Armenian parliament tightens laws on smoking

YEREVAN, Armenia (AP) – Armenia’s parliament voted to tighten
restrictions on smoking Friday, approving legislation that will hike
fines and outlaw lighting up in schools, on public transport and in
other public places.

The legislation passed by the National Assembly calls for fines of up
to 100,000 drams (US$200) for violators and also bans smoking by
teenagers under 16.

The legislation, which goes into effect in January, will also prohibit
smoking in cultural institutions and at sporting events.

Packs of cigarettes and other tobacco products that do not have
medical warnings about the dangers of smoking on them will be
destroyed.

The World Health Organization estimates that 63.7 percent of Armenian
men are smokers – the highest rate in Europe.

By comparison, an estimated 60 percent of men in neighboring Georgia
are smokers and 31.2 percent in Azerbaijan.

EREVAN, December 11 (RIA Novosti, Gamlet Matevosyan) – A human rights
representative in Armenia appealed to Pope John Paul II to help
Armenian pilots convicted in Equatorial Guinea.

According to Armenian Ombudsman Larisa Alaverdyan, 85% of the
population in Guinea are Catholics.

President of Guinea is supposed to meet with Pope John Paul II
shortly.

Ms. Alaverdyan told journalists that the international human rights
organization Amnesty International had also expressed concern about
the fate of Armenian pilots

We made an appeal to Amnesty International and received its consent
to provide assistance in organization of a visit to Equatorial Guinea
to conduct meetings with all authorized agencies that might influence
the situation,” Ms. Alaverdyan said.

On November 26, the court of the capital of Equatorial Guinea,
Malabu, brought in a verdict on a coup d’etat case involving 6
Armenian pilots. The court sentenced the crew captain to 24 years of
imprisonment, and the rest of the crew – to 14 years each.

A South African citizen, accused of organizing the coup d’etat
attempt was sentenced to 63 years of imprisonment. Three other South
Africans received sentences varying from 50 to 60 years. Local
residents involved in the attempt received a year sentence each.

The court ordered to confiscate the plane used by the Armenians and a
fishing boat used by South Africans.

Six Armenian pilots worked since January 2004 in Equatorial Guinea
flying the An-12 transport plane registered in Armenia. On March 7,
Armenian pilots were arrested in Malabu. Equatorial Guinea
authorities accused Armenian pilots of participation in a coup d’etat
attempt as mercenaries and of espionage.

The peaceful settlement of the Nagornyy Karabakh conflict is the job
of diplomats, but if it is necessary to defend Nagornyy Karabakh with
weapons in our hands, the Yerkrapa Union of Volunteers will do so
without any hesitation, Lt-Gen Manvel Grigoryan, chairman of Yerkrapa
and Armenian deputy defence minister, said in his address to the 6th
congress of the union in Yerevan.

Grigoryan said that they never leave any task unfinished. He also said
that social-economic problems should not cause a split in the
union. “The Yerkrapa Union of Volunteers must not split to please its
internal and external enemies,” Grigoryan said.

Armenian President Robert Kocharyan congratulated the participants in
the congress. In his congratulatory letter which was read out by the
Armenian deputy defence minister and the chief of the general staff of
the armed forces, Mikael Arutyunyan, the president wished them
effective work and “the green light”. The defence minister of the
Nagornyy Karabakh republic, Lt-Gen Seyran Oganyan, a representative of
the Armenian Revolutionary Federation – Dashnaktsutyun, Levon
Lazarian, a representative of the Orinats Yerkir [Law-Governed
Country] Party, Mger Shakhgeldyan, the leader of the Union of
Constitutional Law, Grant Khachatryan, and representatives of other
political parties also sent their congratulations to the participants
in the congress.

William Barden Father William Barden OP, who has died aged 96, was a
distinguished theologian and teacher. He was also, as Archbishop of
Isphahan of the Latins from 1974 to 1982, a central figure in a
remarkable Irish involvement in Iran and in Christian-Muslim dialogue.

Kevin Barden was born on June 3rd, 1908, in Rathgar, Dublin, one of
the five children of Thomas Garret Barden, who worked in the Irish
Independent, and his wife Winifred (nee Curran).

Educated by the Christian Brothers at Synge Street, he was given the
name William when in September 1924 he entered the Dominican Order at
St Mary’s Priory, Tallaght. Professed in 1925, he studied philosophy
at Tallaght and theology in Rome.

Ordained to the priesthood in February 1931, he completed
post-graduate studies at the University of Firbourg, Switzerland,
before returning to Tallaght. There, he spent the next 30 years
teaching theology to generations of Dominican students.

His teaching style was more contemplative than didactic. At a time
when many, if not most, teachers of theology followed a rigid course
of theses and manuals, Father William encouraged his students to
explore each topic thoroughly, and discover for themselves the riches
both of the topic and of the thought of those who, over the
generations, had reflected on it; worthy of special attention was the
work of Thomas Aquinas.

He described his own theological approach as conservative, yet it
could always accommodate fresh insights or approaches. In the 1930s
and 1940s he was attracted to the work of Yves Congar, whose thinking
later bore fruit in the documents of Vatican II, but who was then held
under grave suspicion.

In the early 1960s, he encouraged his students to read Edward
Schillebeeckx. His commitment to teaching and theology were
recognised when he was awarded the degree of Master in Sacred Theology
in 1954.

His personality was essentially contemplative: all his life he enjoyed
reading the mystics, especially women, including Catherine of Siena
and Teresa of Avila, and he had an interest in Julian of Norwich long
before her work became widely known.

The comment “the soul is led to realise the love behind love’s
expression” would be typical of his spirit, as would the desire that
both theology and prayer would “resolve themselves in a great
simplicity” (What Happens at the Mass, 1954).

His contemplative approach stood him in good stead when, in 1962, he
was sent as leader of a small group of Irish Dominicans to found a new
house in Tehran. Their task was to be a Christian presence within an
Islamic environment and to minister to the pastoral needs of
expatriate Roman Catholics in Iran.

He relished the opportunity to engage with other Christian traditions
in the Middle East, particularly, the Armenian and Chaldean
Churches. He also rejoiced in coming to know the contemplative element
within Islam, spending some time most days sitting quietly at prayer
in the local mosque.

When, in May 1966, the foundation, which originally was called Rosary
House, was made more formal and a church was built, it was named St
Abraham’s, a reference to the figure whom Muslims as well as
Christians and Jews venerate as their “father in faith”.

His spiritual leadership was recognised when he was ordained
Archbishop of Isphahan of the Latins in 1974. Never comfortable with
titles or pomp, he continued to be known as Father William among his
fellow Dominicans and to those to whom he ministered in Iran.

The revolution that overthrew the Shah and brought Ayatollah Khomeini
to power heralded a particularly difficult and testing time. Although
the local mullah acknowledged his sincere respect for Islam, he was,
in due course, deemed to have transgressed the new order.

This came about as a result of his friendship and pastoral
co-operation with the local Anglican bishop. In the tumult of the
times, Bishop Hasssan Dehgani-Tafti, Episcopal Bishop in Iran, was
forced to leave the country. And when, in 1980, the bishop’s son,
Bahram Dehgani-Tafti, was shot dead, Father William’s sense of
solidarity with the Anglican community led him to attend the funeral.

This led to his being summoned to a government office in Tehran to be
told that his residence permit was withdrawn, and that he should leave
the country immediately.

This sudden end to his work in Iran, as well as his sense of the
suffering being endured by the people he was forced to leave behind,
distressed him greatly.

He subsequently settled at St Mary’s Priory, Tallaght, where his
gentle presence was greatly valued, and formally resigned as
archbishop in 1982. Ill-health and increasing frailty led him in 1991
to move to the Sacred Heart Residence, Sybil Hill, Raheny, Dublin,
where he deeply appreciated the care he received from the Little
Sisters of the Poor.

His Dominican brothers and sisters, his sister Radegund (Sister
Hyacinth of the Loreto Sisters, Nairobi), and his nieces, nephews and
their families survive him.

“assolutamente pacifica” per dire il “loro secco ‘no'”
all’ingresso di Ankare nell’Ue.

“La Turchia – ha spiegato Paolo Grimoldi, coordinatore
federale dei Giovani Padani – non puo’ entrare in Europa non
solo per motivi religiosi, culturali, storici e geografici, ma
perche non rispetta i diritti umani”.

“Non dimentichiamoci – ha sottolineato – che il governo
turco non ha ancora riconosciuto il genocidio degli armeni e dei
curdi. Mi chiedo proprio dove siano finiti tutti quei finti
pacifisti con la bandiera arcobaleno, che non perdono occasione
di manifestare contro il governo. Forse non sanno che Cipro e
occupata dalla Turchia da alcuni decenni?”.

“Per questo – ha concluso Grimoldi – la prossima settimana
saremo in piazza a Strasburgo per dire il nostro ‘no’
all’ingresso della Turchia nell’Unione, in attesa della grande
manifestazione federale della Lega Nord, in programma domenica
19 a Milano”.

Medi Program Aimed to Create Favourable Atmosphere for SME

MEDI PROGRAM AIMED TO CREATE FAVOURABLE ATMOSPHERE FOR MICRO AND SMALL
ENTERPRISES IN ARMENIA

YEREVAN, DECEMBER 11. ARMINFO. The USAID financed Micro Enterprises
Development Initiative project is aimed to create a favourable
atmosphere for micro and small enterprises in Armenia, the director of
the Crimson Capital consulting company Michael Gold said during
today’s workshop on micro and small enterprises financing.

He says that Armenia has all necessary mechanisms for micro and small
enterprises financing. The Armenian banks Anelik, Converse and INECO
are already providing loans to such companies. Usually such loans are
issued for short period and in any industry. Gold says that Armenia’s
Central Bank has pledged to help the banks providing such credits.

Today’s workshop is aimed to introduce the best experience in
crediting through best credit risk assessment mechanisms. It is
expected to promote cooperation between bankers and businessmen and to
contribute to the further development of business in Armenia.

Plus de quinze nationalités sont parfois recensées dans un même
collège. Un casse-tête pour les éducateurs qui accueillent avec
bonheur ces élèves étrangers.

C’est une classe particulière: neuf nationalités différentes pour
treize élèves. A lui seul, Timour parle quatre langues: anglais,
arménien, russe, ezid (dialecte des Kurdes non musulmans). Un
surdoué? Non. Juste un adolescent de 16 ans, Arménien arrivé en
France avec sa famille en décembre 2003 et dans la classe de
Christine Loudière en février dernier.

Cette classe du collège Charles-Gounod, à Canteleu, ne compte guère
plus de dix élèves à la fois. Pour eux, l’apprentissage du français
est le gage d’un avenir meilleur et leur envie de réussite se lit sur
les visages. Alexander, grand gaillard venu de Russie, veut faire des
études d’architecture. Timour sera médecin ou avocat.

Principe d’intégration

Rattachés à d’autres classes, parfois dans d’autres établissements de
l’agglomération, ces élèves viennent à Canteleu (1) quelques
semaines, quelques mois, rarement plus d’un an. Au début, ils ont 9
heures de français par semaine. Les progrès venant, ils ne suivent
plus que 6, puis 3 heures de cours en F.L.E., explique le principal
du collège, Philippe Lemaitre. Avec ce fonctionnement, l’Éducation
nationale fait depuis septembre le pari de l’immersion: deux fois
moins de français qu’auparavant, mais une vie scolaire qui doit
compenser.

Dans ma classe, seul le français est autorisé, prévient l’enseignante
F.L.E. (français langue étrangère). Mais parfois, il faut bien faire
des entorses. Imaginez, l’an dernier, j’avais des enfants venant
d’Afrique, d’Europe de l’Est, de Chine. J’ai aussi des élèves qui,
compte tenu de l’insécurité régnant dans leur pays, n’allaient pas à
l’école, explique Christine Loudière, en joignant toujours le geste à
la parole: ‚a aide quand les mots manquent. Ensemble, ils découvrent
aussi que les langues se mélangent. Adem explique qu’un mot français
vient du turc. Alexander raconte ce que sont les cosaques en V.O. Et
chacun apprend à se comprendre.

Dès qu’ils commencent à communiquer en français, les élèves
rejoignent le cours normal de leur scolarité: En général, ils
commencent par l’éducation physique, puis ce sont les cours de langue
vivante et de mathématiques, explique le principal.

Avec 19/20 en maths, Alexander ne vient plus que 3 ou 4 h par semaine
aux cours de Christine Loudière. Il a déjà intégré le cours
d’allemand et d’anglais en 3e5. L’an prochain, les portes du lycée
lui sont ouvertes. Alexander aura perdu un an dans sa scolarité, mais
en dix-huit mois, à force d’un travail qui laisse perplexes ses
éducateurs (Ils travaillent tous tout le temps, dixit leurs
professeurs), l’adolescent aura réussi son intégration scolaire.

changes will take place in the NKR government. In the opinion of some
analysts, the changes can be connected with the municipal elections
held this August, when an opposition candidate became the mayor of
Stepanakert.

His Holiness Karekin II Consecrates Church of St. Astvatsatsin

On December 9, the newly constructed church of St. Astvatsatsin (Holy Mother
of God) was consecrated in the village of Arevashogh, Diocese of Gougark.
His Holiness Karekin II, Supreme Patriarch and Catholicos of All Armenians,
offered the service of consecration and presided during the ceremonies.
Assisting His Holiness were His Eminence Archbishop Grigoris Buniatian,
primate of the Armenian Diocese of the Ukraine; His Eminence Archbishop
Barkev Martirosian, primate of the Diocese of Artsakh (Republic of Nagorno
Karabagh); and His Grace Bishop Navasard Ktchoyan, Vicar of the Araratian
Pontifical Diocese.

The foundation of the church had been laid and blessed in August 2003 and
was built through the patronage of Mr. Samvel Adamian from Donetsk, Ukraine.

His Holiness’ entourage was greeted at the border of the Lori region, near
the city limits of Spitak, by the primate of the Diocese of Gougark, His
Grace Bishop Sepouh Chouljian; the governor of the Lori Region, Henrik
Kochinian; and a delegation of regional and municipal authorities. The
Pontifical delegation was escorted to the village of Arevashogh, where His
Holiness was welcomed by hundreds of faithful who offered bread and salt to
be blessed.

Inside the newly built church, the primate of the diocese, Bishop Sepouh
greeted His Holiness Karekin II stating, “The Pontiff of All Armenians is
with us today, who has come from Holy Etchmiadzin to bring consolation to
his sons and daughters, and to bless and consecrate this sanctuary of
worship and house of prayer. By consecrating this church, the Catholicos
will be blessing all of us, and from this time forth, this sanctuary will
become a fortress of Armenian faith.”

With the singing of spiritually uplifting hymns and the recitation of
psalms, His Holiness consecrated the holy altar of the church with Holy
Muron (Chrism). The four bishops present assisted His Holiness during the
service, and consecrated the baptismal font and sixteen columns of the
church.

At the end of the service, the Catholicos of All Armenians addressed his
message of blessing to the faithful of Arevashogh:

“Today a new blessing is descending from heaven upon the village of
Arevashogh, because together with you, in prayer and worship, we consecrated
this new church in the name of the Holy Mother of God. From this day on,
the doors of this church will be open before all of you, so you can come and
stand before the holy altar, to offer your prayers to heaven in the presence
of our Lord Jesus Christ, and to submit your request to God. With this
church, your lives will progress according to the commandments and love of
the Gospel, and goodness will flow from above into your lives.

“.For more than seventeen centuries, ‘the Church of the Armenians’ has been
the birthplace of every Armenian soul, where the faith of each Armenian has
been fortified, his courageous will and spirit has been molded, and he has
been able to withstand manifold tribulations that have befallen our people
throughout history. Today, the temptations are no less for our nation:
economic and social difficulties, the undesirable moral condition in our
country, and numerous attacks in the spiritual field seeking to damage and
shake our ancient faith. However, we are confident and have always
believed, that each church which opens her doors before the faithful becomes
a new fortress of our spiritual life, an impregnable citadel of our
steadfast faith, intended to keep and protect our Armenian people, complete
and serene, unified and in one accord.”

His Holiness also extended words of commendation to the primate of the
Diocese of Gougark for his dedicated and devoted service, as well as to the
regional authorities who assist Bishop Sepouh in the accomplishment of his
mission.

In appreciation of the church-building activities of the benefactor, Samvel
Adamian, His Holiness bestowed upon him the highest medal of the Armenian
Church – the Order of Saint Gregory the Illuminator. His Holiness presented
the new church with a gift of a chalice to be used for Holy Communion. The
Catholicos concluded his message to the faithful stating, “If daily prayers
are not offered under her arches, this church will remain only a building
built of stone.”, and urged the villagers to keep their faith steadfast and
their loyalty to the spirit and inheritance of their forebears unshaken.

Abp Baliozian Among 10-Person Delegation from Australia to Indonesia

AUSTRALIA TO VISIT INDONESIA FOR DIALOGUE ON INTERFAITH COOPERATION

SYDNEY, December 9 (Noyan Tapan). The 10-person delegation from
Australia arrived this morning after participating in a Dialogue on
Interfaith Cooperation in Yogyakarta, Indonesia. The Dialogue involved
religious leaders from the major faiths and religions and Interfaith
experts from the South East Asia region that included Australia,
Brunei Darussalam, Cambodia, Indonesia, Laos, Myanmar, New Zealand,
Papua New Guinea, Philippines, Singapore, Thailand, Timor Leste and
Viet Nam. The theme of the Dialogue was “Dialogue on Interfaith
Cooperation: Community Building and Harmony”.

At the invitation of Minister for Foreign Affairs of Australia, the
Hon. Alexander Downer M.P., His Eminence Archbishop Aghan Baliozian,
Primate of the Diocese of the Armenian Apostolic Church of Australia
and New Zealand, was among the delegation from Australia that included
six Christian leaders representing the Catholic, Anglican, Uniting,
Lutheran and Armenian Orthodox Churches, plus representatives from the
Muslim, Jewish, Buddhist and Hindu faiths.

According to the Press Office of the Diocese of the Armenian Church of
Australia and New Zealand, the Dialogue on Interfaith Cooperation is a
joint Australia-Indonesia initiative announced by Mr Downer and his
Indonesian counterpart, H.E. Dr N. Hassan Wirajuda at the ASEAN
meetings in Jakarta in July.

The broad objective of the Dialogue is to convene discussion among
world denominations and to foster greater understanding and
cooperation between the various faith communities in the region. By
working together more closely, there is also much potential to resolve
the challenges that face communities today.

On his return, Archbishop Aghan said: “It was a high level delegation
that demonstrated a mutual respect and understanding toward differing
faiths and beliefs. It is with real hope that the dialogue will
continue to create real harmony in the region.”
