Paraguay-, en el Wallnes Porth Hotel Alpina de esta hermosa localidad

Carlos “Toro” Giménez y del armenio Pavel Melkomián, quienes
combatirán mañana en la categoría crucero, división que tiene como
límite de peso 90 kilos con 300 gramos.

Si bien el “Toro”, un mediopesado natural de unos 80 kilos, dará
ventajas en el peso, pues no irá más de 84 kilos y su rival a la hora
de la pelea subirá con 95, y en estatura -el armenio es 10
centímetros más alto-, la experiencia de Giménez en sus 71 peleas,
con varias de ellas mundialistas, su preparación atlética y velocidad
pueden ser vitales para enfrentar a un joven invicto de 24 años y que
solo cuenta con 17 peleas con 7 KO, sin grandes nombres en su récord.

Mucha expectativa existe en torno a este combate, en un país donde el
boxeo no es tan popular, pero que con este tipo de eventos de primer
nivel pretende atraer a la gente.

annual meeting of TRACECA to be held in Baku April 21-22.

Deputy Prime Minister Abid Sharifov said that the Azerbaijani
government provided its consent to the invitation, as otherwise the

Baku, April 18, AssA-Irada — Despite the OSCE Minsk Group’s
insistence, Azerbaijan won’t make any concessions for Armenia,
Parliament Speaker Murtuz Alasgarov said in a meeting with
representatives of the EU-Azerbaijan Parliamentary Cooperation
Committee on Monday.

Alasgarov said that granting the autonomy status to the Armenian
community in Upper Garabagh after Azerbaijan’s occupied regions are
liberated may be the only concession.

The speaker noted that although the conflict has remained unsettled
for many years, international organizations fail to make serious
efforts in this area.

“The peace talks are stalling due to the biased approach of
international organizations to the issue.”

Head of the foreign delegation Maria Ishler Belqueen expressed concerns
over unresolved status of the Upper Garabagh conflict and said that
she has become familiar with the living conditions of internally
displaced persons.

“Like the Minsk Group, we have an obligation to settle the conflict.
It is possible that we have not correctly determined our activity
for more than 10 years”, said Belqueen.

She said that the negotiations should continue at the meetings of
Azerbaijani and Armenian presidents.

Touching upon Azerbaijan’s parliamentary elections due in November,
Belqueen said the Committee wants them to be democratic and compliant
with international standards.*

Russian border guard chief visits Armenia to discuss cooperation, funds

Yerevan, 18 April: Col-Gen Vladimir Pronichev, first deputy director
of the Federal Security Service [FSB] and chief of the Border Guard
Service, has arrived on a visit in Yerevan.

The main purpose of Pronichev’s visit is to familiarize himself
with the service conditions of the Russian border troops deployed in
Armenia, the Armenian Border Service told RIA. Pronichev will also
discuss with his Armenian colleagues the prospects for developing
cooperation between the Russian FSB Border Guard Service and the
Armenian Border Service.

Several bilateral documents and agreements related, in particular,
to funding of the Russian border troops deployed in Armenia are
expected to be signed in the course of the visit.

Russian border guards are guarding Armenia’s state border with Turkey
and Iran jointly with their Armenian colleagues.

Yerevan, 18 April: Turkey’s proposal to set up an Armenian-Turkish
scientific commission to study historical facts concerning the
genocide of Armenians is unacceptable to Armenia, the Armenian prime
minister and chairman of the Republican Party, Andranik Markaryan,
told journalists today.

He noted that the genocide of Armenians in Ottoman Turkey [in 1915]
is a historical fait accompli for Armenia. Markaryan said that Armenia
and Turkey may discuss issues of establishing bilateral diplomatic
relations. He stressed that he is not against the creation of different
Armenian-Turkish commissions.

“The formation of an Armenian-Turkish interparliamentary commission and
different public committees will only contribute to the establishment
of bilateral relations,” he said.

Markaryan expressed confidence that Turkey would change its position
on the recognition of the genocide of Armenians sooner or later under
pressure from the international community and the EU.

“This will be our victory if we manage to establish diplomatic
relations with Ankara shortly, after which Turkey will open its
border with Armenia, and an atmosphere will be formed between the
two countries to discuss problematic issues,” the prime minister said.

There are many issues between Armenia and Turkey that need to be
resolved, he noted. “We need to decide what kind of financial and
territorial claims Armenia has and at what level they should be
raised – at a state or public level,” Markaryan said. He said he
shares the position of the Armenian president that the issue of
territorial claims against Turkey is not the problem of the state,
but that of individuals who need to raise them.

The Armenian Foreign Ministry has already developed a state concept
to promote the international recognition of the genocide of Armenians
and prevent such crimes in future, he said.

“Armenia’s policy towards the international recognition of the
genocide will be continued. It is important that the genocide is
recognized not only by countries where Armenian communities live,
but also by states where Armenians do not live. This will mean that
the international community recognizes the tragedy of the Armenian
people,” the prime minister said.

Suspect in weapons smuggling case extradited to United States

An Armenian man suspected of playing a role in a weapons smuggling plot
has been extradited to the United States, the U.S. embassy said Monday.

Armen Barseghyan, who was flown to the United States on Friday, will
appear in court this week, along with 20 others who have also been
indicted in this case, the embassy said in a statement.

U.S. authorities last month charged 18 people in an alleged scheme to
smuggle grenade launchers, shoulder-fired missiles and other Russian
military weapons into the United States. Officials said the arrests
resulted from a year-long investigation in which an FBI informant
posed as an arms buyer who claimed to have ties to al-Qaida.

Another Armenian, Artur Solomonyan, was arrested March 14 at a New
York hotel after meeting one last time with the informant to finalize
plans before leaving the country to obtain the weapons, according
to a criminal complaint unsealed last month in U.S. District Court
in Manhattan.

The case took investigators to South Africa, Armenia and Georgia.

UNE INSTANCE DU PARLEMENT EUROPEEN HONORE LA MEMOIRE DU GENOCIDE DES
ARMENIENS

— La délégation interparlementaire UE – Arménie a observé une
minute de silence et a lié la reconnaissance du génocide arménien
ainsi que la levée du blocus de l’ Arménie à la demande d’adhésion
de la Turquie.

Strasbourg, France – Mercredi 13 et Jeudi 14 Avril 2005, la
délégation interparlementaire UE – Arménie s’est réunie pour la
septième fois afin de faire le point sur les relations entre l’Union
européenne et l’Arménie dans le cadre de l’accord de partenariat et
de coopération conclu en 1999, et dans la perspective de la nouvelle
politique européenne de voisinage conclue en 2004.

Cette nouvelle réunion, placée sous la coprésidence de Mme
Marie-Anne Isler-Béguin (Verts, France) et de M. Armen Rustamyan
(Parti Socialiste, Arménie) était notamment consacrée à la question
du Karabakh, après la publication du rapport de l’OSCE démontrant
l’absence de colonisation systématique par l’Arménie de la zone
de sécurité.

Dans ce cadre, et à l’occasion du 90ème anniversaire du génocide des
Arméniens, les membres européens et arméniens de la délégation
interparlementaire, ainsi que le représentant de la Commission
européenne, M. Kurt Juul et celui de la présidence luxembourgeoise
de l’Union, M. Ronald Dofing, ont marqué une minute de silence en
la mémoire des 1 500 000 victimes de ce génocide.

En outre, la déclaration et les recommandations issues de cette
réunion « rappellent toutes les résolutions du Parlement européen
sur le génocide arménien et, à l’aube du 90ème anniversaire de cet
événement, appelle les autorités turques à engager un processus
de réconciliation, total et sincère, international et national,
sur cette question ».

La délégation interparlementaire a également lié ce processus
à la candidature turque à l’Union européenne en enjoignant Ankara
« à se conformer à son statut de pays candidat et de prendre les
mesures nécessaires pour établir des relations de bon voisinage,
pour établir des relations diplomatiques avec l’Arménie, en accord
avec les résolutions adoptées par le Parlement européen entre
1987 et 2004, et pour ouvrir la frontière aussi rapidement que
possible ». La délégation a de plus insisté en rappelant que «
la position du Parlement européen sur les relations Arméno-Turques
était reflétée par sa résolution du 15 décembre 2004 ».

« Le rôle des délégations interparlementaires, qui observent de
près les problèmes des pays tiers, est souvent de montrer la voie,
en précurseur, aux autres institutions de l’Union ou à ces pays
tiers. » a déclaré Laurent Leylekian, directeur de la Fédération
Euro-Arménienne.

« Concernant l’Arménie, c’est notamment la délégation parlementaire
qui a insisté pour l’abolition de la peine de mort en Arménie,
ce qui fut fait, et pour l’inclusion de cette république dans la
politique de voisinage, ce qui fut fait également quelques mois
après. Cette minute de silence, ces déclarations réitérées sur le
lien entre la reconnaissance du génocide par la Turquie et sa demande
d’adhésion présagent de la lucidité croissante de l’ensemble des
institutions européennes au regard de cette question existentielle
pour l’Union. La Turquie ne peut plus continuer à dissimuler
sa doctrine négationniste derrière des man~uvres éculées,
destinées à réécrire l’histoire, comme les sempiternelles
commissions d’historiens » a conclu Laurent Leylekian.

Yerevan, 18 April: Armenian President Robert Kocharyan received
a delegation led by the governor of Russia’s Perm Region, Oleg
Chirkunov, on 18 April. The two exchanged views on possible directions
of cooperation between Armenia and Perm Region.

Kocharyan welcomed the initiative of the government to create
conditions for active business contacts between Armenia and Perm
Region. The experience of cooperation with several regions of
Russia shows that this initiative may be successfully continued,
the president noted.

Chirkunov said that the powerful and respected Armenian community in
Perm can become a good guarantor for establishing partnership with
Armenia, a source in the press service of the Armenian president told
Noyan Tapan.

MUST TURKEY COMPENSATE?

According to Ashot Melqonyan, head of the RA Science National Academy
History Institute, the Armenian Genocide must be transferred from the
scientific field into the political. He thinks that in the international
level the term «Turkey’s responsibility» must be used alongside with
«Recognition and Condemnation of Armenian Genocide».

Today during the conference devoted to the 90th anniversary of the Armenian
Genocide Mr. Melqonyan expressed opinion that moral compensation is not
enough. According to him, compensation can be both material and territorial.
«For example, the issue of Ani ruins is not connected with territorial
compensation as the area of 44 square kilometers can be compensated only
materially».

Let us remind you that in an interview given to a Turkish journalist Robert
Kocharyan has said that the confirmation of historical fairness does not
presuppose material compensation or territorial demands.

And according to Prime Minister Andranik Margaryan, the Armenian nation has
already answered for the 1915 Genocide. «We have an independent country and
our national will is so strong that we will always remember that crime», he
announced today.

By the way, Turkish journalists were present at the conference.

A committee consisting of 17 members has been created on the order of
Yerevan mayor Yervand Zakharyan to decide the status of the illegal
buildings in Yerevan. The mayor is factually discontent with the work
of the Committee as on March 1 12 of the members have been replaced
by others. By the way, among those replaced were the head and the
secretary of the Committee.

According to the information of the previous Committee during 2003=2004
17 thousand applications have been introduced to the municipality
about the illegal buildings.

«As you see, the group has worked in rather tense circumstances»,
this was the appreciation of chief advisor of the mayor, head of the
Committee Grigor Melkumyan about the work of the Committee. According
to him, before the changes the mayor created a group supporting the
Committee, with the help of which the 7500 decisions accumulated
during the last 2 years will be given to those who have been waiting
for the mayor’ decision.
