Giresse et Casoni ne regrettent rien de leurs difficiles exils
caucasiens ;

RIEN NE les prédestinait à s’expatrier là-bas, dans le Caucase. Ils
ont pourtant choisi l’exil. Fin avril 2004, c’est Alain Giresse qui a
ouvert la voie en acceptant le poste de sélectionneur de la Géorgie.
« Les tractations ont commencé l’année dernière, se souvient-il.
J’étais en stand-by, et Michel Platini m’a mis en contact avec le
président de la Fédération géorgienne, Merab Jordania. » Quelques
mois plus tard, Bernard Casoni l’imitait en devenant entraîneur de
l’Arménie. « J’ai signé un contrat d’un an au début de l’été,
explique l’ex-défenseur de l’Olympique de Marseille. Ici, il y a tout
à construire, c’est une expérience passionnante. »

Eloignés l’un de l’autre de seulement 300 kilomètres, Alain Giresse
et Bernard Casoni ont un cahier des charges relativement similaire :
aider leur jeune équipe à se comporter honorablement lors des
qualifications du Mondial 2006, responsabiliser les joueurs du cru,
insuffler un soupçon de professionnalisme auprès des dirigeants
fédéraux locaux, accélérer le mûrissement footballistique des
esprits. Et, si possible, gagner des matches. Des défis que d’aucuns
jugent insurmontables. Après son match nul (2-2), face au Danemark,
mercredi 17 décembre, la Géorgie pointe à la 6e place du groupe 2 ;
l’Arménie, tenue en échec (1-1) par la Roumanie, est dernière du
groupe 1.

« LA VIE Y EST DIFFICILE »

« La Géorgie n’est pas le Qatar, s’amuse Alain Giresse, en faisant
référence aux nombreux Français qui ont récemment signé dans les pays
du Golfe. Ici, il n’y a pas de pétrole. Les conditions économiques
sont dures. La vie y est difficile. » Alain Giresse confesse qu’il a
« longtemps réfléchi avant d’accepter ce poste », mais qu’il « ne
regrette rien ». « Parler de qualification est assurément prématuré,
observait-il avant le match face au Danemark. Si la Géorgie gagnait
son ticket pour le Mondial allemand, ce serait un miracle.
Personnellement, j’ai surtout été embauché pour faire progresser
l’équipe. »

En Arménie, où il réside environ quinze jours par mois, Bernard
Casoni avoue avoir les mêmes visées. « Il a fallu tout remettre à
plat, indique le technicien méridional. Avant d’entrer dans le vif du
sujet, j’ai voulu instaurer un certain état d’esprit dans mon groupe,
faire comprendre à mes joueurs que porter le maillot national était à
la fois un honneur et une charge. »

Pendant tout le mois de septembre, Casoni a aussi épluché les
effectifs de L1, L2, National et CFA, à la recherche de joueurs de
qualité ayant une ascendance arménienne. Résultat des courses ? «
Rien, répond-il dans un soupir. Il y avait bien une petite colonie du
côté de Valence, mais aucun joueur ne répondait à mes exigences. J’ai
donc décidé de composer mon équipe avec des locaux. Je préfère des
gars rugueux qui se battent à 130 % plutôt que des stars de la
diaspora qui jouent les divas en Russie ou en Pologne. »

Ainsi, les deux tiers de sa sélection sont issus du championnat
arménien, composé de huit équipes et dominé par le Pyunik Erevan, où
évoluent ses deux joueurs-clés : le gardien de but d’origine
camerounaise Edel Apula Edima Bete et le buteur Edgar Manucharian,
qui serait suivi de près par les recruteurs de l’Ajax Amsterdam.

« Contrairement à Bernard Casoni, 90 % de mes hommes jouent dans des
championnats européens de qualité, souligne Alain Giresse. C’est une
chance, car les douze équipes du championnat géorgien ont un niveau
médiocre. » L’ancien joueur du carré magique des Bleus a décidé, lui
aussi, de jouer sur la corde patriotique. Il est aidé en cela par
Guia Gourouli, son traducteur qui a porté le maillot du Havre dans
les années 1990. « Même si beaucoup viennent du Dinamo Tbilissi, mes
joueurs sont exilés partout en Europe, explique- t-il. Quand ils
reviennent ici, ils veulent participer balle au pied à la
reconstruction de l’identité nationale. »

Alain Giresse peut aussi compter sur l’expérience de Kakha Kaladze,
défenseur au Milan AC, pour tirer son groupe vers le haut. En
attendant, la plus belle victoire de la sélection géorgienne (7-0)
date de 1997. C’était face à l’Arménie. « Je compte bientôt organiser
un match amical face à l’Arménie de Bernard Casoni », glisse Alain
Giresse. Sur le banc, ce jour-là, les deux Français pourront parler
du pays.

l’Union européenne, le 17 décembre, tant que « le génocide arménien
[de 1915] n’aura pas été reconnu par Ankara ».

ARMENIAN ASSEMBLY LEADERS MEET WITH CALIFORNIA ACTIVISTS, SUPPORTERS
Outreach Part of Leadership Meeting Weekend

WASHINGTON, DC – In a push to expand the Armenian Assembly’s community
outreach efforts, Chairman Anthony Barsamian and Members of the Board of
Directors participated in a series of public forums and member events
during a recent weekend in California.

The events, organized in conjunction with the Assembly Board of
Directors meeting in San Francisco, kicked off with a panel discussion
organized by the San Francisco Bay Regional Committee and moderated by
Board Treasurer Berge Ayvazian. Panelists, including Adam Kablanian of
Virage Logic, Tony Moroyan of Viasphere International, Board Member Gail
O’Reilly of Made in Armenia Direct and Anahid Yeremian of CRD Support
Committee, discussed Armenia’s economic development and advances in
scientific research.

The Regional Council helped organize a second area event hosted by
Assembly Development Co-Chair and Fellow Trustee Suzanne Abnous and her
husband Razmik. More than 50 people, including California State Senator
Charles Poochigian (R-Fresno), Board of Trustees President Carolyn Mugar
and several Board of Directors Members, attended the dinner reception
which welcomed more than two dozen new members into the Assembly family.

“The event at the Abnous’ home was very much an extension of the
Assembly’s effort to share information with the community,” said
Barsamian. “Guests asked interesting and thoughtful questions about
Armenia’s current development and issues facing the Armenian-American
community at large. We thank Suzanne and Razmik for opening their home
and hosting an enjoyable evening.”

Following the San Francisco events, Barsamian, together with Board of
Directors Vice-Chair Annie Totah, Executive Director Ross Vartian and
senior staff traveled to Los Angeles to take part in a public briefing
and meetings with community leaders.

On November 7, the group participated in a luncheon with the leaders of
several community organizations including: the Armenian General
Benevolent Union, the Armenian Council of America, Armenia Fund Inc.,
the Armenian Bar Association, the Armenian Professional Society, the
Armenian Rights Council of America, the Armenian Chamber of Commerce,
Medical Outreach for Armenia, the Knights of Vartan, the Ramgavar Party
and the Western Diocese of the Armenian Church.

Later that day, more than 70 area supporters turned out for an
Assembly-led community briefing. Barsamian and Vartian provided an
overview of Assembly programs in Washington, Los Angeles and Yerevan.
They also discussed developments on the legislative front and encouraged
the audiences’ political activism.

“It was a pleasure to see so many familiar faces in this crowd,
including current Assembly supporters and former summer interns,” said
Barsamian. “We hope the community gained as much from our discussions
as we did.”

The Assembly wrapped-up its two-day swing of Los Angeles with a dinner
with media professionals at the Shiraz Restaurant. That event included
Armen Babajanyan of Zhamanak, Harut Der-Tavitian of Nor Serout TV and
Massis Weekly, Vahan Jansezian of Nor Hayastan and Osheen Keshishian of
The Armenian Observer.

The Armenian Assembly of America is the largest Washington-based

PARLEMENT EUROPEEN / TURQUIE : LA QUESTION ARMENIENNE AU CŒUR DES DEBATS

la Turquie,

Strasbourg, France – La Commission des Affaires Etrangères du Parlement
européen (AFET) a examiné pour la seconde fois ce lundi 15 novembre le
deuxième rapport parlementaire de 2004 sur la demande d’adhésion de la
Turquie, présenté par le jeune parlementaire néerlandais Camiel Eurlings
(PPE).

Peu avant l’ouverture des débats, les parlementaires ont pu prendre
connaissance des 483 amendements déposés sur ce court rapport de sept pages,
qui attestent que la demande d’adhésion de la Turquie reste un sujet très
sensible. Parmi les critiques générales apportées au rapport Eurlings, la
plus saillante provient du fait qu’il n’émet aucune opinion claire sur
l’opportunité de l’ouverture des négociations d’adhésion avec ce pays.

Sur les questions arméniennes, la version provisoire du rapport Eurlings,
« considérant que les autorités turques n’ont toujours pas rouvert la
frontière entre la Turquie et l’Arménie et qu’elles ont perdu une occasion
de promouvoir de bonnes relations de voisinage avec l’Arménie », mentionne
que le Parlement européen « invite les gouvernements turc et arménien à
engager un processus de réconciliation […] afin de surmonter les expériences
tragiques du passé, et demande au gouvernement turc de rouvrir le plus
rapidement possible les frontières avec l’Arménie ».

Les amendements, de même que les débats ont très largement fait mention de
ces questions arméniennes, c’est-à-dire du génocide, du blocus mais aussi de
l’article 305 du code pénal turc qui sanctionne l’affirmation de ce génocide
ou des avis dissidents sur la question chypriote.

Des amendements demandant explicitement la reconnaissance du génocide et la
levée du blocus ont été déposés par des parlementaires des groupes
communiste, socialiste, chrétien-démocrate (PPE), libéral et souverainiste,
c’est-à-dire par les principaux groupes parlementaires, à l’exception
notable des Verts qui soutiennent inconditionnellement l’entrée de la
Turquie en Europe.

Les lignes de fractures sont cependant profondes dans la mesure où des
amendements inspirés du négationnisme turc ont également été déposés par des
parlementaires de certaines de ces formations, à l’exception des communistes
et des souverainistes. En particulier, M. Rocard (France) et Mme De Keyser
(Belgique), respectivement rapporteur fictif et coordinatrice AFET pour le
groupe socialiste ont présenté leurs amendements propres – traduisant des
positions marginales au sein du Parti Socialiste Européen – comme étant ceux
de l’ensemble du groupe. Plusieurs parlementaires socialistes se sont
inquiétés de ces méthodes. L’amendement 131 de M. Rocard mentionnant « la
réouverture du Mausolée national arménien d’Anatolie du Nord aux
pèlerinages, la suppression de l’interdiction d’usage des langues
minoritaires dont le kurde et l’arménien, ainsi que le remarquable travail
des historiens turcs sur le génocide et la renaissance des rapports d’Etat à
état avec la République Arménienne » fait particulièrement scandale.

« Nous avons signalé à Michel Rocard et à ses associés que leurs
affirmations sont non seulement des mensonges grossiers, mais qu’elles
participent activement à importer la négation du crime de génocide en Europe
» a déclaré Hilda Tchoboian, Présidente de la Fédération Euro-Arménienne.

La Fédération Euro-Arménienne travaille au Parlement européen et à la
Commission européenne en faveur de l’application de la résolution du 18 juin
1987. En dépit des pressions turques, ces efforts ont été couronnés de
succès : depuis 2000, plusieurs rapports du PE, ont demandé explicitement à
la Turquie de reconnaître le génocide et de lever le blocus. Dans son
rapport d’octobre 2004, bien qu’en termes vagues et édulcorés, la Commission
européenne elle-même a évoqué pour la première fois la question du génocide.

« Aujourd’hui, l’Europe ne peut plus ignorer le génocide et le blocus dans
ses relations avec la Turquie. » a conclu la présidente de la Fédération
Euro-Arménienne.

Le vote du rapport Eurlings à la Commission des Affaires étrangères aura
lieu le 22 octobre prochain à Bruxelles.

AUA CONTINUES DIALOGUE ON INFORMATION TECHNOLOGY

Yerevan -André Andonian, Senior Partner of McKinsey & Co, Germany, visited
the American University of Armenia (AUA) on Nov. 7 and spoke on the
Comparative Productivity and Development Potential of the Armenian
Information Technology Sector. `Armenia shows good productivity
performance given quite a young and fragmented sector,’ said Andonian, as he
highlighted the strategy for software and information technology services.
Andonian emphasized the need for Armenia to build on its advantages, adapt
to foreign markets, be open for global alliances, pursue export strategies
and aspire for leadership to achieve growth. His advice was that Armenia’s
global export focus should be on customized application development and
embedded software. ‘In the high growth scenario, Armenia can become
comparable with current dominant countries.’

Andonian is a Senior Partner in McKinsey’s Munich office with more than 12
years experience in the field of high technologies. `Armenia’s specialists
not only possess in-depth knowledge of information technology but are also
well educated to solve more complex problems linked to high-tech
engineering,’ said Andonian.

The American University of Armenia continues to encourage active dialogue on
developing Armenia’s high tech industry by hosting lectures and seminars
from experts in the field, such as Andre Andonian. This is in line with
its mission to prepare leaders for the computing industry. AUA’s Computer

Adhésion de la Turquie à l’UE: plus de 250 députés “votent” contre

Plus de 250 députés ont pris part mercredi soir à un vote symbolique
sur l’entrée de la Turquie dans l’UE, se prononçant contre
l’ouverture immédiate des négociations d’adhésion le 17 décembre,
tant que “le génocide arménien n’aura pas été reconnu par Ankara”.

Ils étaient représentés par une trentaine de députés de gauche comme
de droite, parmi lesquels les vice-présidents de l’Assemblée Eric
Raoult (UMP) et Rudy Salles (UDF). Ce “scrutin” était organisé à
l’initiative de plusieurs organisations arméniennes, lors d’un
rassemblement près du palais Bourbon.

“Nous invitons les députés à se prononcer ici ce soir parce qu’ils
n’ont pas pu le faire dans l’hémicycle de l’Assemblée”, a déclaré
l’un des organisateurs, Mourad Papazian, qui a invité
“solennellement” le président Jacques Chirac à faire de la
reconnaissance du génocide arménien “un préalable” à toutes
discussions avec la Turquie.

Une urne en carton, portant les couleurs européennes, avait été
installée sur une table, de même que des bulletins “oui” et “non” à
la question: “Le 17 décembre 2004, la France doit-elle dire oui à
l’ouverture immédiate des négociations d’ahésion de la Turquie à
l’Union Européenne?”.

Premier à s’adresser à quelque 400 manifestants, Philippe Pemezec a
apporté “le non de 78 députés UMP”. “Ce pays n’est pas en Europe, les
cultures sont profondément différentes, et il y a encore de
nombreuses atteintes aux droits de l’Homme, notamment aux droits des
Kurdes et Arméniens”, a déclaré le député UMP.

Le socialiste René Rouquet, venu apporter “le non des 144 députés
PS”, a souligné que “la reconnaissance du génocide arménien par la
Turquie est la première des conditions de son adhésion à l’UE”.

Les élus UDF – le président du groupe Hervé Morin, entouré de Maurice
Leroy, François Rochebloine et Rudy Salles – ont glissé le bulletin
“non” pour les 31 députés centristes, tout en affirmant que l’UDF
“poursuivra sa mobilisation tant en France qu’au Parlement européen”
pour contrer l’adhésion d’Ankara.

La députée Verts Martine Billard, présente, a refusé de se joindre à
ce vote symbolique, arguant que “les Verts ont toujours plaidé pour
la reconnaissance du génocide arménien”. “Cette question doit être un
sujet de discussion avec la Turquie mais pas un préalable”, a déclaré
l’élue de Paris.

HEALTH CONDITION OF CHILDREN AT SPECIAL SCHOOLS IS ALARMING

Children with special needs placed at special/boarding schools in
Yerevan face myriad health and development problems, according to the
Assessment of Health Condition of Children with Special Education Needs
conducted upon the request from the Ministry of Education and Science of
the Republic of Armenia by the Children’s Health Care Association with
UNICEF’s support.

The study which provides an in depth analysis of health and development
problems of children was carried out at Nubarashen No. 1 and 11 schools
for children with mental retardation, school No. 9 for children with
hearing impairments and Nubarashen No. 18 special school for children
with behavioral problems.

The objective of the study was to assess health condition of children,
identify whether children are placed in a proper special school and meet
new admission criteria recently adopted by the Ministry of Education and
Science.

Out of 514 children registered in the surveyed schools, only 391 (76%)
were available for screening. Over 60% of children were from Yerevan,
while the rest were from neighboring regions.

The screening revealed that along with children with special educational
needs, schools also accepted their siblings without such needs solely on
the basis that they belonged to the same socially vulnerable families.
On the average for 16% (62 children) of the surveyed children the
schools that they were placed in were not appropriate. However, the
reintegration of those children into mainstream education is already
impossible.

According to the study findings, poverty (50% of children) and family
problems (62 % in Nubarashen No. 18 special school) are major causes for
placement of children in a special school.

Many of the children suffer from chronic diseases, including cases which
require immediate medical intervention. In particular, up to 17% of the
surveyed children have hearing problems caused by chronic tonsillitis
and otitis. In many cases, however, school administrations were not able
to provide relevant medical assistance to the children due to the lack
of qualified medical personnel and absence of legal power to authorize
specialized medical intervention.

In addition, the study indicates that out of 391 children 28 (7%) were
subjected to physical violence within their families, whereas 9 children
(2%) were subjected to violence at the schools.

The assessment once again brings up the importance of regular medical
checkups of all children in special schools as well as the need to
revise curriculum in those institutions. Moreover, the development of
the state policy on early identification of childhood disability and
early intervention will lead to timely integration of children with
disabilities into the society, thus preventing many children from being
placed in special schools.

Calls for Iordanescu’s resignation after draw in Armenia

BUCHAREST, Romania (AP) – Amid calls for the resignation of Romania’s
soccer coach after a humiliating draw against Armenia, soccer
federation boss Mircea Sandu said Thursday he also was considering
alternatives to replace Anghel Iordanescu.

Romania, one of the favorites in World Cup qualifying Group 1, drew
1-1 Wednesday in Yerevan, losing critical points in a tight battle for
supremacy with the Netherlands, the Czech Republic and Finland.

Romania is currently second in the group, behind the Netherlands.

In Armenia, Romania missed 10 of its top players and several regular
substitutes due to injuries or suspensions.

Fans met the team at the airport Wednesday night, calling for the
coach’s resignation. The calls were echoed in the media and by sports
celebrities, who criticized Iordanescu’s selection of players.

Daily newspaper Ziua wrote that a “sorry coach and a team of losers
shamed us in Yerevan”.

A front page headline in sports newspaper Gazeta Sporturilor said
“Dead,” while another sports newspaper, Pro Sport, wrote “God
punished you!” referring to Iordanescu’s well-known mysticism. The
coach is known for being extremely superstitious and bringing crosses
to games.

Iordanescu told the media Wednesday night that he will stay on as
national team coach.

But on Thursday, the two sports newspapers reported on their Web sites
that Iordanescu is stepping down. The reports cited sources in the
Romanian federation.

The soccer federation has not confirmed the resignation, but issued a
statement saying its executive committee has scheduled a meeting with
the coach for Sunday, when “Iordanescu will present the activity of
the technical staff”.

“Until Sunday, there will be no comment on the situation,” the
statement added.

Roudolf Kharatian is a native of Yerevan, Armenia where he studied at
the Yerevan School of Fine Arts. In America, Kharatian’s works have
been included in individual, group and juried exhibitions in
Washington, DC at the Foundry Gallery, the International Monetary Fund
(IMF), the Fannie Mae Foundation Gallery of the Washington Ballet, the
Embassy of Armenia, Art-O-Matic 2000, HNTB Architecture, Hamazkayin
Cultural and Educational Association, Touchstone Gallery, Art-O-Matic
2002, Roulette Gallery, the Embassy of Russia’s Russian Cultural
Center and the Maryland College of Art and Design; in Frederick,
Maryland at the Delaplaine Visual Arts Center; in Montreal, Canada at
the Tekeyan Cultural Center; and in St. Petersburg, Russia at the
Gorohovaya Gallery. Kharatian’s works are in private collections in

recipient of three Maryland State Arts Council Awards for Choreography
(1997, 1999 and 2001). He is currently on the faculty of the
Washington Ballet and is the founder and Artistic Director of ARKA
Ballet.

Dance biography:

Choreographer and Master Teacher Roudolf Kharatian was principal
dancer with the National Ballet of Armenia from 1967 to 1990,
performing all the great leading roles of the classical repertoire. A
star of five films, he also toured extensively with the Bolshoi Ballet
and Stars of Russian Ballet. From 1979 to 1991, he was Artistic
Director of the Chamber Ballet of Armenia.

A graduate of the Vaganova Ballet Academy in St. Petersburg,
Mr. Kharatian also holds a Master’s Degree in Choreography and Stage
Production from the Moscow University of Theater Arts. Artist Emeritus
Kharatian has received numerous medals and awards as dancer,
choreographer and teacher including consecutive Maryland State Arts
Council Individual Artist Awards for Choreography (1997, 1999,
2001). Under his coaching, many of his students have won gold at the
most prestigious international ballet competitions.

A frequent guest teacher, Mr. Kharatian has taught the Kirov Ballet,
the Boston Ballet, the Washington Ballet, the Debra Colker Dance
Company, among others. His ballets have been performed on many stages
worldwide including the Kennedy Center, Lincoln Center, the Salle
Pleyel in Paris, the Place des Arts in Montreal. His choreographic
credits include full-length story ballets and countless one-act
ballets and concert pieces. Mr. Kharatian served on the faculty of
Washington’s Kirov Academy before joining the Washington School of
Ballet faculty in 1994. He is also the founder and Artistic Director
of ARKA Ballet in Washington, D.C.

In addition to his work in ballet, Roudolf Kharatian is also an
accomplished visual artist. His works are in private collections in
the United States, Canada, France, Great Britain, South Africa and
Armenia.

Greek telecom company signs “reconciliation agreement” with Armenian
government

YEREVAN

The management of the Greek company OTE Greece’s Telecommunications
Organization signed a reconciliation agreement with the Armenian
government on disputable points in the activities of the ArmenTel
company on 17 November.

Justice Minister David Arutyunyan, who represents the interests of
the government in the negotiations on this issue, said this in
Yerevan today, a Mediamax parliamentary correspondent reports.

Arutyunyan signed this document on 13 November. He said that the
ArmenTel management would sign the agreement today. It will come into
force immediately after that.
