RELIGIOUS LEADERS’ MEETING AT WESTERN DIOCESE OF ARMENIAN CHURCH OF AMERICA

BURBANK, CALIFORNIA, December 17 (Noyan Tapan). On December 15,
the Religious Leaders’ meeting took place at the Western Diocese
of the Armenian Apostolic Church of North America, hosted by His
Eminence Archbishop Hovnan Derderian, Primate of the Diocese. The
religious leaders meet once a month in a luncheon meeting, rotating
the location between the members of the council. According to the
Press Office of the Diocese, the leadears discuss issues common to
the churches of the community. The Western Diocese had the privilege
to host the religious leaders this month.

Present at the meeting were: Archbishop Hovnan Derderian, Western
Diocese; Archbishop Vatche Hovsepian, Western Diocese; Rabbi Mark
S. Diamond, Board of Rabbis; Rev. Jane Heckles, United Church of
Christ; Dan Romero, United Church of Christ; Bishop Mary Ann Swenson,
United Methodist Church; Richard C. Garner, United Methodist Church;
Grant Hagiya, United Methodist Church – LA District; Dr. Samuel

Russians Abroad Could Solve Demographic Shortfall – TV

RUSSIANS ABROAD COULD SOLVE DEMOGRAPHIC SHORTFALL – TV

Russia needs to make use of the huge “gold reserve” of Russians
living in the states of the former Soviet Union to compensate for
its shrinking population, presenter Svetlana Sorokina said in “Basic
Instinct” on Russia’s Channel One television on 17 December. But in
order to do so, it needs to take a close look at how it regards those
Russian-speaking people and at its foreign policy towards the former
Soviet states, studio guests said.

Taking part in the studio debate on how Russia needs to interact with
Russians abroad were:

the editor-in-chief of Ekho Moskvy, Aleksey Venediktov;

the head of the Centre for Strategic Research into Religion and
Politics of the Modern World, Maksim Shevchenko;

a member of the Duma Security Committee, member of the One Russia
faction, Police Lt-Col Aleksey Rozuvan;

the head of the Russian Centre for International Scientific and
Cultural Cooperation at the Russian Foreign Ministry, Eleonora
Mitrofanova;

the leader of the Motherland action in the Duma, Dmitriy Rogozin;

a member of the Federation Council, who lived in Turkmenistan for 40
years, Galina Buslova;

the executive director of Moscow Council of Russian Compatriots,
Vitaliy Skrinnik;

the leader of the headquarters for protection of Russian schools in
Latvia, Aleksandr Kazakov;

and a young man from Volgograd, originally from Samarkand in
Uzbekistan, Andrey Zuyev.

Lessons from Ukraine

Asked what lessons in terms of defending the interests of the
Russophone population should be learned from the events occurring
in Ukraine, Shevchenko said that Russia needed to look closely at
exactly what its foreign policy aims were. “The first lesson is
that we should more clearly and precisely formulate both Russia’s
foreign political interests and the role of those people whom Russia
takes under its protection in the light of those foreign political
interests as formulated.” The area of Russophone eastern Ukraine, he
said, is “such a self-sufficient territory that Moscow should perhaps
stop taking it as an instrument for exerting influence on European
or Ukrainian affairs. It seems to me that Donetsk and Kharkov and
Lugansk are in fact entirely ready for partnership relations with
Russia, with Moscow. The problem is that Moscow is not ready to see
them as partners but only as compatriots who are an instrument of
interference or influence, or in some game.”

Venediktov questioned rhetorically whether Russia’s attempt to get
involved in the situation in Ukraine was genuinely in defence of the
interests of Russian compatriots or political manoeuvring. “Genuine
defence of the interests of our compatriots should find expression in
two ways,” Venediktov said. “Either we invite them here – and they
really do represent a gold reserve. Russia’s demographic situation
is very bad. Yet according to various estimates there are up to 22m
people now who regard themselves either as Russians or Tatars or
Chuvash, who have gone through state education here. This is the gold
reserve. Or, we must help them there, so that in the final analysis
they do not lose their links with the language and culture, with the
motherland. Neither of these things has been done.”

Rogozin said there was a need to define the terms used. “In my view,
in the Russian Federation nobody is interested in the subject of
compatriots, we have not even managed seriously to tackle the concept
of exactly who we mean by the term compatriots – what do we mean
– ethnic Russians? Or a Tatar living in Riga for whom the Russian
language is the main language by which he identifies himself? What is
he, a compatriot? Or nothing for us?” There is no official support for
Russians abroad, Rogozin pointed out. The Duma comes out with grand
statements along the lines of “hands off our compatriots in the Baltic
states”, he said, and then forgets about it the next day. Whereas the
USA and some European states regard protection of their compatriots
abroad as a matter of national security, Rogozin went on, “for us it
is PR, in the best case” or an instrument to be used. What is needed,
he said, is some sort of official body to tackle work with Russians
abroad, a point picked up by Mitrofanova, who believes the Russian
Centre for International Scientific and Cultural Cooperation at the
Russian Foreign Ministry should be turned into a federal agency.

Citizenship law

Vendiktov condemned at length what he described as Russia’s
“detestable” and “shameful” citizenship law, which he said closed off
avenues for people to get citizenship. He said the law, which speakers
pointed out had already been subject to considerable amendment,
needed to be further simplified. The case of Andrey Zuyev, a young
man originally from Samarkand in Uzbekistan, who has been living in
Volgograd for four years, was taken as an example of the difficulties
people from the former Soviet states have when they try to return to
Russia. He has been unable to get citizenship, and without documents
he cannot get a proper job. Rogozin promised to look into Zuyev’s case.

Despite the need for labour in Russia, Duma Security Committee member
Rozuvan said, “we cannot simply take in everybody who wants to come to
Russia. Just imagine what would happen!” Having sparked heated debate
on the subject, Rozuvan insisted that there had to be differentiation
between who could be given citizenship. “There has to be this sort
of gradation. Because today the Russian who has landed up outside
the confines of his country should have prior claims to return here
than, for example, an Uzbek or an Armenian who was not born in Russia
at all and never spent any time there but today suddenly wants to
become a Russian citizen.” Pressed on the subject of mixed marriages,
Rozuvan said there nevertheless had to be “a simplified procedure for
ethnic Russians. Under the present law they all have equal rights
and that is not proper.”

Buslova pointed out that details of the simplified procedure for
getting Russian citizenship had not been announced in Turkmenistan,
Uzbekistan and Tajikistan, which is why Russians in those countries
were in their present plight.

Turkmenistan

Rogozin took up the “outrageous situation” of Russians in
Turkmenistan. “This is a catastrophe, a complete catastrophe. Because
when we abandoned the agreement on dual citizenship with Turkmenistan –
yes, of course it was a strange agreement, we have dual citizenship
with a country governed by, I don’t know, Saddam Husayn No 2, even
worse, even crueller. Turkmenbasy, I mean, of course. There are
today 95,000 citizens of the Russian Federation there today, Russian
Turkmens, who cannot leave Turkmenistan for Russia on a Russian
passport. They cannot leave Turkmenistan until he, Turkmenbasy, puts
a stamp on their exit visa in their passport. And our people can do
nothing. The Americans take their citizens out of Turkmenistan, all
kinds of European conferences and congresses debate Turkmenistan and
condemn the despotic, fascist regime in Turkmenistan. We have 100,000
of our people there whom we are obliged under the constitution to
protect, and we do nothing,” Rogozin said.

Rogozin went on to add: “Turkmenistan is a state which not only
oppresses its own citizens and the citizens of other states, including
Russia. It is a state which uses the state machine to manufacture
narcotics on an industrial scale and transfer them to Russia in
industrial quantities. Narcotics, especially heroin from Afghanistan,
are a weapon of mass destruction.”

Presenter Sorokina asked “why 100,000 citizens of the Russian
Federation in Turkmenistan have been forgotten by the State Duma”,
adding that she has never heard of the Duma issuing a note of protest
to Turkmenistan.

“Gold reserve”

Asked what should be done now to make use in the long term of the
“gold reserve” of Russians abroad, Skrinnik proposed completing work
on setting up a federal agency for work with compatriots, which should
monitor the diverse situation in different countries. Rogozin commented
that “nobody will respect Russians outside Russia” until the Russian
government itself defines its policy on compatriots. Venediktov backed
up the point, adding that a specific state programme of support for
compatriots abroad was needed, in addition to “a tough response on
the part of the state to all infringements of the rights of Russians
abroad”. Second, he said, specific work and support is needed for
those who have returned to Russia.

Buslova pointed out that a programme of resettlement could be drawn
up to take advantage of abundance of jobs, land and housing in the
Far East, where Defence Ministry accommodation has been evacuated.

Shevchenko pointed out that whilst Russia needed to open its gates wide
to immigration in order to make use of and retain its vast territory,
“we need an internal mechanism of absorption, it seems to me, so that
Chinese, for example, who come to Russia would not be seen as enemies
like they are in America, but as citizens of the Russian Federation
who would like to live in our country”.

Venediktov added that countries which previously had empires,
such as Britain, had special ministries, such as the Foreign and
Commonwealth Office, tasked with dealing with the consequences of
loss of empire. Russia should follow their example, he suggested.

Thursday in Yerevan to redouble his efforts to press his government
to open border with neighboring Armenia. Juskun Kaplan, the president
of a Turkish Vela garment producer company, told reporters the warm
welcome given to him in Armenia was the main reason behind his
decision to launch his business in the South Caucasus from Armenia.
Juskun Kaplan is in Armenia together with other Turkish
businessmen to prospect for possibilities to start business here.
Their trip was mediated by the community head of an Istanbul quarter
Sisli, that has a significant portion of Armenian population.

Turkish Historical Society Chairman Says He Can Provide Documents On
How Armenians Massacred More Than 519,000 Turks

ANKARA (AA) – Turkish Historical Society (TTK) Chairman Prof. Dr.
Yusuf Halacoglu has stated that there is no document that could lead
to accusation of Turkey with the so-called Armenian genocide.
”However, I can easily provide documents how 519,000 Turks were
massacred by Armenians along with the names of villages these Turks
lived in,” said Halacoglu.
Halacoglu remarked that the issue of the so-called Armenian
genocide must be discussed extensively and in details by a committee
of scholars from Turkey, Armenia, Great Britain, France, Germany,
Austria, Russia and the United States who will convene to study
Russian, British, American, French and Armenian confidential and
classified documents. ”Those who continuously talk about genocide
should reveal what they had in their own archives. Lets see what they
have in Hinchak archives. We will possibly see in that archive how
the Armenians massacred Turks, and how they planned such brutal acts,
and why they massacred Turks,” told Halacoglu.

-OTTOMAN ARCHIVES-

Halacoglu said that they opened Ottoman archives and they even
put it into internet. Halacoglu further expressed that based on their
studies in the archives worldwide, they have not come across even
with a single document that may prove Armenian claims of a genocide.
”Did the Armenians suffer difficulty which could be termed as a
tragedy? Yes. Yet the Turks suffered more than the Armenians. The
Muslims suffered a true tragedy. Armenians constantly claim that
there was a genocide committed by Turks. We must note that the
Armenians can not refer to any document which may prove that there
was indeed a genocide. The bottom line is that the Armenians are
lying.”

-ATTITUDE OF FRANCE-

Halacoglu said France refers to the incidents about Armenians in
early 20th century as ”tragedy.” ”How were relations between
France and the Armenians at the time? How did France use and arm the
Armenians of the Ottoman Empire against the Ottoman army? How many
Armenian legionnaires were there in French Army? What was the birth
places of those legionnaires? Were those people from Ottoman Empire
or Armenia? What were French and Armenian ties during the Dardanelles
wars? Who were the Armenians died between 1914-1918 for France?” The
beginning of discussions of the issue with France will also reveal
the role France played in the ”tragedy” of Armenians. ”If they
trust themselves, they must speak about this issue as well.”
Halacoglu stated that, in historical discussions, the documents
submitted play a vital role in coming to conclusions. ”That’s why
they refrain from discussing it. The Armenians have no documents
proving the so-called genocide and they are reluctant to join
discussions on the so-called genocide of Armenians. The Armenians do
not want to abandon the current political benefits of claiming that
they suffered a genocide,” said Halacoglu. ”Armenians are afraid of
the consequences of a historical committee’s conclusions. Having no
document on a genocide, Armenians prefer to stay away from historical
discussions of historians.”
”Currently, France attempts to please its domestic Armenian
population by putting forward the issue continuously,” he said,
”France promised Armenians in 1918 that it would strongly support an
Armenian state in Cilicia and now it pays the price of this
promise.”

-ARMENIAN DOCTORS-

Halacoglu told that Armenian claims that assert the use of
Armenians as guinea-pigs in vaccination tests are also baseless.
”What will do Armenians do if I prove that half of the doctors
conducting tests were of Armenian origin? What will be the Armenian
reaction if I prove that Armenian doctors used Armenian patients as
guinea-pigs?”
Noting that there is no document that could lead Turkey’s being
accused with the so-called Armenian genocide, Halacoglu said:
”However, I can easily provide documents how 519,000 Turks were
massacred by Armenians along with the names of villages these Turks
lived in.”
Halacoglu said that he could also prove that the officials
claimed to misuse their authority were brought before Ottoman courts.

-”WE’LL MAKE PUBLIC THE DOCUMENTS WE HAVE”-

Halacoglu criticized the ”Armenian Genocide Museum” Director’s
comments about the Turkish Historical Society that this society can
not be trusted. ”It is not yet known whether the Armenian delegation
will attend an upcoming meeting in Vienna in 2005. We find it hard to
understand why the Armenians look at the TTK as untrustable. Of
course, they do not have to believe us. We are not establishing a
firm. We will just make a discussion with scientists. It is not so
important if the scientists trust each other in a discussion. We will
just speak on the documents that we put forward. Consequently,
neither do I nor does he have to trust each other. We have to discuss
this as scientists and civilized human beings without deviating from
humanely values. We are always ready for such a discussion.”
”The meeting between Turkish and Armenian delegations were
planned to be held in Vienna in 2005 after two processes of document
exchange. But this meeting seems not certain. If they do not show up
in this meeting, we will make public the documents we have.”

On December 16, session of the Legal Affairs and human Rights
Committee of Parliamentary Assembly of the Council of Europe was held
in Paris. Members of Committee have discussed the project of the
Convention on struggle against financing terrorism, condition of
human rights in Kosovo, execution of the resolution number 1359
connected to prisoners in Azerbaijan, the concept of “nation”,
election of judges in the European Court on human rights and other
questions.

Deputies have noted importance of revealing and attraction to the
responsibility at the international level of persons and the
organizations secretly financing terrorism, and have suggested that
all this has found reflection in the project of the Convention.

At discussion of the question connected to Kosovo, has been
underlined importance of preparation of a special mechanism of the
control over protection of human rights in region.

Participants of session have noted that up to date has not be given
exact definition of concept “nation”, similar and distinctive
features between concepts of “nation” and “people” owing to what in
many accepted documents there is a mess.

execution of the resolution number 1359, connected with prisoners in

the basis of Decrees of President Ilham Aliyev on pardoning, the
majority of them have been let out on freedom. The said humane
policy, serving to establishment of reconciliation in the society and
creation of national solidarity between various layers, will be
continued in the years ahead.

“NEW TIMES” PARTY AGAIN EXPRESSES PROTEST ON OCCASION OF DISPATCH OF ARMENIAN

YEREVAN, DECEMBER 17. ARMINFO. “New Times” party again expresses its
protest on the occasion of the dispatch of Armenian peacekeepers to
Iraq. It is said in the statement of the party sent to ARMINFO.

According to the statement, the decision of Armenian government on
dispatch of peacekeepers to Iraq should be considered nothing else as
myopic. The authors of the statement remind that after the genocide
of Armenians in Ottoman Turkey at the beginning of the 20th century
hundred thousands of Armenians found shelter in Arab countries
including in Iraq. They mention that the dispatch of the Armenian
peacekeepers to Iraq will imperil the safety of Armenian communities
of Arab countries. The party “New times” understands the aspiration of
the authorities of Armenia to involve the republic in the international
programs on fight against terrorism, but the participation in these
programs must not contradict the interests of the state”, said in
the statement. The party “New Times” proposes to find alternative
variants of Armenia’s participation in international programs on
fight against terrorism. In particular, the party proposes to take
part in anti-terrorist programs being implemented under the aegis of
UN, in other hot spots where the interests of Arab countries and the
Armenian community collide. The party insists on holding a voting
concerning the issue on the dispatch of Armenian peacekeepers to Iraq.

Gross International Reserves Of Armenia Increased By $3.6 Mln InJan-

GROSS INTERNATIONAL RESERVES OF ARMENIA INCREASED BY $3.6 MLN IN JAN-OCT, 2004

YEREVAN, DECEMBER 17. ARMINFO. Gross international reserves of Armenia
increased by $3.6 mln during Jan-Oct of the current year, and in Oct as
against Sept they increased by $8.1 mln, totalling $513.8 mln. Gross
international reserves privatized funds exclusive totaled $491.6 mln
by the end of Oct, 2004, increased by $7.7 mln as against Sept, 2004,
and compared with Dec 2003 it decreased by $10.4 mln.

SDR in IMF decreased by $10.4 mln in Jan-Oct of the current year as
against the same period of last year, and in Oct as against Sept it
decreased by $2.4 mln, totaling $8.4 mln. Currency assets increased
by $14.0 mln in Jan-Oct of the current year, and in Oct as against
Sept it increased by $10.5 mln, totalling $505.4 mln.

It should be noted that the share of gold in gross international
reserves was nulled in Dec 2003. By Jan 1, 2004 Gross international
reserves totaled $510.2 mln. SDR in IMF was $18.8 mln. Currency
assets totaled $491.4 mln. Gross international reserves privatized
funds exclusive totaled $502.0 mln by the beginning of 2004.

EU Has No Intention To Advance Issue Of Recognition Of ArmenianGenoc

EU HAS NO INTENTION TO ADVANCE ISSUE OF RECOGNITION OF ARMENIAN
GENOCIDE BY TURKEY AS PRECONDITION TO OPEN EU ENTRY TALKS

BRUSSELS, DECEMBER 17. ARMINFO. Asked whether the EU would press for
Turkey to recognize a genocide of Armenians early in the last century,
European Commission President Jose Manuel Barroso said there were
no plans to add new hurdles to Ankara’s bid to open EU entry talks,
Reuters reports.

“We can’t introduce new political conditions. it wouldn’t be fair to
do that… That was not one of them, so neither today nor tomorrow
are we going to come up with new political provisos,” he said.

But he stressed that the topic was not taboo but rather one that
would be dealt with in the future: “The issue raised and possibly
many others must be the subject of open and frank dialogue.”

YEREVAN, DECEMBER 17. ARMINFO. If the Armenian Government does
not solve the issue of return of population’s deposits with the
Savingsbank of the former USSR, in the spring of 2005 the people will
raise such a wave, that the country’s authorities will envy Eduard
Shevardnadze and Leonid Kuchma. Armenian MP Hmayak Hovhannissyan
says at a press-conference at the club “Pakagits,” Friday. It was
Hovhannissyan that initiated the extraordinary parliamentary session
on this issue.

In his words, if the issue is not solved, the population will show its
attitude to the ruling coalition already at the next elections. If
the authorities are unable to solve this problem, they must send
in their resignation, otherwise it will lead to establishment of a
fascist regime in Armenia, Hovhannissyan says. He states that his
initiative pursued a goal of exposing the ruling coalition, which
ignores the interests of the population in such important issues.
If the coalition represetnatives, in particular, Republicans and
Dashnaks, do not attend the extraordinary parliamentary session,
I will apply to the population from the tribune demanding that the
coalition MPs be brought to the parliament, Hovhannissyan states. The
problem with return of the population’s deposits could be solved even
several years ago. Then the authorities could distribute the shares
of the privatized enterprises to the depositors, hereby solving the
problem, he states.

Azerbaijani President Ilham Aliyev said on December 17 that the
problems of blocked freight movement on the Georgian border will be
settled only after the Azerbaijani side is convinced that these goods
are not designated for Armenia.

“Azerbaijan will never permit the import of freight to Armenia via
its own territory,” RIA Novosti quotes the Azerbaijani President as
saying on December 17.

“The stoppage of train vans causes damage to both Georgia and
Azerbaijan. But we have no other way,” Aliyev added.

While commenting on the problems of ethnic Azeris living in Georgia,
Aliyev said that the Azerbaijani authorities always focus on this
issue, adding that “the Azerbaijanis in Georgia are citizens of
Georgia and they should respect the laws of their country.”

“There are particular forces which are trying to cause damage to the
relationship between Georgia and Azerbaijan. We know these forces;
unfortunately, they act inside our country as well. But basically
these forces operate outside Azerbaijan,” Aliyev said.

“We will never permit that the strategic relations between Georgia
and Azerbaijan to be endangered,” the Azerbaijani President added.
