GAP IN POPULATION INCOMES REMAINS GREAT PROBLEM FOR ARMENIA

YEREVAN, April 2. /ARKA/. Unequal income of population remains a
great problem for Armenia, the economic and social review of Asia and
Pacific region for 2008. The study was conducted by the UN Economic
and Social Commission for Asia and the Pacific (ESCAP).

The number of people below the poverty line was 34% in Armenia in
2005 against 55% in 1998 with the Jeannie coefficient being 33.8 in
2003 against 44.42 in 1996, says the review.

ESCAP was founded in 1997 and has 48 members and 10 associated members
representing almost 60% of the world’s population.

Armenian Government approved poverty reduction strategy for 2003-2015
on August 8 2003. The strategy is currently under review.

According to the reviewed draft version of the program the poverty
level is to be brought down to 6% in Armenia by 2021 with the extreme
poverty to be completely eliminated by 2017.

According to the recent data for 2006, the extreme poverty rate was
4.1% in Armenia.

on a panel to discuss the Armenian Genocide recognition issue.

During the session, Knesset members Zeev Elkin and Joseph Shagal,
who hold opposition opinion the issue, entered a hot debate.

"Elkin, as a chairman of Israel-Armenia interparliamentary group,
initiated the discussion together with Haim Oron. Israel has held a
neutral position on the issue for 60 years. All my attempts to warn
about inexpedience of the move were fruitless," Shagal said.

"I regret that our discussion exceeded the frames of ethics. All what
happened damages the Knesset’s image," said Zeev Elkin, for his part,
Newsru.co.il reports.

It is no secret that Turkey has for a long time been a "paradise"
for all sorts of organized crime activities, which already threaten
the country’s security and stability and which cannot be used as a
bargaining chip in any sort of deal.

I make that comment in response to speculation surrounding recent
calls for compromise made by Turkey’s leading NGOs in an attempt to
reduce ongoing political tension due to an indictment to shut down
the ruling Justice and Development Party (AK Party). The situation
has been interpreted by many in Ankara to indicate that in return
for discouraging the prosecutors from pursuing the Ergenekon gang
investigations, the AK Party’s closure will be dropped from the agenda.

As I was writing my column, the Constitutional Court was debating
whether to proceed with an earlier Supreme Court of Appeals request
for the AK Party’s closure on charges of changing the country’s
secular character.

Independent of the court’s decision, the Turkish political leadership
should continue extending strong backing to prosecutors investigating
gangs, including those who are in charge of the latest probe against
the Ergenekon gang, despite attempts to establish a symmetrical link
between this investigation and the closure case against the AK Party.

Over 40 people, from retired generals to lawyers, journalists
and academics, have been in jail and awaiting trial on charges of
involvement in the Ergenekon gang into which an investigation by an
Ýstanbul prosecutor is now under way. Those arrested are charged with
inciting citizens to an armed uprising against the government and
setting up, being a member of and masterminding a terrorist group
(Ergenekon).

In the latest crackdown, three people from ultranationalist and
anti-European Union weekly Aydýnlýk and its news channel Ulusal
(National) were arrested as part of the Ergenekon investigation while
Workers’ Party (ÝP) Chairman Doðu Perincek, whose party runs those
media organizations, was earlier arrested over the same charges.

It is worth giving some more details about other schemes that gangs are
believed to have masterminded in Turkey. For example, retired Gen. Veli
Kucuk has been accused of organizing extra-judicial killings of Kurds
in the 1990s, but never stood trial. His name is also implicated in
the infamous Susurluk case back in the mid-1990s.

Similarly, lawyer Kemal Kerincsiz, arrested as part of the Ergenekon
investigation, is known for having initiated legal proceedings
against Turkish novelist Orhan Pamuk, who won the 2006 Nobel Prize for
literature, as well as against ethnic Armenian journalist Hrant Dink,
who was killed early last year in Ýstanbul.

The Ergenekon operations came as part of an investigation that led
to the discovery of hand grenades and bomb detonators as well as
documents in a house in Ýstanbul’s Umraniye district last June.

As a matter of fact, since the 1950s Turkey has witnessed numerous
politically motivated assassinations in addition to increasing
ordinary acts of organized crime. But in none of the cases has the
judiciary possessed enough power to finish off the gangs’ activities,
also falling short in finding the assassins of many famous Turkish
intellectuals.

It is also worth reminding that Perincek, in jail over alleged
involvement in Ergenekon, was responsible for a scandal that occurred
in February 2002, when his weekly Aydýnlýk published a series of
e-mails sent by then-European Commission envoy to Turkey Karen Fogg
to EU officials in Brussels.

Perincek said at the time that he published the messages to prove
Fogg was undermining Turkey’s national interests during accession
talks with the EU while his magazine launched a campaign of slander
against some liberal Turkish journalists and diplomats. He was tried
over charges of illegally obtaining and reproducing private data with
the intent of harming others and faced a three-year prison sentence,
but he was acquitted when the charges were dropped on the grounds
that Fogg had not filed a complaint.

Today, those linked to the Ergenekon gang come from every walk of life
and are ultranationalists, anti-European and believe that democratic
reforms have been threatening the state’s traditional sovereignty
at the expense of enlarging citizen sovereignty. However the fact
that those ultranationalists who are involved in crimes to meet
their objective of continuing state sovereignty and preserving the
power of anachronistic forces at the expense of liberties, requires
urgent attention and should not be used as a bargaining chip at all
in any deal.

Turkey has no way out if it fails to settle scores with gangs.

The outgoing president of Armenia has said his country can recognize
the breakaway Azerbaijani region of Nagornyy Karabakh as an independent
state or sign a military agreement with it in the face of Azerbaijan’s
"bellicose" statements.

Speaking in Nagornyy Karabakh’s capital Stepanakert (Azeri name
Xankandi) on 31 March, Robert Kocharyan said that Armenia could change
its position on Karabakh following the "new situation" emerged in
the world – Kosovo’s declaration of independence from Serbia.

"I think that a new situation has emerged," Armenian Public TV showed
Kocharyan as saying. "Some things are changing in the world. There
is the Kosovo precedent… There are two options: We either recognize
[Nagornyy Karabakh’s independence] immediately, or replace the final
recognition with the signing of an agreement on the defence sphere
between the republic of Nagornyy Karabakh and the Republic of Armenia."

Kocharyan, who is a native of Nagornyy Karabakh, added that the new
approach was also prompted by Azerbaijan’s efforts to take peace talks
out of the mandate of the OSCE Minsk Group, which is co-chaired by
the USA, Russia and France.

New Azerbaijan Party (NAP) sent a protest statement to the embassies
of the co-chairman countries (The USA, France, Russia) of the OSCE
Minsk Group, a source at the NAP reported to TrendNews on 31 March.

During the 62nd session of the UN General Assembly, the co-chairman
countries of the OSCE Minsk Group voted against the adoption of the
Resolution on Situation in Occupied Territories of Azerbaijan.

The statement describes the activities of the OSCE Minsk Group
directed towards the peaceful settlement of the Armenian-Azerbaijani
Nagorno-Karabakh conflict and highlights the responsibility of the
organization that the conflict has not been settled to this day. The
document says that the co-chairmen of the OSCE Minsk Group expressed
unbalanced attitudes towards the sides, giving interviews hiding
aggression of Armenia, took steps which did not serve towards the
settlement process of the conflict. In particular, such attitude took
place during the voting over the Resolution on Situation in Occupied
Territories of Azerbaijan.

The statement describes the fact that the co-chairman countries of
the OSCE Minsk Group voted against the Resolution and it caused great
dissatisfaction of the Azerbaijani community.

Political parties and National Forum of NGOs condemned the position
demonstrated by the co-chairman countries of the OSCE Minsk Group
with regards to the Resolution and called on them to act in accordance
with the standards and principles of the international law.

Together with the NAP, the statement was signed by Ana Veten Party,
Social Welfare Party, Great Establishment Party, Azerbaijan Unified
Popular Front Party, Adalet Party, Civil Unity Party, Civil Solidarity
Party, Alliance for Azerbaijan and National Forum of NGOs.

NAP was established in 1992 in Nakchivan by ex-President of Azerbaijan,
Heydar Aliyev. Currently the Party is being chaired by the President
of Azerbaijan, Ilham Aliyev.

The Zharangutiun (Heritage) Party will give its evaluation of the
home political developments and the newly-formed four-fold coalition
at its upcoming sitting.

"I am not authorized to make declarations until this issue is
discussed. I can say one thing for sure; the party is likely to hold
a sitting in the nearest future as it’s extremely hard to work in
the National assembly, being an opposition of seven and facing the
vast majority of the rest of the Parliament", said the member of the
Heritage parliamentary faction, Stepan Safarian. He added that the
propositions of the party, even the non-political ones, are confronted
by the parliamentary majority in the NA.

Referring to the possible parliamentary boycott, he noted that "there
are some tactical and strategic points to be discussed" "I don’t want
to exclude anything. Still we don’t think that a boycott will provide
great achievements," he said.

Heritage members are due to meet with the Ago monitoring group
delegation on April 1. "At the meeting we shall find out the purpose
of their mission and specify what they are going to hear from us,"
Mr. Safarian says.

He underscored their announcements and stance of the March 1 events,
especially the case of the disputed police car which ran through
the bulk of people near the French Embassy. He accused the state
authorities, particularly the Office of the Prosecutor General and
the state mass media, namely "Haylur" news program, of the distorted
information they gave on the testimonies given by him and another
Heritage member," Anahit Bakhshian.

"They say we made some statements, which we then rejected. There were
no ungrounded "statements", it was a legal inquiry", said Mr. Safarian.

"To crown it all, "Haylur" presented the examination of Anahit
Bakhshian as a "confession". She didn’t go to church to make
confessions, nor did she commit a crime", he noted.

"I don’t know whether that’s just the restrained situation or there
is a tendency to denigrate our party", he added.

Today in Noravank Foundation a lecture was held on "The face of
poverty in Armenia; its principles" item.

The author of the report is PHD Harutyun Marutyan scientist of the
RA Sciences National Academy.

According to the official web site of the foundation the report is
based on method quality investigation and the author when presenting
the survey did not speak of any figures. The report was based on
"Stories about Poverty" books the author of which is Harutyun Marutyan
himself and his colleagues. The books cover in detailed interviews
done with the poor people and authors’ analysis. And the second book
on the current item published recently covers the same families which
gave interviews in 1994-2000. The mission was to found out the changes
and the dynamic of those 33 families.

The analysis of the material in 1994-2005 about the poor families
showed that there are some changes but what kind of changes they were,
whether they were in the results of the economic growth in Armenia
which is announced.

The author mentioned that the land extension in Armenia does not have
its positive impacts as the immigration process is not stopped and
vice versa it keeps growing.

YEREVAN, MARCH 31, NOYAN TAPAN. On March 31, supporters of the first
Armenian president Levon Ter-Petrosian started to gather in Yerevan’s
North Avenue since 6 pm in order to take a next in turn "political
walk". Unlike in the previous days, policemen neither took "walk"
participants to police stations nor called on them to go away. The
number of law enforcers was also quite different: it declined from
several dozen to 12-13 policemen. The action participants explained
the restraint of the police by the presence of the Council of Europe
monitoring Ago Group in Yerevan, which made the authorities refrain
from making arrests.

At 7:45 pm people’s flow to North Avenue was continuing, many have
brought children with them.

Committee Utah (ANC Utah) activists attended a Serj Tankian concert at
In the Venue. After a spectacular show, ANC Utah Chairman Sarkis
Bekearian met with Serj Tankian and band member Erwin Kachikian.

Tankian, who has been instrumental in raising Genocide awareness,
discussed the importance of ANC initiatives, including H. Res. 106.

"It was an amazing experience to not only attend Serj Tankian’s
concert but to meet with him as well," exclaimed Sarkis Bekearian.
"We are extremely proud of Serj as he has been an influential role
model for the Armenian youth in Utah and worldwide. He was gracious
enough to meet with us and share his thoughts and ideas regarding the
significance of educating Armenians and non-Armenians to end the cycle
of genocide," he added.

Tankian also discussed with ANC Utah activists his involvement with
the film Screamers. The documentary, which follows System of a Down’s
personal campaign to end the cycle of genocide, has made an impact on
millions throughout the US. It has educated many who might otherwise
not have been aware of the Armenian, Cambodian, Rwandan and Darfur
genocides, the latter of which is currently taking place.

The ANC of Utah advocates for the social, economic, cultural, and
political rights of the area’s Armenian American community and
promotes increased Armenian American civic participation at the
grassroots and public policy levels.
