerbaijan to ban Yandex and Uber’s joint taxi-hailing service because an ethnic Armenian is at the helm of the company, EurasiaNet.org writes.

Knights of Vartan Donate to Artsakh’s Ministry of Health

YEREVAN—Past Commander of the Knights of Vartan Ani Lodge of Washington D.C. Mr. Jake Bournazian, traveled to Artsakh with his son and daughter on July 17 to make the endowment on behalf of Knights of Vartan in Artsakh. The $10,000 donation was presented to Ms. Karine Atayan, minister of health of the Artsakh Republic, to contribute toward the costs of purchasing medical equipment for a new oncology treatment facility in Stepanakert, the capital.

Construction of the new oncology dispensary was recently completed, in May 2017, through funding from Vardan and Koharig Ohanessian in France. During his visit, Bournazian met with Minister Atayan to discuss the major equipment needs to enable the dispensary to be operational. After the meeting, Bournazian and his family visited with the doctors and nursing staff at the current facility where patients are diagnosed, and then toured the new building of the oncology dispensary.

“The newly built oncology dispensary building needs more medical equipment, and this donation from Knights of Vartan will be used to help improve healthcare for cancer patients in Artsakh. Cancer rates have dramatically increased in the population in Artsakh over the past 10 years. Any support to improve the life of our compatriots is very much appreciated,” said Atayan.

“It is great to see so many improvements in Artsakh today, but still there is much to be done. I hope this example from our lodge will inspire others to follow,” said Bournazian. The Knights of Vartan organization has been operating for the benefit of Armenian people in the homeland and in the diaspora—both directly and through its mission partners—for over a century. Today, there are 24 chapters of the Knights of Vartan throughout the United States.

In 2016, the Knight of Vartan opened its communication office in Yerevan to facilitate communication with its mission partners.
