I am becoming quite worried about McCain.

RockRichard at VetVoice says bluntly:

Forget about Afghanistan, Osama bin Laden and REAL Al-Qaeda. That
isn’t a major conflict. Let’s not dwell too much on figuring out this
Iraq problem. It isn’t an international crisis. And maybe he was just
having a "senior moment" and completely forgot about the Gulf War,
apartheid, and genocide in Darfur, Rwanda and the Balkans.

If you are reading this and are currently deployed or about to deploy
which at the current OPTEMPO should include anyone who is active duty,
keep that chin up. Its not like this is a crisis or anything. And
if you’re a loved one of someone who made the ultimate sacrifice,
remember that Senator McCain seems to think that your loved one died
for something so trivial that it doesn’t even break the "crisis"
threshold.

Andrew Sullivan asks:

What if Obama had said this?…. It’s this kind of emotional hyperbole
that should worry people about McCain in the White House. He’s a
drama queen on these issues. With a finger on the trigger.

Michael Stickings writes:

[McCain is] providing yet more evidence — and it’s really piling up
— that he is not the straight-talking maverick with international
relations expertise…but a dim-witted buffoon who actually knows very
little about the world and who is prepared to do and say anything to
score political points….

Let’s face it, McCain has no clue what to do about the conflict in
Georgia. His message, however, is this: "It’s the Cold War all over
again! I was there! I get it! Russia is the Evil Empire! I know what
to do! Vote for me!"

And this is what really bothers me.

McCain is exploiting an extremely serious situation that will affect
US and Russian relations for years to come in order to score political
points. And they called Barack Obama "presumptuous"? Consider this
(from The Washington Post):

Standing behind a lectern in Michigan this week, with two trusted
senators ready to do his bidding, John McCain seemed to forget for
a moment that he was only running for president.

Georgian President Mikheil Saakashvili says he talks to McCain, a
personal friend, several times a day. McCain’s top foreign policy
adviser, Randy Scheunemann, was until recently a paid lobbyist
for Georgia’s government. McCain also announced this week that
two of his closest allies, Sens. Lindsey O. Graham (R-S.C.) and
Joseph I. Lieberman (I-Conn.), would travel to Georgia’s capital of
Tbilisi on his behalf, after a similar journey by Secretary of State
Condoleezza Rice.

The extent of McCain’s involvement in the military conflict in Georgia
appears remarkable among presidential candidates, who traditionally
have kept some distance from unfolding crises out of deference to
whoever is occupying the White House. The episode also follows months
of sustained GOP criticism of Democratic Sen. Barack Obama, who was
accused of acting too presidential for, among other things, briefly
adopting a campaign seal and taking a trip abroad that included a
huge rally in Berlin. (WaPo)

Obama made a speech and shook hands with a couple of people. He
also apparently stirred up the Iraqis and got all that discussion
going about withdrawal deadlines. He was criticized for meddling in
foreign policy.

But this is several notches further up the meddling scale. My
colleague remarked:

John McCain says he is speaking on the phone every day to Georgia’s
President…. Doesn’t Bush mind?….. I’d mind. For once I kind of
admire Bush’s restraint.

I’d be like, "Dude? Excuse me; I believe I am still the president
here?"

For all the Cold War comparisons I’m seeing, the situation in Georgia
involves other factors (such as the argument of the separatist enclaves
within Georgia and the matter of the Georgian president’s initial
attack on South Ossetia). Nobody’s hands are completely clean with
respect to the factors which initiated the conflict. A nuanced response
is needed in dealing with Georgia’s territorial integrity and with the
people within its borders. The bad blood goes back hundreds of years.

On August 11, The Christian Science Monitor published an article by
Professor Charles King of Georgetown University. (Professor King is
professor of international affairs in the Edmund A. Walsh School of
Foreign Service at Georgetown University…and the author of "The
Ghost of Freedom: A History of The Caucasus.") He wrote:

Russia illegally attacked Georgia and imperiled a small and feeble
neighbor. But by dispatching his own ill-prepared military to resolve a
secessionist dispute by force, Georgian President Mikheil Saakashvili
has managed to lead his country down the path of a disastrous and
ultimately self-defeating war….

[T]his is not a repeat of the Soviet Union’s aggressive behavior of
the last century. So far at least, Russia’s aims have been clear:
to oust Georgian forces from the territory of South Ossetia,
one of two secessionist enclaves in Georgia, and to chasten a
Saakashvili government that Russia perceives as hot-headed and
unpredictable.Regardless of the conflict’s origins, the West must
continue to act diplomatically to push Georgia and Russia back to the
pre-attacks status quo. The United States should make it clear that
Saakashvili has seriously miscalculated the meaning of his partnership
with Washington, and that Georgia and Russia must step back before
they do irreparable damage to their relations with the US, NATO,
and the European Union.

The attack on South Ossetia, along with Russia’s inexcusable reaction,
have pushed both sides down the road toward all-out war – a war that
could ignite a host of other territorial and ethnic disputes in the
Caucasus as a whole. (CSM)

He also wrote:

Like the Balkans in the 1990s, the central problems of this region are
about the dark politics of ethnic revival and territorial struggle. The
region is home to scores of brewing border disputes and dreams of
nationalist homelands….

Farther afield, other secessionist entities and recognized governments
in neighboring countries – from Nagorno-Karabakh to Chechnya – are
eyeing the situation. The outcome of the Russo-Georgian struggle
will determine whether these other disputes move toward peace or
once again produce the barbaric warfare and streams of refugees that
defined the Caucasus more than a decade ago.

For Georgia, this war has been a disastrous miscalculation. South
Ossetia and Abkhazia are now completely lost. It is almost impossible
to imagine a scenario under which these places – home to perhaps
200,000 people – would ever consent to coming back into a Georgian
state they perceive as an aggressor. (CSM)

Calling out Russia for its inexcusable opportunism (and previous
meddling in the separatist movements with the exact intention of
stirring up this sort of trouble) or even–if it is possible–punishing
them for it is not going to solve Georgia’s internal problems. The
separatist enclaves have not been under Georgia’s control since
the Nineties. Rightly or wrongly, they do not acknowledge Georgia’s
sovereignty over them or their territories.

The BBC’s Sarah Rainsford has reported: "Many Ossetians I met both in
Tskhinvali and in the main refugee camp in Russia are furious about
what has happened to their city.

"They are very clear who they blame: Georgia’s President Mikhail
Saakashvili, who sent troops to re-take control of this breakaway
region."

Human Rights Watch concluded after an on-the-ground inspection:
"Witness accounts and the timing of the damage would point to Georgian
fire accounting for much of the damage described [in Tskhinvali]." (BBC

The Bush administration is working with the EU to resolve the
situation. Bush has told the Russians to get out now.

McCain needs to let them get on with it. But will McCain, who seems,
as Sullivan says, to be caught up in the drama, who claims close
friendship with the Georgian president, and who said "We are all
Georgians," simply exacerbate the situation? On August 13, The New
York Times wrote:

Despite Western governments’ public statements of support for
Saakashvili, some Western diplomats now privately say that the Georgian
leadership or military made a serious and possibly criminal mistake
last week by launching a massive barrage against the South Ossetian
capital of Tskhinvali, which inevitably led to major civilian deaths
and casualties.

Russian officials have said 2,000 people were killed in the Georgian
offensive, a figure that has not been confirmed independently. But
it is indisputable that large numbers of civilians were killed in
and around Tskhinvali. (Reuters)

What I’d really like to see is for McCain to disengage from any actual
meddling at this juncture. He should step away from the phone and
recall his two envoys.

I’m sure McCain means well. But in a situation like this, good
intentions count for very little.

At Obsidian Wings, Dr. Hilzoy says:

Like the neocons surrounding him, McCain’s worldview was forged in
the fires of the Cold War. To him, foreign policy is essentially
about nation-states, some of which are evil, some of which are
good. In McCain’s eyes, there’s always an imperialist existential
threat threatening to expand and gobble up the world. Yesterday it
was communism. Today it’s "Islamofascism." Tomorrow, probably China.

In reality, the Russia-Georgia dispute involved a tiny ethnic enclave
with deep historical ties to Russia that resides in a tiny post-Soviet
Union country. If Russia wanted to re-conquer Eastern Europe, it’s
an odd place to start.

But rather than seeing the situation as the complicated mix of history
and ideology that it is, McCain sees it as a reaffirmation of the Cold
War worldview that informs his foreign policy. A man who wears red
glasses sees everything as red. And so, it his pre-existing assumptions
(and not the facts) that are driving his response….

if the Georgia crisis had happened on President McCain’s watch,
these assumptions could similarly lead to some bad results. The worst
result of all of course would be military entanglement. But even if
McCain wasn’t quite that dumb, he could needlessly antagonize Russia,
who remains (for good or bad) a key and nuclear-powered partner on a
whole host of transnational issues and crises. That’s not to say that
we shouldn’t speak up against an overbroad military response. But the
response needs to be proportional. Citing disapproval (even strong
disapproval) is one thing — "we are all Georgians" is quite another.

Mankind managed to survive the first Cold War without destroying
itself. I’d prefer not to have another roll of the dice just to show
how hairy-chested we are. (Obsidian Wings)

This isn’t about acquiring foreign policy cred; civilian lives are
at stake all over Georgia. Like all civilians everywhere, they’re
inevitably pawns in a larger international chess game. But they
shouldn’t be pawns in the American presidential election as well.

want to comment on the statement of the Azerbaijani side which says
that the step of Georgia shows that Azerbaijan also can restore its
territorial integrity through force. "I do not want to comment on
such statements," Pavlov said.

According to him, the best way of the Karabakh conflict regulation
is the negotiation process conducted with the frameworks of the OSCE
Minsk Group. "It is important that the negotiations between the two
countries continue – presidents, foreign ministers meet with each
other. It gives hope that the Karabakh issue will be solved in a
peaceful way. The latest Georgian-Ossetian developments may be a good
lesson for all the countries who want to solve issues using force,"
the ambassador said.

pour eviter une crise au sein de la Communaute. "Malheureusement,
les efforts de certains membres de la CEI ont rendu notre Communaute
amorphe, nous n’avons pas de mecanismes d’ingerence dans ces conflits",
a note M.Nazarbaïev. Les deux chefs d’Etat ont juge necessaire de
convoquer une reunion des ministres des Affaires etrangères de la
CEI pour evaluer la situation et trouver des moyens de regler tous
les conflits geles dans l’espace de la CEI – au Haut Karabakh, en

Le Kirghizstan, qui assure la presidence de la CEI, mène des

Baku, Fineko/abc.az. The Russian government expects an upcoming
conclusion of a deal between Russia’s Vneshtorgbank (VTB) and
Azerbaijan’s AF Bank for acquisition of control block of shares in
the latter.

At today’s press conference in Baku Russian trade representative
Yury Schedrin to Azerbaijan said that it remained to solve the issue
of separate formalities before registration of the VTB subsidiary
in Azerbaijan.

"We’d like the subsidiary would start operating already this month
as all condition for that have been implemented. In particular VTB
equipped its Baku office," Schedrin said.

VTB has already closed the Armenia’s Savings branch in self-proclaimed
Nagorno Garabagh Republic striving to separate 20% of territory
from Azerbaijan.

"The question has been exhausted, and according to our contacts with
the National Bank of Azerbaijan, the latter is aware of real state
of affairs and does not see obstacles for beginning of VTB activity
beginning in the country," Schedrin said.

VTB also carried out upgrade of management structure and operating
activity of AF Bank. In a recent meeting with the Russian leader VTB
president Andrey Kostin stated that his Bank having branches in five
CIS countries is ready to open its offices in three more ones on the
CIS area.

At the same time the Russian Bank is planning to spread its system
of ruble settlements in its Commonwealth branches.

AF Bank, established on the basis of Continent Bank launched its
activities since December 2002 and was registered in the Ministry
of Justice in June 2003. The AF Bank’s key shareholder is building
company Ugur-97 and its head Khasai Mokhnatov heads the Bank’s
Supervisory Board.

In 2006-7 VTB sought in Azerbaijan a partner to open a subsidiary. The
Russian Bank claimed for purchase of control block of shares. This
year it announced completion of negotiations about acquisition of
control block of shares in one of the domestic banks.

Russian Gas Supplies To Armenia Via Georgia Fully Resumed

YEREVAN. Aug 13 (Interfax) – Supplies of Russian natural gas to
Armenia have been fully resumed, Armenian Prime Minister Tigran
Sarkisian told journalists on Wednesday.

Armenia is currently receiving 4.7 million cubic meters of gas per day,
or the same amount as usual, he said.

ArmRosGazprom CEO Shushan Sardarian said yesterday that Russian
natural gas exports to Armenia have decreased by 30% as of August 7.

She said that gas deliveries to Armenia had decreased owing to the
actions of the Georgian Oil and Gas Corporation, which without notice
had commenced test operations on its section of a 700 mm trunk gas
pipeline. As a result, gas pressure in the system fell.

Georgian Oil and Gas Corporation, for its part, has denied the report.

non-essential travel to Georgia and recommends that all U.S. citizens
depart Georgia," U.S. Embassy announces.

"To facilitate this process the U.S. Embassy in Yerevan is organizing a
third land convoy to Yerevan, Armenia. This convoy will depart Tbilisi
at 12:00 pm (noon) on Wednesday, August 13. U.S. citizens and legal
permanent residents, as well as their spouses and minor children, may
register to travel in the convoy. Minor children who are U.S. citizens
or legal permanent residents may bring one non-U.S. citizen adult
with them on the bus. Those persons interested in participating in the
convoy, including those driving their own vehicles, should come to the
consular section at the U.S. Embassy as soon as possible to sign up.

The U.S. Embassy in Tbilisi has also been informed that as of the
morning of August 13, the Government of Azerbaijan will have a consular
officer available at the Red Bridge border crossing between Georgia
and Azerbaijan to issue Azeri entrance visas. Americans interested
in traveling to Azerbaijan may wish to pursue this route; however,
there will not be an official convoy crossing into Azerbaijan at this
time. American citizens should stay current with media coverage of
local events and be aware of their surroundings at all times. Updated

Day.Az interview with Vafa Quluzade, political scientist and former
state adviser on external policy issues of Azerbaijan.

– How would you comment on Mikhail Saakashvili’s decision to quit CIS?

– I consider this decision natural, as the CIS chairman-Russia-
has carried out armed aggression against Georgia. Why should Georgia
further stay with the CIS in such conditions? Thus, I consider the
decision to be quite right.

On the whole, CIS is an ineffective organization, which has not
attained any of the set tasks. The collapse of the organization is
inevitable. Thus, Saakashvili, resented at bombardment of Tbilisi,
Poti and other Georgian cities and conduction of a large scale military
operation by Russians, made the first step in this direction. What
else should he do? Georgia can not resist Russia in the military sense,
as it is weaker than Russia?

– Will Georgia lose something in case it quits CIS?

– Absolutely nothing. Any other country, which may quit the CIS, does
not lose anything as well. The so-called Commonwealth, which, in fact,
does not exist, builds all relations on the bilateral basis. That
is Russia’s idea to make everything possible for restoration of the
USSR by means of the CIS has failed long before. Moscow is aware
of inefficiency of it. CIS also does not lose anything as there is
no such organization in the reality. Georgia’s decision may formally
bother Moscow. Well, Russia has bombed Georgia and Georgia may verbally
hurt Russia in a response.

– Declaring Georgia’s quitting the CIS, Saakashvili called on all
leaders of the former USSR countries also to follow his way. What do
you think will be the official position of Azerbaijan?

– This question can be clarified only by the country’s leadership. On
the whole, if we speak of our position on the events, the Azerbaijani
officials have fully supported Georgia in this conflict. The
well-known announcement of the Foreign Ministry on Georgia’s support
is a demonstration of Azerbaijan’s position. It is unnecessary for the
head of state to express the position each time. The Foreign Minister
is the demonstrator of country’s position on any problem. In this case,
the country has supported Georgia.

– Azerbaijan unlike Georgia, manages to create balance in the relations
with foreign partners. We have quite good relations with Russia and
if Georgia does not lose anything from quitting the CIS, a similar
step by Azerbaijan will probably cause Russia’s resentment and in
the result a chain of negative events.

– I do not think that we have good relations with Russia. The unsettled
Nagorno Karabakh conflict has been incited by Moscow. Russia has
initiated this conflict, occupying 20% of Azerbaijani lands under
Armenia’s pretense and prevented the problem settlement for 15
years. Russia may use Karabakh the way it used South Ossetia. I have
repeatedly warned about the possibility of such a variant: accussation
of Azerbaijan of violating ceasefire and mass attacks by Russian forces
in the Armenian form with use of military technique, tanks and planes
from the same military base in Gumri. It may happen or may not.

Thus, I would not say that relations with Russia are positive.

– Which other political steps against Russian can Saakashvili
undertake?

– Saakashvili has the only purpose to access NATO and he will continue
to do everything possible in this direction. Russia’s military actions
failed to overthrow Saakashvili and bring Giargadze to powers in
an attempt to change the political course of Georgia. Therefore,
I consider this action unsuccessful for Russia. It has not attained
what it wanted.

– Some Russian political scientists hope that the recent events have
deprived Georgia of the chance to join NATO in the near future.

– Nonsense. It is a deliberately erroneous position. The world widely
supports Georgia’s position.

– Do you think that the developments in South Ossetia did not influence
the prospects of Georgia’s NATO accession?

UAE’S SWIMMER AL JASMI SETS NEW NATIONAL RECORD

Al Jasmi succeed in achieving a new record for the UAE and himself.

Dubai: The UAE suffered a double disappointment in Beijing yesterday.

Shaikh Ahmad Mohammad Hasher Al Maktoum’s loss in the double trap
shooting was followed by swimmer Obaid Al Jasmi, who finished last
place in his 100m freestyle heat.

Al Jasmi came sixth and last in what was a weak field in the heat,
which includes swimmers from Aruba, Mauritius, Armenia, Bermuda
and Fiji.

But he did succeed in achieving a new record for the UAE and himself.

He finished in 53.29 seconds, beating his old record of 54.82. The
winner of the heat Jan Roodzant, of Aruba, clocked 51.69.

However the winner’s time will not be enough to make the quarters due
to the difference between his time and that of top man Eamon Sullivan,
of Australia, world record time of 47.24.

Al Jasmi said: "The preparation which we got for the Olympic Games
was not sufficient.

"We prepared for a couple of months while other swimmers prepared
for years.

"Some of them began preparation from the time the Athens Games was
finished in 2004."

Official bodies

The UAE swimmer said the swimming associations and the UAE National
Olympic Committee (NOC) had to devote more time and energy to preparing
athletes for the coming Olympics London 2012.

"There are several talents in the UAE with a promising future, but
need more care by the association and the NOC.

"They have to be prepared for long times (years and not months)
and have to gain experience by competing against swimmers from top
countries," he said.

UAE swimmers first took part in the Olympic Games in Seoul 1988 with
six swimmers.

They continued in the Olympics with five swimmers in 1992 Barcelona. In
the 1996 Atlanta, 2000 Sydney, 2004 Athens and 2008 Beijing one
swimmer represented UAE.
